"I've always just loved law enforcement. I've never regretted going into law enforcement. I have always liked my job everywhere I've worked. I haven't always had all good days, but I'm not sure anyone does." Brian Luallen When Brian Luallen was growing up, he listened to Buddy Holly and Chuck Berry records every night. Naturally, when he learned the nonprofit North Iowa Cultural Center and Museum was looking for a new CEO for the Surf Ballroom, “It took me about five minutes to start working on my cover letter,” he told a crowd at the Surf during the Clear Lake Chamber of Commerce quarterly coffee in December where his hiring was announced. Luallen said the Surf post is his dream job. “I am an absolute rock ’n’ roll history nerd,” he said. For the past five years, Luallen has been the CEO of Fair Park First, a nonprofit organization that oversees operations of oldest and largest state park in the country. Fair Park is the home of Cotton Bowl Stadium in Dallas, Texas, and other venues, including a music hall. Lt. Robert "Bob" Cookman's grave is located in the Field of Honor at Memorial Park Cemetery in Mason City. Lt. Robert "Bob" Cookman of Mason City, a World War II pilot, is remembered for saving the lives of his crew members by sacrificing his own in a recently published book titled, "From One War to Another." "He was a true hero of the war," said the book's author, John Lanza of New Jersey. Lanza told the Globe Gazette he learned about Cookman and his brothers and cousins from Mason City who also served in World War II while doing research for the book. Lt. Robert "Bob" Cookman saved the lives of his crew members while sacrificing his own when his plane had engine trouble and went down. "From One War to Another" analyzes how World War I and World War II were started, fought and ended. The initial inspiration for the book was John Cooney of Long Island, New York, one of Cookman's surviving crew members, who told Lanza the story of how their plane developed engine trouble and went down over Italy on Oct. 23, 1944. Cookman told the other crew members to parachute to safety while he remained on board, according to Cooney. "He told me he (Cookman) made the supreme sacrifice for his fellow crew members," Lanza said. Nearly 30 women, some of them construction novices and others with years of experience, built the exterior walls for a future Habitat for Humanity home during the local affiliate’s ninth annual Women Build Day in September. “This is a chance for some ladies who may feel intimidated to come out on the job site and learn some skills if they’ve never done it before, and then we have some women leaders who have done a lot of construction that are helping teach them,” said Habitat of Humanity North Central Iowa Executive Director Melissa Schoneberg. On Sunday, Senate Majority Leader Chuck Schumer said he's requesting the Department of Homeland Security deploy a detection system like one known as ROBIN. "Which use not a linear line of sight but 360-degree technology that has a much better chance of detecting these drones. We're asking DHS to bring them to the New York-New Jersey area," Schumer said. "Would you consider banning sale of them from some of the companies that make the drones?" CBS News New York's Lisa Rozner asked New York's senior senator. "There are hundreds of companies all over the globe that make drones. We don't know which ones these are. This radar will help us find out which they are and then we can go talk to the companies," Schumer said. Rozner asked DHS if it would grant Schumer's request for a new detection system. A rep responded by saying the agency only responds to congressional inquiries directly via "official channels." Hochul said Sunday the state needs Congress to pass the a bill which would give New York the authority to detect, track or even destroy unmanned aircraft systems. That legislation has been stuck in committees, but Schumer's office said with him as co-sponsor now, it could pass by the end of the year. On CBS' Face The Nation , Republican Congressman Mike Waltz of Florida said defense agencies are pointing the finger at each other and under President-elect Donald Trump. "We need to take a hard look at our homeland defenses. President Trump has talked about an iron dome for America that needs to include drones as well, not just adversarial actions like hypersonic missiles. We need to have an all-of-the-above protection of U.S. airspace," Waltz said. The FBI says it has received approximately 5,000 tips on the aircraft sightings , and of those, less than 100 leads were deemed worthy of further investigation. The DHS secretary said on ABC This Week that the agency knows of "no foreign involvement." The Department of Defense also said the military is "prohibited from conducting intelligence, surveillance and reconnaissance operations in the U.S." The South Bronx is now part of the multiple places in the Northeast where clusters of drones have been spotted . "They're huge, too, so I don't know what's going on," resident Jeff Garcia said. In an era where communication is no longer confined to one medium, Massachusetts’ wiretap law remains frozen in time, a 56-year-old statute that doesn’t entirely fit into the realities of today’s digital landscape, raising questions for lawmakers, police officers and prosecutors seeking evidence for crimes. As then-attorney general, Gov. Maura Healey supported efforts to update the state’s wiretapping law, calling it “an important issue.” She backed then-Gov. Charlie Baker’s 2017 legislation to modernize the statute, highlighting its outdated nature and the challenges it posed to investigating serious crimes like human trafficking and narcotics rings. However, her gubernatorial administration has not advanced major efforts on the topic. In the fall of 2019, to capture a drug dealer in East Boston, an undercover Boston Police officer purchased drugs three times from a suspect outside of a laundromat and in a pharmacy parking lot. Simultaneously, these transactions were surreptitiously recorded using Callyo, a widely used law enforcement software, and livestreamed to other officers nearby. The suspect, Thanh Du, was identified through a