UPI transactions initiated from a PPI will first be verified through the customer’s existing PPI credentials. RBI: To promote digital payments, the Reserve Bank of India (RBI) has taken a big decision. Now it will be possible to make payments using prepaid payment instruments (PPIs) through third party UPI apps. The central bank has claimed that this change will promote interoperability in the digital payments ecosystem. What are Prepaid Payment Instruments (PPIs)? Prepaid Payment Instruments is a system in which users can save funds in a card or digital wallet for upcoming transactions. It is usually used for subscriptions and remittances. This new rule of RBI connects PPIs to the UPI ecosystem. UPI is India’s strongest digital payment platform. What is the new UPI rule? Earlier, PPIs such as digital wallets, gift cards and metro cards could only be used through their respective apps. But now, PPI holders with full-KYC (Know Your Customer) can link their instruments to popular UPI apps such as Google Pay, PhonePe, Paytm and BHIM, just like bank accounts are linked. According to the circular issued by RBI, only full-KYC PPIs will be allowed to be linked for UPI payments. UPI transactions initiated from the PPI will first be verified through the customer’s existing PPI credentials. This pre-authorization process ensures that the transaction is verified before it is set up in the UPI system. Will make digital payments more convenient RBI has also clarified that PPI issuers, in the role of payment system provider, cannot onboard customers of any other bank or PPI issuer. This step has been taken to prevent potential conflict of interest and maintain a clear rule. Several incarcerated people in Virginia’s high-security Red Onion state prison have intentionally burned themselves in a protest against harsh conditions at the facility. A written statement from Virginia’s department of corrections acknowledged that men imprisoned there had harmed themselves, although the authorities confirmed six incidents while others reported that 12 men were injured. “In recent months, six inmates at Red Onion state prison have burned themselves using improvised devices that were created by tampering with electrical outlets,” the director of Virginia’s department of corrections, Chad Dotson, said in a written statement. Earlier this week, Virginia’s governor, Glenn Youngkin, also confirmed the protest and said there was an investigation into the injuries. “I do think that part of the investigation is to understand how they’ve happened and why they’ve happened,” Youngkin said. “We have been in conversations with the department of corrections about these circumstances.” Dotson added that some of those injured were treated for burns at the corrections department’s “secure medical facility”, while others “did not require outside medical treatment”. All six were referred to mental health staff “for treatment”, according to Dotson. In his statement, he also said: “To be clear, these inmates did not set themselves on fire or self-immolate, as some reports have ludicrously suggested. The recent round of stories about Red Onion are nothing more than bad-faith efforts to try to score cheap political points by advocacy groups who pursue prison abolition and policies that would make Virginians less safe.” Dotson’s announcement comes after reporting from the incarcerated journalist Kevin “Rashid” Johnson , who first drew attention to self-harm at the state facility in October through his work on Prison Radio , a non-profit activist organization. Johnson reported that he had met an individual in September named Ekong Eshiet, who claimed to have returned from the hospital the day before after being treated for self-inflicted burns. On Prison Radio, Johnson said Eshiet had told him that “the racism and abuses, the hard and inhumane conditions at Red Onion, were so intolerable that he and others were setting themselves on fire in desperate attempts to be transferred away from the prison”. About a week later, Prison Radio also released an audio recording from Ekong Eshiet himself, in which Eshiet talked about how he had started a hunger strike since returning from being treated for his burns. He said he was protesting “discrimination”, which he says he has to deal with every day at Red Onion. “I’m going about this the right way, I guess, like with the hunger strike way,” Eshiet said. “But if I have to, I don’t mind setting myself on fire again. This time, I would set my whole body on fire before I have to stay up here and do the rest of my time up here. I would rather die before I stay up here, because every day I’m dealing with discrimination, whether it’s behind my race, my last name or my religion.” According to reporting from Al Jazeera , Johnson, the incarcerated journalist, was put into solitary confinement in early November, shortly after he first drew attention to the self-harm. Noelle Hanrahan, the founder of Prison Radio, said in an interview that she had spoken with Johnson’s attorney and been told that Johnson had been placed in solitary confinement. Johnson’s initial reporting on Prison Radio mentioned that he heard of 12 men at Red Onion who had burned themselves, but Dotson has only acknowledged six. “We are confident in the basis of this story; the numbers we are still drilling down,” Hanrahan said. The Virginia Legislative Black caucus (VLBC) group of lawmakers released a statement on X condemning the conditions at Red Onion. “The VLBC is horrified at recent reports of incarcerated individuals setting themselves on fire in response to the degrading and inhumane conditions at Red Onion state supermax prison in Wise county, Virginia,” the group wrote in its statement. “These acts of self-immolation are desperate cries for help.” The caucus claimed in its statement: “People who have been incarcerated at Red Onion State prison describe being regularly subjected to racial and physical abuse from correctional officers, medical neglect including the withholding of medicine, excessive stays in solitary confinement with one report of 600 consecutive days, inedible food having been covered in maggots and officers’ spit, and violent dog attacks.” The group of lawmakers said “at least 12” Black men had burned themselves in protest. A report from more than 20 years ago from Human Rights Watch said Red Onion “raises serious human rights concerns”. In a written statement sent to the Guardian in response to the six burnings, the Virginia state senator Barbara Favola said that the department of corrections “must operate our prisons in a safe, humane and rehabilitative manner”. “I