At least 34 people have been killed by Cyclone Chido in Mozambique since it made landfall there on Sunday, the UN humanitarian agency OCHA said on Tuesday, citing figures from the southern African country's disaster agency. "As of Dec.17, 2024, a total of 174,158 people were estimated to be impacted, with 34 people dead and 319 injured," OCHA said in a statement. Mozambique's National Institute of Risk and Disaster Management (INGD) called the situation "heart-breaking," reported the BBC , and said the death toll will rise. An INGD spokesperson told the BBC that most of those killed were hit by falling objects, like from destroyed brick walls. Chido also destroyed or damaged 35,000 houses, affected nine schools and 10 health facilities, according to preliminary reports by the Southern African Development Community's Humanitarian and Emergency Operations Centre. An estimate 35,000 homes in Mozambique have been destroyed by Cyclone Chido, according to the Southern African Development Community's Humanitarian and Emergency Operations Centre. (Unicef Mozambique/Handout via Reuters) Drone footage from Mozambique's Cabo Delgado province showed razed thatched-roof houses near the coast and personal belongings scattered under the few palm trees still standing. Electricity and communications have also been upended — state-owned power company Electricidade de Moçambique announced that around 200,000 customers are currently without power. Thousands potentially dead in Mayotte Chido made landfall in Mozambique after wreaking havoc in Mayotte, an Indian Ocean archipelago and France's poorest overseas territory. Mozambique is one of several southern African regions and territories that were hit by Cyclone Chido. (Unicef Mozambique/Handout via Reuters) Hundreds or even thousands could be dead in Mayotte, which took the strongest hit from Cyclone Chido, French officials have said. It's the strongest storm to hit the territory in 90 years. So far, 22 deaths and about 1,400 injuries have been confirmed, Ambdilwahedou Soumaila, the mayor of the capital Mamoudzou, told Radio France Internationale. But many parts of Mayotte are still inaccessible and some victims were buried before their deaths could be officially counted. Mathieu Gouzou, a sports teacher at the Bouéni M'titi-Labattoir middle school in the town of Dzaouzi told Reuters when asked about the fate of his pupils: "It's impossible to find them all. "Many of them live in the shantytown nearby, nobody can go there." 'Several hundred' feared dead after Cyclone Chido hits French territory of Mayotte Aid rushed to cyclone-hit Mayotte, rescuers combing debris for survivors The International Federation of the Red Cross (IFRC) and Red Crescent Societies said the number of victims was likely to be much higher as about a third of the island's population was still unaccounted for because of bad communications. "It's a small island with 300,000 inhabitants, and because the cyclone has disturbed the electricity, the connection of the internet and the phone lines, about 100,000 people are still unaccounted for," IFRC communications manager Nora Peter told Reuters. It may take days to discover the full extent of the destruction. For the time being, essential goods, medical and technical staff and police were arriving via the air bridge with La Reunion, the territory's only lifeline. This combination of before and after images released by Maxar Technologies shows damage of of Rue du Collège, Mamoudzou on the French Territory of Mayotte in the Indian Ocean after Cyclone Chido, on Dec. 16. (Maxar Technologies/The Associated Press) "The priority today is water and food," Mayor Soumaila said. "There are people who have unfortunately died where the bodies are starting to decompose that can create a sanitary problem." "We don't have electricity. When night falls, there are people who take advantage of that situation." Dr. Claudia Lodesani of Doctors without Borders said it was crucial to restore access to drinking water to avert the outbreak of cholera and other diseases. WATCH | Scenes of devastation in the French overseas territory Mayotte See scenes of devastation from air and land in the French overseas territory Mayotte 1 day ago Duration 0:51 France's interior minister arrived in Mayotte on Monday after Cyclone Chido devastated large parts of the archipelago off east Africa, with a significant death toll feared in the densely packed territory. "An epidemic is not inevitable, but there is a very high risk," she said, saying that even before the storm access to clear water and health services was difficult in shantytowns, where many immigrants live. "France will repair the hospital quickly, but the situation in the shantytowns is worrying," Lodesani said. More than three-quarters of Mayotte's 321,000 people live in relative poverty. According to 2021 figures from statistics agency INSEE, Mayotte has an annual median disposable income of just over 3,000 euros (about $4,500 Cdn) per inhabitant, roughly eight times less than the Île-de-France region around Paris. French military members prepare supplies to be transported to Mayotte at the military airbase 181 in in Reunion Island, a French department in the Indian Ocean. (Gonzalo Fuentes/Reuters) Concerns