phone number found on a deceased fentanyl overdose victim’s phone and subsequently arrested for drug trafficking. Now, five years later, the conversation is still happening in the Massachusetts Supreme Judicial Court, with arguments whether those recordings should be deemed “unlawful interceptions” under the state’s wiretap law, which prohibits secret recordings without a warrant and the consent of all parties involved. Under the current law, wiretap warrants are limited to investigations of organized crime and approved by judges. Massachusetts also requires all-party consent for any recording — one of the strictest stances in the country — while federal law and many other states only require one-party consent. State Sen. John Velis, D-Westfield, argues that the law is outdated and unsuited for modern investigations, particularly as most crimes today don’t meet the statute’s “organized crime” requirement. He explained that many crimes, including murders, are often random acts by strangers or crimes of passion, which are not organized in the sense of what the law requires to fit that category of being an organized crime under the statute. “I think it’s antiquated,” Velis said. “That’s probably the best word I can use to describe the wiretap law we have on the books.” Arguments about the wiretap statute have also sparked ripples in domestic abuse cases. In the summer of 2022, a woman secretly recorded her conversation with her abusive husband, who attempted to suffocate her with a pillow and threatened their young child in the Boston area. She was later charged with violating the wiretap law by recording without consent, even though she argued that she did so to protect herself and her child from her husband’s abuses, according to court documents. Sen. Patrick O’Connor, a Weymouth Republican who has spoken with the victim, said the law exacerbates harm by punishing abuse survivors. “It’s important that we are able to protect women who record their abusers,” O’Connor said, emphasizing the need for legal reform to ensure survivors aren’t further victimized. This September, the woman’s husband, accused of assault and battery on a family member, appeared in court, where his attorney sought to have the charges dropped . The charges against the wife, meanwhile, will be dismissed after six months of probation so long as she commits no additional crimes, according to the Cape and Islands District Attorney’s Office. In October, the complexities of the wiretap law extended beyond criminal investigations, delving into issues of digital privacy brought up by hospital patients. Kathleen Vita, a Revere resident, filed a lawsuit against New England Baptist Hospital and Beth Israel Deaconess Medical Center, accusing them of violating the wiretap law by tracking and sharing website visitors’ data using tools like Meta Pixel and Google Analytics. While she was looking up doctors and seeking information for her husband’s medical conditions, she noticed the pop-up windows stating that “We use cookies and other tools to enhance your experience on our website and to analyze our web traffic.” The data and information collected would be tracked by a third-party service provider — Meta Pixel and Google Analytics — and be used for commercial purposes. Vita’s lawyers argued that such information-collecting behavior violated the wiretap law as the browsers’ users won’t be specifically notified that the information they’ve collected will be transmitted to a third party. The Supreme Judicial Court ruled 5-1 that the hospitals did not violate the wiretap law, concluding that website interactions do not constitute “person-to-person” conversation or messaging within the wiretap act’s ambit. “If the Legislature intends for the wiretap act’s criminal and civil penalties to prohibit the tracking of a person’s browsing of, and interaction with, published information on websites, it must say so expressly,” Justice Scott Kafker wrote for the court. Kafker acknowledged that the hospitals’ alleged conduct raised serious concerns and may “indeed violate various other statutes,” he wrote about the improper handling of confidential medical information. “And we do not in any way minimize the serious threat to privacy presented by the proliferation of third-party tracking of an individual’s website browsing activity for advertising purposes. These concerns, however, should be addressed to the Legislature.” From real-time drug busts to the revictimization of abuse survivors and the balance between privacy and “optimized experiences,” the decades-old statute has sparked lawmakers to push for modernization. “What’s happening is that judges are being confronted with situations involving technologies that just weren’t contemplated when this law was written,” Velis said. “When the world changes, we need to change with it.” Velis proposed starting discussions to update the law while balancing concerns about government overreach as he is mindful of and had foreseen the concerns. “A compromise” is necessary, he suggested, between people who acknowledge that technology and crime have changed and those with privacy concerns. O’Connor highlighted the challenges of obtaining wiretap warrants under the current statute. “What we need to do is give the judges more flexibility in being able to issue these wiretap orders,” O’Connor said. He added that it is important to have a “clear picture” of different investigations, including developing a timeline and understanding what’s happening in a specific situation. He said the totality of the positive impacts, as well as the accountability of going through the court system, would add a significant layer of protection, which will give little opportunity for people to abuse these logs. Velis and O’Connor both said they will continue prioritizing legislation in the next legislative session to modernize the wiretap statute. Joseph Webber, an assistant district attorney with the Northwestern District Attorney’s Office, emphasized that wiretap warrants are already tightly regulated. “What you’re trying to do with a wiretap is figure out the hierarchy of an organization and ensure you’re prosecuting the higher echelon,” Webber said. “You’re