He said it was high time the students to embraced more of digital learning as well as digital teaching skills than the manual. According to him, the initiative will assist FCT schools move from normal classroom teaching to media education system of learning. Hayyo said: “The Executive Council of the Federal Capital Territory Administration has approved the procurement and distribution of over 1,000 laptops to senior secondary schools. “FCT schools will now transform into the digital education system, we will now move from normal teaching and learning classroom to media education system of learning.” On his part, the Mandate Secretary for FCT Agriculture and Rural Development Secretariat, ARDS, Lawan Geidam, disclosed that the Council approved for the procurement and distribution of 250 metric tons of assorted fertiliser to farmers in FCT. He said the tonnes will include NPK and Urea with tonnes of liquid fertilizer to be distributed to farmers across the six area councils for dry season farming. The Council meeting was attended by FCT Minister of State, Dr. Mariya Mahmoud, the Chief of Staff to the minister, all mandate secretaries and other political appointees. Playing a man who traps women in cages is as large a departure as he can take, especially when his origins are largely rooted as charming leads in romantic comedies. And not just any romantic leads. Grant has starred in some of the most iconic romantic comedies: Edward Farris in Ang Lee’s Sense and Sensibility , William Thacker in Richard Curtis ‘ Notting Hill , Charles in Four Weddings and a Funeral (the first of his three films with the famed romance director), David the Prime Minister in Curtis’ Love Actually . Essential to each of these roles, Grant’s charming smile and self-effacing mumble made him a heartthrob of the ’90s and ’00s. But a heartthrob is not exempt from their red flags. Like a wolf in a beloved Englishman’s clothing, Grant’s characters have always been more villainous than they appear. The actor’s breakthrough role as Charles in Four Weddings and a Funeral marked him as good-looking and disarmingly likable. Charles flipped a leading man’s role on his head, appearing as non-threatening and passive, his true motives often taking a backseat to politeness. However, for the friend who forgets rings, arrives late, pursues a woman in a relationship, and abandons his fiancée at the altar, suave and shy are not necessarily the first words that come to mind. Perhaps his most cardinal sin of all was committed in Notting Hill . How did he allow Julia Roberts walk out the door to be ambushed by the paparazzi?! Without her pants?! On multiple occasions, when given the opportunity to profess his feelings to his own heartthrob Anna (played by the real-life movie star Roberts), William chose silence and inaction. He even rejected Anna’s own proposal to pursue the relationship legitimately after he had spent an entire year forlorn about what could have been. Never establishing a backbone to communicate properly with the women he truly loves has perhaps been a throughline of Grant’s romantic career. Even his casting as Edward Farris in the 1995 Sense and Sensibility fits the bill, the price of his inactions and omissions being paid by the woman who loved him most. His most meaningful encounter in the film, in my opinion, came far too late. In the final act, Elinor Dashwood ( Emma Thompson ) realized that Farris had been engaged to and then married a woman of higher society. This was the engagement that Farris had failed to mention during the entirety of their courtship. The man was shelling out his monogrammed kerchiefs left and right. Unforgivable! Lastly, Curtis’ 2003 holiday rom-com Love Actually follows the love stories of 10 different individuals and those in their lives. “Love” is used liberally as Grant is one of the many male characters engaging in inappropriate romantic relationships with his own employees. Grant plays David, the Prime Minister, who initially resists the urge to act on his attraction to a junior member of staff, Natalie ( Martine McCutcheon ). While he presents himself as a moral politician, looking down on the U.S. President ( Billy Bob Thornton ) for making his own advances on Natalie, David acts on his attraction in the end nonetheless. While the pair ends up in a public, seemingly unproblematic relationship (for now) by the end of the film, we can’t overlook their checkered origins. One half of a mystery around the disappearance of two beloved hairy steers has been solved with the safe recovery of Rahley, who was found in a paddock. Owner Michael Trenerry’s mission to recover his beloved bovine went viral across