Iran has made good on its pledge to expand its nuclear program in response to the International Atomic Energy Agency (IAEA) passing a resolution critical of the country. According to an announcement on Sunday by the speaker of the nation’s parliament, Mohammad Bagher Ghalibaf, Tehran has inaugurated new advanced centrifuges for nuclear enrichment. The UN atomic watchdog passed the resolution at its board of governors meeting on Thursday. The motion denounced Iran’s lack of transparency on its nuclear activities. While China, Russia, and Burkina Faso voted against, it was passed with 19 votes in favor. There were 12 abstentions and Venezuela did not vote, according to AFP sources. In a joint statement ahead of time, the UK, France and Germany claimed Iran’s nuclear program posed a “threat” to international security. Washington also slammed its nuclear activities as “deeply troubling.” Ghalibaf told parliament that the resolution reflects the West’s “politically unrealistic and destructive approach” toward Iran’s nuclear program. He accused countries like the US of using Iran’s nuclear activities as a pretext for their own “illegitimate actions” and said the motion they spearheaded jeopardized the IAEA’s credibility and independence. “Their dishonesty and bad faith have disrupted the constructive atmosphere we were building for strengthened cooperation between Iran and the agency. These politically charged and nonconstructive decisions force countries to take measures outside the IAEA protocols to safeguard their national security,” Ghalibaf stated, before announcing that Tehran would deploy advanced centrifuge systems for uranium enrichment in response. He urged IAEA member states to oppose the West’s influence on the agency and reiterated that international nuclear cooperation should be conducted in a nonpolitical framework. Iran’s ambassador to the IAEA, Mohsen Naziri Asl, earlier called the IAEA resolution “politically motivated.” The West has long claimed Iran’s uranium enrichment activities are a covert attempt to develop atomic weapons, despite Tehran’s insistence that its nuclear program is peaceful. The 2015 nuclear agreement between Iran and world powers put limits on the program in exchange for sanctions relief, but the deal collapsed after the US withdrew from it in 2018. Iran has since stepped up its enrichment capabilities, and according to IAEA Director General Rafael Grossi, is now close to the threshold required for weaponization. Iranian Foreign Minister Abbas Araghchi warned Grossi during his visit to Tehran earlier this month that there would be a response if the IAEA board passed an anti-Iran resolution. According to Araghchi, Tehran is ready to renegotiate the 2015 agreement, but only if the West is willing to agree a new deal on mutually beneficial terms.

Government health insurance provider Centene Corp. has announced that its investor day will be held online, rather than in-person as originally planned. Medica, a Minnesota-based nonprofit health care firm, said last week it was temporarily closing its six offices for security reasons and would have its employees work from home. Heightened security measures likely will make health care companies and their leaders more inaccessible to their policyholders, said former Cigna executive Wendell Potter. “And understandably so, with this act of violence. There’s no assurance that this won’t happen again,” said Potter, who’s now an advocate for health care reform. Private security firms and consultants have been in high demand, fielding calls almost immediately after the shooting from companies across a range of industries, including manufacturing and finance. Companies have long faced security risks and grappled with how far to take precautions for high-profile executives. But these recent threats sparked by Thompson’s killing should not be ignored, said Dave Komendat, a former security chief for Boeing who now heads his own risk-management company. “The tone and tenor is different. The social reaction to this tragedy is different. And so I think that people need to take this seriously,” Komendat said. Just over a quarter of the companies in the Fortune 500 reported spending money to protect their CEOs and top executives. Of those, the median payment for personal security doubled over the last three years to just under $100,000. Hours after the shooting, Komendat was on a call with dozens of chief security officers from big corporations, and there have been many similar meetings since, hosted by security groups or law enforcement agencies assessing the threats, he said. “It just takes one person who is motivated by a poster — who may have experienced something in their life through one of these companies that was harmful,” Komendat said. (AP) — Police arrested a suspect Monday in the brazen Manhattan killing of