not just consistently arresting the persons standing outside holding a bag of drugs. You’re figuring out who’s trafficking it into Massachusetts.” He noted that while wiretaps can be critical and more often used in certain jurisdictions, their time-intensive application process and associated costs mean they are not suitable for all cases. Webber stressed the essential link between police officers and the judges. “When police are applying for a wiretap statute, a judge would have that ability to make the determination whether or not there’s probable cause and whether the wiretap statute needs to be utilized instead of having a set list of offenses [that] may, in some cases, hinder an investigation unnecessarily so,” he said. Freelancers can now register VPNs using mobile numbers PTA advises users to register VPNs against mobile numbers by accessing regulatory’s body’s website ISLAMABAD: In a move aimed at facilitating freelancers, the Pakistan Telecommunication Authority (PTA) has said that those who lack static IP addresses can now register virtual private networks (VPNs) against mobile numbers. “The step is aimed to further simplify the VPN registration process for facilitation of the IT industry,” said the PTA in a statement on Saturday, adding that over 31,000 VPNs have been registered by the regulatory body so far. The PTA also advised users to register the VPNs against mobile numbers by accessing the regulatory’s body’s website. The development comes as the PTA, in light of security concerns raised by the government, had announced to initiate a crackdown against unregistered VPNs. The body had initially set out a November 30 deadline for VPN registration. However, later it decided to not block VPNs on the expiry of the deadline maintaining that it would go beyond it. The Ministry of Interior had announced to begin the process of shutting down all unregistered VPNs by the middle of November but later announced a two-week “grace period” allowing the unregistered VPNs to comply with mandatory registration requirements. Speaking to the media, Chairman Maj Gen (retd) Hafeez Ur Rehman had confirmed that the authority would not block VPNs, as the government had decided to grant an extension to the stipulated deadline. VPNs, commonly used worldwide to bypass restricted content and ensure data security, have witnessed a notable increase in their usage in Pakistan after authorities banned social media site X (formerly Twitter) earlier this year over “national security” concerns. Stakeholders, including the IT industry and freelancers, have been pushing for an extension of the deadline for registration. The PTA, according to sources, has emphasized that VPN registration is crucial for enhancing cybersecurity and ensuring national security and data protection. The VPN registration process involves completing an online form and providing basic details, including computerised national identity card (CNIC), company registration details and taxpayer status. Freelancers must submit documentation, such as a letter or email, verifying their project or company association, said the statement by the PTA. Donald Trump weighed in Saturday in a bitter debate dividing his traditional supporters and tech barrons like Elon Musk, saying that he backs a special visa program that helps highly skilled workers enter the country. “I’ve always liked the (H1-B) visas, I have always been in favor of the visas, that’s why we have them” at Trump-owned facilities, the president-elect told the New York Post in his first public comments on the matter since it flared up this week. An angry back-and-forth, largely between Silicon Valley’s Musk and traditional anti-immigration Trump backers, has erupted in fiery fashion, with Musk even vowing to “go to war” over the issue. UNITY TOWNSHIP, Pa. — The search for a woman who is believed to have fallen into a sinkhole in western Pennsylvania shifted to a recovery effort after two treacherous days of digging through mud and rock produced no signs of life, authorities said Wednesday. Pennsylvania State Police spokesperson Trooper Steve Limani said during a news conference that authorities no longer believe they will find 64-year-old Elizabeth Pollard alive, but the search for her remains continues. “We’ve had no signs of any form of life or anything” to make rescuers think they should “continue to try and push and rush and push the envelope, to be aggressive with the potential of risking harm to other people,” Limani said. He noted oxygen levels below ground were insufficient. Emergency crews and others have tried to locate Pollard for two days. Her relatives reported her missing early Tuesday and her vehicle with her unharmed 5-year-old granddaughter inside was found about two hours later, near the sinkhole above a long closed, crumbling mine. Rescue workers continue to search for Elizabeth Pollard, who is believed to have disappeared in a sinkhole while looking for her cat, Wednesday in Marguerite, Pa. “We feel like we failed,” Limani said of the decision to change the status of the effort from a rescue to a recovery. “It’s tough.” Limani praised the crews who went into the abandoned mine to help remove material in the search for Pollard in the village of Marguerite, about 40 miles east of Pittsburgh.. “They would come out of there head to toe covered in mud, exhausted. NEW YORK (AP) — U.S. donors gave $3.6 billion on Tuesday, an increase from the past two years, according to estimates from the nonprofit GivingTuesday . The Tuesday after Thanksgiving, now known as GivingTuesday, has become a major day for nonprofits to fundraise and otherwise engage their supporters each year, since the 92nd St Y in New York started it as a hashtag in 2012. GivingTuesday has since become an independent nonprofit that connects a worldwide network of leaders and organizations who promote giving in their communities. “This just really shows the generosity, the willingness of American citizens to show up, particularly collectively,” said Asha Curran, CEO of the nonprofit GivingTuesday. “We are just seeing the power of collective action and particularly collective giving over and over and over again.” This year, about 