TRENTON, N.J. (AP) — A large number of mysterious drones have been reported flying over New Jersey and across the eastern U.S., sparking speculation and concern over where they came from and why. New Jersey Gov. Phil Murphy and U.S. Sen. Andy Kim have both gone out on drone hunts, hoping for answers. The FBI, Homeland Security, state police and other agencies are investigating. Murphy and law enforcement officials have stressed that the drones don’t appear to be a threat to public safety , but many state and municipal lawmakers have nonetheless called for stricter rules about who can fly the unmanned aircraft — and to be allowed to shoot them out of the sky. Dozens of witnesses have reported seeing drones statewide since mid-November, including near the Picatinny Arsenal, a military research and manufacturing facility, and over President-elect Donald Trump’s golf course in Bedminster. Murphy, a Democrat, said Monday that equipment supplied by the federal government has yielded little new information. He declined to describe the equipment except to say it was powerful and could even “mitigate” the drones, though he added that’s not currently legal on U.S. soil. The state tallied 12 sightings Saturday and just one on Sunday. Murphy urged Congress to give states more authority to deal with the drones. The growing anxiety among some residents is not lost on the Biden administration, which has faced criticism from Trump for not dealing with the matter more aggressively. White House national security spokesman John Kirby on Monday said the federal government has yet to identify any public safety or national security risks from reported drone sightings in the northeast, saying officials believe they were lawfully flown drones, planes or even stars. “There are more than 1 million drones that are lawfully registered with the Federal Aviation Administration here in the United States,” Kirby said. “And there are thousands of commercial, hobbyist and law enforcement drones that are lawfully in the sky on any given day. That is the ecosystem that we are dealing with.” The federal government has deployed personnel and advanced technology to investigate the reports in New Jersey and other states, and is evaluating each tip reported by citizens, he said. The FBI received more than 5000 tips in recent weeks, he added, with only “about 100” deemed credible enough to require additional investigation. Authorities say they do not know. The Department of Homeland Security and FBI said they have no evidence that the aircraft pose “a national security or public safety threat or have a foreign nexus.” Speculation has nevertheless raged online, with some expressing concerns that the drones could be part of a nefarious plot by foreign agents. Officials stress that ongoing investigations have found no evidence to support such concerns, but U.S. Rep Chris Smith, a Republican, on Saturday echoed such speculation. “The elusive maneuvering of these drones suggests a major military power sophistication that begs the question whether they have been deployed to test our defense capabilities — or worse — by violent dictatorships, perhaps maybe Russia, or China, or Iran, or North Korea,” he said. Authorities said the two men face trespassing charges and could face more charges and fines. Drones flying around Wright-Patterson Air Force Base near Dayton, Ohio, forced base officials to close its airspace for about four hours late Friday into early Saturday, said Robert Purtiman, a base spokesperson. It was the first time drones had been spotted at the base, one of the largest in the world, and no sightings have been reported since, Purtiman said Monday. He said the drones had no impact on any facilities on the base. Trump has said he believes the government knows more than it’s saying. “Let the public know, and now. Richard Blumenthal of Connecticut last week called for the drones to be “shot down." Rep. Smith urged the Pentagon to authorize the use of force to bring down one or more drones to try to figure out who deployed them. The objects could be downed over the ocean or in an unpopulated area on land, Smith said Saturday. “Why can't we bag at least one of these drones and get to the bottom of it?” Smith said. Monmouth County Sheriff Shaun Golden said members of the public must not try to shoot down drones, as that would violate state and federal laws. Drone sightings were also reported in New York, where a permit is required. Mayor Eric Adams said the city was investigating and collaborating with New Jersey and federal officials. The runways at Stewart International Airport — about 60 miles (100 kilometers) north of the city — were shut down for about an hour Friday night because of drone activity, Gov. However, experts say there is a big obstacle that will make it harder -- if not impossible -- for the incoming administration to implement these plans: States and municipalities. Alison LaCroix, professor of constitutional law at the University of Chicago Law School, told ABC News that the power to regulate and implement key laws lies strictly within the states and many local leaders have already been working to prepare for a possible future Trump administration. "The states have a lot of levers in the constitutional system, legal system and other systems," she said. "This usually comes as a lot of