The Pittsburgh Steelers take on what is typically an unenviable task -- traveling on a short week for a Thursday night primetime game. However, a few things are playing in Pittsburgh's favor as Week 12 of the NFL regular season kicks off. Namely, the "trip" to Cleveland is a little more than two hours by road and when the Steelers arrive there, they'll be facing a backup quarterback at the helm of a massively underwhelming 2-8 Browns team. The Steelers (8-2) are coming off a huge win over Baltimore to stay atop the AFC North. And Pittsburgh is beginning to set its sights on potential home-field advantage come playoff time. ODDS AND TRENDS The Steelers are a consensus 3.5-point favorite. That includes at BetRivers, where they have been backed by 80 percent of the spread-line money. Pittsburgh's -195 moneyline to simply win the game has been even more popular, drawing 95 percent of all money wagered. The Browns enter Thursday night having failed to cover the spread in nine of their past 12 games. Meanwhile, the Steelers have covered the spread in every game during their five-game win streak. The 37.0 total points line has seen the Over backed by 65 percent of the money and 70 percent of the total bets. Chris Boswell booted six field goals against Baltimore, while Wilson completed 23 of 36 passes for 205 yards and an interception. Meanwhile, Cleveland continues to go through the wringer. The Browns ended up on the wrong end of a 35-14 blowout while facing the host New Orleans Saints on Sunday, marking their seventh loss in the past eight games. Cleveland now has to go up against one of the most unforgiving defenses in the league. Browns quarterback Jameis Winston is determined to direct a fundamentally sound performance against Pittsburgh, which allows the second-fewest points per game in the NFL (16.2). "It's precision passing. Getting the ball out on time. Elite operation and just doing our job. It's the simple things," Winston said. "This team (the Steelers) is not going to try and fool you. PORTLAND, Ore. (AP) — A businessman with no experience in public office is taking over as mayor of Oregon’s biggest city as it embraces an entirely new system of government — one that’s so different, the City Council chambers had to be completely renovated. Portland voters last month elected Keith Wilson, a trucking company executive and founder of a nonprofit working to increase homeless shelter capacity. He ran on an ambitious pledge to end unsheltered homelessness within a year and will be sworn in Thursday alongside a council expanded from five seats to 12. Portland is contending with homelessness, public drug use and a rising cost of living. Wilson, a Portland native, plans to reach his goal of ending unsheltered homelessness by increasing the number of nighttime walk-in emergency shelters in facilities such as churches and community centers. His message appeared to have resonated in a city where surveys conducted over the past few years have shown that residents view homelessness as a top issue. He ran against three outgoing City Council members. The mayoral race , which featured 19 candidates, was thrown open when Mayor Ted Wheeler decided against seeking reelection after holding the city’s top post since 2017. Wheeler rose to national prominence in 2020 as nightly protests erupted on Portland streets and around the country in response to the police killing of George Floyd . The field of candidates in council races was crowded as well, with nearly 100 running for the new seats that were elected by voters in individual districts rather than citywide. The 130-year-old City Hall was renovated for $8.3 million to accommodate the increase in members. The new dais can now seat 12 people; floor layouts were changed to create more office space; and technology, seismic and accessibility updates were added throughout the building. “Remodeling council chambers is a once-in-a-generation activity,” Maty Sauter, director of Portland's Bureau of Fleet and Facilities, told the outgoing City Council as it held its last meeting on Wednesday in the new chambers. “We've been able to reuse this 1895 facility and make it modern, contemporary and useful.” It’s going to take time for the new government to figure out which of the many changes are working, said Chris Shortell, associate professor of political science at Portland State University. In another first for City Hall, Wilson and the incoming Council members were elected under Portland's new system of ranked-choice voting . A candidate would win if they were the first choice of more than 50% of voters in the first round. Otherwise, a second round would eliminate the candidate with the fewest votes and their supporters’ votes go to their next choice. The process would repeat until someone emerges with a majority of votes. Some 34% of voters ranked Wilson as their first choice, according to final results. The new City Council will hold its first meeting in January. Claire Rush, The Associated PressHAVERFORD – Haverford High didn’t need any extra motivation heading into its Thanksgiving clash with Upper Darby, but coach Luke Dougherty decided to add a spark by inviting one of the program’s all-time greats to address the team earlier in the week. Jack Donaghy, the 2015 Daily Times Player of the Year, shared his insights on the importance of the storied rivalry. Donaghy, who threw for a then-program record 5,296 yards during his illustrious career – a record broken by Jake Ruane in 2018 – was instrumental in leading the Fords to the Central League title his senior year. In a winner-take-all showdown with Upper Darby in 2015, Donaghy delivered a legendary performance with 307 passing yards, five touchdowns through the air and two more rushing scores, including a dramatic 19-yard run to the end zone with 18 seconds left to secure the victory. “Jack’s in town so he was gracious enough to come in and talk about the 2015 season and all of the prep work that goes into a rivalry game,” Dougherty