social media as he tracked possible sightings of the animal who vanished more than a week ago from Onkaparinga Hills. It was around the same time as Olaf the speckled steer – weighing an adorable 60kg and standing about the height of a labrador dog – also went missing from a paddock at Barristers Block in Woodside. Picture: Barristers Block Mr Trenerry said he received a phone call about 7pm Monday reporting Rahley had appeared in the caller’s yard. “We 100 per cent know this person had nothing to do with it, and the mystery of how he got there is as big as the mystery as to how he left,” he posted on social media Monday night. “We couldn't pick him up tonight, so we have a plan in place to bring him home tomorrow. “We have no doubt at all that we got Rahley home due to the support of everyone that has shared and supported our posts. “He became too hard to keep. “However we have still not found Olaf, and we can’t finish this journey until he is home too.” Olaf’s carer Julia Brown has been relentless in her search for the tiny steer, telling The Advertiser she was so grateful Rahley had been found but had mixed emotions about the news. She has resumed the search on Tuesday morning in the hope to find the beloved pet which, as a steer, has no breeding value and his size makes him very unique. She has already searched every inch of the Barristers Block winery and neighbouring paddocks to no avail. When the Nebraska football team gathered for its Thursday practice prior to the Wisconsin game, offensive coordinator Dana Holgorsen wanted to see a game-ready unit. Anything other than the best wasn’t good enough, and Holgorsen backed it up. The players who made mistakes, even committing false start penalties during that practice didn’t play on Saturday because of it, Nebraska head coach Matt Rhule said. Those who did their job got their chance, though, with Rhule identifying senior wide receiver Isiaha Garcia-Castaneda as one such beneficiary. So while Holgorsen’s playcalling was part of Nebraska’s 44-point outburst against the Badgers, his general approach is what Rhule appreciates most. “You hear Dana on the headset, the whole time he’s just talking about execution,” Rhule said. “... There’s a real focus on execution and when the guys execute the play calls. I think that was the message to the guys — if you execute and practice at a high level, you’re going to have an opportunity to play in the game.” Changes have been limited in Holgorsen’s short time as NU’s offensive coordinator, but he did make sure the Huskers scaled back the number of plays in their playbook. “We’re still doing a lot,” Rhule said, while crediting assistant coaches Glenn Thomas, Garret McGuire and Marcus Satterfield for their work in helping Holgorsen get accustomed to the team’s offensive setup. A “collaborative” gameplanning process that involves those coaches poring over game film and strategy together has led to results, but Rhule again emphasized that improvements from the players, not the coaches, is what has led to better results. When Nebraska was in rhythm on Saturday and stayed ahead of the chains, the Huskers were nearly impossible to slow down. When penalties, turnovers or miscues like snapping on the wrong count happened, though, the offense’s progress was halted. The clear difference? Execution. “It’s kind of a blend of everything we’ve been trying to say to them all year coming to life,” Rhule said of Nebraska’s 44-point performance. “I think the thing Dana’s done a great job is, he’s cut things down to a degree, but he’s demanding that they execute if they want to get on the field.” Nebraska also couldn’t have cut apart the Wisconsin defense without a reinvigorated showing from quarterback Dylan Raiola. Having thrown at least one interception in his previous five starts, Raiola finished the game turnover-free for the first time since September. The freshman also completed 28-of-38 passes for 293 yards and one touchdown, his biggest passing output other than a 297-yard performance against Illinois. Part of the reason for the turnaround was health-related following the back injury Raiola suffered against UCLA. Held out of practice over the bye, Raiola was “ginger” the whole game against USC according to Rhule but was more comfortable with moving around and sliding up in the pocket last Saturday. Getting the ball out quickly and accurately also helped Raiola’s timing within the offense. “He was just taking completions, taking what was there and not trying to do too much,” Rhule said of Raiola. “Playing as a freshman in the Big Ten is really, really hard; it requires tough people and I think Dylan’s been tough in that he’s gotten