shock to people who don't know how much power they wield but we're going to soon find out how valuable they are." Other experts who have focused on some of the biggest sectors targeted by Trump, such as public health and immigration, agreed but said they are likely gearing up for a legal and policy fight that could last a long time. She said states already showed their power during the first Trump administration by blocking and Customs Enforcement agents from entering courthouses for potential raids and denying the agency detainers that would have kept jailed immigrants in custody longer without an arraignment. She added that any attempts by the Republican-controlled Congress to change immigration and deportation laws to take away rights from the states will take some time and likely be met with resistance even among Republican members who think it is too extreme. "The Trump administration will issue many executive orders, but a large number that will be illegal and unconstitutional," Mukherjee added. At the same time, Mukherjee said that conservative states and municipalities may bolster anti-immigrant policies and make it harder for migrants and asylum seekers to gain a path to citizenship. Sixty counties and police districts, many of them in Florida, have entered into 287(g) agreements with ICE, in which local law enforcement can conduct immigration policies on behalf of the federal government such as executing warrants and detaining undocumented immigrants, according to Mukherjee. Florida also passed SB 1718 last year which cracks down on undocumented immigration with several provisions, including making it illegal to transport undocumented immigrants and requiring hospitals to ask patients for their immigration status. Mukherjee stressed that states cannot try to enforce their own laws in other jurisdictions due to the 1842 Supreme Court case Prigg vs. Pennsylvania. That case, which overturned the conviction of a man convicted under a state law that prevented slave-catching, held that while federal law supersedes state law, states are not required to use their resources to uphold federal laws. "It's extremely difficult and illegal for one state to impose their laws onto another," Mukherjee said. Even when it comes to executive orders, Mukherjee said the laws are mostly on the side of states and municipalities. Trump’s "border czar" choice Tom Homan has already threatened to go after states and cities that refuse to comply with the president-elect's deportation plans, including . Mukherjee said there is no legal mechanism or modern legal precedent that allows the federal government to incarcerate local leaders for not adhering to an administration's policy. "Sanctuary city laws are entirely allowed within the U.S. Constitution," she said. "The 10th Amendment is extremely clear. The powers not given to the federal government are reserved to the states or the people. This is a bedrock principle of U.S. constitutional law." Public education State education officials are in the same boat when it comes to federal oversight, experts said. Although Trump and other allies have made it clear that they want to , funding for schools and education programs lies mostly in the hands of state legislatures and local school boards, according to Alice O'Brien, the general counsel for the National Education Association. "Those campaign promises in reality are much harder to achieve," O'Brien told ABC News. "They would require federal legislation to accomplish." Federal oversight has little control over local school curriculum policies, she added. O'Brien noted that much of the federal oversight on public schools lies outside of the jurisdiction of the Department of Education. For example, state school districts must adhere to laws set forth at the federal level such as non-discrimination against race and religion and disabilities. "States and school systems can not run in any way that conflicts with the federal Constitution," O'Brien said. When it comes to funding, although the federal DOE does provide funding as a floor to many school districts, it is a small fraction compared to the funding that comes from city and state coffers, O'Brien explained. Public health "It really comes down to a state-by-state basis in terms of how much dollars are allocated to the schools," she said. "Ultimately it really comes down to how much money the state budgets have." Dr. Georges C. Benjamin, the executive director of the American Public Health Association and former Maryland health secretary, told ABC News that state public health offices operate under the same localized jurisdiction and thus would have more autonomy on health policies. Trump's pick for the head of Health and Human Services, Robert F. Kennedy Jr., has been a staunch promoter of anti-vaccination policies and has pushed for the end of fluoride in water supplies. Benjamin said he is worried about the effects of having someone with no professional health experience and public dismissiveness of proven health policies, however, he remarked that states and municipalities still hold immense power in implementing policies. Georges noted that fluoride levels in the water supply are dictated at a local level, and many counties have chosen not to implement them. Federal health agencies can make recommendations but cannot block a municipality