In 1976, an intense and intelligent campaign that highlighted his honesty propelled Carter from near anonymity to the White House in the first presidential election after the Watergate scandal. The man from the small town of Plains was portrayed as a symbol of the New South. Perhaps his greatest achievement was the peace treaty he negotiated between Egyptian President Anwar Sadat and Israeli Prime Minister Menachem Begin in 1978. But Carter had an ignominious return to Georgia, after a presidency undermined by double-digit inflation, an energy crisis that forced Americans to wait in long lines to fill up with gasoline, and the Iran hostage crisis that lasted 444 days. His darkest hour was the failed attempt to rescue the hostages in Iran in April 1980, in which eight Americans died. Deeply embarrassed by the citizens' rejection, Carter diligently forged a new role on the world stage as a peacemaker, promoter of democracy, and defender of human rights. The stubbornness that harmed his presidency benefited him as a solitary peacemaker who bypassed diplomatic channels and, as he said in 1994, "went to places where others do not go," such as North Korea, Ethiopia, and Liberia. "I can say what I want. I can meet with whoever I want. I can dedicate myself to projects that please me and reject those that don't," he said in an interview in 1990. He helped defuse tense situations in the Koreas and prevent a US invasion of Haiti in 1994. These activities earned him immense prestige and multiple nominations for the Nobel Peace Prize, which he was awarded in 2002. His detractors claimed that Carter was usurping US foreign policy, that he was often naive in his dealings with hostile dictators, and that his goal was to redeem himself in the eyes of history. But his admirers argued that he was driven by his strict Baptist faith and his desire to do what he could to benefit humanity. "It's true that I get excited and deeply moved," Carter said in an interview with The Associated Press in 1994, when explaining why his voice choked up when talking about his work. "I'm a little embarrassed, but that's just who I am." James Earl Carter Jr. was born in Plains, Georgia, on October 1, 1924, as the oldest of four children. He graduated from the Naval Academy in 1946 and that same year he married Rosalynn Smith, a neighbor from Plains. They had four children. After seven years in the submarine force, he requested retirement when his father died, returned to Plains, and took over the family business. He dedicated himself to local politics and in 1962 won a seat in the state Senate by challenging a series of irregularities in the voting after being defeated in the initial count. He ran for governor in 1966, lost, and returned in 1970 to win. As the successor of the segregationist governor Lester Maddox, Carter said in his inaugural speech: "I say to you quite frankly that the time for racial discrimination is over." Scarcely known in the national scene, he ran for the presidency in 1974 with a modest campaign, staying in the homes of his supporters. After Richard Nixon's resignation due to the Watergate scandal, Carter based his campaign on restoring the citizens' trust in the government. "If I ever lie to you, if I ever make a deceptive statement, do not vote for me. I would not deserve to be your president," Carter repeated in every speech. Carter and Rosalynn walked to his inauguration, where he became the first president to be sworn in using his nickname: he always preferred to be called Jimmy. Among the achievements of his government are the partial deregulation of air, rail, and truck transportation; the appointment of women and members of ethnic minorities to the judiciary and other positions; the reservation of millions of acres in Alaska as national parks or wildlife refuges; the pardon of most of those who evaded military service during the Vietnam War; the creation of the Departments of Energy and Education; the ratification of the Panama Canal treaties, the normalization of relations with China, and the historic Camp David agreements, in which Egypt recognized the State of Israel. In terms of foreign policy, he focused on promoting human rights, particularly in South American countries such as Argentina, Brazil, Chile, and Uruguay, which were governed by repressive military dictatorships. But a series of events abroad paralyzed the final stage of his presidency. When Carter agreed to allow the deposed and exiled Shah of Iran to receive medical treatment in the United States on November 4, 1979, followers of Ayatollah Ruhollah Khomeini took over the American embassy in Iran, sparking the hostage crisis. Negotiations with the chaotic Iranian regime to release the hostages were repeatedly stalled, and in April 1980, Carter ordered a failed military rescue attempt. Exasperated by inflation and the confrontation with Iran, Americans responded to Republican Ronald Reagan's call for a "strong America once again." Carter lost the elections in all states except six, and the Republicans won the majority in the Senate. After writing his presidential memoirs, Carter became a professor at Emory University in Atlanta and, along with Rosalynn, founded the Carter Center, an ambitious research and political activity institute. In his memoirs, Carter described that after the humiliating defeat, he and his wife "decided that it would be better to continue using my influence, perhaps with even greater freedom than before, to promote the same ideals that I had embraced during my presidency." In that sense, he supervised democratic elections in countries such as Nicaragua and Haiti, as well as the first Palestinian elections. Carter wrote a dozen books, including a