NDP ready to open 'gates' to pass Liberal GST holiday bill separate from $250 rebateThe first occupants of a temporary shelter built adjacent to the homeless encampment on Lower Patricia Boulevard will be moving into the facility at 397 Third Ave. starting the week of Dec. 16. After more than seven months of construction , the 42-room Homeless Encampment Action Response Temporary Housing (HEARTH) transitional shelter facility for people experiencing or at risk of homelessness is finished. Connective, the facility operator, will complete its staff training and kitchen setup over the next 10 days before the first occupants arrive. The shelter is equipped with a commercial kitchen, amenity space (dining room and offices) and a shared laundry room. Each of the 42 units is equipped with basic furniture, bed sheets, towels and blankets. Some units have washrooms accessible for people with mobility challenges. There is also some room for storage at the discretion of the operator, Connective. Pets might be allowed, on a case-by-case basis, and those decisions will be left to the people who operate the facility . A third-party security company has been hired and the modular camp is equipped with cameras. Staff are trained in how to utilize the cameras and security system to mitigate risks. The entire site is fenced and a gatehouse will be installed after occupancy begins. Residents who smoke or vape will be required to do so outdoors in a smoking area that is within sight of the office and cameras. The shelter will also have a supervised safe consumption area for drug users. The trailers are all equipped with a sprinkler system and residents will have the protection of fire alarms, smoke detectors and fire extinguishers. The low-barrier housing will be made available to people who have a varying degree of needs and the transitional facility meets the government’s Housing First mandate which emphasizes housing as a basic need that provides the stability and safety needed for individuals to rebuild their lives. According to BC Housing, the criteria for choosing residents will be based on the following: “Residents will be people who are living in the community in shelters and from the Lower Patricia encampment who are ready for independent housing with embedded supports. Tenant selection is a collaboration between Connective (the building operator), BC Housing and several other agencies.” Preference will be given to Prince George residents, especially those currently living in encampments. The Third Avenue camp is not designed to allow couples to room together nor is there support for families with children. “For families who are experiencing homelessness, BC Housing prioritizes providing subsidized housing, as it’s available and when it matches the needs of the individual, said BC Housing spokesperson Cait Wills, in an email to The Citizen . “All shelter staff in Prince George have access to resources through the Ministry of Children and Family Development should anyone request supports for minors, and the Youth Connects youth shelter is also available as a service. Additionally, there are two women’s transition housing shelters in Prince George available for women and children fleeing domestic violence. “In Prince George, for couples seeking shelter, the Second Avenue Temporary Housing Drop-In Centre may be able to accommodate them. In supportive housing, couples are typically given their own units, and they can visit each other as they wish.” Third Avenue residents will receive daily meals and will have 24/7 on-site staff support, where they will have access to healthcare referrals/wellness checks and connections or referrals to community services and support groups. Residents will pay rent and be required to sign an agreement that outlines their responsibilities but that will not be considered a rental agreement because the units are considered transitional housing. Guests will be permitted but will be required to follow defined visitor policies. The provincial government is providing B.C. Housing $4.1 million in funding to establish the camp. The city provided $468,126 for ground preparation and water/sewer and utilities hookups that will serve the housing project. Site preparation began in early May and installation of the ATCO trailers that make up the facility started in June. BC Housing has a three-year temporary use permit and in April entered into a lease agreement with the city for the property. Connective is a community-based social services non-profit operating across BC and Yukon. The housing operator currently manages four other sites in Prince George. The province selected Connective as the Third Avenue operator based on its history of providing innovative, person-centered services that help individuals meet goals and become more independent. Eric Depeneau, the city’s director of administrative services, updated council in October and said the eventual dismantling of the legally protected Moccasin Flats (Lower Patricia) homeless encampment remains on track. The city still intends to go to the BC Supreme Court by the end of the year to request that the ban on evictions from the site be lifted now that the majority of residents of the flats have moved on. In February 2022, in a landmark court case , the city was barred from tearing down Moccasin Flats and displacing its residents until alternative shelter and daytime destinations could be arranged for them. BC Housing hosted two community engagement information sessions in March to discuss the Third Avenue shelter and several neighbouring business operators did express concerns about having the facility in the area. KENOSHA — A series of books and short stories written by a Kenosha author is changing the lives of her readers and their families. Parents who once thought certain tasks were impossible are seeing big changes in their kids. The series is called Positively Prepared. The books are written by Heather McKay. She has been a speech pathologist for about 26 years. She writes primarily short stories that are called 'social stories' or 'social narratives'. “They are books that are written to prepare children for specific situations, procedures, or events," McKay said. These stories prepare children for big moments by giving them visual representations of what to expect. Some of these events include going to the dentist, blood tests, entering middle school, talking with friends, expressing emotions, and potty training. “The visual representation of the story is so important to help prepare these kids, to reduce their anxiety, to increase their positive behavior," McKay said. She has written about 80 different stories since the early 2000s. In 2021, McKay turned it into a business called Positively Prepared. Over the past two decades, she has helped dozens of students and their families. One prime example is Leila Burke. You'd never be able to tell now, but the 16-year-old grew up being non-verbal. “Cause I have autism, and I couldn’t really talk that well at the time," Burke said. Thanks to McKay and her books all that changed. "She helped me, like, learn how to interact with my peers and stuff and get better at it," Burke said. The books and corresponding visuals were presented in a way that Burke could understand. “So, because her language wasn’t functional at the time, she started to become verbal, and these stories kind of helped bridge that gap in showing her how to communicate with her peers and her teachers in the classroom," McKay said. For a while, Burke's parents weren't sure what to do. They didn't know if or when their daughter would start speaking. “We had had a hard time at our home life honestly. People do not believe us now when they see her compared to how she was then. I mean she has grown so much. She has learned a lot. And Heather definitely had a big part in that," Katie Burke, Leila's mom, said. It’s those success stories that motivate McKay every day. “This is where I start crying. Just what you said—it’s very touching to see how successful these kids become," McKay said. “I just see these families and parents really struggle with kids on the autism spectrum. If I can make it a little easier by giving them a tool to use at home.” This is why McKay will keep writing these books and tailoring them specifically to kid's needs. The Central Plantation Crops Research Institute (CPCRI) under the Indian Council of Agricultural Research (ICAR) at Kasaragod, Kerala will organise an exhibition and a national seminar on its campus for three days from January 3, 2025 on the occasion of its 109th foundation day. The topic of the seminar is ‘harnessing plantation sector for sustainable development goals.’ Various sessions of the seminar will be held on all three days. The foundation day will be celebrated on January 5. Himanshu Pathak, Director General, ICAR and Secretary, Department of Agricultural Research and Education, will inaugurate the programmes on January 3 at 10 a.m. The seminar will be attended by scientists, students, agri entrepreneurs, officials from developmental agencies from different States, FPOs, farmers, and other stakeholders, K.B. Hebbar, director, CPCRI said in a release. The seminar is organised to take stock of the progress achieved in the plantation sector in meeting the Sustainable Development Goals (SDGs) adopted by the United Nations in 2015 and make strategies for the next five years to meet the shortcomings. The plantation sector’s contribution is quite significant in terms of reducing hunger and poverty, and safeguarding the environment. The seminar covers some SDGs of relevance to the plantation sector like biodiversity and genomics, AI and digital tools, regenerative agriculture and resource use efficiency, eco-friendly plant health management, mechanisation and product diversification, market trend, policies and entrepreneurship, participatory extension, and community empowerment, the director said. WASHINGTON - Donald