Kashyap "Kash" Patel is receiving high marks from Senate Republicans in his quest to be President-elect Donald Trump's next FBI director. The 44-year-old former federal prosecutor and national security official, considered a Trump loyalist by many, has promised major changes to the country's top law enforcement agency . Like many of the president-elect's supporters, Patel has been a vocal critic of the so-called "deep state" or longtime members of the country's national security bureaucracy. "Kash Patel is an agent of transformation. He’ll do a great job," Sen. Roger Marshall, R-Kansas, told USA Today. Markwayne Mullin, R-Oklahoma, said he hadn't met Patel one-on-one but had spoken to him previously. "Kash is great," he said. "Can’t wait to get Kash there." Patel's nomination signals Trump wants to remove current FBI Director Christopher Wray, who the former president nominated in 2017 to what was supposed to be a 10-year term. "We still don't know what Director Wray's plans are," Sen. John Cornyn, R-Texas, told reporters Monday. "But eventually I assume Mr. Patel will be confirmed as the next FBI director." Wray has fallen out of favor with Trump and his GOP allies in Congress, who hold resentment toward the bureau for its investigations aimed at the former president, such as his possession of national security documents his Florida resort, Mar-a-Lago, which were discovered after he left the White House. Other Republicans have called out the FBI for a federal court ruling in July that said the agency failed to alert social media companies that a story about Hunter Biden’s laptop was real rather than Russian disinformation days before the 2020 presidential election. In a stinging 11-page letter, Sen. Chuck Grassley, R-Iowa, blasted Wray for what he described as "failed" leadership. The incoming Senate Judiciary Committee chairman said Monday he has "seen enough" and that Wray should step aside. But some GOP senators told USA TODAY they don’t know much about Patel, who has been criticized by Democrats and nonpartisan groups for lacking the experience to lead the FBI and for peddling conspiracy theories about federal government employees, the COVID-19 vaccine and more. Trump's former Attorney General Bill Barr wrote in his memoir "One Damn Thing After Another" that he remembers saying Patel's appointment to deputy FBI director would happen "over my dead body." "Patel had virtually no experience that would qualify him to serve at the highest level of the world's preeminent law enforcement agency," Barr wrote in the 2022 book. Sen. Rick Scott, R-Fla., said he thinks Patel will do a "good job," but notes he didn’t serve with Patel and doesn’t know him as well as other Trump cabinet picks, such as Pam Bondi who has been nominated for attorney general. “Honestly, I don't know anything about him," Sen. Susan Collins, a moderate Republican from Maine, said. "His name was vaguely familiar to me, but I don't know his background, his experience. I'm going to need to do a lot of work on his nomination. The FBI post is a really important one, but I just don't have an opinion." Contributing: Savannah Kuchar, Bart Jansen and Sudiksha KochiTrump has flip-flopped on abortion policy. Secretaries of State are being told that any outgoings which are not contributing towards one of Labour’s “priorities” must be cut as Rachel Reeves vows to wield “an iron fist against waste.” In letters sent by Chief Secretary to the Treasury Darren Jones, departments will be told to brace for “difficult” spending decisions in order to restore trust in the Government’s handling of the public finances. Every pound of departmental spending will be face a “line-by-line review” involving external finance experts from banks and think tanks in order to ensure it represents value for money, the Treasury said. The Chancellor will on Tuesday launch the next round of Government spending, and is expected to warn departments that they “cannot operate in a business-as-usual way when reviewing their budgets for the coming years”. She will insist that areas focused on Prime Minister Sir Keir Starmer’s “plan for change”, which includes targets to improve living standards across the country and build 1.5 million homes, must be prioritised. Ms Reeves said: “By totally rewiring how the Government spends money we will be able to deliver our plan for change and focus on what matters for working people. “The previous government allowed millions of pounds of taxpayers’ money to go to waste on poor value for money projects. We will not tolerate it; I said I would have an iron grip on the public finances and that means taking an iron fist against waste. “By reforming our public services, we will ensure they are up to scratch for modern day demands, saving money and delivering better services for people across the country. That’s why we