NEW DELHI: Emphasising on the use of technology in implementation of the new criminal laws, Union home minister Amit Shah on Tuesday said it should enable generation of alerts for all criminal cases at pre-defined stages and timelines - right from registration to disposal - for the benefit of victims and complainants. Chairing a review meeting on implementation of Bharatiya Nyaya Sanhita , Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam with National Crime Records Bureau (NCRB) brass, Shah suggested alerts for investigation officers and senior officers as per pre-defined timelines, so as to expedite the probe process. The review meet - attended by senior officials of home ministry, NCRB and National Informatics Centre - took stock of the implementation of integration of various software and databases pertaining to investigation, prosecution, forensics and courts at all-India level. These include the crime and criminal tracking network and systems (CCTNS), national automated fingerprint identification system, prisons, courts, prosecution and forensics with the Interoperable Criminal Justice System (ICJS) 2.0. Shah directed NCRB to facilitate complete implementation of new criminal laws in ICJS 2.0, besides emphasising on usage of apps like eSakshya, Nyaya Shruti, eSign and eSummons in every state and UT. In a separate meeting on Tuesday, Shah also reviewed the implementation of new criminal laws in Uttarakhand, with the state chief secretary and DGP, in the presence of CM Pushkar Singh Dhami. The centenarian has been doing a tour of Bendigo following her 100 birthday on December 7, revisiting her birthplace and the cemeteries where her parents and grandparents are buried. The historic hotel is only a few streets away from Reginald Street, where Ms Mackenzie was born in 1924. Mr Drummond was reportedly well-known in the area; he was the president of the local bowling club and founded the Kangaroo Flat Golf Club. He also was known as a charity worker and helped organise the annual , which has featured an imperial dragon in the parade since 1892. "I used to be terrified of the Easter fair where the Chinese, all of a sudden, started letting the crackers off on the dragon," Ms Mackenzie said. Following her father's death when she was seven, Ms Mackenzie went to live with her grandparents in Barkers Creek, living opposite the train line. The 100-year-old still remembers the train driver, on his way from Melbourne, once threw a birthday parcel out of the window into her mother's waiting arms. "Little things like that are never erased from your mind," she said. She later moved back to Kangaroo Flat and attended the local primary school before going to Bendigo High School. Against her mother's wishes, Ms Mackenzie enlisted for the Australian Army after she turned 18, and came to use her typing skills as part of the clandestine Z Special Unit. This reconnaissance and guerilla warfare unit operated behind Japanese lines, and is best known for its raids on Japanese shipping in Singapore Harbour. However, Ms Mackenzie largely worked at 'Airlie', a double-storey mansion in South Yarra where the operatives would visit her on the ground floor to get their orders. During her initial interview Ms Mackenzie was told that "whatever you hear and see in this room does not go out the door - can you remember that?" "And that's where I was - in the most secret unit in Australian World War II," she said. At the time, Ms Mackenzie was not aware of her job's significance. It was in this job she met her husband, Gilbert Mackenzie, who was an operative that helped organise a mock raid on Townsville Harbour in 1943. "This operative came in through the door and I thought, 'he's nice'," she said. "I thought I'll have a look at his file." Ms Mackenzie was later discharged at the historic Bendigo mansion Fortuna Villa. After the war she returned to work at solicitors' firm on View Street, where she had previously worked prior to enlisting. Today Ms Mackenzie still lives by herself, receiving home assistance at her unit in Doncaster. Ms Mackenzie attributes her longevity to her love for bike-riding in her earlier years. When she was a teenager she would ride a green Buckland bike from Kangaroo Flat to a business college in the city where she learnt to be a typist. "I rode my bike thousands of kilometres back in those days and that's where I got my strength," she said. "Don't just have a walk - get a bike and that will get you to 100." When he finally appears, the crowd showers him with flowerss and smaller garlands, while the 20ft tribute becomes a colourful centerpiece of the celebration. Kaluram Thorat, the creator of the jhendu-sevanti-gulab masterpiece, is proud. "It takes an entire day to craft these garlands. From the design of the garland to the choice of colors and flowers, every detail is the result of our collective creativity. I have orders from two parties for 25ft garlands after the election result is out," said Thorat, a farmer and an artisan based in Alandi. Each garland is made by combining 5-6ft garlands into a 20ft creation. It requires four to five people to lift. Once completed, the garlands are transported to rallies in tempos, added florist Rahul Tamhane. This year, elections coincided with the wedding season, keeping florists, flower farmers and artisans on their toes. Amol Sarpale, who is in the flower business, said five years ago, elections were not such a grand affair. "We use 200kg marigold, chrysanthemum, and Ashoka leaves. Each garland is around Rs30,000-Rs35,000. It takes five hours to craft the final product," he said. Sarpale's team made five such garlands for leaders like Bhor's Congress candidate Sangram Thopte and BJP's Pune candidate Hemant Rasne and others. Once the rally ends, Sarpale's team collects and disposes of the flowers. Congress state vice-president Mohan Joshi said nearly 100 large garlands were crafted across the district this year for various parties. "New ideas spread quickly through social media. One popular trend is ‘phulancha varshav' (raining of flowers)," he said. MNS general secretary Ajay Shinde said, "The trend of large garlands has given a boost to the market and benefitted farmers. Social media helps promote