UnitedHealthcare's CEO after a quick-thinking McDonald’s employee in Pennsylvania alerted authorities to a customer who was found with a weapon, mask and writings linking him to the ambush. The chance sighting at the restaurant in Altoona led to a dramatic break in a challenging but fast-moving investigation that had captivated the public in the five days since the shooting that shook the health insurance industry. The suspect, identified by police as 26-year-old Luigi Nicholas Mangione, had a gun believed to be the one used in last Wednesday’s shooting of Brian Thompson, as well as writings suggesting anger with corporate America, police said. Mangione was taken into custody about 9:15 a.m. after police got a tip that he was eating at a McDonald’s in Altoona, Pennsylvania, police said. "He is believed to be our person of interest in the brazen, targeted murder of Brian Thompson,” NYPD Commissioner Jessica Tisch said. Mangione had clothing and a mask similar to those worn by the shooter and a fraudulent New Jersey ID matching one the suspect used to check into a New York City hostel before the shooting, Tisch said. NYPD Chief of Detectives Joseph Kenny said Mangione was born and raised in Maryland, has ties to San Francisco and a last known address in Honolulu, Hawaii. A message left Monday with a Philadelphia-area phone number connected to Mangione was not immediately returned. He was being held in Pennsylvania on gun charges and eventually will be extradited to New York to face charges in connection with Thompson’s death, Kenny said. Video posted on the social platform X showed him being led into the Blair County Courthouse for his first appearance. Police found a three-page document with writings suggesting that Mangione had “ill will toward corporate America,” Kenny said. The handwritten document “speaks to both his motivation and mindset,” Tisch said. Mangione had a ghost gun, a type of weapon that can be assembled at home from parts without a serial number, making them difficult to trace, investigators said. “As of right now the information we’re getting from Altoona is that the gun appears to be a ghost gun that may have been made on a 3D printer, capable of firing a 9 mm round,” Kenny said. Officers questioned Mangione, who was acting suspiciously and carrying multiple fraudulent IDs, as well as a U.S. passport, Tisch said. Officers found a suppressor, “both consistent with the weapon used in the murder,” the commissioner said. NYPD detectives and staff from the Manhattan district attorney’s office traveled to Altoona to interview Mangione, Kenny said. Thompson, 50, was killed last Wednesday as he walked alone to a hotel, where UnitedHealthcare’s parent company, UnitedHealth Group, was holding its annual investor conference, police said. UnitedHealth Group thanked law enforcement in a statement Monday. “Our hope is that today’s apprehension brings some relief to Brian’s family, friends, colleagues and the many others affected by this unspeakable tragedy,” a company spokesperson said. The shooting shook U.S. businesses and the health insurance industry in particular, causing companies to rethink security plans and delete photos of executives from their websites. The shooter appeared to be “lying in wait for several minutes” before approaching the executive from behind and opening fire, police said. He used a 9 mm pistol that police said resembled guns farmers use to put down animals without causing a loud noise. Mangione attended an elite Baltimore prep school, graduating as valedictorian in 2016, according to the school’s website. He went on to earn undergraduate and graduate degrees in computer science in 2020 from the University of Pennsylvania, a school spokesman said. One of his cousins is a Maryland state legislator and his family bought a country club north of Baltimore in the 1980s. On Monday, police blocked off an entrance to the property, which public records link to the suspect's parents. A swarm of reporters and photographers gathered outside. In the days since the shooting, police turned to the public for help by releasing a collection of nine photos and video — including footage of the attack, as well as images of the suspect at a Starbucks beforehand. Photos taken in the lobby of a hostel on Manhattan’s Upper West Side showed the suspect grinning after removing his mask, police said. On Monday, police credited news outlets for disseminating the images and the tipster for recognizing the suspect and calling authorities. Investigators earlier suggested the gunman may have been a disgruntled employee or client of the insurer. Ammunition found near Thompson’s body bore the words “delay,” “deny” and “depose,” mimicking a phrase used by insurance industry critics. The gunman concealed his identity with a mask during the shooting yet left a trail of evidence, including