better every week.” Nebraska’s progress will be tested in a matchup against the nation’s No. 12 scoring defense, an Iowa unit that is allowing just 17.7 points per game. Another week with Holgorsen at the helm will help Nebraska with that challenge as the Huskers look to build on their recent offensive surge. “Just the rhythm of the way he does things means total sense to me,” Rhule said of Holgorsen. “... If I coach with Dana for one more week or if we coach together for the next 10 years, I’ll be a better coach as a result.” Get local news delivered to your inbox!Bengaluru - The Indian government is reportedly looking to relax some conditions for Mr Elon Musk’s satellite high-speed internet company, suggesting that Starlink might soon obtain regulatory approval to operate in India after a marathon pursuit. Data security concerns and pushback from domestic telecom companies have delayed Starlink’s approval since 2021, when it opened an Indian subsidiary and accepted pre-registrations but was warned by India not to do so without a licence. Decisions have been complicated by Mr Musk’s close relationship with incoming US president Donald Trump, with Prime Minister Narendra Modi’s government wary of upsetting the politically influential billionaire. India is also keen for Mr Musk to fulfil his promise of building a factory in the country for his Tesla electric cars. The American company’s impending arrival in the world’s second-largest telecommunications market could transform the provision of fast, affordable, and reliable internet to underserved regions in India, particularly in remote areas. Some 37 per cent of the 1.4 billion people in India are still without internet access , according to EY-Parthenon, a consulting company. Unlike terrestrial internet providers, which rely on cables or fibre-optic infrastructure, satellite connectivity is ideal for reaching rural, remote, or hilly areas where laying cables is impractical or too expensive. Starlink is already operating in more than 100 countries and has capabilities that are superior to its rivals, but it has not been straightforward to get a foot in India’s door. In October, India’s Telecom Minister Jyotiraditya Scindia said Starlink must address the government’s security concerns before licence approval is given to the satellite-based internet service launched by Mr Musk’s aerospace company, SpaceX. India’s National Security Directive on the Telecommunications Sector (NSDTS) mandates that telecom service providers procure and deploy trusted product or components from trusted sources only. Starlink has requested exemptions from certain provisions, citing technical limitations, to operate in India. Experts said that India would relax only some restrictions. “It’s not unusual for telecom operators to get exemptions or interim exemptions from NSDTS (so that they can use the equipment), especially for something that is non-critical, as long as they promise to comply with it later,” said telecom and public policy consultant, Mr Prasanto K. Roy. But he added that the Indian government’s greater concern would be about satellite calls that it cannot intercept in case of a security threat. “Starlink would have to provide government agencies call data records on demand, and pass all calls through a gateway located in India that would also allow interception if legally demanded,” said Mr Roy. Starlink’s exact licensing terms are not known publicly. The Ministry of Communications and SpaceX did not respond to ST’s queries. Mr Musk’s appointment to a US government department in Mr Trump’s future administration worries some experts in India, as the businessman is now a political individual. As an American company, Starlink would already be governed by the Reforming Intelligence and Securing America (RISA) Act, which allows the US government to gain access to data in the satellite spectrum, noted Mr Nikhil Pahwa, founder of the website MediaNama, which analyses technology and telecom policy. “Someone who might potentially be able to use the companies he owns for political gain is someone we need to think twice about,” he said. Mr Pahwa added that “internet connectivity must be neutral”. Satellite communication is a small, niche sector in India. It currently stands at US$2.3 billion (S$3 billion) a year, but a KPMG India report expects it to reach US$20 billion by 2028. While the Elon Musk-led Starlink and Amazon’s Project Kuiper await Indian government operating approvals, the two Indian telecom companies that control 80 per cent of the terrestrial internet market have already received authorisations to launch their own satellite-based internet services. In November 