After delay, Trump signs agreement with Biden White House to begin formal transition handoff

OTTAWA - A Liberal MP says his committee colleagues are wasting time by launching a third inquiry into the former employment minister instead of focusing on important legislation for Indigenous Peoples. Jaime Battiste, who is Mi’kmaq, said there has been an “attack” on fellow Liberal MP Randy Boissonnault, who left his position as employment minister on Wednesday after allegations of shifting claims of Indigenous identity and questions around his past business dealings. Bacterial biofilm formation in the food industry is a significant concern, affecting food safety , production efficiency, economic loss, and consumer trust. Most existing research on foodborne pathogenic biofilms has focused on wet surface biofilms (WSBs), as it is generally believed that microorganisms cannot survive under dry conditions, let alone form biofilms. However, recent recalls and outbreaks of Salmonella associated with low-moisture food (LMF) have provided mounting evidence that pathogens can persist in dry conditions. A research team led by Assistant Professor LI Dan from the NUS Department of Food Science and Technology has provided a detailed characterization of the Salmonella DSBs examining their morphology, single-cell landscape, and response to sanitization techniques in comparison to traditional WSBs. The efforts of this research offer valuable insights for managing dry biofilms in the food industry. The research findings were published in the journal Applied and Environmental Microbiology on 4 November 2024. The study explored the structural and functional characteristics of Salmonella Typhimurium DSB using advanced microscopy techniques, including confocal laser scanning, transmission electron, and scanning electron microscopy. These analyses revealed unique features of DSB compared to WSB. Specifically, DSB cells are surrounded by a dense, compact capsule that likely contributes to their higher antimicrobial resistance, while WSB cells display distinct plasma and outer membrane layers. Additionally, DSBs exhibit a "sandwich-like" vertical structure, with intact cells at the core and damaged cells on the outer layer. To understand functional diversity within the biofilm, single-cell transcriptomics was employed, identifying bacterial clusters with active antioxidative and virulence functions—highlighting potential safety concerns for LMFs. The team also developed a water-free antibiofilm strategy tailored for the LMF industry. This method combines the flavonoid morin with 70% isopropyl alcohol, offering an effective sanitization method without requiring water. Asst Prof Li said, "The outcomes of this research are of critical importance, offering several pivotal insights. By detailing the structural and functional properties of Salmonella DSB, we illuminate how these biofilms resist desiccation and sanitization, which are prevalent challenges in LMF environments. "The application of single-cell RNA sequencing allows us to uncover the heterogeneity within DSB populations. These findings challenge the perception of dehydrated biofilm cells as uniformly dormant and underscore the persistent threat posed by these pathogens. It was just a couple of years ago that Pierer Mobility-owned KTM celebrated 12 straight years of record growth. Now, the company is in a dire crisis that requires a halt in production and the sacking of more than 300 employees. How did it get here? Overproduction and quality issues are two of the main reasons for KTM’s state of affairs. In an emergency announcement released this past week, Pierer Mobility AG disclosed that KTM AG's liquidity strategy for the 2025 fiscal year will require additional funding to the tune of a "nine-figure sum in dollars." That's in the hundreds of millions for those not wanting to count zeroes. To cut inventory, a production halt is planned in Mattighofen in Austria. This will result in around 300 layoffs. KTM states that investor talks are in progress and that it remains to be seen if these "measures are sufficient." The KTM AG group accounts for more than 95% of Pierer Mobility AG’s revenue. For a while now KTM has been announcing layoffs and job relocations to China. The managers at Mattighofen have previously downplayed the situation, claiming that Europe's biggest motorcycle manufacturer could handle its current financial crisis on its own. However, that crisis has worsened. It all started towards the end of last year when of its “mid-range models” and certain R&D from Austria to China (CF Moto) and India (Bajaj Auto) – all of which resulted in job losses for some 300 employees in Austria. At that point, the board of directors cited discouraging economic conditions in Europe, slowing economic growth, increasing inflation, and higher interest rates as the reasons behind the moves. It has been a long, tiring year for KTM AG since then. The group announced a profit warning and significantly lowered its 2024 projections as early as June of this year. Its , and things were considerably worse than anticipated. Compared to the first half of 2023, the group announced losses in excess of €172 million (~ US$182,130,800). Pierer Mobility AG's share price plummeted as a result and its net debt increased by 89.3%. “We damaged the KTM brand with overproduction and quality problems and now we have to iron that out,” said Hubert Trunkenpolz, Pierer board member, in an interview with a couple of months back. COVID was one of the primary reasons for the crisis, according to Trunkenpolz, who explained that the pandemic led to a huge demand for quarantine-friendly recreational vehicles like motorcycles, bicycles, and RVs. But sadly, by the time the company had increased production to catch up, the demand had started to decline sharply. Post-COVID, there were suddenly a lot of goods in the showrooms, but far fewer customers – partly due to post-pandemic inflation. Back in September, Trunkenpolz emphasized that Pierer felt confident enough to handle this issue and guaranteed that none of the company's brands are "even remotely at risk." Well, what a difference a couple of months can make. All this bad news seemed to take a back seat with in sight, and sure enough, KTM did more than enough to get people off their seats with their upcoming bikes. But even that excitement was short-lived as the Austrian bike maker found itself marred in quality controversies once again. There have been widespread reports of cam failures in its LC8c parallel-twin engines used to power early and Adventure models. KTM did acknowledge the complaints and even offered to repair all affected bikes, whether still in warranty or not, but it proved too little, too late. As Trunkenpolz admitted to , such quality issues were the result of a ramp up in production during COVID to meet apparent demand. Output at the Mattighofen plant in Austria has now been adjusted, which will hopefully address the QC problems. Pierer Mobility Group, which owns KTM, GasGas, and Husqvarna, has also had to take drastic steps to curb its cash flow problem. As a result, both Husqvarna