said after practice Monday night. “He just reminded these guys what a big one it is, and they were excited to hear from him. Jack’s like a celebrity to them.” Nine years later, junior running back Liam Taylor is on the brink of making history of his own. With 2,741 rushing yards this season, Taylor is only 92 yards shy of breaking the Delaware County single-season rushing record, held by Abu Kamara of Interboro (2,832) since 2022. More significantly, a win on Thanksgiving would give Haverford a share of the Central League championship alongside Springfield and Strath Haven. “Obviously, this game is huge. This year it’s for the Central League, you know?” Taylor said. “Especially after the loss to North Penn (in the District 1 Class 6A tournament), we’re all focused to go out there and take our anger out and end the season with a big win.” Another key motivator for the Fords is their desire for redemption against Upper Darby after last season’s stinging loss. In that matchup, then-junior Jaylen Johnson led the Royals to a 16-15 victory in a battle of one-win teams. Johnson was unstoppable, rushing for 108 yards on 15 carries, scoring two touchdowns and converting a pair of two-point runs to earn Offensive MVP honors. Last season, Taylor was the Fords’ starting quarterback, and against UD he completed 6 of 11 passes for 109 yards and a 43-yard touchdown pass. He also ran for 70 yards and a score. After a decade without a win in the rivalry, Upper Darby has taken two of the last three meetings. Thursday’s game marks the 102nd edition of the series. “It’s definitely really special. The rivalry has been going on for over 100 years,” Taylor said. “This is our game, you know? Every single Haverford team before us has this game in common. And it’s the goal to win this game every year. Obviously, as a team you always have other goals, but this is the biggest one. And it’s even bigger for us because it’s for the Central League championship.” This season, both programs have taken significant strides forward. Haverford has seen a dramatic turnaround, going from 1-9 last year to 10-2. Upper Darby, while it failed to qualify for districts, has improved to 5-5 and closed the regular season with consecutive wins over Harriton and Lower Merion. The Royals will face the Fords after a month-long layoff since their last game. The Fords had hoped to push their playoff run past the second round, but fell to North Penn. Rather than dwell on the loss, they quickly shifted their focus to the Thanksgiving showdown. “Wins and losses aside, this group ... they love football,” Dougherty said. “This is like an easy sell to them because, one, the tradition of the game is amazing. Two, I think when we went out and practiced for the first time after the North Penn loss, we felt like we shot ourselves in the foot on both sides of the ball and on special teams, so these guys were like, let’s fix the mistakes and make sure we don’t make similar mistakes on Thanksgiving. That was their mindset pretty quickly. They bounced back. They were hurt by the North Penn loss, but motivated knowing that they’ve got one more ... and it’s a big one.” Whereas Taylor, with over 30 touchdowns, has been the Fords’ offensive superstar, senior defensive end Jake Lisicki has been a game-changer on the other side of the ball. Lisicki ranks among Pennsylvania’s top pass rushers with 15 sacks, which is a Haverford single-season record. He’s also tallied 39 tackles, forced two fumbles and snagged an interception. “I guess I’ve never been a guy who has played just one position. I played safety before and I switched positions coming into this season,” Lisicki said. “Once I knew I would be a defensive end for this year, I really knew what I had to do to hone in on and work on to become a better player.” On offense, Lisicki contributes as a blocking tight end, anchoring the edge for the run game. Lisicki has committed to Marist College. “It’s been great to be part of that group on offense,” he said. “I think most receivers might tell you they want to pass more, but I think it’s fun running the ball. I just like blocking people.” Dougherty knows that without players like Lisicki setting blocks, Taylor wouldn’t be knocking on the door of breaking the county’s rushing record. “He’s so physical, so long, and he’s a weight room kid. There’s a reason why he’s going to play Division I football, and it’s because he’s got all the ability in the world,” Dougherty said. “We were hard on him as a junior because we saw that potential. He worked hard in the weight room in the offseason and it’s really showed. He’s just an awesome kid and we’re really going to miss him next year.” The opening kickoff is set for 10 a.m. at A.G. On a recent Saturday, she is addressing a citizen assembly, a grassroots gathering seeking solutions to tough local challenges. Her audience consists of 30 ordinary Oregonians. They are acupuncturists and elk hunters; house cleaners and retired riverboat pilots. None are public policy experts. All the same, these participants have been asked to recommend new strategies for combating youth homelessness — a major problem in this affluent Oregon city and the surrounding rural areas of Deschutes County. This unusual experiment in small-D democracy is underwritten by more than $250,000 in grants from backers such as the Rockefeller Foundation and Omidyar Network. As a key early presenter, Wilson wins rapt attention, clicking through data-rich slides and sharing her story of crisis and recovery. That’s how citizen assemblies should work, says Kevin O’Neil, an innovation specialist at the Rockefeller Foundation. His research shows Americans are frustrated with what they perceive as aloofness and gridlock within civic institutions. “People want to be directly involved in decision-making,” O’Neil says. “They recognize the value of expertise, but they don’t want to delegate decision-making to experts.” Assemblies can help “overcome polarization and strengthen societal