from implementing fluoridation, he said. "There is no fiscal penalty for not following it," Benjamin said of federal recommendations. The same rules govern local vaccination requirements, he added. "[The federal government does] control vaccine mandates at the federal level, with the federal workforce, but they don't control the bulk of childhood mandates," Benjamin said. He noted that the country saw the effectiveness and ineffectiveness of state-run public health systems during the two years that COVID-19 hit the nation and the rollout of the vaccines. Republican and Democratic states all instituted shelter-in-place and social distancing rules during the peak of cases, Benjamin said. "I do think we have a wait-and-see attitude," he said. For example, earlier this year, a federal judge struck down the provision in Florida's SB 1718 that threatens felony charges for people who transport an undocumented immigrant. The World Health Organization (WHO) and public health experts are calling for increased political commitment and funding to fight malaria, especially in endemic regions like Africa. This week's release of the 2024 World Malaria Report by the WHO said there were 11 million more malaria cases compared to the previous year and that Ethiopia and Nigeria recorded their highest death tolls from the disease since 2015. According to Wednesday's report, there were 263 million cases of the mosquito-borne disease and nearly 600,000 deaths worldwide last year. The report indicates global malaria cases grew by about 11 million compared to the year prior while fatalities remained nearly the same. The WHO report said Africa accounted for 95% of global malaria deaths. Most of the victims were children under 5 years of age. Dr. Kehinde Ajayi, an expert on malaria epidemiology and control, said one issue is that since 2020, most developing nations have had a shortage of resources to combat the disease. “Some of the resources like insecticide-treated nets and also funding towards the malaria control programs have been hampered because of ... COVID-19 and the economic imbalance in developing countries,” Ajayi said. Ajayi said climate change and declining effectiveness of anti-malaria drugs are threatening progress. Nigeria bears the world's highest burden of malaria with more than 27% of global malaria cases and 31% of deaths. But the WHO report also showed some progress — estimating that about 2.2 billion cases of malaria and 12.7 million deaths were averted globally since 2000. Ajayi said increased government funding for malaria interventions could change things. "Mosquitoes thrive very well under temperatures that are more than 19 degrees Celsius, and the climate change has made [that] possible,” Ajayi said. “Also, the plasmodium parasite has gained a lot of resistance against malaria drugs. Also, the government needs to invest more in our health sector. Government also needs to fund research that will help us in discovering indigenous drugs." The WHO report said only about half of the $8.7 billion target for malaria intervention last year was achieved. In Nigeria, spending on health care is about 4% of the national budget, much lower than the 15% agreed upon by the African Union in 2001 — in the so-called Abuja Declaration. Authorities have pledged to improve spending on health. On Thursday, Nigeria signed a deal to promote local production of test kits for HIV and malaria. Last week, Nigeria launched its malaria vaccination campaign — becoming the latest African country to provide malaria vaccines to young children. Government regulators cleared American flights to get airborne about an hour after the Federal Aviation Administration ordered a national ground stop for the airline. The order, which prevented planes from taking off, was issued at the airline's request. The airline said in an email that the problem was caused by trouble with vendor technology that maintains its flight operating system. Flights were delayed across American's major hubs, with only 37% leaving on time, according to Cirium, an aviation analytics company. Out of the 3,901 domestic and international American Airlines flights scheduled for Tuesday, 19 were canceled. Cirium noted that the vast majority of flights departed within two hours of their scheduled departure time. A similar percentage — 36% — arrived at their destinations as scheduled. Meanwhile, the flight-tracking site FlightAware reported that 4,058 flights entering or leaving the U.S., or serving domestic destinations, were delayed, with 76 flights canceled. The site had not posted any American Airlines flights on Tuesday morning, but showed in the afternoon that 961 American flights were delayed. That is how Southwest Airlines stranded 2 million travelers in December 2022, and Delta Air Lines suffered a smaller but significant meltdown after a worldwide technology outage in July caused by a faulty software update from cybersecurity company CrowdStrike. Many flights during the holidays are sold out, which makes cancellations even more disruptive than during slower periods. That is especially true for smaller budget airlines that have fewer flights and fewer options for rebooking passengers. Ralph clearly was not among the travellers on one of more than 350 cancelled or 1,400 delayed flights after a worldwide tech outage caused by an