Trump threatened the United States’s closest neighbours with big tariffs this week, in a move that has reminded many of the unpredictable tactics the president-elect deployed during his first tenure in the White House. Trump said Monday he would use an executive order to impose 25 per cent tariffs on all goods coming from Canada and Mexico until the two countries stop drugs and migrants from illegally crossing the U.S. border. The announcement, made on Truth Social, brought swift responses from officials and industry in both countries who are bracing for chaos during Trump’s second tenure. He has long used the threat of import taxes to pressure other countries to do his bidding, saying this summer that “the most beautiful word in the dictionary is ‘tariff.’” It’s unlikely the move would violate the Canada-U.S.-Mexico Agreement, which was negotiated during the first Trump administration. Laura Dawson, an expert on Canada-U. S. relations and the executive director of the Future Borders Coalition, said the president can impose tariffs under his national security powers. This type of duty has a time limit and can only be made permanent through Congressional approval, but for Trump, national security powers are like a “get out of jail free card,” Dawson said. “This is exactly what happened in the last Trump administration,” Dawson said. “Everyone said, ‘Well, that is ridiculous. Canada is the U.S.‘s best security partner. What do you mean our steel and aluminum imports are somehow a source of insecurity?’” But within the global trade system, she said, no country challenges another’s right to define their own national security imperatives. Trump’s first administration demonstrated how vulnerable Canada is to America’s whims when the former president scrapped the North American Free Trade Agreement. The U.S. is Canada’s closest neighbour and largest trading partner. More than 77 per cent of Canadian exports go to the U.S. Negotiation of CUSMA, commonly dubbed “the new NAFTA,” was a key test for Ottawa following Trump’s first victory. The trilateral agreement is up for review in 2026 and experts suspect this week’s tariff announcement is a negotiating tactic. Scott Bessent, Trump’s pick for treasury secretary, said in a recent op-ed that tariffs are “a useful tool for achieving the president’s foreign policy objectives.” “Whether it is getting allies to spend more on their own defence, opening foreign markets to U.S. exports, securing co-operation on ending illegal immigration and interdicting fentanyl trafficking, or deterring military aggression, tariffs can play a central role.” During the initial CUSMA negotiations in 2018, Trump floated the idea of a 25 per cent tariff on the Canadian auto sector — something that would have been crippling for the industry on both sides of the border. It was never implemented. At the time, he did use his national security powers to impose a 25 per cent tariff on steel and 10 per cent tariff on aluminum imports, casting fear of an all-out trade war that would threaten the global economy. The day after announcing those levies, Trump posted on social media “trade wars are good, and easy to win.” Former U.S. trade representative Robert Lighthizer recounted in his book that the duties sent an “unmistakable signal that business as usual was over.” “The Trump administration was willing to ruffle diplomatic feathers to advance its trade agenda.” It led to a legendary clash between Prime Minister Justin Trudeau and Trump at the G7 in Quebec. Trudeau said Canada would impose retaliatory measures, saying the argument that tariffs on steel and aluminum were a matter of national security was “kind of insulting.” Trump took to social media, where, in a flurry of posts he called Trudeau “very dishonest and weak.” Canada and other countries brought their own duties against the U.S. in response. They targeted products for political, rather than economic, reasons. Canada hit yogurt with a 10 per cent duty. Most of the product impacted came from one plant in Wisconsin, the home state of then-Republican House Speaker Paul Ryan. The European Union, Mexico and Canada all targeted U.S. whiskey products with tariffs, in a clear signal to then Republican Senate Majority Leader Mitch McConnell and his home state of Kentucky’s bourbon industry. Ultimately, Canada and Mexico were able to negotiate exemptions. Carlo Dade, the director of trade and trade infrastructure at the Canada West Foundation, said Trump is returning to the White House with more experience and a plan. But he suspects Americans will not like the blow to their bank accounts. Trump’s new across-the-board tariff strategy would not only disrupt global supply chains, it would also cause a major shakeup to the American economy. Under “Decree 147”, all tech giants operating in Vietnam must verify users’ accounts via their phone numbers or Vietnamese identification numbers and store that information alongside their full name and date of birth. They