An online debate over foreign workers in tech shows tensions in Trump's political coalition

By LOLITA C. BALDOR and MATTHEW LEE WASHINGTON (AP) — The United States is expected to announce that it will send $1.25 billion in military assistance to Ukraine, U.S. officials said Friday, as the Biden administration pushes to get as much aid to Kyiv as possible before leaving office on Jan. 20. The large package of aid includes a significant amount of munitions, including for the National Advanced Surface-to-Air Missile Systems and the HAWK air defense system. It also will provide Stinger missiles and 155 mm- and 105 mm artillery rounds, officials said. The officials, who said they expect the announcement to be made on Monday, spoke on condition of anonymity to provide details not yet made public. The new aid comes as Russia has launched a barrage of attacks against Ukraine’s power facilities in recent days, although Ukraine has said it intercepted a significant number of the missiles and drones. Russian and Ukrainian forces are also still in a bitter battle around the Russian border region of Kursk, where Moscow has sent thousands of North Korean troops to help reclaim territory taken by Ukraine. Earlier this month, senior defense officials acknowledged that that the Defense Department may not be able to send all of the remaining $5.6 billion in Pentagon weapons and equipment stocks passed by Congress for Ukraine before President-elect Donald Trump is sworn in. Trump has talked about getting some type of negotiated settlement between Ukraine and Russia, and spoken about his relationship with Russian President Vladimir Putin . Many U.S. and European leaders are concerned that it might result in a poor deal for Ukraine and they worry that he won’t provide Ukraine with all the weapons funding approved by Congress. The aid in the new package is in presidential drawdown authority, which allows the Pentagon to take weapons off the shelves and send them quickly to Ukraine. This latest assistance would reduce the remaining amount to about $4.35 billion. Officials have said they hope that an influx of aid will help strengthen Ukraine’s hand, should Zelenskyy decide it’s time to negotiate. One senior defense official said that while the U.S. will continue to provide weapons to Ukraine until Jan. 20, there may well be funds remaining that will be available for the incoming Trump administration to spend. According to the Pentagon, there is also about $1.2 billion remaining in longer-term funding through the Ukraine Security Assistance Initiative, which is used to pay for weapons contracts that would not be delivered for a year or more. Officials have said the administration anticipates releasing all of that money before the end of the calendar year. If the new package is included, the U.S. has provided more than $64 billion in security assistance to Ukraine since Russia invaded in February 2022.5 Countries Operating Leonardo AW109 Military Helicopters

TOKYO , Dec. 15, 2024 /PRNewswire/ -- Representatives from China and Japan shared their insights on promoting artificial intelligence (AI) governance and data sharing at a sub-forum of the 20th Beijing-Tokyo Forum in Tokyo recently. The sub-forum contributed eastern wisdom to AI governance and digital social development, demonstrating the significance of international cooperation for the development of the digital economy, according to Gao Shaolin, advisor at Peking University's Legal Artificial Intelligence Research Center. AI governance framework The participants agreed that the next 10 years will be a critical period for the development of AI. Gao Wen, academician of the Chinese Academy of Engineering (CAE), said since China's State Council issued a guideline on developing AI in 2017, the nation has made significant progress in AI research and development and industrial layout, especially in computing power and 5G network construction. By the end of 2023, China had over half of the world's 1.57 billion 5G users, according to the World Internet Development Report 2024. It ranked second globally in AI and computing power scale, which has laid a solid foundation for the rapid development of AI. Tatsuo Yamazaki , project professor at the International University of Health and Welfare, said it was very meaningful for Japan and China to discuss strengthening AI governance rules. Fumihiko Kamio , research director of the Nomura Research Institute, echoed his view. He emphasized that the core goal of AI technology is to improve productivity and eliminate obstacles to social development, and called on Chinese and Japanese experts to work together to build an AI governance framework to cope with the global challenges. Deepening international cooperation China put forth the Global AI Governance Initiative in October last year. In July, the UN General Assembly adopted a China -sponsored resolution on enhancing international cooperation on AI capacity-building. The participants spoke highly of the Global Cross-Border Data Flow Cooperation Initiative recently proposed by China . They agreed that AI governance requires global collaboration, especially in the formulation of international standards and the construction of ethical frameworks, where China and Japan can play an active role. Ding Wenhua, academician of the CAE, said China and Japan have both similarities and differences in technology development and governance priorities, so deepening cooperation will bring unique value to global AI governance. " China and Japan should deepen AI