encourage the governor to order an independent investigation of these allegations,” Favola said. In his statement, Dotson said that on numerous occasions, the department of corrections had invited “all legislators” to visit Red Onion state prison. “We have, in particular, sent personal invitations Tuesday to every member of the Virginia Legislative Black caucus in response to their statement,” Dotson said. Miriam Nemeth, deputy litigation attorney at the Washington, DC-based advocacy group Rights Behind Bars, has been representing Johnson, who first wrote about the protest from prison, and she also told the Guardian that he had been put into solitary confinement on 4 November. She accused the prison of enacting “unending retaliation” against Johnson “for his efforts to speak out”. Nemeth said she was not currently able to speak to Johnson and she had been told by the authorities that he had been put in isolation for his own safety after a threat against him. Minister of the Federal Capital Territory (FCT), Nyesom Wike, has fired back at the former governor of Rivers State, Dr Peter Odili, saying that “an elder statesman should not be a trader and a sycophant all the time.” A statement signed by the FCT Minister’s media aide, Lere Olayinka, on Sunday, said Wike spoke at the Special Thanksgiving Service organised by the factional Speaker of the Rivers State House of Assembly, Hon. Martin Chike Amaewhule, at the Church of Nigeria (Anglican Communion), Oro-Igwe/Eliogbolo Archdeaconry Church of the Holy Spirit, Eliozu Parish, Port Harcourt, on Sunday. Olayinka quoted Wike as saying that it was unfortunate that somebody who is supposed to be seen as an elder statesman and called a father can reduce himself to a sycophant and a trader. He asked; “Must you be a trader all the time? As governor for eight years, what else are you looking for?” The Minister said; “You know, I didn’t want to say anything. But somebody called me last night, and told me what someone said in the social media. I said until I read it myself. This morning, I read in the newspapers what our former governor, Sir Dr Peter Odili, said. “What did he say? He said that the present governor has been able to stop one man who wanted to convert Rivers State to his personal estate. “Between him and myself, who has turned Rivers State to his personal estate? His wife is a chairman of Governing Council, his daughter is a Commissioner, his other daughter is a Judge, and he is the general overseer. Who has now turned Rivers State to his private estate? I am sure if care is not taken, if there is a chance, he can even arrange a marriage for the governor. “It was his nephew, his late senior brother’s son that was recommended for Commissioner. He took the slot and gave it to his own daughter. Someone who didn’t remember to stand for the son of his late elder brother, is that an elder statesman?” Speaking further, the FCT Minister said it was painful that Dr Odili, out of political sycophancy, has forgotten all that he said in the past, adding that; “All of you here remember when I was governor, this same Odili praised me to high heaven. In fact, he said then that all past governors in Rivers State combined did not do better than me. “In 2007, after he left office, he couldn’t come near power in the State because Amaechi was the governor then. He was gone! “Like somebody said that God will use someone to lift up someone. When I came in as governor in 2015, I won’t use the word resurrected, but I brought him back to life. “All of us know about Pamo University. But for us, there wouldn’t have been anything called Pamo University. Rivers State was sponsoring 100 students per session and for every semester, each of the students was paying nothing less than N5m. Then, Rivers people were attacking me up and down. “I personally called Julius Berger to build a mansion for him to live. He was calling everyone to the house then, telling them, come and see what Wike has done for me. Wike has shown me love. He was taking them round the house. “Now, because you have organised a Christmas Carol for the governor, I didn’t say you should not do your Christmas Carol. But why reduce yourself to such a laughing stock. People will still see it on television how he was telling the whole world then how God used me to bring him back to life politically. “Why not do your Christmas Carol, collect what you can collect and leave me alone? “The governor that all of us made has not spent one year in office and the same Odili was already saying that the governor has beaten the records of all the past governors of Rivers State. “When I was there, he said I had surpassed the records of all the past governors, including himself. What can he even show that he did in his eight years as governor? But a governor has not spent one year, you are saying he has done more than all the past governors. “You spent eight years as governor and someone who hasn’t spent one year has surpassed your records, what manner of elder talk like that? Is that what an elder statesman should be known for? “When I was governor, my pictures were everywhere in his house. Sitting room, bedroom, kitchen, even in the toilet, my picture was everywhere. But today, all the pictures have been removed.” Asking what can be learned from such a sycophantic elder statesman, Wike said; “What can I learn from this kind of elder? What kind of advice can one get from him. This moment you are saying something, the next moment you are saying something else. “You see, if your children begin to ask you, is this not the same man you were praising before? What would you tell them?” On the state’s governorship issue, the Minister asked; “When I was plotting who will be governor after me, was he (Odili) there? Then, he was complaining about this governor, saying that he couldn’t stand before the public to talk. But today, he is organising Christmas Carol for the same governor he was against then. “He has forgotten all that he said in the past. I named this after you, I named that after your wife. What have I not done? “You said we should not be part of the government, we have left. We are managing, you have taken assembly money, they are not dying of hunger and they will not die of hunger. We are okay. I’m focusing on my job in Abuja and all these sycophancy won’t take him to the level I have attained. “This is a man who wanted to run for president then, he didn’t have the balls, he chickened out. Simply because Obasanjo said no, he will not contest, he ran away. Because of him, I never invited Obasanjo to Rivers State to commission projects. I felt it will humiliate him.”