2023, Bharti Group-backed OneWeb India received authorisation to launch French operator Eutelsat’s commercial satellite broadband services. In June 2024, Jio Satellite Communications, a joint venture between Luxembourg-based SES Astra and Mr Mukesh Ambani’s Reliance Jio, also received approval to offer satellite connectivity. But analysts believe that technically, Starlink has a significant advantage over other satellite communication providers, not just in India but globally. Non-profit orbital data tracker CelesTrak said that SES operates 38 medium-earth orbit satellites at a high altitude, beaming signals to receivers that provide internet connectivity. Eutelsat OneWeb’s network features more than 630 satellites at 1,200km above earth in low orbit. In comparison, as of September 2024, Starlink had 6,426 low-earth orbit satellites at some 550km from the planet’s surface, offering faster service. SpaceX plans to eventually have as many as 42,000 satellites as part of its ‘megaconstellation’. Not only is Mr Musk in a better position today to dominate satellite connectivity, but analysts also expect him to adopt aggressive pricing policies like he did in Kenya, where Starlink charged customers US$10 per month as opposed to US$120 in the US. Mr Musk’s immense wealth would allow him to take some initial losses from discounts on Starlink installation kits or monthly bills, some experts said. This could undercut domestic competitors in a price sensitive Indian market. Mr Gareth Owen, associate director at research firm Counterpoint, however, told Reuters that some of the fears about Mr Musk might be overstated, as “terrestrial networks will always be less expensive (and) businesses will never switch completely to satellite”. Starlink’s competitors in India are doing all they can to prevent or delay its entry to the market. Mr Ambani, whose Reliance Jio leads the Indian market, is calling for an auction to allocate satellite spectrum or airwaves, like India does for terrestrial internet, while Mr Musk is happy with administrative allocation, or direct licensing by the government, as is now the case. Unlike terrestrial spectrum used for mobile communications, satellite spectrum has no national territorial limits and is a globally shared resource. The efficient allocation of satellite spectrum is overseen globally by the International Telecommunication Union (ITU), a UN agency. “As a signatory to the ITU Treaty, India is bound by its international standard of administratively allocating spectrum,” said Mr Roy. Most countries follow direct allocations, but the US did conduct auctions for allocating spectrum along orbital slots in 2004. When this turned out not to be feasible, it reverted to administrative allocations. The country now charges annual regulatory and licence fees. The Indian government changed the telecommunication law in 2023 to require an administrative allocation of satellite spectrum. In October, Telecom Minister Scindia indicated that the government would administratively allocate satellite spectrum to Starlink in keeping with global practice. Jio expressed concerns in a Nov 15 letter to the Telecom Regulatory Authority of India that a direct allocation would not create a level-playing field. Starlink reportedly said in its submission, however, that the Indian operators were “transparently self-serving”. Experts agree on the need for internet access to remote areas and greater competition in the Indian telecom sector dominated by a duopoly, but are divided on how licences should be given. Mr Roy said that an administrative allocation for satellite spectrum “made more sense” because “auctions are expensive, and ultimately the cost will be transferred to the consumer”. But, given the country’s history of corruption and arbitrariness in the allocation of 2G spectrum, some believe that auctions are the best model for India. In fact, the Supreme Court in 2012 cancelled the allocation of terrestrial spectrum licences in favour of auctions, to limit the discretionary powers of the government. The court rejected a government petition in May 2024 to clarify if the verdict also applied to satellite spectrum. “It’s a lesson India learnt, and we should not go back on that. Administrative allocation lacks transparency, and leaves room for discretion and corruption. Auctions are the most transparent, corruption-free and apolitical way to make a decision,” said Mr Pahwa. Vodafone Idea, Airtel and the Cellular Operators Association of India advocate a differentiated pricing strategy, where spectrum should be auctioned when serving urban areas to level the playing field with terrestrial networks which compete