about undocumented immigrants In mainland France, the disaster fuelled a political row about immigration, the environment and France's treatment of its overseas territories. Mayotte has been grappling with unrest in recent years with many residents angry at illegal immigration — mostly from nearby Comoros and Madagascar — and inflation. Undocumented immigration has driven Mayotte's population up by an estimated 100,000 over the last 10 years, and the territory has become a stronghold for the far-right National Rally. France's acting interior minister Bruno Retailleau, from the conservative Republicans party, told a press conference in Mayotte that the early warning system had worked "perfectly" but many of the undocumented had not come to designated shelters. Other officials have said undocumented migrants may have been afraid to go to shelters for fear of being arrested. What is rapid intensification in hurricanes, and is it happening more often? From heatwaves to hailstorms: Environment Canada's top 10 weather stories of the year Left-wing politicians have pointed the finger at what they called the government's neglect of Mayotte and failure to prepare for natural disasters linked to climate change. In the meantime, France's interior ministry said a curfew will go into effect on Tuesday night from 10 p.m. to 4 a.m. local time. The accusation that President Bola Tinubu favours his ethnic Yoruba to dominate the Nigerian National Petroleum Corporation Limited (NNPCL’s) hierarchy and the financial sector of the nation’s economy is baseless, a former presidential aide, Mr Reno Omokri, has said. In a statement on Sunday, the former presidential aide said the accusation contradicts the facts, which show that the president has been even-handed in his choice of appointments. In an article titled “Tinubu’s Buharisation of the NNPC,” published last week, an academic, Prof Farouk Kperogi, accused President Tinubu of appointing “Yoruba people” to significant positions at the NNPC. He added that the concentration of Yoruba figures in critical economic roles, including the minister of finance and the governor of the Central Bank of Nigeria (CBN), represented “state-sanctioned ethnocentric domination of a critical segment of national life.” But a former governor of Kaduna State, Mr Nasir el-Rufai, responded to Kperogi’s claim on his X handle, admonishing, “Two wrongs do not make a right. Sensible inclusion always trumps arrogant exclusion!” However, the Chief Corporate Communications Officer of the NNPC Ltd., Olufemi Soneye, addressed concerns raised in Kperogi’s article in a weekend statement, explaining that the NNPC’s leadership structure was guided by business requirements, expertise, and merit rather than ethnicity, tribe, religion, or political affiliation. He said the NNPCL prided itself on being a professional organisation with a diverse leadership team that includes individuals from various parts of the world. On Sunday, Omokri weighed in on the matter and said el-Rufai and Kperogi were mischievously misrepresenting facts. “Let us consider the facts,” he said, adding, “Look at the breakdown of the current management of the NNPCL: Chief Pius Akinyelure: Non-Executive Board Chairman-Southwest; Mallam Mele Kolo Kyari: Group Chief Executive Officer-Northeast; Adedapo Segun: Chief Financial Officer-Southwest; Mr Ledum Mitee: Non-Executive Director-South-South; Mr Musa Tumsa: Non-Executive Director-Northeast; Mr Ghali Muhammad: Non-Executive Director-Northcentral; Prof Mustapha Aliyu: Non-Executive Director-Northwest; Mr. David Ogbodo: Non-Executive Director-Southeast; and Ms. Eunice Thomas: Non-Executive Director-South-South. He said from the record that only two company board members were from the Southwest, explaining that none of the top management of the supervisory agencies was from the president’s region. He pointed out that the Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobori, and Minister of State for Petroleum Resources (Gas), Mr Ekperikpe Ekpo, were from the South-South, while the Permanent Secretary, Federal Ministry of Petroleum Resources, Mr Nicholas Agbo Ella, was -North-Central. “From the above, how can anybody honestly project to the Nigerian people that President Tinubu is Yorubacentric in his appointments at the NNPCL? It beggars belief,” Omokri said. His words, “If there is any dominance at all, then that hegemony favours the South-South, which is the most represented on the board and cabinet-level with authority over NNPCL. Then you have the Northwest, Northeast, and North-Central. “Now, even if you want to go to the ridiculous extent of scrutinising those in the lower cadre of the NNPCL, you will find that, except possibly two positions, all of those posts were filled by former President Muhammadu Buhari. “Therefore, to say that a Yoruba heads every consequential agency in finance in Nigeria is not only without basis but also capable of causing the type of market ripples that negatively affect the All-Share Index of the Nigerian Stock Exchange. “When you mention finance, you use a broad brush that includes revenue-generating agencies. And the highest revenue-generating agencies in Nigeria are not the Central Bank of Nigeria or the Ministry of Finance.”