18.5 million people donated to nonprofits and another 9.2 million people volunteered, according to GivingTuesday's estimates. Both the number of donors and the number of volunteers increased by 4% from the group's 2023 estimates. “For us, it’s not just about the number of dollars," Curran said. "It’s about the number of people who feel like they have agency over the way their communities progress forward into the future.” The nonprofit GivingTuesday estimates the amount of money and goods donated and the number of participants using data from donor management software companies, donation platforms, payment processors and donor-advised funds. Curran said they are purposely conservative in their calculations. Nonprofits in the U.S. raised $3.1 billion in both 2022 and 2023 on GivingTuesday. That mirrored larger giving trends where the overall amount of donations dropped in 2022 and mostly held steady in 2023 after accounting for inflation. It’s never easy to predict current giving trends, but Una Osili, associate dean at the Indiana University Lilly Family School of Philanthropy, said there were economic forces pushing in both directions. “At the very same time, there’s a lot of uncertainty, especially around prices, the cost of living, the supermarket toll that people are expecting to continue even though inflation has moderated,” she said. Donating or volunteering with nonprofits aren't the only ways people participate in their communities. Many give to crowdfunding campaigns , political causes or support people directly in their networks. San Francisco 49ers running back Christian McCaffrey and top backup Jordan Mason are being placed on injured reserve. McCaffrey left the snowy field in Buffalo on Sunday night after a 5-yard gain that was preceded by him heading to the sideline in apparent pain at the end of an 18-yard run. McCaffrey was diagnosed with a posterior cruciate ligament injury in his right knee and did not play in the second half. The 49ers also lost Jordan Mason, who emerged in a starting role with McCaffrey out the first two months of the season, to an ankle injury. Head coach Kyle Shanahan said Monday that Mason has a high-ankle sprain, which typically requires a recovery window of 4-6 weeks. Those moves push rookie Isaac Guerendo into the RB1 spot. Trump has tasked Musk and Ramaswamy with issuing recommendations to overhaul the federal budget and bureaucracy — a goal that many Republicans say they agree with, but also one that presidents and Congresses under both parties, as well as divided governments, have repeatedly failed to deliver on. Musk and Ramaswamy traveled to Capitol Hill for a series of meetings with House and Senate members. It was their first such trip since their appointment by Trump as outside advisers , heading up a commission called the Department of Government Efficiency. DOGE is also the name of an internet meme and a cryptocurrency . “This is a brainstorming session,” House Speaker Mike Johnson, R-La., told reporters between meetings. He said the talks are “laying the groundwork” for what lawmakers will do next year. They have their work cut out for them. Trump oversaw an increase in deficits during his first term, even before the Covid-19 pandemic. In his 2024 campaign, he promised to preserve two of the most expensive parts of the budget — Social Security and Medicare — beyond “ cutting waste and fraud .” He also called for trillions of dollars in additional tax breaks on tips and overtime, in addition to extending his 2017 tax cuts, which would all add to the debt. And most congressional Republicans are determined to continue increasing military spending, another large slice of the pie.Musk, one of the world’s wealthiest people, has potential leverage over congressional Republicans because of his willingness to spend some of his vast fortune on politics, and his recent proximity to Trump. Thom Tillis, R-N.C., said Thursday it was too early to anticipate the priorities for cuts but that loosening regulation by administrative action and through Congress would be a good place to start. “There are tens of billions of dollars in regulatory relief that are on the table now,” Tillis said. The U.S. budget was $6.1 trillion in fiscal year 2023, according to the Peterson Foundation. Still, Tillis called the Thursday conversation an “organizational meeting” — akin to “an engagement meeting I’d have with a client.” Speaking to reporters in between meetings, Musk reiterated his support for ending tax credits to encourage electric vehicle sales, aligning with Republicans who are eying cuts to clean energy funding . “I think we should get rid of all credits,” he said in response to a reporter’s question about tax credits for electric vehicles. (Musk has previously said that EV credits help Tesla’s competitors .) Musk said little else as he walked through the Capitol’s corridors with one of his children. Just because someone says there is now a department of so and so does not mean the actual department now exists,” said Rep. Brendan Boyle, D-Pa., the ranking member of the Budget Committee. “Republicans are total hypocrites when it comes to deficit and debt. ... Trump added more to the national debt than any president in American history,” Boyle continued. “So I have seen this movie before. I have absolutely no doubt that if Trump is able to ram through a second round of his tax cuts, then it will explode the national debt.” Veterans of past failed debt-reform efforts, including the Obama-era bipartisan “super committee” of 2011, doubt the DOGE will be more successful unless it’s willing to take on sacred cows. “If past is prologue, the DOGE faces an uphill climb. (“Major Drilling” or the “Company”) (TSX: MDI), a leading provider of specialized drilling services to the mining sector, today reported results for the second quarter of fiscal 2025, ended October 31, 2024. Quarterly Highlights: Revenue of $189.3 million, in line with the $190.0 million generated in fiscal Q1, but down 8.6% from $207.0 million in the same period last year. Adjusted gross margin (1) of 30.5%, consistent with the 31.0% achieved in the same period last year as the Company remained focused on higher-margin