update to Crowdstrike's "Falcon Sensor" software in July of 2023. U.S. airlines carried nearly 863 million travellers in 2023, with Canadian carriers accounting for another 150 million, many of whom experienced lost luggage, flight delays, cancellations, or were bumped off their flights. It's unclear how many of them were compensated for these inconveniences. Suffice it to say, posting a crabby rant on social media might temporarily soothe anger, but it won't put wasted money back in pockets. Money.ca shares what to know in order to be compensated for the three most common air travel headaches. Bags elected to go on a vacay without you? Check off the following: Alert the airline, both in person and in writing, of any missing bags. Remember, the clock starts ticking immediately. After 21 days, the baggage is considered lost and the airline is liable for it and its contents. Contact the U.S. Department of Transportation (DOT) or Canadian Transportation Agency , who will query the airline on your behalf and give them a 30-day deadline to respond. Usually, the airline will resolve the issue, but if it doesn't, or if you're unsatisfied with the offer, the next level is mediation. Beyond that, the case could move to adjudication, a court-like process with a panel deciding on the outcome. On international flights, you have up to two years to file litigation. If you expect a large payout, think again. Tariffs (air carrier contracts) limit the compensation amounts for "loss of, damage to, or the delay in delivery of baggage or other personal property." In the case of Air Canada, the maximum payout is $1,500 per passenger in the currency of the country where the baggage was processed. To raise that limit, purchase a Declaration of Higher Value for each leg of the trip. The charge is $0.50 for each $100, in which case the payout limit is $2,500. For Delta Air Lines, passengers are entitled to up to $3,800 in baggage compensation, though how much you'll receive depends on your flight. Delta will pay up to $2,080 for delayed, lost, and damaged baggage for international travellers, almost half of what U.S. domestic passengers can claim. If your flight is marked delayed for more than 30 minutes, approach the gate agent and politely request food and hotel vouchers to be used within the airport or nearby. Different air carriers and jurisdictions have their own compensation policies when flights are delayed or cancelled. For example, under European Union rules, passengers may receive up to 600 Euros, even when travelling on a non-EU carrier. Similarly, the DOT states that travellers are entitled to a refund "if the airline cancelled a flight, regardless of the reason, and the consumer chooses not to travel." However, US rules regarding delays are complicated. Some air carriers, such as Air Canada, do not guarantee their flight schedules. They're also not liable for cancellations or changes due to "force majeure" such as weather conditions or labour disruptions. If the delay is overnight, only out-of-town passengers will be offered hotel accommodation. Nevertheless, many airlines do offer some compensation for the inconvenience. If your flight is marked delayed for more than 30 minutes, approach the gate agent and politely request food and hotel vouchers to be used within the airport or nearby. In terms of cash compensation, what you'll get can differ significantly based on things like departure location, time, carrier, and ticket class. The DOT offers a helpful delay and cancellations dashboard designed to keep travellers informed about their compensation rights. The dashboard is particularly helpful because, as the DOT states on its website, "whether you are entitled to a refund depends on a lot of factors—such as the length of the delay, the length of the flight, and your particular circumstances." The Canadian Transportation Agency is proposing air passenger protection regulations that guarantee financial compensation to travellers experiencing flight delays and cancellations, with the level of compensation varying depending on the situation and how much control the air carrier had. The proposed regulations include the following: A plane must return to its gate after three hours on the tarmac. Minimum requirements will be set for procuring food, drink, lavatories, ventilation, and access to electronic communications during the delay. For larger airlines, payouts will range from $400 for a 3-6 hour delay, to $700 for 6-9 hours, and $1,000 for more than nine hours. For smaller carriers, the compensation would be $125, $250, and $500, respectively. Here's the loophole: If the delay is related to the air carrier's maintenance problems, no compensation is required. The airline is obligated to complete the passenger's itinerary. If the new ticket is for a lower class of service, the air carrier would have to refund the cost difference; if the booking is in a higher class of service, passengers cannot be charged extra. If the passenger declines the ticket, the airline must give a full refund, in addition to the prescribed compensation. For overnight delays, the air carrier needs to provide hotel accommodation and transportation free-of-charge. Again, if you are unsatisfied, the Canadian Transportation Agency or Department of Transportation may advocate on your behalf. Passengers get