children's story, a collection of poetry, and an account of his spiritual life. Carter underwent surgery on August 3, 2015 to remove a tumor from his liver. On August 12, the Carter Center reported that the cancer had spread to other organs. His father, brother, and two sisters died of pancreatic cancer, and his mother also suffered from the illness. Yolo County law enforcement officers conducted compliance checks and address verifications on more than 300 registered sex offenders last week, finding most in compliance with the terms of their release. Called “Operation Vigilance,” the program began 15 years ago with the goal of protecting Yolo County citizens by ensuring that county residents who must register as sex offenders are complying with all laws and applicable parole or probation directives. More than 60 law-enforcement personnel from the California Department of Corrections and Rehabilitation, Yolo County Probation Department, Woodland Parole Unit, California Department of Justice, U.S. Courts Federal Probation, Yolo County District Attorney’s Office, Yolo County Sheriff’s Office, and the Davis, Woodland, Winters and West Sacramento police departments participated in the joint operation, with support from the Yolo County IT GIS Division. Law-enforcement personnel went to the residence on file of every registered sex offender with a physical address in Yolo County. Many of the individuals required to register had prior convictions for rape, child molestation or possession of child pornography. About five percent of the county’s registered sex offenders were found to be out of compliance with their registration requirements, which will result in additional investigation by law enforcement. Four offenders on parole were arrested for various violations. A unique aspect of Operation Vigilance is that during the home visits, forensic examiners search the registrants’ computers, smartphones and other digital storage devices for potential violations. Computer forensic investigators from the Yolo County DA’s High Technology Unit and examiners from other participating agencies worked together to conduct these specialized searches. Additionally, the CDCR provided eight K-9 officers with canines trained specifically to detect electronics to enhance these searches. The Minneapolis Bomb Squad and the Hennepin County Sheriff’s Office assisted, but investigators found no suspicions devices or other items. “The case is considered an active investigation, while the incident appears to be a hoax. No further comments will be made at this time,” the police statement said. Police reports provided to The Associated Press by the department show that officers made contact with family members at one of the homes and were told they had seen nothing suspicious and had received no direct threats. Local ATF spokesperson Ashlee Sherrill said: “ATF was made aware of the incident in Maple Grove last night, but no ATF resources were deployed. THE HAGUE (AP) — The world’s top war-crimes court issued arrest warrants Thursday for Israeli Prime Minister Benjamin Netanyahu, his former defense minister and Hamas’ military chief, accusing them of crimes against humanity in connection with the 13-month war in Gaza. The warrants said there was reason to believe Netanyahu and former Defense Minister Yoav Gallant have used “starvation as a method of warfare” by restricting humanitarian aid and have intentionally targeted civilians in Israel’s campaign against Hamas in Gaza — charges Israeli officials deny. The action by the International Criminal Court came as the death toll from Israel’s campaign in Gaza passed 44,000 people, according to local health authorities, who say more than half of those killed were women and children. Their count does not differentiate between civilians and combatants. Experts say hunger has become widespread across Gaza and may have reached famine levels in the north of the territory, which is under siege by Israeli troops. Israel says it has been working hard to improve entry of aid, though the trickle of supplies into Gaza remains near the lowest levels of the war. Netanyahu condemned the warrant against him, saying Israel “rejects with disgust the absurd and false actions” by the court. In a statement released by his office, he said: “There is nothing more just than the war that Israel has been waging in Gaza.” Gallant, in a statement, said the decision "sets a dangerous precedent against the right to self-defense and moral warfare and encourages murderous terrorism.” The warrant marked the first time that a sitting leader of a major Western ally has been accused of war crimes and crimes against humanity by a global court of justice. The decision turns Netanyahu and the others into internationally wanted suspects, putting them at risk of arrest when they travel abroad and potentially further isolating them . Israel and its top ally, the United States, are not members of the court. But others of Israel's allies, including some of its close European friends, are put in an awkward position. Several, including France, welcomed the court's decision and signaled they might arrest Netanyahu if he visited. The move “represents the most dramatic step yet in the court’s involvement in the conflict between Israel and Hamas," said Anthony Dworkin, senior policy fellow at the European Council on Foreign Relations. Israeli leaders, politicians and officials across the spectrum denounced the warrants and the ICC. The new defense minister, Israel Katz, who replaced Gallant earlier this month, said Thursday’s decision is “a moral disgrace, entirely tainted by antisemitism, and drags the international judicial system to an unprecedented low.” Human