specialized drilling. EBITDA (1) of $38.7 million, down from $43.6 million in the same period last year. Net earnings of $18.2 million (or $0.22 per share), down from $23.7 million (or $0.29 per share) in the same period last year. Net cash (1) increased by $23.5 million to $100.4 million, enabling the Company to react to potential growth opportunities. We thank Rob for his invaluable advice and wish him all the best in his new role leading Hecla Mining Company.” Second Quarter Ended October 31, 2024 Total revenue for the quarter was $189.3 million, down 8.6% from revenue of $207.0 million recorded in the same quarter last year. The foreign exchange translation impact on revenue and earnings, when comparing to the effective rates for the previous year, was minimal. Revenue for the quarter from Canada - U.S. drilling operations decreased by 20.0% to $85.4 million, compared to the same period last year. While senior and intermediate activity levels increased slightly, this only partially offset the decline in demand from juniors relative to the same period last year as they continued to face challenging financing opportunities. South and Central American revenue decreased by 6.5% to $49.1 million for the quarter, compared to the same quarter last year. While operations in Chile remain robust, this was offset by slowdowns in other parts of the region. Australasian and African revenue increased by 14.4% to $54.7 million, compared to the same period last year as demand for specialized drilling services in Australia and Mongolia continue to drive growth in the region. Gross margin percentage for the quarter was 23.4%, compared to 25.3% for the same period last year. Depreciation expense totaling $13.4 million is included in direct costs for the current quarter, versus $11.8 million in the same quarter last year. Adjusted gross margin, which excludes depreciation expense, was 30.5% for the quarter, compared to 31.0% for the same period last year. Adjusted gross margin remained relatively unchanged as the Company remains disciplined with respect to pricing. General and administrative costs were $18.4 million, an increase of $0.8 million compared to the same quarter last year. This increase primarily relates to inflationary wage adjustments. Other expenses were $2.5 million, down from $3.2 million in the same quarter last year due primarily to lower incentive compensation expenses given the decreased profitability. Foreign exchange gain was $0.5 million, compared to a loss of $0.9 million for the same quarter last year. MATERIAL ACCOUNTING POLICIES With the exception of the policy detailed below, all accounting policies and methods of computation remain the same as those presented in the Company's annual Consolidation Financial Statements for the year ended April 30, 2024. Investment in associate Associates are companies that the Company has significant influence over and are accounted for under the equity method. Significant influence is the power to participate in the financial and operating policy decisions of the investee, but is not control or joint control over those policies. Significant influence is presumed when the Company has an ownership interest greater than 20%, unless certain qualitative factors overcome this assumption. In assessing significant influence and the ownership interest, potential voting or other rights that are currently exercisable are taken into consideration. Investments in associates are accounted for using the equity method and are initially recognized at cost, inclusive of transaction costs. The Interim Condensed Consolidated Financial Statements include the Company's share of the income or loss and equity movement of equity accounted associates. The Company does not recognize losses exceeding the carrying value of its interest in the associate. 5. KEY SOURCES OF ESTIMATION UNCERTAINTY AND CRITICAL ACCOUNTING JUDGMENTS The preparation of financial statements, in conformity with IFRS, requires management to make judgments, estimates and assumptions that are not readily apparent from other sources, which affect the application of accounting policies and the reported amounts of assets, liabilities, income and expenses. Actual results may differ from these estimates. The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognized in the period in which the estimate is revised, if the revision affects only that period, or in the period of the revision and future periods, if the revision affects both current and future periods. Significant areas requiring the use of management estimates relate to the useful lives of property, plant and equipment for depreciation purposes, inventory valuation, determination of income and other taxes, recoverability of deferred income tax assets, assumptions used in compilation of share-based payments, provisions, contingent considerations, impairment testing of goodwill and intangible assets and long-lived assets. The Company applied judgment in determining the functional currency of the Company and its subsidiaries, the determination of cash-generating units (“CGUs”), the degree of componentization of property, plant and equipment, the recognition of provisions, the determination of the probability that deferred income tax assets will be realized from future taxable earnings, and the determination of whether the Company exerts significant influence with respect to its investment in associate under the equity accounting method. 6. SEASONALITY OF OPERATIONS The third quarter (November to January) is normally the Company’s weakest quarter due to the shutdown of mining and exploration activities, often for extended periods over the holiday season. 7. PROPERTY, PLANT AND EQUIPMENT Capital expenditures for the three and six months ended October 31, 2024 were $20,073 (2023 - $17,443) and $41,324 (2023 - $33,717). The Company did not obtain direct financing for the three and six months ended October 31, 2024 or 2023. 