Such cooperation will transform cultural assets into resources for peace and reconciliation, the statement said. The statement was issued after the third meeting of the Asian Cultural Council (ACC) of the International Conference of Asian Political Parties (ICAPP), which was held in Phnom Penh, capital of Cambodia. The meeting was attended by representatives of 49 political parties from 28 countries and regions. The representatives supported the United Nations Educational, Scientific and Cultural Organization (UNESCO) in its endeavours to encourage all stakeholders to fulfill their duty of ensuring the identification, protection, and conservation of their cultural and natural heritage by upholding a culture of respect of civilisations as a compass for a human future. "We emphasised that the Silk Road is millennia-old route of exchanges of trade, culture and religion, as well as dialogue and knowledge between the East and the West that has contributed greatly to the common prosperity of humankind," the statement said. The representatives recognised the lack of intercultural understanding and interfaith dialogue as root causes of extremism and conflicts, intolerance, discrimination, social tensions and political instability in recent years, and emphasised the importance of a multilateral framework as a mechanism to enhance cultural dialogue in promoting better understanding of civilisations, Xinhua news agency reported. They recognised that a culture of innovation is best understood as the adoption of novel solutions, practices and processes to address existing problems and emerging challenges, with the ultimate aim of securing peace and promoting sustainable development. "In this regard, we stressed that digital technology and digitalization can contribute to promoting better appreciation of various civilisations as a foundation of a shared humanity," the statement said.

Several in Trump's team now see a direct approach from Trump, to build on a relationship that already exists, as most likely to break the ice with Kim, years after the two traded insults and what Trump called "beautiful" letters in an unprecedented diplomatic effort during his first term in office, the people said. The policy discussions are fluid and no final decisions have been made by the president-elect, the sources said. Trump's transition team did not respond to a request for comment. What reciprocation Kim will offer Trump is unclear. The North Koreans ignored four years of outreach by President Joe Biden to start talks with no pre-conditions, and Kim is emboldened by an expanded missile arsenal and a much closer relationship with Russia. "We have already gone as far as we can on negotiating with the United States," Kim said last week in a speech at a Pyongyang military exhibition, according to state media. During his 2017-2021 presidency, Trump held three meetings with Kim, in Singapore, Hanoi, and at the Korean border, the first time a sitting U.S. president had set foot in the country. Their diplomacy yielded no concrete results, even as Trump described their talks as falling "in love." The U.S. called for North Korea to abandon its nuclear weapons, while Kim demanded full sanctions relief, then issued new threats. It was not clear what result a new diplomatic effort would yield. An initial Trump goal would be to reestablish basic engagement but further policy aims or a precise timetable have not been set, the people said. And the issue may take a backseat to more pressing foreign policy concerns in the Middle East and Ukraine, according to one person briefed on the transition's thinking. North Korean state media have not yet publicly mentioned the reelection of Trump, and Kim said this month that the United States was ramping up tension and provocations, raising the risks of nuclear war. Trump and some of his allies left office with the impression that the direct approach was Washington's best shot at influencing behavior north of the demilitarized zone, which has divided the Korean Peninsula for seven decades. The countries' war was never technically ended even as the guns fell silent. On Friday, Trump named one of the people who implemented that initial North Korea strategy, former State Department official Alex Wong, as his deputy national security adviser. "My experience with President Trump is he's much more likely to be open to direct engagement," said Sen. Bill Hagerty, a Trump ally, in an interview with Reuters earlier this year. "I'm optimistic that we can see an improvement in the relationship and perhaps a different posture adopted by Kim Jong Un if that dialog were reopened again." Washington has a dossier of concerns over the country's expanding nuclear weapons and missile program, its increasingly hostile rhetoric to South Korea and its close collaboration with Russian President Vladimir Putin. These topics are expected to feature in Biden administration transition briefings for Trump aides, according to a U.S. official. The Trump team has yet to sign transition agreements, which could limit the scope of some of these briefings. The White House did not respond to a request for comment. Particularly concerning to Washington are the prospects of increased sharing of nuclear or missile technology between Russia and North Korea and the deployment of thousands of North Korean troops to Russia to help in the war with Ukraine. Reuters reported on Monday that North Korea is expanding a key weapons manufacturing complex that assembles a type of short-range missile used by Russia in Ukraine, citing researchers at a U.S.-based think tank who examined satellite images. U.S. officials said those factors raise the risk of a conflict between multiple nuclear armed nations in Europe or Asia, including the United States and its allies, which include South Korea and Japan. American troops are deployed throughout the region to deter North Korea, and Trump has insisted that U.S. allies share more of the cost for those deployments. In his final meeting with Chinese President Xi Jinping earlier this month in Peru, Biden asked for Beijing to use its leverage to reel in North Korea. Washington state Gov.