bumped because airlines overbook. When this happens, the air carrier must compensate you. For international flights in the US, the rate is 200% of your one-way fare to your final destination, with a $675 maximum. If the airline does not make travel arrangements for you, the payout is 400% of your one-way fare to a maximum of $1,350. To qualify, you must check-in by the stated deadline, which on international flights can be up to 3 hours ahead. Keep in mind that if you accept the cash, you are no longer entitled to any further compensation, nor are you guaranteed to be rebooked on a direct flight or similar type of seat. Don't be too quick to give up your boarding pass. Negotiate for the best compensation deal that would include cash, food and hotel vouchers, flight upgrade, lounge passes, as well as mileage points. But avoid being too greedy—if the gate attendant is requesting volunteers and you wait too long, you'll miss the offer. According to Air Canada's tariff, if a passenger is involuntarily bumped, they'll receive $200, in cash or bank draft, for up to a two-hour delay; $400 for a 2-6 hours delay; and $800 if the delay is over six hours. (Air Canada was forced to raise its payouts in 2013 due to passenger complaints.) The new rules would raise the payout significantly: $900 for up to six hours; $1,800 for 6-9; and $2,400 for more than nine hours, all to be paid within 48 hours. Statistically speaking, Delta Airlines is the carrier most likely to bump. A few years ago, Delta raised its payout maximum to $9,950, while United Airlines tops out at $10,000. Burt died over the weekend, the Crocosaurus Cove reptile aquarium in Darwin, Australia , said. He was at least 90 years old. “Known for his independent nature, Burt was a confirmed bachelor — an attitude he made clear during his earlier years at a crocodile farm,” Crocosaurus Cove wrote in social media posts. “He wasn’t just a crocodile, he was a force of nature and a reminder of the power and majesty of these incredible creatures. While his personality could be challenging, it was also what made him so memorable and beloved by those who worked with him and the thousands who visited him over the years,” the aquarium wrote. A saltwater crocodile , Burt was estimated to be more than 5 meters (16 feet) long. He was captured in the 1980s in the Reynolds River and became one of the most well-known crocodiles in the world, according to Crocosaurus Cove. The 1986 movie stars Paul Hogan as the rugged crocodile hunter Mick Dundee. In the movie, American Sue Charlton (Linda Kozlowski) goes to fill her canteen in a watering hole when she is attacked by a crocodile, before being saved by Dundee. Burt is briefly shown lunging out of the water. But the creature shown in more detail as Dundee saves the day is apparently something else. The Internet Movie Database says the movie goofed by depicting an American alligator, which has a blunter snout. The Australian aquarium where Burt had lived since 2008 features a “Cage of Death” which it says is the nation's only crocodile dive. Arch on Friday revealed the framework of his plan to permanently restore access to the Legislature's oversight offices tasked with keeping tabs on the state's most troubled agencies. KEARNEY — In a move meant to resolve constitutional concerns raised by Nebraska's attorney general last year, state lawmakers will seek to establish a permanent oversight committee next year to supervise the Legislature's watchdogs tasked with investigating the state’s troubled prison and child welfare systems. The plan to establish the new committee, which Speaker John Arch of La Vista and legislative staffers unveiled at an annual gathering of lawmakers Friday, comes more than a year after Attorney General Mike Hilgers suggested the watchdogs, formally known as the Office of the Inspectors General, were unconstitutional in a legal opinion his office released in August 2023. Though Hilgers' opinion was nonbinding, Nebraska's Departments of Correctional Services and Health and Human Services — both arms of the executive branch — almost immediately shut off access the inspectors general had to agency facilities and records, leaving the Legislature without oversight of the agencies for six months. Lawmakers established the watchdogs in the 2010s to keep tabs on the agencies following a disastrous attempt to privatize Nebraska's child welfare system and a murder spree carried out by an inmate the prison system had inadvertently released early. The lockout ended in April, when lawmakers reluctantly approved an agreement with the executive branch to temporarily restore access to the watchdogs while a special committee of lawmakers studied the structure of legislative oversight functions to come up with a long-term solution. The special committee's plan — which Arch said will come in the form of a 126-page bill that is still being drafted — could create an oversight division within the Legislature that would supervise the inspectors general and the Legislative Audit Office, which for now is governed by the Performance Audit Committee. That committee would be replaced by the new, nine-member oversight committee. Under the plan, the Legislature would hire a director of legislative oversight who would appoint the inspectors general tasked with keeping tabs on the troubled agencies to