technology cooperation between enterprises, work together in AI security research, talent exchange, and jointly explore more possibilities for the application of technology," Wang Zhongyuan , president of the Beijing Academy of Artificial Intelligence, said. Balancing development & risks AI governance refers to the guardrails established to ensure AI systems and tools remain safe and ethical and respect human rights. Xu Zhilong , editor-in-chief of Science and Technology Daily, stressed that AI, as a revolutionary technology, has far-reaching impacts on all areas of society and economy. However, its potential risks such as data leakage and the spread of false information should not be ignored. "Technological progress and security ethics should be developed in a balanced way to ensure that AI technology always serves the progress of human civilization," Xu said. AI governance should not only heed the current technological ethics issues, but also prevent possible long-term risks, such as AI going out of human control, according to Toshio Iwamoto , senior corporate advisor of NTT DATA. He said AI R&D and application should abide by the principles of fairness, transparency, safety and availability. Yuan Yue, chairman of Beijing Dataway Horizon, shared his view from the perspective of regulatory models. "Policy choices should be based on the current status and goals of national technological development," Yuan said, adding that China prefers to provide a more friendly development environment for enterprises while ensuring an effective response to risks. IVF is one of the available assisted reproductive technologies utilised to help persons with fertility problems have a baby. During IVF, “an egg is removed from the woman’s ovaries and fertilised with sperm in a laboratory. The fertilised egg, called an embryo, is then returned to the woman’s womb to grow and develop”, according to the National Health Service of the United Kingdom. According to the World Fertility Services, Nigeria has a high success rate of IVF treatment.. The woman, who welcomed triplets with her husband in 2024 after 24 years of marriage, said she hid her pain from those mocking her while she cried her eyes out behind closed doors. “It was a long journey that made me cry. When people abused me, I don’t cry in front of them. I will go to the back and cry because I don’t want them to know I am in pain,” she said in an interview with PUNCH. While recounting her ordeals, Temitope, who is a teacher, explained that she married her husband, Gabriel Familusi, on August 26, 2000, adding that they had three failed IVF attempts before their triplets. She said, “We married on August 26, 2000 and since then, we have been looking for the fruit of the womb. We tried a lot, nothing happened. We did IVF and three failed. The first one I did, I felt like killing myself because I tried drinking snipper, it was one of my neighbors that saved me that day. It was a long journey that made me cry. When people abuse me, I don’t cry in front of them. I will go to the back and cry because I don’t want them to know I am in pain. “There was a time one of my sisters gave me one of her grandsons to stay with me and when she came to pick up the baby, I cried because when he left, there’s no one to call me mummy again.” She said despite her age, she was strong and agile during the pregnancy phase and never faced any difficulty. “I gave birth to my children in July 2024, since then, I have been happy. When I look at them, I always feel happy because I know that I am not alone. Carrying the pregnancy to term wasn’t stressful, even at the hospital I used – General Hospital, Ikorodu – some people will look at me and be like look at this old woman carrying a pregnancy and still looking fine. So, I can say God gave me more strength during that time. I thank God today that I have them and I have proven to mockers that I am not barren,” Temitope said. Also speaking, Gabriel explained that it was soothing to experience answered prayers, adding that it was hope in God that kept them going when they had no kids. “We have been to different kinds of hospitals where we did various tests and nothing happened. But we believed in God, prayed and had that hope that one day, we’d have a child. “The last IVF which was last year, the doctor told us she was pregnant and when they did the scan, they discovered that it was two babies. When she went for the second scan, they now discovered that they were three and we were happy that what we have been praying for has been answered by God. Now, I am happy and feel on top of the world,” Gabriel said. Tags poison pregnancy triplets

Science and Technology Daily: Promoting AI Governance Jointly