will inspect every pound of Government spend, so that it goes to the right places and we put an end to all waste.” Under the Treasury’s plans, departments will ensure budgets are scrutinised by “challenge panels” of external experts including former senior management of Lloyd’s Banking Group, Barclays Bank and the Co-operative Group. These panels, which will also involve think tanks, academics and the private sector, will advise on which spending “is or isn’t necessary”, the ministry said. The Treasury said work has already begun, with an evaluation of the £6.5 million spent on a scheme that placed social workers in schools finding “no evidence of positive impact on social care outcomes”. “Departments will be advised that where spending is not contributing to a priority, it should be stopped,” it said. “Although some of these decisions will be difficult, the Chancellor is clear that the public must have trust in the Government that it is rooting out waste and that their taxes are being spent on their priorities.” Ms Reeves had already announced efficiency and productivity savings of 2% across departments in her autumn budget as she seeks to put the public finances on a firmer footing. In a speech in east London, Chancellor of the Duchy of Lancaster Pat McFadden hinted at a further squeeze. “At the Budget the Chancellor demanded efficiency and productivity savings of 2% across departments – and there will be more to come,” he said. “As we launch the next phase of the spending review at its heart must be reform of the state in order to do a better job for the public.”

THE African Tax Administration Forum (ATAF) has paid tribute to Zimbabwe’s Finance, Economic Development and Investment Promotion, Professor Mthuli Ncube, for his contribution towards enhancing Domestic Resource Mobilisation (DRM) in the continent through his close collaboration with the regional tax advocacy agency. Following the ATAF Exchange of Information Conference (EOI) held in October in Johannesburg, South Africa, this year, regional tax experts, policymakers and strategic partners made key pronouncements towards improving revenue generation to bolster Africa’s development. One fundamental outcome from this conference was the call to African political leaders to support the implementation of EOI as a critical tool for DRM as opposed to compliance to international standards. At the recent ATAF Annual General Meeting in Kigali, Rwanda, executive secretary, Mr Logan Wort, applauded Prof Ncube’s contribution and urged other policy makers in the region to follow suit. Zimbabwe is a member of ATAF. “We continue to express our sincere gratitude to the Hon Prof Mthuli Ncube, Minister of Finance and Investment Promotion for the Republic of Zimbabwe for his offer to champion this agenda among his peers on the continent. “We call upon other African leaders to join this worthy course,” said Mr Wort. Zimbabwe is one of the regional champions in embracing digital technology in taxation matters and a few weeks ago, Prof led the launch of the Electronic Tariff Tool (e-Tariff Tool), marking a significant advancement in the country’s efforts to enhance trade facilitation and improve the ease of doing business in Zimbabwe. “The e-Tariff Tool will undoubtedly serve as a vital resource for traders, simplifying the complexities of tariff classification and duty estimation,” said Prof Ncube during the launch. “This initiative is a remarkable step towards making our customs operations more efficient and user-friendly, ultimately benefiting the entire trading community.” During the ATAF Indaba, Mr Wort noted that besides the digital transformation agenda and the domestic tax base expansion, this year ATAF embarked on a new journey of revamping effective use of exchange of information and promotion of tax transparency given its significance on the enhancement of DRM and for addressing illicit financial flows. “To support our members on this critical transformation, we have been providing technical assistance on EOI including support on the development of automatic exchange of information IT system, support on the necessary legislative reforms for implementation of EOI and provision of the necessary toolkits such as the Toolkit on Joining ATAF Agreement on Mutual Assistance in Tax Matters (AMATM),” said Mr Wort. The high-level meeting highlighted, among other things, that the African continent continues to be impacted by various challenges, including the debt crisis in many countries, the geopolitical conflicts and tensions, the changing political landscape and the climate and environmental considerations. Delegates stressed the need to embrace technology and digital solutions in tax administration as central to enhancing domestic resource mobilisation capacities for African countries, which is necessary for financing development.