there, while administrative pricing could apply only for remote areas with fewer commercial players to improve access while keep prices there low. He added that auctions in the past created healthy competition as it allowed many new players to enter the market, like Norwegian operator Telenor, Russian telco Systema, and the UAE’s Etisalat. Mr Musk’s unfulfilled promise of a Tesla factory in India also hangs in the balance. There were hurried developments since 2021 as Tesla tried to reduce import duties on its electric cars, and even set up an office in Pune, but after Mr Musk cancelled a much-touted visit to India in 2024, talks have stalled. “We know that India is under pressure to give Starlink the right to provide internet access in exchange for a Tesla factory it has long wanted. But allocation of a public resource like spectrum should not be a trade, or a political or geopolitical decision,” Mr Pahwa warned.

President-elect Donald Trump on Monday held a wide-ranging news conference in which he said he would preserve access to the polio vaccine but equivocated on other vaccines, pledged to look at bringing down the costs of pharmaceuticals and expressed doubts that his daughter-in-law might be Florida's next senator. Trump held forth for over an hour, the first time he took questions from reporters since winning the election. The event harkens back to his long-winding news conferences from his first term and is a stark contrast from President Joe Biden , who doesn't often take questions from reporters. Here's a look at some of what he touched on: Trump provides some assurances on polio vaccine Trump defended his choice for health secretary, prominent vaccine skeptic Robert F. Kennedy Jr. , but said he personally is a “big believer” in the polio vaccine and would preserve access to it. “You’re not going to lose the polio vaccine," he said. “That’s not going to happen.” Over the weekend, Senate Republican Leader Mitch McConnell, who had polio as a child, spoke out in defense of the polio vaccine after a recent report disclosed that one of Kennedy's advisers filed a petition to revoke approval for the polio vaccine in 2022. Kennedy has long advanced the debunked idea that vaccines cause autism. Trump seemed to question whether there’s a link, saying “We’re looking to find out,” and remarked on the rising cases of autism being diagnosed. “There’s something wrong, and we’re going to find out about it,” he said. There are no blood or biological tests for autism; instead, a doctor bases the diagnosis on a child’s behavior. While the autism diagnosis has been available for at least 80 years, the definition gradually expanded to include milder cases, which are more common. A study last year found that about a quarter of kids with autism — about 110,000 in the U.S. — have the most severe version of the developmental disability, which has left them unable to speak or with an IQ below 50 or both. Of Kennedy, “He’s going to be much less radical than you would think," he said. "I think he’s got a very open mind, or I wouldn’t have put him there.” Trump blames middlemen for high price of pharmaceutical drugs Trump described a dinner he had this month with Kennedy; Dr. Mehmet Oz , a celebrity heart surgeon turned talk show host and lifestyle guru whom he's tapped to run the Centers for Medicare and Medicaid Services; and top pharmaceutical executives in which they discussed drug prices. Trump heaped praise on the companies — the same ones that Kennedy has routinely argued profit off of Americans unfairly — but said the high cost of health care was a focus of their dinner. “What came out of that meeting is that we’re paying far too much,” Trump said. Trump also hit pharmaceutical benefits managers, calling them “horrible middlemen” who drive up the cost of drugs. Pharmaceutical companies have been aggressively lobbying Congress to restrict the role of pharmaceutical benefit managers, which help health insurance companies’ biggest clients decide how and what prescription drugs will be covered in their insurance plans. “I don’t know who these middlemen are, but they are rich as hell," Trump said. Trump's appearance is a clear break from Biden's style The press conference was Trump’s most extensive public appearance since his victory six weeks ago — a rare absence from the public stage for the former reality star. But it also underscored how even while president-elect, Trump has seized the spotlight from Biden, who still has a month left on his term in office. Biden has not held a press conference in months and has had a limited public schedule. While Trump was addressing some of the top-of-mind issues of the day -- including