five-year terms. The plan calls for the legislative oversight committee to be notified prior to the release of any investigative reports compiled by the watchdogs. The plan is meant to establish an obvious chain-of-command from lawmakers to the watchdogs in an attempt to address Hilgers' claim that the Legislature had violated Nebraska's constitution by permanently delegating their oversight authority to the inspectors general, whom Hilgers suggested are "unsupervised." The plan would also remove from state law a provision that had required Nebraska's prison and child welfare systems to provide direct computer access to the inspectors general, who were previously able to review incident reports and other internal agency documents in real time. The proposal would also create a process to allow for the executive or judicial branches to object to disclosing "legally privileged" information to the watchdogs. The new plan would allow law enforcement agencies to decline to provide information to the inspectors general, who would also be required to suspend an investigation at the request of a police department. And the proposal would make it illegal for the watchdogs to disclose any confidential information or records provided to the newly created oversight division. In all, the plan Arch and legislative staffers outlined Friday marks the framework of a weaker legislative oversight system than the one that already exists in state law — which Nebraska's executive branch has been in violation of for more than a year. Arch said he is "sure that there will be those who want to see us go further" but said the plan represents an attempt to rebuild the Legislature's oversight framework while addressing Hilgers' constitutional concerns. In his 38-page opinion last year, Hilgers had said the watchdogs “untrammeled power to impede, control and access” information of other government branches had violated the state constitution's separation of powers clause. "I'm very hopeful that we can establish a way of relating (with the executive branch) that can put us in compliance with the statute and provide us with the information that we need," Arch said. John Arch Arch said he was confident the plan would draw broad support from lawmakers, some of whom have been critical of his handling of the oversight lockout initiated by the executive branch. The Legislature initially retained legal counsel in the wake of Hilgers' opinion and the subsequent lockout, mulling a legal fight with Gov. Jim Pillen's executive branch over the issue, but instead opted to try to resolve the dispute without litigating it in court. Omaha Sen. Machaela Cavanaugh, who was one of 15 lawmakers on the special committee that concocted the plan, said members haven't seen a draft of the bill Arch is set to propose next month and "so it's hard to have firm opinions and thoughts on it." Cavanaugh "The devil is definitely in the details, and I'm concerned about how this is going to be executed, because to me, on face value, it looks like we are diminishing our ability to provide oversight of the executive branch," she said, adding: "It's creating additional obstacles to transparency and giving more authority to the executive branch to refuse transparency." Lawmakers may have little choice but to support the plan. The stopgap agreement the Legislature entered into with the executive branch to restore oversight access is set to expire at the end of the 90-day legislative session that kicks off Jan. 8. OTTAWA — NDP Leader Jagmeet Singh says his party will not support a Liberal plan to give Canadians a GST holiday and $250 unless the government expands eligibility for the cheques, saying the rebate leaves out "the most vulnerable." The Liberals announced a plan last week to cut the federal sales tax on a raft of items like toys and restaurant meals for two months, and to give $250 to more than 18.7 million Canadians in the spring. Speaking after a Canadian Labour Congress event in Ottawa, Singh says he's open to passing the GST legislation, but the rebate needs to include seniors, students, people who are on disability benefits and those who were not able to work last year. Singh says he initially supported the idea because he thought the rebate cheques would go to anyone who earned under $150,000 last year. But the so-called working Canadians rebate will be sent to those who had an income, leaving out people Singh says need the help. The government intends to include the measures in the fall economic statement, which has not yet been introduced in the House of Commons. The proposed GST holiday would begin in mid-December, lasting for two months. It would remove the GST on prepared foods at grocery stores, some alcoholic drinks, children's clothes and toys, Christmas trees, restaurant meals, books, video games and physical newspapers. A privilege debate has held up all government business in the House since late September, with the Conservatives pledging to continue a filibuster until the government hands over unredacted documents related to misspending at a green technology fund. The NDP said last week they had agreed to pause the privilege debate in order to pass the legislation to usher in the GST holiday. Singh said Tuesday that unless there are changes to the proposed legislation, he will not support pausing the debate.