-elect Bob Ferguson on Thursday named a veteran budget writer and policy analyst to serve as his director of the Office of Financial Management. K.D. Chapman-See, the agency’s current legislative affairs liaison, will be the point person helping Ferguson fashion his first state spending plan in the shadow of a potential multi-billion dollar budget deficit. Also Thursday, Ferguson started his search for new leaders of nine state agencies, including the departments of transportation, corrections, social and health services and ecology. Current directors of most of those agencies have already announced plans to step down or retire. With Chapman-See, Ferguson tapped a skilled and respected analyst with experience in the executive and legislative branches of Washington state government. Before joining Gov. Jay Inslee’s budget office, she worked more than a decade in the state House of Representatives as a policy director and as a senior analyst for operating budget and tax policy for the House Democratic Caucus, according to Ferguson’s transition team. “K.D. brings tremendous talent and expertise to this critical position in state government,” Ferguson said in a statement. “She understands the budget challenges facing the state, and I look forward to working with her to deliver efficient, effective government.” Those budget challenges will be significant as Ferguson begins his term. State tax revenues are not keeping pace with the rising costs of current and promised programs. Inslee and his budget director, Pat Sullivan, have warned the gap is around $12 billion over the next four-plus fiscal years and directed state agencies to identify potential cuts . Some ideas for what to trim may wind up in Inslee’s proposed budget for the 2025-27 biennium. So too may some ideas for raising additional revenue. The budget proposal is due out in mid-December and will be a template for Ferguson and state lawmakers when they craft final budgets in the 2025 legislative session. While Ferguson has not commented publicly about the state’s budget situation, Democratic legislators have said they expect to consider spending reductions and new revenue sources to erase the shortfall. Chapman-See will assume her new role on Jan. 15 and be part of Ferguson’s executive leadership team . She will succeed Sullivan, a former state lawmaker who was appointed director of the Office of Financial Management in July when David Schumacher, Inslee’s longtime budget director, departed. “I am deeply grateful to Pat Sullivan for his leadership during this challenging time as he develops Governor Inslee’s final budget,” Ferguson said. “He is an outstanding public servant who puts the needs of Washingtonians first.” Other agencies where Ferguson said he intends to hire new leaders include the Department of Children, Youth and Families, Department of Enterprise Services, the Health Care Authority, and Governor’s Office of Indian Affairs. Directors of all but transportation and enterprise services had previously said they would be leaving. Enterprise services manages state buildings and vehicle fleets, among other responsibilities. Secretary of Transportation Roger Millar told the Washington State Standard in a recent interview that he hoped to stay on in the new administration. One VERIFY reader texted us to ask if it’s true an Italian village is selling Americans $1 homes following the election, and people on social media are also asking if it’s a real offer. THE QUESTION Is an Italian village offering $1 homes to Americans following the election? WHAT WE FOUND Ollolai, a village on the island of Sardinia in Italy, is courting American homebuyers following the presidential election by offering them homes for as little as $1. Ollolai and other Italian villages have made similar offers to people around the globe for several years. However, the cheapest homes available require renovations that will push the cost of the home much higher than just a dollar. A website run by the village titled “ Live in Ollolai ” offers homes from 1 Euro to 100,000+ Euros ($1.05 to $105,000) for people “worned [sic] out by global politics.” The earliest appearance the website makes on the Internet Archive’s Wayback Machine is Nov. 13, 2024, just over a week after the U.S. presidential election. The website itself makes no direct mention of Americans or U.S. politics. However, the village’s mayor, Francesco Columbu, told CNN that “the website was specifically created to attract American voters,” who would receive “preferential treatment” when applying. “We just really want, and will focus on, Americans above all,” Columbu told CNN. “We can’t of course ban people from other countries to apply, but Americans will have a fast-track procedure. We are betting on them to help us revive the village, they are our winning card.” The website promises any prospective buyers that the village will guide them through the process of buying and renovating the home, as well as navigating whatever paperwork Italy might require the homebuyer to go through. Ollolai’s website says 1-Euro homes will need renovations, but there are “move-in-ready” homes at affordable prices that “require minimal renovation.” Italian villages such as Ollolai have offered homes for as little as 1 Euro for years, but the cheapest homes have always come with the caveat that the buyer will need to pay for renovations. CNN first wrote about Ollolai in 2018 , when it reported the village was selling hundreds of abandoned homes for 1 Euro each. “The real estate bonanza comes with a catch, though,” CNN wrote at the time. “The 200 stone-built dwellings up for grabs are in poor condition and buyers must commit to a refurbishment within three years, which will likely cost about $25,000.” Other villages in Italy, such as Mussomeli on the island of Sicily, similarly require buyers of 1-Euro homes to renovate the homes within three years of purchase. In May 2024, CNBC reported on the true price of Italian 1-Euro homes purchased by two Americans. Both Americans first purchased their homes in villages in Sicily in 2019. One of them won their home in an auction after bidding 5,555 Euros, which was about 5,900 Euros (about $6,200) after taxes and fees. That homeowner then bought the neighboring home in a private sale for 22,000 Euros and spent about 425,000 Euros renovating the combined space. In total, the homes and renovations cost about $475,000. The other homeowner bought three homes in another village for 1 Euro each. Each building came with a 500-Euro realtors fee and a 2,800-Euro deed — that’s about $10,500 between the three buildings. At the time, that homeowner had spent about $35,000 in renovations. Ollolai’s website says prospective buyers will be able to explore properties online soon. Ollolai also maintains a separate website for foreign remote workers to apply to rent a home for a month in Ollolai for 1 Euro. Ollolai is just one of several villages listed by websites promoting 1-Euro home deals in Italy . The trend began when some Italian villages began making the offers to attract foreigners to boost their local economies and offset aging, declining populations. The offer does not come with Italian residency or citizenship. Any American seeking to live in Italy will have to apply for residency separately. The U.S. Embassies and Consulates in Italy describe the process for obtaining legal Italian residency. While Ollolai’s offer was announced following the election of Republican Donald Trump, people looking for a more liberal government may not find that in Italy. The country is currently led by a right-wing political party with roots to post-WWII fascist groups .
