CLOUD — A new Stearns County Sheriff's Office report offers details in the death of 13-year-old Alexander “Xander” Mick, who was killed on Oct. 12 while working at the Harvest of Horror Haunted Hayride in St. Augusta. Mick, of Rice, was working as a “scarer” — someone who dressed up in a costume and stepped out to scare people — when he was run over by a trailer and killed. The Midwest Medical Examiner’s Office ruled that his death was accidental and caused by blunt-force trauma to the head. The case is closed and nothing revealed in the investigation warranted it being referred to the county attorney’s office, Stearns County Sheriff Steve Soyka told St. Cloud LIVE on Thursday afternoon. The sheriff’s office report said Mick was wearing denim overalls over several layers of warm clothing, as well as what appeared to be a mask or wig. Employees of the event said scarers were assigned different zones along the hayride route and would step onto a bar on the side of the metal trailers to scare guests, according to the report. However, the trailers did not stop along the route, and the driver of the tractor pulling the trailer that ran over Mick said the cruise was set at 2.5 mph, the report said. A sheriff’s deputy at the scene believed that Mick may have tripped or got caught on the back part of the trailer, which pulled him under, according to the report. Multiple employees told investigators they had been concerned about Mick being a scarer, the report said. One employee told law enforcement he shared concerns over Mick’s size and age while another said Mick was not always aware of his surroundings. Jason and Tracy Stock, the hayride owners, canceled the remainder of the season after Mick’s death. Mick’s father, Steven Mick, is friends with the owners of Horror Haunted Hayride and permitted his son to volunteer as an actor for the hayride, according to the report. Mick was an eighth-grader at Sauk Rapids-Rice Middle School, according to his obituary.

The UN nuclear watchdog's board of governors passed a resolution chiding Iran's poor cooperation with the agency after hours of heated exchanges, diplomats told AFP late on Thursday, a move Tehran called "politically motivated". The censure motion brought by Britain, France, Germany and the United States at the International Atomic Energy Agency's 35-nation board follows a similar one in June. But it comes as tensions run high over Iran's atomic programme, with critics fearing that Tehran is attempting to develop a nuclear weapon -- a claim the Islamic Republic has repeatedly denied. The resolution -- which China, Russia and Burkina Faso voted against -- was carried by 19 votes in favour, with 12 abstentions and Venezuela not participating, two diplomats told AFP. Ahead of the vote on Thursday night, the United States and its European allies sought to rally support for their resolution by denouncing Iran. In its national statement to the board, Washington said that Tehran's nuclear activities are "deeply troubling". London, Paris and Berlin in a joint statement drew attention to the "threat" Iran's nuclear programme posed "to international security", stressing that it now had enough highly enriched uranium for four nuclear weapons. In a first reaction after the vote, Iran's ambassador to the IAEA, Mohsen Naziri Asl, told AFP that the resolution was "politically motivated", citing its "low support" compared to previous censures. The confidential resolution seen by AFP says it is "essential and urgent" for Iran to "act to fulfil its legal obligations". The text also calls on Tehran to provide "technically credible explanations" for the presence of uranium particles found at two undeclared locations in Iran. "This is a concrete step in the right direction," Grossi told reporters Wednesday, saying it was "the first time" Iran had made such a commitment since it started breaking away from its obligations under the nuclear deal. The landmark 2015 deal -- which curbed Iran's nuclear programme in exchange for sanctions relief -- fell apart three years later after the unilateral withdrawal by the United States under then-president Donald Trump. In retaliation, Tehran began gradually rolling back some of its commitments by increasing its uranium stockpiles and enriching beyond the 3.67 percent purity -- enough for nuclear power stations -- permitted under the deal. Although symbolic in nature at this stage, the censure motion is designed to raise diplomatic pressure on Iran. Iran's Foreign Minister Abbas Araghchi said Thursday the censure "will disrupt" interactions with the agency, but stressed Tehran would remain keen to cooperate. President Bola Tinubu has assured the German government and businessmen of Nigeria’s preparedness to expand frontiers for investors by removing administrative bottlenecks in the energy and solid minerals sectors. Speaking Wednesday during a business session at the State House during the State Visit of the German President, Frank-Walter Steinmeier, President Tinubu said activation of the latent potentials in the energy sector remains central to Nigeria’s development. He said: “I welcome Mr President to Nigeria and the State House. Your visit is a significant milestone. And I must thank you for the warm reception when I visited Germany. “We need each other, and you emphasized this in our private discussion. Nigeria is going through a transformative period and trying to align with the best strategy and practices on good governance globally. “We like our relationship with you as friends and partners. Germany is well-industrialized and renowned for its sustainable infrastructure. “I am saying again that Nigeria is ready and open for business. As you mentioned, you are ready to support Nigeria in the energy sector, which you have long been doing. Also, in alternative energy, we have the sun, and you have the technology. We should continue our partnership in every way that we can.” President Tinubu said the Ministry of Foreign Affairs, Ministry of Solid Minerals, Ministry of Power and Ministry of Industry, Trade and Investment have been directed to work closely with investors to develop the energy sector. “I will re-emphasise again and again we must enhance the possibility of becoming highly industrialised by exploring opportunities in our natural resources,” he added. President Tinubu noted that Small and Medium Enterprises were also being repositioned to play a more central role in development, assuring that bottlenecks to investments had been removed. Mick, of Rice, was working as a “scarer” — someone who dressed up in a costume and stepped out to scare people — when he was run over by a trailer and killed. The Midwest Medical Examiner’s Office ruled that his death was accidental and caused by blunt-force trauma to the head. The sheriff’s office report said Mick was wearing denim overalls over several layers of warm clothing, as well as what appeared to be a mask or wig. Employees of the event said scarers were assigned different zones along the hayride route and would step onto a bar on the side of the metal trailers to scare guests, according to the report. However, the trailers did not stop along the route, and the driver of the tractor pulling the trailer that ran over Mick said the cruise was set at 2.5 mph, the report said. A sheriff’s deputy at the scene believed that Mick may have tripped or got caught on the back part of the trailer, which pulled him under, according to the report. Multiple employees told investigators they had been concerned about Mick being a scarer, the report said. One employee told law enforcement he shared concerns over Mick’s size and age while another said Mick was not always aware of his surroundings. Jason and Tracy Stock, the hayride owners, canceled the remainder of the season after Mick’s death. Mick’s father, Steven Mick, is friends with the owners of Horror Haunted Hayride and permitted his son to volunteer as an actor for the hayride, according to the report.