8. INVESTMENT IN ASSOCIATE On July 22, 2024, the Company purchased shares in DGI Geoscience Inc. (“DGI”) for $15,000 in cash consideration, a 39.8% equity interest (that provides the Company with 42.3% of the voting rights). DGI and its subsidiaries are privately held entities, headquartered in Canada, focused on downhole survey and imaging services as well as using artificial intelligence for logging scanned rock samples. In addition to the equity interest, Major Drilling's representation on the DGI Board of Directors gives the Company significant influence over DGI. While there are special approval rights granted to the Company as part of the investment, these are more protective in nature and therefore, would not result in control, or joint control of DGI. As a result, the Company concluded that the equity method of accounting is appropriate for its investment in DGI. During the prior quarter, the Company incurred costs of $205 for this investment, relating to external legal fees and due diligence costs. These amounts have been recorded as part of the cost of the investment in associate in the Interim Condensed Consolidated Balance Sheets. Inherent uncertainties exist in estimates of tax contingencies due to changes in tax laws. EARNINGS PER SHARE All of the Company’s earnings are attributable to common shares, therefore, net earnings are used in determining earnings per share. The calculation of diluted earnings per share for the three and six months ended October 31, 2024 excludes the effect of 200,000 options for both periods (2023 - 297,000 and 205,000, respectively) as they were not in-the-money. The total number of shares outstanding on October 31, 2024 was 81,842,086 (2023 - 82,093,486). 13. SEGMENTED INFORMATION The Company’s operations are divided into the following three geographic segments, corresponding to its management structure: Canada - U.S.; South and Central America; and Australasia and Africa. The services provided in each of the reportable segments are essentially the same. The accounting policies of the segments are the same as those described in the Company’s annual Consolidated Financial Statements for the year ended April 30, 2024. Management evaluates performance based on earnings from operations in these three geographic segments before finance costs, general corporate expenses and income taxes. FINANCIAL INSTRUMENTS Fair value The carrying values of cash, trade and other receivables, demand credit facilities and trade and other payables approximate their fair value due to the relatively short period to maturity of the instruments. The carrying value of contingent consideration and long-term debt approximates their fair value as the interest applicable is reflective of fair market rates. Financial assets and liabilities measured at fair value are classified and disclosed in one of the following categories: Level 1 - quoted prices (unadjusted) in active markets for identical assets or liabilities; Level 2 - inputs other than quoted prices included in level 1 that are observable for the assets or liabilities, either directly (i.e., as prices) or indirectly (i.e., derived from prices); and Level 3 - inputs for the assets or liabilities that are not based on observable market data (unobservable inputs). The Company enters into certain derivative financial instruments to manage its exposure to market risks, comprised of share-price forward contracts with a combined notional amount of $8,654, maturing at varying dates through June 2027. The fair value hierarchy requires the use of observable market inputs whenever such inputs exist. A financial instrument is classified to the lowest level of the hierarchy for which a significant input has been considered in measuring fair value. The Company’s derivatives, with fair values as follows, are classified as level 2 financial instruments and recorded in trade and other receivables (payables) in the Interim Condensed Consolidated Balance Sheets. SUBSEQUENT EVENT On November 5, 2024, the Company completed the purchase of all of the issued and outstanding shares of Explomin Perforaciones ("Explomin"), a leading specialty drilling contractor based in Lima, Peru. This acquisition provides Major Drilling with increased exposure to the copper market as Explomin is one of the largest South American drilling contractors, with the majority of their operations in Peru, while also servicing markets in Colombia, Dominican Republic, and Spain. As the world embraces hydrogen and related energy alternatives, new details meet the old challenge of corrosion protection. Is the “hydrogen economy” finally here? Consider the signs: An S&P analysis from July 2023 suggested that the ammonia market will triple by 2050 — not because of agriculture, but on the strength of its potential as a lower-impact energy source. In June of this past year, The American Bureau of Shipping and Lloyd’s Register granted initial approval to a shipping consortium’s design for ammonia-fueled container ships. But this bulk anhydrous ammonia storage tank is unique. At 110 feet tall and 212 feet in diameter, it was the largest bulk ammonia tank in the world at the time it was built, according to its owner. The commodity it holds is made at a nearby processing plant, and the tank’s waterside location is crucial for loading the ammonia onto tanker ships for global export. Significant industrial assets require significant corrosion protection, especially in a humid coastal climate. Again, nothing new for Texas City. But anyone proximate to industry here knows paint isn’t just paint. High-performance protective coatings must be chosen carefully and applied correctly. The failures that could result if either side of that equation falls short would be disastrous for workers, neighboring residents and fragile local ecosystems. Expensive, too, when one tallies the cost of cleanup and lost business. And despite the uncountable number of coated steel storage tanks around the world, it is not as if the industry has perfected corrosion protection. Characteristics of a stored commodity, the commodity’s required storage conditions, and myriad external influences like weather, climate or the risk of chemical exposure or physical impact all influence how a tank should be protected. In this case in Texas City, some of those influences were the subject of fascinating technical exchanges among the tank’s owner, its builder and coating contractor, and the coating