If you’re on a routine for putting your trash cans out, you might want to take a second look at your calendar. The City of Sarnia is modifying its waste collection schedule to optimize garbage pickup, and pivoting from picking up Christmas trees at curbside, to disposing of them at a central location. As of January 6, yard waste will be pivoting to a bi-weekly schedule in alternating zones from April to December, and routes will be changed to optimize pick-up and reduce collection delays. There will be some zones where the change will create a three-week delay in delivery – this will then mean that those select areas will receive one additional pickup to reduce that gap. You can visit the city’s website to make sure that you know your collection day and/or zone change. Shopping Trends The Shopping Trends team is independent of the journalists at CTV News. US to transform white elephant destroyers by fitting hypersonic weapons
Veteran media academician and Mentor many, Kiran Thakur, passes away at 77Dec 19 (Reuters) - Australia's Novonix Ltd (NVX.AX) , opens new tab said on Thursday it had joined a petition urging U.S. authorities to investigate China's alleged dumping of battery-grade graphite at unfair prices, potentially harming domestic producers. The battery metals and technology company has joined the American Active Anode Material Producers (AAAMP) in filing the petition. "The filing asserts China is harming the nascent domestic graphite industry by exporting artificially cheap battery-grade graphite into the U.S., denying North American producers a fair opportunity to enter the market," Novonix said in a statement. North American graphite miners asked the U.S. government on Wednesday to impose a tariff as high as 920% on Chinese suppliers of the battery metal to counter what they describe as Beijing's "malicious trade practices." In a separate statement, Australia's Syrah Resources (SYR.AX) , opens new tab said its unit, Syrah Technologies LLC, filed an anti-dumping and countervailing duty petition with the U.S. Department of Commerce and the International Trade Commission. Syrah's petition, submitted in collaboration with the North American Graphite Alliance, seeks an investigation into Chinese exports of natural and synthetic graphite active anode material used in lithium-ion batteries. Additional reporting by Melanie Burton in Melbourne; Editing by Shreya Biswas Our Standards: The Thomson Reuters Trust Principles. , opens new tabThe US Navy is to transform three, white elephant, stealth destroyers by fitting them with first-of-their-kind shipborne hypersonic weapons. The USS Zumwalt is at a Mississippi shipyard where workers have installed missile tubes that replace twin turrets from a gun system that was never activated because it was too expensive. Once the system is complete, the Zumwalt will provide a platform for conducting fast, precision strikes from greater distances, adding to the usefulness of the warship. “It was a costly blunder. But the Navy could take victory from the jaws of defeat here, and get some utility out of (the ships) by making them into a hypersonic platform,” said Bryan Clark, a defence analyst at the Hudson Institute. The US has had several types of hypersonic weapons in development for the past two decades, but recent tests by both Russia and China have added pressure to the US military to hasten their production. Hypersonic weapons travel beyond Mach 5, five times the speed of sound, with added manoeuvrability making them harder to shoot down. Last year, The Washington Post newspaper reported that among the documents leaked by former Massachusetts Air National Guard member Jack Teixeira was a defence department briefing that confirmed China had recently tested an intermediate-range hypersonic weapon called the DF-27. While the Pentagon had previously acknowledged the weapon’s development, it had not recognised its testing. One of the US programmes in development and planned for the Zumwalt is the Conventional Prompt Strike. It would launch like a ballistic missile and then release a hypersonic glide vehicle that would travel at speeds seven to eight times faster than the speed of sound before hitting the target. The weapon system is being developed jointly by the Navy and Army. Each of the three Zumwalt-class destroyers would be equipped with four missile tubes, each with three of the missiles for a total of 12 hypersonic weapons per ship. In choosing the