it," he said. BJP city president Dheeraj Ghate said citizens welcome candidates with garlands, rangoli, and ‘pushpa vrushti' (showering of flowers). Prashant Kade, a wholesaler in Market Yard, said he had sold over 30,000kg flowers. Dadasaheb Kade, head of the flower section in Gultekdi Market Yard, said there is a slight increase in sales, between 10-15%, during the election period. "Each big garland requires about 150-200 kg of cut flowers like marigold, chrysanthemum and roses. Flowers are also used for stage decorations, bouquets and for showering candidates. But these are only for big politicians. Wholesalers sell flowers to the rally organisers and they place orders either for garlands or to shower them. These flowers are taken in trucks," he added.Americans are more optimistic about 2025 than they were about 2024 — in large part because of President-elect Donald Trump, according to new polling. Slightly less than half, 47%, said personal health, 34% said American politics generally and 33% said “the state of the world.” The poll, using the same seven choices, then asked the discouraged respondents what makes them feel mostly pessimistic about 2025. The vast majority, 85%, said Trump becoming president made them mostly disheartened, again making it the most popular choice. Meanwhile, 74% said American politics generally, 71% said the state of the world and 58% said the American economy. By ADRIANA GOMEZ LICON FORT LAUDERDALE, Fla. — President-elect Donald Trump promised on Tuesday to “vigorously pursue” capital punishment after President Joe Biden commuted the sentences of most people on federal death row partly to stop Trump from pushing forward their executions. Trump criticized Biden’s decision on Monday to change the sentences of 37 of the 40 condemned people to life in prison without parole, arguing that it was senseless and insulted the families of their victims. Biden said converting their punishments to life imprisonment was consistent with the moratorium imposed on federal executions in cases other than terrorism and hate-motivated mass murder. “Joe Biden just commuted the Death Sentence on 37 of the worst killers in our Country,” he wrote on his social media site. “When you hear the acts of each, you won’t believe that he did this. Makes no sense. Relatives and friends are further devastated. They can’t believe this is happening!” Presidents historically have no involvement in dictating or recommending the punishments that federal prosecutors seek for defendants in criminal cases, though Trump has long sought more direct control over the Justice Department’s operations. The president-elect wrote that he would direct the department to pursue the death penalty “as soon as I am inaugurated,” but was vague on what specific actions he may take and said they would be in cases of “violent rapists, murderers, and monsters.” He highlighted the cases of two men who were on federal death row for slaying a woman and a girl, had admitted to killing more and had their sentences commuted by Biden. On the campaign trail, Trump often called for expanding the federal death penalty — including for those who kill police officers, those convicted of drug and human trafficking, and migrants who kill U.S. citizens. “Trump has been fairly consistent in wanting to sort of say that he thinks the death penalty is an important tool and he wants to use it,” said Douglas Berman, an expert on sentencing at Ohio State University’s law school. “But whether practically any of that can happen, either under existing law or other laws, is a heavy lift.” Berman said Trump’s statement at this point seems to be just a response to Biden’s commutation. “I’m inclined to think it’s still in sort of more the rhetoric phase. Just, ‘don’t worry. The new sheriff is coming. I like the death penalty,’” he said. Most Americans have historically supported the death penalty for people convicted of murder, according to decades of annual polling by Gallup, but support has declined over the past few decades. About half of Americans were in favor in an October poll, while roughly 7 in 10 Americans backed capital punishment for murderers in 2007. Before Biden’s commutation, there were 40 federal death row inmates compared with more than 2,000 who have been sentenced to death by states. “The reality is all of these crimes are typically handled by the states,” Berman said. A question is whether the Trump administration would try to take over some state murder cases, such as those related to drug trafficking or smuggling. He could also attempt to take cases from states that have abolished the death penalty. Berman said Trump’s statement, along with some recent actions by states, may present an effort to get the Supreme Court to reconsider a precedent that considers the death penalty disproportionate punishment for rape. “That would literally take decades to unfold. It’s not something that is going to happen overnight,” Berman said. Before one of Trump’s rallies on Aug. 20, his prepared remarks released to the media said he would announce he would ask for the death penalty for child rapists and child traffickers. But Trump never delivered the line. One of the men Trump highlighted on Tuesday was ex-Marine Jorge Avila Torrez, who was sentenced to death for killing a sailor in Virginia and later pleaded guilty to the fatal stabbing of an 8-year-old and a 9-year-old girl in a suburban Chicago park several years before. Court records show he admitted to both killings. Some families of victims expressed anger with Biden’s decision, but the president had faced pressure from advocacy groups urging him to make it more difficult for Trump to increase the use of capital punishment for federal inmates. The ACLU and the U.S. Conference of Catholic Bishops were some of the groups that applauded the decision. Biden left three federal inmates to face execution. They are Dylann Roof, who carried out the 2015 racist slayings of nine Black members of Mother Emanuel AME Church in Charleston, South Carolina; 2013 Boston Marathon bomber Dzhokhar Tsarnaev ; and Robert Bowers, who fatally shot 11 congregants at Pittsburgh’s Tree of Life Synagogue in 2018 , the deadliest antisemitic attack in U.S history.