must provide that data to authorities on request and remove any content the government regards as “illegal” within 24 hours. The new rules came into force on Wednesday, state media VNExpress said. All social media sites had been given 90 days to provide data on “the total number of regular visits from Vietnam” and the number of regular users per month to authorities, the website said. “Decree 147 will be used to publicly suppress those with different viewpoints,” said activist Dang Thi Hue, who writes about politics and social issues on her Facebook account, which has 28,000 followers. The decree was “the latest sign of infringement of basic freedoms... with a vague line between what is legal and what is not,” said former political prisoner Le Anh Hung. “No one wants to go to jail, so of course some activists will be more cautious and afraid of this decree.” Vietnam’s hardline administration generally moves swiftly to stamp out dissent and arrest critics, especially those who find an audience on social media. In October, blogger Duong Van Thai — who had almost 120,000 followers on YouTube, where he regularly recorded livestreams critical of the government — was jailed for 12 years on charges of publishing anti-state information. Game publishers are expected to enforce a time limit of an hour per game session and not more than 180 minutes a day for all games. WASHINGTON (AP) — Matt Gaetz withdrew Thursday as President-elect Donald Trump’s pick for attorney general amid continued fallout over a federal sex trafficking investigation that cast doubt on his ability to be confirmed as the nation's chief federal law enforcement officer. The announcement caps a turbulent eight-day period in which Trump sought to capitalize on his decisive election win to force Senate Republicans to accept provocative selections like Gaetz, who had been investigated by the Justice Department before being tapped last week to lead it. The decision could heighten scrutiny on other controversial Trump nominees, including Pentagon pick Pete Hegseth , who faces sexual assault allegations that he denies. “While the momentum was strong, it is clear that my confirmation was unfairly becoming a distraction to the critical work of the Trump/Vance Transition,” Gaetz, a Florida Republican who one day earlier met with senators in an effort to win their support, said in a statement. “There is no time to waste on a needlessly protracted Washington scuffle, thus I’ll be withdrawing my name from consideration to serve as Attorney General. Trump’s DOJ must be in place and ready on Day 1," he added. Trump, in a social media post, said: “I greatly appreciate the recent efforts of Matt Gaetz in seeking approval to be Attorney General. He was doing very well but, at the same time, did not want to be a distraction for the Administration, for which he has much respect. As Gaetz sought to lock down Senate support, concern over the sex trafficking allegations showed no signs of abating. In recent days, an attorney for two women said his clients told House Ethics Committee investigators that Gaetz paid them for sex on multiple occasions beginning in 2017, when Gaetz was a Florida congressman. One of the women testified she saw Gaetz having sex with a 17-year-old at a party in Florida in 2017, according to the attorney, Joel Leppard. Leppard has said that his client testified she didn’t think Gaetz knew the girl was underage, stopped their relationship when he found out and did not resume it until after she turned 18. The age of consent in Florida is 18. He had abruptly resigned his congressional seat upon being selected as attorney general, a move seen as a way to shut down the ethics investigation into sexual misconduct allegations. He did win reelection in November for the new Congress, which convenes Jan. 3, 2025, but he said in his resignation letter last week that he did not intend to take the oath of office. There are plans for a special election in Florida for his seat. Republicans on the House Ethics Committee declined this week to release the panel's findings, over objections from Democrats in a split vote. But the committee did agree to finish its work and is scheduled to meet again Dec. 5 to discuss the matter. As word of Gaetz's decision spread across the Capitol, Republican senators seemed divided. Oklahoma Sen. Markwayne Mullin, who served with Gaetz in the House, called it a “positive move." Maine Sen. Susan Collins said Gaetz “put country first and I am pleased with his decision.” Others said they had hoped Gaetz could have overhauled the department. Florida Sen. Rick Scott, a close ally of Trump, said he was “disappointed. I like Matt and I think he would have changed the way DOJ is run.” Kentucky Sen. Rand Paul said he hopes Trump will pick someone “equally as tenacious and equally as committed to rooting out and eliminating bias and politicization at the DOJ.” Gaetz is not the only Trump pick facing congressional scrutiny over past allegations.