Zumwalt, the Navy is attempting to add to the usefulness of a 7.5 billion US dollars (£5.9 billion) warship that is considered by critics to be an expensive mistake despite serving as a test platform for multiple innovations. The Zumwalt was envisioned as providing land-attack capability with an advanced gun system with rocket-assisted projectiles to open the way for Marines to charge ashore. But the system featuring 155mm guns hidden in stealthy turrets was cancelled because each of the rocket-assisted projectiles cost up to one million dollars (£790,000). Despite the stain on their reputation, the three Zumwalt-class destroyers: Zumwalt, Michael Monsoor and Lyndon B Johnson; remain the Navy’s most advanced surface warships in terms of new technologies. Those innovations include electric propulsion, an angular shape to minimise radar signature, an unconventional wave-piercing hull, automated fire and damage control and a composite deckhouse that hides radar and other sensors. The US is accelerating development because hypersonics have been identified as vital to US national security with “survivable and lethal capabilities”, said James Weber, principal director for hypersonics in the Office of the Assistant Secretary of Defense for Critical Technologies. “Fielding new capabilities that are based on hypersonic technologies is a priority for the defence department to sustain and strengthen our integrated deterrence, and to build enduring advantages,” he said.
Doughty scores 17 in Indiana State's 83-80 win against IonaBEIRUT (AP) — Syria's de facto leader said Sunday it could take up to four years to hold elections in Syria, and that he plans to dissolve his Islamist group that led the country's insurgency at an anticipated national dialogue summit for the country. Ahmad al-Sharaa, who leads Hayat Tahrir al-Sham, the group leading the new authority in Syria, made the remarks in an interview with Saudi television network Al-Arabiyya. It comes almost a month after a lightning insurgency led by HTS overthrew President Bashar Assad's decades-long rule, ending the country's uprising-turned civil war that started back in 2011. Al-Sharaa said it would take time to hold elections because of the need for Syria's different forces to hold political dialogue and rewrite the country's constitution following five decades of the Assad dynasty's dictatorial rule. Also, the war-torn country's battered infrastructure needs to be reconstructed, he said. “The chance we have today doesn’t come every 5 or 10 years,” said al-Sharaa, formerly known as Abu Mohammed al-Golani. “We want the constitution to last for the longest time possible.” Al-Sharaa is Syria's de facto leader until March 1, when Syria's different factions are set to hold a political dialogue to determine the country's political future and establish a transitional government that brings the divided country together. There, he said, HTS will dissolve after years of being the country's most dominant rebel group that held a strategic enclave in the country's northwest. Earlier, an Israeli airstrike in the outskirts of Damascus on Sunday killed 11 people, according to a war monitor, as Israel continues to target Syrian weapons and military infrastructure even after the ouster of Assad. The Britain-based Syrian Observatory for Human Rights said the airstrike targeted a weapons depot that belonged to Assad’s forces near the industrial town of Adra, northeast of the capital. The observatory said at least 11 people, mostly civilians, were killed. The Israeli military did not comment on the airstrike Sunday. Israel, which has launched hundreds of airstrikes over Syria since the country's uprising turned-civil war broke out in 2011, rarely acknowledges them. It says its targets are Iran-backed groups that backed Assad. Unlike his criticism of key Assad ally Iran, al-Sharaa hoped to maintain “strategic relations” with Russia, whose air force played a critical role in keeping Assad in power for over a decade during the conflict. Moscow has a strategic airbase in Syria. The HTS leader also said negotiations are ongoing with the Kurdish-led Syrian Democratic Forces in northeastern Syria, and hopes that their armed forces will integrate with the Syrian security agencies. The Kurdish-led group is Washington’s key ally in Syria, where it is heavily involved in targeting sleeper cells belonging to the extremist Islamic State group. Turkish-backed Syrian rebels have been clashing with