Lawyers for a voting machine company that’s suing Fox News want to question founder Rupert Murdoch about his contentious efforts to change his family trust , the attorneys told a court Monday. Election-tech company Smartmatic’s $2.7 billion defamation suit regards Fox’s reporting on 2020 voting fraud claims. But Smartmatic’s attorneys suggest the separate succession fight over Murdoch’s media empire might shed light on any Fox Corp. involvement in editorial matters. It’s an important, if technical, question as Smartmatic seeks to hold the deep-pocketed Fox parent company responsible for statements that the news network aired. Fox contends that there’s no such liability and that it was engaging in journalism, not defamation, when it broadcast election-fraud allegations made by then-President Donald Trump ‘s attorneys. Rupert Murdoch may already have given a deposition — out-of-court questioning under oath — in the defamation suit. Such records aren’t public at this stage, but plans for his deposition were briefly mentioned at a 2022 hearing. Smartmatic now is seeking to talk to Murdoch about his efforts to rewrite his plans for his businesses after his death. The matter is playing out behind closed doors and in sealed files in a Nevada probate court. The New York Times has reported that Rupert Murdoch wants to keep his eldest son, Lachlan , in charge of the conglomerate’s newspapers and television networks in order to ensure a continued conservative editorial outlook . Smartmatic wants to get the 93-year-old patriarch on record while the probate matter plays out, company attorney Edward Wipper told a judge Monday. Fox News lawyer K. Winn Allen said the probate case “has nothing at all to do with” Smartmatic’s claims and is “not appropriate” fodder for the suit. Fox Corp. declined to comment after court. Fox News’ lawyers, meanwhile, want Smartmatic to provide records about a U.S. federal criminal case against people, including Smartmatic co-founder Roger Piñate, accused of scheming to bribe a Filipino election official . Piñate has pleaded not guilty. Smartmatic isn’t charged in the criminal case, and Smartmatic attorneys have said the matter was irrelevant to the defamation suit. Fox lost prior bids for a court order to get the information, but a hearing on the network’s renewed request is set next week. It’s unclear how soon Judge David B. Cohen will decide on that request or on Smartmatic’s bid to dig into the Murdoch family trust case. Both requests are part of pretrial information-gathering, and no trial date has been set. Smartmatic says it was a small player, working only with California’s heavily Democratic Los Angeles County, in the 2020 U.S. presidential election. In subsequent Fox News appearances, Trump lawyers Rudy Giuliani and Sidney Powell portrayed Smartmatic as part of a multi-state scheme to steal the vote from the Republican. Federal and state election officials , exhaustive reviews in battleground states and Trump’s own attorney general found no widespread fraud that could have changed the outcome of the 2020 election. Nor did they uncover any credible evidence that the vote was tainted. Dozens of courts, including by judges whom Trump had appointed, rejected his fraud claims. Fox News ultimately aired an interview with an election technology expert who refuted the allegations against Smartmatic — an interview done after the company demanded a retraction . The network is countersuing Smartmatic , claiming it violated a New York law against baseless suits aimed at squelching reporting or criticism on public issues. The New York defamation suit is one of several stemming from conservative-oriented news outlets’ reports on Trump’s 2020 vote-rigging claims. Smartmatic recently settled with One America News Network and Newsmax .