COLUMBUS, Ohio (AP) — Dominic Zvada kicked a 21-yard field goal with 45 seconds left and stunned Ohio State 13-10 on Saturday, likely ending ’ hopes of returning to the Big Ten title game. Kalel Mullings broke away for a 27-yard run, setting up the Wolverines (7-5, 5-4) at Ohio State's 17-yard line with two minutes remaining in the game. The drive stalled at the 3, and Zvada came on for the chip shot. Ohio State (10-2, 7-2, No. 2 CFP) got the ball back but couldn't move it, with Will Howard throwing incomplete on fourth down to seal the Wolverines' fourth straight win over their bitter rival. “You come to Michigan to play this game,” Zvada said. “So, it's the biggest one of the year. It's the one that everyone looks forward to, and to be able to come in here and take the win, it's amazing.” This Ohio State loss in the “The Game” might have been the toughest of the past four because Michigan was unranked and wrapping up a disappointing season. The Wolverines were also playing without a couple of top players: tight end Colston Loveland and cornerback Will Johnson. The Buckeyes were favored by 21 points, the widest point spread for this rivalry since 1978, according to ESPN Stats and Info. Records — and point spreads, for that matter — rarely mean much when these two teams meet. “Our defense played outstanding," Michigan coach Sherrone Moore said. "We held a high-powered offense to 10 points, 77 rushing yards.” The Buckeyes were off all afternoon. Howard was 19 for 33 for 175 yards with one touchdown and two interceptions and Jayden Fielding missed two field-goal attempts. The run game was hardly there. “It's hard, man,” an emotional Howard said. “I really don’t have much right now. I do know we're a two-loss team. We're going to get into the playoffs and make a run. But, I mean, this one hurts.” Mullings was Michigan's primary weapon. He rushed for 116 yards and the Wolverines only touchdown of the game in the first half as neither team could get much going offensively on the frigid afternoon. “They made plays, we made plays, so as the game wore on you could definitely, slowly feel them starting to lose confidence, lose that energy and lose that faith,” Mullings said. Howard was clunky all day. In the first half he threw an interception from deep in his own territory that led to Michigan's touchdown. He went out for a play in the second quarter to be checked for a head injury. After the game, he said he was fine. “We're very disappointed, and never thought this would happen right here,” Ohio State coach Ryan Day said. “We expected to win this game and go play in the Big Ten championship game.” After the game, Michigan players attempted to plant their flag at midfield and were confronted by Ohio State players. A as both teams pushed and shoved before being separated. The Takeaway Michigan: Did just enough and caught Ohio State on an off day. Ohio State: It's inexplicable how badly the Buckeyes played in their biggest game of the season. They would need No. 4 Penn State and No. 10 Indiana to lose later Saturday in order to make it into the Big Ten title game next week. Seniors let down There has been talk all season about how many of the Ohio State team leaders, including receiver Emeka Egbuka, running back TreVeyon Henderson and defensive end Jack Sawyer, chose to return for another year instead of entering the NFL draft because they wanted to beat Michigan at least once. Those players were inconsolable after the game. One of them, linebacker Cody Simon, was asked how he felt. “I just can't speak that right now,” Simon said. “I feel like we let the whole Buckeye nation down.” Up next Michigan will wait for a minor bowl game. Ohio State, assuming either Penn State or Indiana wins on Saturday, will see how the final College Football Playoff rankings shakeout on Dec. 8. ___ AP college football: and . Sign up for the AP’s college football newsletter: Mitch Stacy, The Associated PressWales will become the first part of the UK to use automatic voter registration when pilots get underway next month. Jayne Bryant, Wales’ local government secretary, said Carmarthenshire, Gwynedd, Newport and Powys will pilot automatic registration between December 2024 and September 2025. She told the Senedd that the Electoral Commission will evaluate the pilots before a wider roll out, with an estimated 400,000 people set to be added to the register in Wales. Ms Bryant suggested UK Government colleagues will be watching closely, with Labour committed to following Wales’ lead to add millions more people to the electoral roll. Responding to the statement about elections on November 19, the Conservatives’ Darren Millar questioned whether automatic registration will lead to an increase in engagement. He said: “I don't actually think it's going to deliver a significant change in the turnout figures.” But Plaid Cymru’s Peredur Owen Griffiths supported the “simple” measure, arguing it will make participating in Senedd and council elections more accessible for everyone. He said: “It will ensure that people in Wales, particularly young voters and qualifying foreign citizens, remain on the electoral roll without the risk of unknowingly dropping off. It will also help enfranchise groups that are often under-represented and under-engaged in politics.” Mr Millar also raised alarm about the “shocking” state of town and community councils after a report warned challenges threaten the very foundation of local democracy. Ms Bryant said the Welsh Government would consider any necessary reforms of town and community councils following an ongoing Senedd local government committee inquiry. Turning to principal councils, she said ministers gave local authorities the option to choose between first past the post and the single transferable vote (STV) electoral systems in 2021. Owen Griffiths urged the Welsh Government to introduce a proportional system for council elections by 2032 to bring Wales in line with Scotland and Northern Ireland. Mr Griffiths also raised concerns about voter ID requirements introduced by the previous UK Government, saying: “These requirements, rather than protecting democracy, risked undermining it by creating unnecessary barriers for citizens to engage in politics.” Ms Bryant assured Senedd members that the Welsh Government remains committed to not introducing voter ID for devolved elections.