the SDF even after the insurgency, taking the key city of Manbij, as Ankara hopes to create a buffer zone near its border in northern Syria. The rebels attacked near the strategic northern border town of Kobani, while the SDF shared a video of a rocket attack that destroyed what it said was a radar system south of the city of Manbij. In other developments: — Syrian state-run media said a mass grave was found near the third largest city of Homs. SANA said civil defense workers were sent to to the site in al-Kabo, one of many suspected mass graves where tens of thousands of Syrians are believed to have been buried during a brutal crackdown under Assad and his network of security agencies. — An Egyptian activist wanted by Cairo on charges of incitement to violence and terrorism, Abdulrahman al-Qardawi, was detained by Lebanese security forces after crossing the porous border from Syria, according to two judicial and one security officials who spoke on condition of anonymity because they were not authorized to to talk to the press. Al-Qardawi is an Egyptian activist residing in Turkey and an outspoken critic of Egypt's government. He had reportedly visited Syria to join celebrations after Assad's downfall. His late father, Youssef al-Qaradawi, was a top and controversial Egyptian cleric revered by the outlawed Muslim Brotherhood. He had lived in exile in Qatar for decades. — Lebanese security forces apprehended an armed group in the northern city of Tripoli that kidnapped a group of 26 Syrians who were recently smuggled into Lebanon, two Lebanese security officials said on condition of anonymity because they were not authorized to share the information with the media. The Syrians included five women and seven children, and security officials are working to return them to Syria.

MACAO — When Portugal returned its colony Macao to China in 1999, coffee shop owner Daniel Chao was a first grader living in a different world. Since then his sleepy hometown has transformed into a bustling gaming hub lined with glittering casinos. Its once quiet streets are now jammed with tourist buses. But the growing wealth of the city dubbed the “Las Vegas of the East” has not brought qualities of sustainable development such as economic diversity and high civic participation. “What was once a relaxed, free place in my childhood has become a place that is crowded and highly commercialized,” said Chao. Macao will mark the 25th anniversary of its return to Chinese rule on Friday. Chinese President Xi Jinping is visiting the city for three days and the city is festooned with celebratory banners and other decorations. A fireworks display is planned for next week. Since 1999, the city of 687,000 has transformed from a monopoly-driven gambling enclave into the world’s biggest gaming hub, packed with mainland Chinese tourists. Its GDP per person has more than quadrupled to $68,000, roughly on a par with Denmark and Australia and surpassing Hong Kong's of about $50,000. Stay in the know on jobs, retail and all things business across Long Island. By clicking Sign up, you agree to our privacy policy . China rules Macao under a “one country, two systems” arrangement similar to its governance of Hong Kong, a former British colony. Macao is the only Chinese city where casino gambling is legal and it has resorts run by affiliates of the American gaming giants MGM Resorts, Las Vegas Sands and Wynn Resorts. Since Macao opened its casino market following the handover to Beijing, its economy has grown to $46 billion in 2023 from $6.5 billion in 1999, despite economic slumps during the COVID-19 pandemic and a crackdown on the junkets that have facilitated visits by high-roller gamblers from elsewhere. Chao’s mother worked at a casino job that brought better pay and a bigger apartment, but also stress and irregular hours. He remembers doing homework at 5 a.m., after her night shift. When he was working as a teacher, his students often went to sleep late or had to rely on paid tutors because their parents also worked casino shifts. The city’s tourism boom has brought years of easy money that gave its businesses scant incentive to strive to improve their products or services and develop the resilience needed to overcome the hard times of the pandemic and competition from mainland Chinese products, Chao and some other residents said. Chao has considered leaving the city, but opted to stay. Tourists take photos outside the Grand Lisboa casino on