manufacturer before corrosion protection systems for the roof and tank shell exterior were agreed upon. Debating tank shell corrosion protection Protecting the tank shell was more challenging than an ordinary crude oil tank because this one is insulated. The part anyone sees from the outside is merely the insulating jacket. A few inches of air separate the jacket from the actual shell of the tank. The coating contractor’s tank shell corrosion protection package proposal consisted of the following Carboline coatings: Because the tank was to be insulated, an owner’s representative realized that the interface between the tank shell coating and the insulating air would be considered an immersion environment. First, the thermal cycling inherent to bulk ammonia passage and storage would likely create condensation on the outer surface of the tank shell. Second, though the insulating jacket installed around the shell is intended to be weather-tight, weather-tightness is impossible to guarantee, especially given the turbulent weather common on the Texas coast. Moisture always finds its way in. So the owner contacted a Carboline Technical Service representative to propose swapping out the zinc-rich primer for an alternative that is normally specified as an interior lining. They were concerned that a zinc-rich primer under immersion would reverse its polarity. Polarity reversal can occur in zinc-protected steel assets in immersion at high temperatures (140° to 180°F or 60° to 82°C) when dissolved oxygen, bicarbonates and nitrate ions are present. When it happens, steel corrodes preferentially to zinc instead of the opposite. But the Carboline representative concurred in the contractor’s proposal for the two-coat zinc-epoxy system. The ammonia stored inside the tank would be held at -20°F (-29°C); even when it was empty, the tank shell exterior would not exceed ambient temperatures. Absent the elevated heat, there would be no risk of polarity reversal. Application method drove material selection for roof coatings Settling on a corrosion protection package for the roof was a bit more complicated, partly due to local environmental conditions, but also because of how the tank was to be erected and the way its roof would be coated. The contractor’s initial corrosion protection proposal for the roof consisted of: Subsequent discussion among stakeholders led to two important changes. The first one addressed the need to protect the roof’s weld seams. Aware of the humid coastal location of the tank, the Carboline Representative proposed replacing the Carboguard 890 weld seam stripe coat with Carbozinc 859, an organic zinc-rich epoxy primer. This change, he reasoned, was necessary even though a zinc-rich primer already would have been applied in the shop prior to construction. Construction would involve welding roof plate sections together, a process that would leave exposed steel at the seams. The Carbozinc 859 would give that exposed steel the same cathodic protection as the rest of the surface. Far more complex circumstances drove the second change. The slope of a domed tank roof becomes steeper and steeper the farther out from the center a painter goes. A variety of safety and fall protection systems are available, and the contractor chose the one its crews felt safest using: angled incline safety platforms. Using this type of platform meant the paint crews would be standing on a level surface no matter the angle of the domed roof. And while painting from angled incline safety platforms can be comparatively slow, this project was to be completed by brush and roll anyway. On a job site adjacent to a waterway and with wildlife refuges nearby, spray application of coatings was prohibited. The superintendent said getting the job done right the first time meant his crew wouldn’t be back to fix avoidable and expensive mistakes later. So what has that to do with coating material selection? The contractor understood that painters’ careful pace of work meant it was possible that they would miss the recoat window of the Carboguard 890, which is as little as a few hours in warm weather. If they missed this window, they risked adding an unplanned surface preparation step to the project’s schedule. Instead, in consultation with the Carboline representative, the contractor suggested Carboguard 60. The product offers similar performance to Carboguard 890, but its recoat window is far longer — a handful of weeks, even in a Texas summer. Here’s why: Carboguard 60 is based on polyamide epoxy resin technology that forms comparatively less dense molecular bonds when it cures. Carboguard 890 is an amine epoxy, which forms comparatively denser bonds. Paint adheres to substrates better if there is more surface area on the substrate for it to stick to. But what happens when that substrate is a coat of paint? Carboguard 60’s lower bond density means that, at a molecular level, there is more surface area onto which a second coat can bite. This change was agreed, too, and the tank was coated. Global implications All of that just to paint one tank. One. But the careful, unhurried approach of technical experts will be necessary if we hope to minimize the turbulence of today’s energy transition. The world will need more ammonia tanks. And because those tanks won’t all be in Texas City, stakeholders will have their own versions of the conversations examined here. Those conversations will mark the opening chapters of future success stories like this one if owners, contractors and manufacturers alike lean on one another’s expertise to specify corrosion protection packages that work for the commodity and withstand local exposures. Close contact and open communication, in other words. Everyone involved in building and protecting the new ammonia tank in Texas City understood that. More than 16,500 people were murdered across Bangladesh over the past five years, during the Awami League government's third term. On average, over nine murders took place per day, according to crime statistics published on the Bangladesh Police Headquarters (PHQ) website. The police released this data on Thursday after a gap of over five years. The figures show 16,555 murders were recorded