a backpack he ditched in Central Park, a cellphone found in a pedestrian plaza and a water bottle and protein bar wrapper that police say he bought at Starbucks minutes before the attack. On Friday, police said the killer had left the city soon after the shooting. Retracing the gunman’s steps using surveillance video, investigators say the shooter rode into Central Park on a bicycle and emerged from the park without his backpack. He then walked a couple blocks and got into a taxi, arriving at at the George Washington Bridge Bus Station, which is near the northern tip of Manhattan and offers commuter service to New Jersey and bus routes to Philadelphia, Boston and Washington, Kenny said. When Li Mo enlists an acquaintance to track her down and eventually travels there to meet her, he encounters a world in which gangsters and gamblers brush up against doctoral students. What inspired you to explore this milieu of Chinese migrants in Paris? Over the past ten years, I’ve been meeting more and more people who studied abroad—perhaps because of having moved from my home town, Shenyang, to Beijing. Back in Shenyang, many of my friends still live close to my old home. Recently, I went back to Shenyang to see my mother. While I was there, I met up with a middle-school classmate for a game of soccer. He still kicks the ball exactly the way he did twenty-eight years ago. Many people in Beijing aren’t Beijingers, and even when they are they may not have always lived there. One of my Beijing friends was in Paris for eight years but claims that he’s never had a Beijing accent, not even before he left—he hates the way Beijingers talk. I decided to write a story about his time in Paris and had a number of conversations with him. He makes Paris sound quite close to Beijing, as if you could drive there over a weekend. I should make it clear that my friend isn’t a gambler. It’s just that I’ve been wanting to write about gambling for a while. I have the feeling that, in an era when all meaning is being swallowed up, gambling might someday become humankind’s favorite activity. In the story, Li Mo discusses how Paris was “an ancient city of art, a place that championed égalité while hoarding power.” What does Paris represent for him, and for you? Have you been, and, if so, what was your impression of the city? I’ve been to Paris twice. On the first trip, one of my friends lost a camera at Charles de Gaulle Airport, and the whole group ended up sitting in a police station all night. There’d been disturbances in some Parisian neighborhoods, and rifle-toting police officers kept striding by confidently. They never found the camera, of course. You don’t need a gun to look for a camera. The second time was when Yueran (my wife, also a writer) was in Paris for a residency, and I came to spend a week with her. She was my tour guide and teacher. All I had to do was follow her around and make sure not to get lost. Paris, for me, means chairs that look out onto the street so people can sit facing the sidewalk. In China, we prefer to hide our faces while we eat, whereas the French like facing outward as they drink. There’s an expression in China that literally means “face staring at face”; that is, an awkward situation in which everyone is just looking at one another, uncertain what to say or do next. As I walked around Paris, that saying kept coming to mind. Your previous story for the magazine, “ Heart ,” focussed on the relationship between a father and a son, whereas in this one mother-son relationships take center stage: there’s Li Mo and his mother, who disappears from the family when he’s a child, and also Xiaoguo (the friend tasked with finding Li Lu) and his mother, an ailing Peking-opera singer. What do you think is unique about mother-son relationships, and what made you want to explore this connection here? I often analyze my mother’s words and actions, and sometimes I phone her to verify a childhood memory, which she always recalls with astounding clarity—yet I’ve rarely written about mothers and sons, and I can’t really say why. I’ve tried a few times but quickly got stuck or turned to a different subject after a couple of paragraphs. At the end of last year, when I needed surgery after injuring my knee playing soccer, my mother came to Beijing to take care of me. This was the most time we’d spent together in eight or nine years. I realized that we were more similar than I’d previously thought. There were many times when I’d drop a hint that only she understood. At the same time, this caused barriers between us: communicating mainly in hints can create a lot of misunderstandings. It’s better to be direct, but my mother and I are used to not speaking plainly to each other, and it feels as if doing so would push us further apart. After she went back to Shenyang, I thought I might be able to write