Dec. 13, 2024. Credit: AP/Kanis Leung “Leaving must come at a heavy price,” he said, adding that “it seems Macao isn’t exactly unlivable yet.” The ruling Communist Party's agenda for Macao now holds sway, with city leaders often referring to national plans. That’s a marked shift from the past, when the city rarely felt any direct impact from Beijing, said Ieong Meng U, a professor at the government and public administration department of the University of Macao. He expects Macao to become increasingly integrated with nearby Guangdong province over the next decade, following plans to promote tourism, Chinese medicine, finance, technology and exhibitions. China has designated a special zone on Hengqin island in neighboring Zhuhai city, jointly run by Guangdong and Macao, that is planned to have about 120,000 Macao residents by 2035. The closer economic ties have coincided with more intrusive political controls, especially after huge anti-government protests in Hong Kong in 2019 that led Beijing to crack down on virtually all public dissent. A vigil commemorating China’s bloody 1989 military crackdown on the Tiananmen Square pro-democracy protests was banned. Pro-democracy figures were barred from running in Macao's 2021 legislative elections. Last year, the city toughened its national security law. In November, Macao Journalists Association expressed concerns over signs of declining press freedom, saying some local media outlets have been asked to withdraw their articles due to political pressure. Activist Jason Chao, no relation to Daniel Chao, decided to leave. After years of working to promote greater democracy, he grew frustrated by officials' lack of willingness to change and the tendency of Macao residents to rely on solving problems through seeking Beijing's help or personal connections rather than civic participation, a habit he says partly stems from the city's colonial heritage under Portuguese rule. “I exhausted the tactics I had learned at that time," Chao said. In 2017, Chao left to study overseas. He's now a director of a civil society organization serving Hong Kong immigrants in Britain. Some older residents believe life has improved in the past quarter century. Ka Man Chun, a retiree, likes the annual cash handouts, funded by gaming tax reserves, that the government has given residents since 2008. This year, each permanent resident received $1,240, Ka says he feels safe since he steers clear of politics. “25 years have passed, there’s nothing really bad,” he said. Macao’s public security, economy and welfare have improved significantly from the colonial era, said Anna Ng, a flower shop owner in her 60s. Though critics say Macao has failed to diversify its economy, Ng sees signs of progress in the city’s growing exhibition industry and says she's found new opportunities in cultural and creative activities. Enid Ieong said she has grown bored with the city's limited choices for careers and leisure activities and wants to join her boyfriend in Hong Kong. She dreams of living in Hong Kong's Sai Kung, an area famous for its scenic beauty and beaches. Ieong mocked the annual cash handout as compensation for what she calls the psychological damage of living in a gaming hub. “I feel like I was born in a grand mansion, but am only responsible for sweeping the floor,” she said.RCMP union applauds planned federal spending on border security

OTTAWA - The union representing rank-and-file Mounties is welcoming a federal plan to spend $1.3 billion to bolster border security and ensure the integrity of the immigration system. In its fall economic update Monday, the Liberal government said it would invest in cutting-edge technology for law enforcement, so that only people who are eligible to remain in Canada do so. The money, to be spread over six fiscal years, is earmarked for the RCMP, Public Safety Canada, the Canada Border Services Agency and the cyberspies at the Communications Security Establishment. RCMP members enforce laws between official points of entry and investigate criminal activities related to the border. National Police Federation president Brian Sauvé says members have been protecting the border with limited resources, and the new money will allow them to continue delivering on their mandate. Public Safety Minister Dominic LeBlanc is expected to join other ministers this afternoon to provide more details on the plan. This report by The Canadian Press was first published Dec. 17, 2024.