rights groups applauded the move. The warrants against both sides “break through the perception that certain individuals are beyond the reach of the law,” the associate international justice director at Human Rights Watch, Balkees Jarrah, said in a statement. The decision came six months after ICC Chief Prosecutor Karim Khan requested the warrants. The court issued a warrant for Mohammed Deif, head of Hamas’ armed wing, over the Oct. 7, 2023, attacks that triggered Israel’s offensive in Gaza. It said it found reasonable grounds to believe Deif was involved in murder, rape, torture and the taking of hostages amounting to war crimes and crimes against humanity. In the Hamas-led attack, militants stormed into southern Israel, killing 1,200 people — mostly civilians — and taking some 250 others hostage. Around 100 Israelis remain captive in Gaza, around a third of them believed to be dead. Khan withdrew requests for warrants for two other senior Hamas figures, Yahya Sinwar and Ismail Haniyeh , who have both since been killed. Israel says it also killed Deif in an airstrike, but Hamas has never confirmed his death. The warrants for Netanyahu and Gallant were issued by a three-judge panel in a unanimous decision. The panel said there were reasonable grounds to believe that both men bear responsibility for the war crime of starvation and the crimes against humanity of murder, persecution and other inhumane acts. The judges said the lack of food, water, electricity, fuel and specific medical supplies created conditions “calculated to bring about the destruction of part of the civilian population in Gaza,” including the deaths of children due to malnutrition and dehydration. They also found that by preventing hospital supplies and medicine from getting into Gaza, doctors were forced to operate, including performing amputations, without anesthesia or with unsafe means of sedation that led to “great suffering.” Israeli diplomatic officials said the government is lobbying the international community to speak out against the warrants and is considering an appeal to the court. The officials spoke on condition of anonymity pending a formal decision on how the government will proceed. Despite the warrants, none of the suspects is likely to face judges in The Hague anytime soon. Member countries are required to detain suspects facing a warrant if they set foot on their soil, but the court has no way to enforce that. For example, Russian President Vladimir Putin, wanted on an ICC warrant for alleged war crimes in Ukraine, recently visited Mongolia, a member state in the court but also a Russian ally. He was not arrested. Still, the threat of arrest now complicates any travel abroad by Netanyahu and Gallant. EU foreign policy chief Josep Borrell said the warrants are binding on all 27 members countries of the European Union. France signaled it could arrest Netanyahu if he came to its territory. Foreign Ministry spokesman Christophe Lemoine called it a “complex legal issue” but said France supports the court’s actions. “Combating impunity is our priority,” he said. “Our response will align with these principles.” Hamas in a statement welcomed the warrants against Netanyahu and Gallant but made no mention of the one against Deif. Israel’s opposition leaders fiercely criticized the ICC’s move. Benny Gantz, a retired general and political rival to Netanyahu, said it showed “moral blindness” and was a “shameful stain of historic proportion that will never be forgotten.” Israel’s campaign has caused heavy destruction across Gaza and driven almost the entire population of 2.3 million people from their homes, leaving most dependent on aid to survive. Two days after Hamas’ attack on southern Israel, Gallant announced a total seal on Gaza, vowing not to let in food, fuel or other supplies. Under U.S. pressure, Israel began allowing a trickle of humanitarian aid to enter a few weeks later. Israel now says it puts no limit on the supplies permitted into Gaza, and it blames the U.N. distribution system. But Israel's official figures show the amount of aid it has let in has plunged since the beginning of October. The U.N has blamed Israeli military restrictions, along with widespread lawlessness that has led to theft of aid shipments. The case at the ICC is separate from another legal battle Israel is waging at the top U.N. court, the International Court of Justice, in which South Africa accuses Israel of genocide , an allegation Israeli leaders staunchly deny. NEW YORK (AP) — Sean “Diddy” Combs was denied bail on Wednesday as he awaits a May sex trafficking trial by a judge who cited evidence showing him to be a serious risk of witness tampering and proof that he has violated regulations in jail. U.S. District Judge Arun Subramanian made the decision in a written ruling following a bail hearing last week, when lawyers for the hip-hop mogul argued that a $50 million bail package they proposed would be sufficient to ensure Combs doesn’t flee and doesn’t try to intimidate prospective trial witnesses. Two other judges previously had been persuaded by prosecutors’ arguments that the Bad Boy Records founder was a danger to the community if he is not behind bars. Lawyers did not immediately respond to messages seeking comment on the decision. Combs, 55, has pleaded not guilty to charges that he coerced and abused women for years, aided by associates and employees. An indictment alleges that he silenced victims through blackmail and violence, including kidnapping, arson and physical beatings. A federal appeals court judge last month denied Combs’ immediate release while a three-judge panel of the 2nd U.S. Circuit Court of Appeals in Manhattan considers his bail request.