and GasGas will miss out on the 2025 Dakar rally, and KTM will only field a three-person team. To make matters worse, KTM confirmed that the , its top-of-the-line adventure motorcycles, as 2025 models, but rather in 2026, a year later than in Europe. The reason? “Production timelines.” It’s tough to see one of the world’s biggest bike manufacturers hit hard times like this. There’s no doubt that KTM produces some of the most thrilling motorcycles on the road and off, but this situation is proof that bad supply-chain decisions and lax quality control can land you in murky waters. The congressionally mandated agreement allows transition aides to work with federal agencies and access non-public information and gives a green light to government workers to talk to the transition team. But Trump has declined to sign a separate agreement with the General Services Administration that would have given his team access to secure government offices and email accounts, in part because it would require that the president-elect limit contributions to $5,000 and reveal who is donating to his transition effort. The White House agreement was supposed to have been signed by Oct. 1, according to the Presidential Transition Act, and the Biden White House had issued both public and private appeals for Trump’s team to sign on. The agreement is a critical step in ensuring an orderly transfer of power at noon on Inauguration Day, and lays the groundwork for the White House and government agencies to begin to share details on ongoing programs, operations and threats. It limits the risk that the Trump team could find itself taking control of the massive federal government without briefings and documents from the outgoing administration. As part of the agreement with the White House, Trump’s team will have to publicly disclose its ethics plan for the transition operation and make a commitment to uphold it, the White House said. For unclassified information, agencies may ask Trump transition staff to attest that they are taking basic safeguards, like using two-factor authentication on their accounts.By ZEKE MILLER, Associated Press WASHINGTON (AP) — President-elect Donald Trump on Tuesday reached a required agreement with President Joe Biden’s White House to allow his transition staff to coordinate with the existing federal workforce before taking office on Jan. 20. The congressionally mandated agreement allows transition aides to work with federal agencies and access non-public information and gives a green light to government workers to talk to the transition team. But Trump has declined to sign a separate agreement with the General Services Administration that would have given his team access to secure government offices and email accounts, in part because it would require that the president-elect limit contributions to $5,000 and reveal who is donating to his transition effort. The White House agreement was supposed to have been signed by Oct. 1, according to the Presidential Transition Act, and the Biden White House had issued both public and private appeals for Trump’s team to sign on. The agreement is a critical step in ensuring an orderly transfer of power at noon on Inauguration Day, and lays the groundwork for the White House and government agencies to begin to share details on ongoing programs, operations and threats. It limits the risk that the Trump team could find itself taking control of the massive federal government without briefings and documents from the outgoing administration. As part of the agreement with the White House, Trump’s team will have to publicly disclose its ethics plan for the transition operation and make a commitment to uphold it, the White House said. Transition aides must sign statements that they have no financial positions that could pose a conflict of interest before they receive access to non-public federal information. Biden himself raised the agreement with Trump when they met in the Oval Office on Nov. 13, according to the White House, and Trump indicated that his team was working to get it signed. Trump chief of staff-designate Susie Wiles met with Biden’s chief of staff Jeff Zients at the White House on Nov. 19 and other senior officials in part to discuss remaining holdups, while lawyers for the two sides have spoken more than a half-dozen times in recent days to finalize the agreement. “Like President Biden said to the American people from the Rose Garden and directly to President-elect Trump, he is committed to an orderly transition,” said White House spokesperson Saloni Sharma. “President-elect Trump and his team will be in seat on January 20 at 12 pm – and they will immediately be responsible for a range of domestic and global challenges, foreseen and unforeseen. A smooth transition is critical to the safety and security of the American people who are counting on their leaders to be responsible and prepared.” Without the signed agreement, Biden administration officials were restricted in what they could share with the incoming team. The Trump transition team says it would disclose its donors to the public and would not take foreign donations. A separate agreement with the Department of Justice to coordinate background checks for vetting and security clearances is still being actively worked on and could be signed quickly now that the White House agreement is signed. The agency has teams of investigators standing by to process clearances for Trump aides and advisers once that document is signed. That would clear the way for transition aides and future administration appointees and nominees to begin accessing classified information before Trump takes office. Some Trump aides may hold active clearances from his first term in office or other government roles, but others will need new clearances to access classified data. Trump’s team on Friday formally told the GSA that they would not utilize the government office space blocks from the White House reserved for their use, or government email accounts, phones and computers during the transition. The White House said it does not agree with Trump’s decision to forgo support from the GSA, but is working on alternate ways to get Trump appointees the information they need without jeopardizing national security. Federal agencies are receiving guidance on Tuesday on how to share sensitive information with the Trump team without jeopardizing national security or non-public information. For instance, agencies may require in-person meetings and document reviews since the Trump team has declined to shift to using secure phones and computers. Missing was a victory, and this one came down to the wire. He went out in 33 and led by two going to the back nine, and then it became a grind. He holed a 15-foot par putt from the fringe on the 11th to stay in the lead, and saved par after going bunker-to-bunker on the 13th. But he dropped a shot with an errant drive on the 14th, and when Echavarria birdied the 15th ahead of him, McNealy was out of the lead for the first time all day. He answered at just the right time, a 6-iron that covered the flag and settled just over 5 feet away.