sightings of drones flying over the Northeast -- Biden himself has been silent, leaving it to aides to try to calm the public. ‘I don't know' if Lara Trump will be a senator Trump seemed skeptical that Florida Gov. Ron DeSantis would appoint his daughter-in-law to be a Florida senator, taking the seat held by Marco Rubio, who has been nominated for secretary of state. Asked whether he expected DeSantis to name Lara Trump to replace Rubio, Trump said, “I probably don’t, but I don’t know.” Trump recently spoke with DeSantis at a memorial for Florida law enforcement officers. Trump's allies have been pushing DeSantis to nominate Lara Trump, who is married to Trump's son, Eric, and served as co-chair of the Republican National Committee this year. “Ron’s doing a good job with his choice," Trump said, without elaborating. Trump open to intervening in potential TikTok ban Trump indicated he would look at intervening in the potential ban of TikTok in the U.S. The popular social media platform must cut ties with its China-based parent company or be banned by mid-January under a federal law. He didn't offer specifics, but Trump credited the platform with helping him win the election. His campaign saw it as a bridge to reach younger, less politically engaged voters, particularly when clips circulated showing him with celebrities at UFC fights. “We’ll take a look at TikTok,” he said. “You know, I have a warm spot in my heart for TikTok." Trump tried to ban TikTok during his first term but changed his mind and pledged to “save” TikTok. Once he takes office, his Justice Department would be tasked with enforcing the new federal law against TikTok. Trump on Monday was meeting with TikTok CEO Shou Chew at his Mar-a-Lago club, according to two people familiar with the president-elect’s plans who were not authorized to speak publicly about them and spoke to AP on condition of anonymity. 'Everybody wants to be my friend,’ he says Trump noted the differences between the first time he was to take office eight years ago and today, saying executives now want to meet with him. He said they were “hostile” back then. “Everybody was fighting me,” he said about his first term. “This term, everybody wants to be my friend. I don’t know. My personality changed or something.” While he left office in 2021 ostracized and angry, Trump has had a stunning turnaround leading to his election win. Last week, he was honored by being named Time magazine’s Person of the Year and ringing the opening bell at the New York Stock Exchange. His meeting with the TikTok executive was part of a string of meetings he's had with Silicon Valley billionaires and other technology leaders since becoming president-elect. Facebook founder Mark Zuckerberg, Apple CEO Tim Cook and Google CEO Sundar Pichai have all flown to Trump's club to meet with him. He revealed Monday that he had also met with Google co-founder Sergey Brin. Amazon founder Jeff Bezos will meet with him this week, Trump said. “We have a lot of great executives coming in — the top executives, the top bankers, they’re all calling," he said. "It’s like a complete opposite from the first one.” Trump already returning to world stage With multiple wars going on, Trump has sought to insert himself back on the world stage. He said he is working to get Israeli hostages held by Hamas in Gaza to be released and had a “very good talk” with Israeli Prime Minister Benjamin Netanyahu. But on Monday he seemed to buffer expectations about his promise to solve the Russia-Ukraine war even before taking office, describing the conflict as a “tough one” and a “nasty one." “We are trying to get that war stopped, that horrible, horrible war” he said. “It’s a tough one. It’s a nasty one. It’s nasty. People are being killed at levels that nobody’s ever seen.” Russia's invasion of Ukraine is Europe’s biggest armed conflict since World War II and has cost tens of thousands of lives on both sides. Trump declined to say whether he's spoken to Russian President Vladimir Putin since winning the election. He met with Ukrainian President Volodymyr Zelenskyy in Paris this month when he visited for the reopening of Notre Dame Cathedral. Trump's incoming press secretary has said that Trump invited Chinese leader Xi Jinping and other world leaders to his Jan. 20 inauguration, but Trump said Monday that Zelenskyy was not among them. “If he'd like to come, I'd like to have him," Trump said. Trump said Xi has not yet said whether he is coming. He described the Chinese leader as “a friend of mine” and “an amazing guy” but acknowledged that the COVID-19 pandemic had affected their relationship. “It was a bridge too far for me,” he said.