a story about a mother and son. The Peking-opera performer represents a type of mother I’m familiar with: these mothers are unconstrained, not because their emotions don’t run as deep but because this is their only option. They have trained themselves to behave in this way. Xiaoguo studies film and makes a movie inspired by Marguerite Duras, and he and Li Mo visit a bookstore named after Jean-Pierre Melville’s “Le Cercle Rouge.” At one point, Li Mo also discusses how, “as long as you’re alive, you’ll enter other people’s consciousnesses, turning into a film clip, or at least some stills.” What is the importance of cinema in this story? I enjoy watching films and have taken part in some productions. Movies are very much about the material world, but they also require a spiritual dimension. When shooting a film, there are times when it’s hard to say if something is real or fake. When someone falls down, or when someone falls in love with another person, is that acting, or are these things actually happening? That’s what I love about movies—they’re the closest that reality can come to dreams. Movies are currently in decline because they take things too seriously. The contemporary world doesn’t like anything too solemn or earnest. Even the most irreverent film demands that you watch it at the cinema, which is itself an overserious thing to do. When shooting a film, as soon as a scene is captured, it immediately turns into a memory, a record—just as recalling an event can feel like screening a movie in our minds. I believe that people who don’t enjoy watching films may also dislike recollection. When the majority of people no longer enjoy movies, that will mean they’ve turned against memory on a grand scale. This story takes place during the early Internet age, when one could still chat with someone on a messaging platform without ever meeting them, or even seeing a photograph of them. What does this era represent for you? The early Internet age was a far more pleasant era—a time when you couldn’t send videos or make instant voice calls. Almost as if this technology had been ushered in by people who enjoyed writing letters, albeit letters that would receive immediate responses. The entire online world was connected through words. Thinking back, for this brief moment, the written word was at the height of its influence. At the end of the story, Li Mo makes a shocking discovery about Li Lu. Without ruining it for the reader, did you know that this was how the story was going to end as you were writing it? Do you think Li Mo ends up staying in Paris? I discovered the ending bit by bit in the course of writing this story. When I got there, I thought, Ah, so that’s how it is. This is often my writing process, a conversation with myself in which secrets are gradually revealed. Li Mo won’t stay in Paris, he’ll definitely return to Beijing. Fred Harris, a former U.S. senator from Oklahoma, presidential hopeful and populist who championed Democratic Party reforms in the turbulent 1960s, died Saturday. He was 94. Harris’ wife, Margaret Elliston, confirmed his death to The Associated Press. It was not immediately clear where he died, but he had lived in New Mexico since 1976 and was a resident of Corrales at the time of his death. “Fred Harris passed peacefully early this morning of natural causes. He was 94. He was a wonderful and beloved man. His memory is a blessing,” Elliston said in a text message. Harris served eight years in the Senate, first winning in 1964 to fill a vacancy, and made unsuccessful bid for the presidency in 1976. It fell to Harris, as chairman of the Democratic National Committee in 1969 and 1970, to help heal the party’s wounds from the tumultuous national convention in 1968 when protesters and police clashed in Chicago. He ushered in rule changes that led to more women and minorities as convention delegates and in leadership positions. “I think it’s worked wonderfully,” Harris recalled in 2004, when he was a delegate to the Democratic National Convention in Boston. “It’s made the selection much more legitimate and democratic.” “The Democratic Party was not democratic, and many of the delegations were pretty much boss-controlled or -dominated. And in the South, there was terrible discrimination against African Americans,” he said. Harris ran unsuccessfully for the Democratic presidential nomination in 1976, quitting after poor showings in early contests, including a fourth-place win in New Hampshire. The more moderate Jimmy Carter went on to win the presidency. Harris moved to New Mexico that year and became a political science professor at the University of New Mexico. He wrote and edited more than a dozen books, mostly on politics and Congress. In 1999 he broadened his writings with a mystery set in Depression-era Oklahoma. Throughout his political career, Harris