Ohtani joined Frank Robinson for Cincinnati in 1961 and Baltimore in 1966 as the only players to win the MVP award in both leagues. He was the first player to twice become an unanimous MVP. He had combined with Atlanta outfielder Ronald Acuña Jr. in 2023 for the first year both MVPs were unanimous. Ohtani hit .310, stole 59 bases and led the NL with 54 homers and 130 RBIs exclusively as a designated hitter, becoming the first player with 50 or more homers and 50 or more stolen bases in a season. He helped the Dodgers to the World Series title, playing the final three games with a torn labrum in his left shoulder. "The ultimate goal from the beginning was to win a World Series, which we are able to accomplish," he said through a translator. "The next goal is for me to do it again and so right now I'm in the middle of rehab and working out and getting stronger." When Ohtani returns to the mound, could he win MVP and the Cy Young Award in the same year? "That would obviously be great, but right now my focus is just to get to get back healthy, come back stronger, get back on the mound and show everybody what I can do," Ohtani said. Ohtani became the first primary DH to win an MVP in a season that started with the revelation his longtime interpreter and friend, Ippei Mizuhara, had stolen nearly $17 million from the star to fund gambling. Ohtani is the 12th player with three or more MVPs, joining Barry Bonds (seven) and Jimmie Foxx, Joe DiMaggio, Stan Musial, Roy Campanella, Yogi Berra, Mickey Mantle, Mike Schmidt, Alex Rodriguez, Albert Pujols and Mike Trout (three each). Balloting was conducted before the postseason. Judge led the major leagues with 58 homers, 144 RBIs and 133 walks while hitting .322. Witt topped the big leagues with a .332 average, hitting 32 homers with 31 stolen bases and 109 RBIs. Soto batted .288 with 41 homers and 109 RBIs. When Judge won his first MVP award in 2022, he received 28 first-place votes while Ohtani got the other two. Judge had discussed the MVP award with Philadelphia's Bryce Harper, the NL winner in 2015 and '21. "I was telling him, `Man, I'm going to try to catch up to you with these MVPs here, man,'" Judge recalled. "He'd say, hopefully, he could stay a couple ahead of me, which I think he'll do." When Judge won his first MVP award in 2022, he received 28 first-place votes while Ohtani got the other two. He is the Yankees' 22nd MVP winner, four more than any other team. Judge was hitting .207 with six homers and 18 RBIs through April, then batted .352 with 52 homers and 126 RBIs in 127 games. "March and April were not my friend this year." Judge said. "Just keep putting in the work and things are going to change. You can't mope. You can't feel sorry for yourself. Especially in New York, nobody's going to feel sorry for you. So you just got to go out there and put up the numbers?" ST. PETERSBURG, Fla. — The St. Petersburg City Council reversed course Thursday on whether to spend more than $23 million to repair the hurricane-shredded roof of the Tampa Bay Rays' ballpark, initially voting narrowly for approval and hours later changing course. The reversal on fixing Tropicana Field came after the council voted to delay consideration of revenue bonds for a proposed new $1.3 billion Rays ballpark. Just two days before, the Pinellas County Commission postponed a vote on its share of the new stadium bonds, leaving that project in limbo. “This is a sad place. I'm really disappointed,” council chair Deborah Figg-Sanders said. “We won’t get there if we keep finding ways we can’t.” The Rays say the lack of progress puts the new stadium plan and the future of Tropicana Field in jeopardy. “I can't say I'm confident about anything,” Rays co-president Brian Auld told the council members. The Trop's translucent fiberglass roof was ripped to pieces on Oct. 9 when Hurricane Milton swept ashore just south of Tampa Bay. There was also significant water damage inside the ballpark, with a city estimate of the total repair costs pegged at $55.7 million. The extensive repairs cannot be finished before the 2026 season, city documents show. The Rays made a deal with the Yankees to play next season at 11,000-seat Steinbrenner Field, New York's spring training home across the bay in Tampa. The initial vote Thursday was to get moving on the roof portion of the repair. Once that's done, crews could begin working on laying down a new baseball field, fixing damaged seating and office areas and a variety of electronic systems — which would require another vote to approve money for the remaining restoration. The subsequent vote reversing funding for the roof repair essentially means the city and Rays must work on an alternative in the coming weeks so that Tropicana Field can possibly be ready for the 2026 season. The city is legally obligated to fix the roof. BRIEFLY PIRATES: Pittsburgh hired Matt Hague as its hitting coach, bringing him back to the team that drafted him in 2008. Hague replaces Andy Haines, who was fired after Pittsburgh finished in the bottom 10 in the majors in every significant statistical category last season, including runs (24th) and home runs (25th), while also striking out a club-record 1,504 times, second-most in the National League behind Colorado. The 39-year-old Hague spent last season as an assistant hitting coach with the Toronto Blue Jays. Get local news delivered to your inbox!