cohesion,” says Claudia Chwalisz, founder of DemocracyNext. Her nonprofit, launched in Paris in 2022, champions such assemblies worldwide, hoping they can “create the democratic spaces for everyday people to grapple with the complexity of policy issues, listen to one another, and find common ground.” At least, that’s the theory. To succeed, citizen assemblies can’t settle for a few days of harmonious dialogue among well-intentioned strangers. They need to inspire policy changes or new programs from government and other civic institutions. In Europe, such wins abound. In the United States, results are spottier. The most fruitful U.S. effort to date was a 2021 people’s assembly in Washington State that produced 148 ideas — including more solar canopies and food composting — to combat climate change. More often, progress is challenging. An assembly in 2022 in Petaluma, California, spun up ideas to repurpose a long-time county fairground site. Two years later, the fair still operates under short-term leases; its long-term destiny remains in limbo. In Colorado’s Montrose County, enacting an assembly’s bold ideas for improving rural day care has been “more of a marathon than a sprint,” says organizer Morgan Lasher. Can central Oregon do better? It may take years to know, but evidence so far shows both the assembly system’s opportunities and the challenges. Bend’s local economy is strong, with a jobless rate of just 4.2% and median household income of more than $80,000. As housing costs have skyrocketed, though, the spectacle of people living in tent and trailer encampments has become more common. A January count found more than 1,800 people were homeless in Deschutes County, up from 913 in 2020. In 2023, DemocracyNext and Healthy Democracy, a Portland, Oregon, nonprofit, connected with Bend officials interested in bringing the assembly idea to central Oregon. Josh Burgess, an Air Force veteran, who moved to Bend and became the proverbial “advance man” for DemocracyNext. Operating in a county evenly divided between Democrats and Republicans, Burgess built rapport with both liberal and conservative members on the Deschutes County Board of Commissioners. “It took four or five meetings to get there,” Burgess recalls. Organizers decided to focus on homelessness among ages 14 to 24, where opportunities for progress seemed greatest. To pick citizens for the assembly, organizers contacted 12,000 county residents before selecting just 30. Everything was balanced by age, race, gender, and geography — a slow, costly requirement. Even so, advocates such as Michelle Barsa of Omidyar Network says assemblies’ big edge comes from using “an actual representative sample of the community, not just the people who always show up at town-hall meetings and yell into a microphone for three minutes.” At the northern edge of Oregon State’s Bend campus, a few hundred yards from the Deschutes River, is the McGrath Family atrium, a sunlight-drenched space with panoramic woodland views. It feels almost like a spa. As the Bend assembly gets started, black tablecloths at a huge, U-shaped table convey gravity. Name tags identify attendees as “Noelle,” “Dave,” “Alex.” The first few hours go slowly, but everything perks up after lunch. Eliza Wilson takes command, introducing herself as director of runaway and homeless youth services at J Bar J, a social-services organization. Her voice is unfailingly steady, but emotions race fast across her face: hope, frustration, empathy, resolve, and more. “Teens get really good at hiding their homelessness,” Wilson explains. “We don’t share family business outside of the family. I was really fortunate that a high-school counselor pointed me, at age 15, to the first youth shelter that had just opened in Bend. I stayed there for three years, until I graduated from high school. I finally got on my feet at age 21.” As Wilson finishes, questions stream in. “Are there any programs advocating for children to get back to their parents?” one woman wants to know. “Is there open communication between you guys and the school district?” a man asks. Wilson and other presenters respond with a road map of what exists today. They point out how homeless youth are in a precarious but not hopeless situation, counting on allies for a couch to sleep on. Less than 20 percent live outside in encampments. Practically everyone in the audience takes notes. The next day, assembly members strike up conversations with young adults who were once homeless. Chronic problems — and glimmers of ideas about how to address them — tumble forth. Flaws in the foster parent system. The risk of sexual abuse. The unique challenges that LGBTQ youth face. Attendees — who shared their thoughts with the Chronicle on the condition they be identified only by their first name — regarded those conversations as eye-opening breakthroughs in their hunt for policy recommendations. “I’m coming away with a whole different point of view,” Ken told me. He had arrived believing that poor parenting and drug abuse led to homelessness, and that affected families should personally address such challenges. Now, he said, he was interested in broader solutions. Several local officials stopped by to watch the assembly proceedings. Phil Chang, a Deschutes County commissioner, said the broad-based assembly creates “social license for us to do things that the community wants.” Conservative county commissioner Tony DeBone worries that Oregon’s rollback of drug-offense laws has worsened social problems; he also believes that an economic upturn would do the most good. Still, he says, he’s willing to see what the assembly can offer. Ultimately, the assembly’s effectiveness will depend on whether its recommendations can overcome bureaucratic inertia, says Tammy Baney, executive director of the Central Oregon Intergovernmental Council. Proposed changes in police interactions with homeless youth could be acted on within a month or two if local law enforcement is receptive, she says.