was a leading liberal voice for civil rights and anti-poverty programs to help minorities and the disadvantaged. “Democrats everywhere will remember Fred for his unparalleled integrity and as a pioneer for instituting core progressive values of equity and opportunity for prosperity as core tenets of our party,” the Democratic Party of New Mexico said in a statement. Along with his first wife, LaDonna, a Comanche, he also was active in Native American issues. “I’ve always called myself a populist or progressive,” Harris said in a 1998 interview. “I’m against concentrated power. I don’t like the power of money in politics. I think we ought to have programs for the middle class and working class.” New Mexico Gov. Michelle Lujan Grisham praised his work for their shared state and the nation. “In addition to being a highly accomplished politician and professor, he was a decent, honorable man who treated everyone with warmth, generosity, and good humor,” she said in a statement. “Sen. Harris was a lesson in leadership that public officials would be wise to emulate now and forever.” Harris was a member of the National Advisory Commission on Civil Disorders, the so-called Kerner Commission, appointed by then-President Lyndon Johnson to investigate the urban riots of the late 1960s. The commission’s groundbreaking report in 1968 declared, “our nation is moving toward two societies, one black, one white — separate and unequal.” Thirty years later, Harris co-wrote a report that concluded the commission’s “prophecy has come to pass.” “The rich are getting richer, the poor are getting poorer and minorities are suffering disproportionately,” said the report by Harris and Lynn A. Curtis, president of the Milton S. Eisenhower Foundation, which continued the work of the commission. Norman Ornstein of the American Enterprise Institute said Harris rose to prominence in Congress as a “fiery populist.” “That resonates with people ... the notion of the average person against the elite,” Ornstein said. “Fred Harris had a real ability to articulate those concerns, particularly of the downtrodden.” In 1968, Harris served as co-chairman of the presidential campaign of then-Vice President Hubert Humphrey. He and others pressed Humphrey to use the convention to break with Johnson on the Vietnam War. But Humphrey waited to do so until late in the campaign, and narrowly lost to Republican Richard Nixon. “That was the worst year of my life, ’68. We had Dr. Martin Luther King killed. We had my Senate seatmate Robert Kennedy killed and then we had this terrible convention,” Harris said in 1996. “I left the convention — because of the terrible disorders and the way they had been handled and the failure to adopt a new peace platform — really downhearted.” After assuming the Democratic Party leadership post, Harris appointed commissions that recommended reforms in the procedures for selecting delegates and presidential nominees. While lauding the greater openness and diversity, he said there had been a side effect: “It’s much to the good. But the one result of it is that conventions today are ratifying conventions. So it’s hard to make them interesting.” “My own thought is they ought to be shortened to a couple of days. But they are still worth having, I think, as a way to adopt a platform, as a kind of pep rally, as a way to get people together in a kind of coalition-building,” he said. Harris was born Nov. 13, 1930, in a two-room farmhouse near Walters, in southwestern Oklahoma, about 15 miles from the Texas line. The home had no electricity, indoor toilet or running water. At age 5 he was working on the farm and received 10 cents a day to drive a horse in circles to supply power for a hay bailer. He worked part-time as a janitor and printer’s assistant to help for his education at University of Oklahoma. He earned a bachelor’s degree in 1952, majoring in political science and history. He received a law degree from the University of Oklahoma in 1954, and then moved to Lawton to practice. In 1956, he won election to the Oklahoma state Senate and served for eight years. In 1964, he launched his career in national politics in the race to replace Sen. Robert S. Kerr, who died in January 1963. Harris won the Democratic nomination in a runoff election against J. Howard Edmondson, who left the governorship to fill Kerr’s vacancy until the next election. In the general election, Harris defeated an Oklahoma sports legend — Charles “Bud” Wilkinson, who had coached OU football for 17 years. Harris won a six-year term in 1966 but left the Senate in 1972 when there were doubts that he, as a left-leaning Democrat, could win reelection. Harris married his high school sweetheart, LaDonna Vita Crawford, in 1949, and had three children, Kathryn, Byron and Laura. After the couple divorced, Harris married Margaret Elliston in 1983.