between 2019 and December 2023. Each case may cover multiple killings, such as double or mass murders. An analysis of the data reveals an annual average of 3,311 murders, with over 3,500 murders reported even during the COVID-19 pandemic in 2020. During the same period, 9,955 robbery cases and 1,685 dacoity (organised robbery) cases were reported. However, the actual number of such crimes is believed to be much higher, as many victims avoid reporting incidents due to fear of harassment. Allegations persist that police often refuse to register dacoity cases, recording them as theft instead. Additionally, 2,452 abduction cases and nearly 55,000 cases of theft were filed between 2019 and 2023. Crime Data Released After Five Years The PHQ used to regularly publish crime statistics on its website. However, in the lead-up to the 11th National Parliamentary Elections, numerous politically motivated "ghost cases" were filed against opposition leaders and activists. These cases, often fabricated, included charges like attacks on police and bomb-throwing. A Prothom Alo report in December 2018 revealed that police filed 578 sabotage cases in Dhaka in September 2018 alone, alleging 90 attacks on law enforcers. Following this, the police stopped publishing crime statistics and removed previously available data to avoid scrutiny. Last Thursday, the newly appointed Inspector General of Police (IGP) Baharul Alam addressed the issue. Following journalists' inquiries, the IGP ordered the release of crime data from January 2019 to August 2024. This data highlights alarming figures for crimes such as murder, robbery, theft, abduction, and violence against women and children during the Awami League's third-term. Over 1,07,000 cases were filed under the Women and Children Repression Prevention Act, often covering rape incidents. Additionally, 3,15,000 drug-related cases, nearly 14,000 smuggling cases, and over 9,000 illegal arms recovery cases were reported during this time. Crime in Early 2024 In the first six months of 2024, 1,533 murders were reported. Other crimes included 183 robberies, 1,222 incidents of mugging and looting, 281 abductions, 9,000 cases of violence against women and children, 33,000 drug-related cases, 15,000 smuggling cases, and over 1,500 illegal arms recovery cases. During the July Uprising July and August 2024 saw heightened unrest, with student-led anti-discrimination protests escalating into a mass uprising. The government responded with lethal force, resulting in numerous civilian deaths. Police statistics show 334 murders in July and 618 in August. During these months, there were 64 dacoity cases, 203 incidents of mugging, 59 abductions, and over 1,000 cases of theft. Additionally, 2,774 cases of violence against women and children, 307 smuggling cases, 5,818 drug-related cases, and 149 illegal arms cases were also reported in this period. The Awami League government fell on August 5 following the uprising. During his 1977-1981 administration, which was sandwiched between the Republican presidencies of Gerald Ford and Ronald Reagan, the Democrat sought to take a step back from US alignment with right-wing dictatorships in Latin America. BEIRUT — Israel's military launched airstrikes across Lebanon on Monday, unleashing explosions throughout the country and killing at least 31 while Israeli leaders appeared to be closing in on a negotiated ceasefire with the Hezbollah militant group. Israeli strikes hit commercial and residential buildings in Beirut as well as in the port city of Tyre. Military officials claimed they targeted areas known as Hezbollah strongholds. They issued evacuation orders for Beirut's southern suburbs, and strikes landed across the city, including meters from a Lebanese police base and the city's largest public park. The barrage came as officials indicated they were nearing agreement on a ceasefire, while Israeli Prime Minister Benjamin Netanyahu's Security Cabinet prepared to discuss an offer on the table. On paper, being more sustainable and eco-friendly while shopping sounds great—so why don't more people do it? There is growing consumer consciousness about the environmental impact of where people choose to shop and the sustainability of the products they buy. According to McKinsey, over 60% of individuals surveyed in 2020 said they would be that is packaged in an eco-friendly way. Since 2019, products marketed as being environmentally sustainable have seen a compared to 20% for products with no such marketing, a 2023 McKinsey and NielsenIQ report found. Some might think eco-friendly clothing, in particular, is not fashion-forward; after all, many of the top clothing retailers in the world partake in fast fashion. However, brands are increasingly being recognized as 'cool' and 'trendy' for supporting environmentally ethical practices, particularly as younger generations prioritize sustainability, as noted before. Many increasingly popular online stores are taking advantage of this paradigm shift by offering secondhand shopping options that are not only fashionable, but also more affordable, like ThredUp or Poshmark. Additionally, many legacy large-name brands are hopping on the sustainability movement and are gaining appreciation from loyal customers. Amazon's Climate Pledge Friendly program partners with third-party certification bodies to make it easier for shoppers to identify eco-friendly products as they browse the website. H&M's newly launched H&M Rewear program debuts a resale platform that allows the resale of all clothing brands—not just their own. Similarly, Patagonia's Worn Wear program allows shoppers to trade in and buy used gear and clothing. The federal government is also working to close this gap. The Environmental Protection Agency's is attempting to make sustainable shopping easier for consumers and companies alike. It includes a directory of certified products, a list of safer chemicals to look out for on labels, a "Safer Choice" label that products can earn to denote they are eco-friendly, and resources for manufacturers looking to adopt more sustainable practices. Most of all, though, the biggest way shoppers can shift toward sustainable shopping is through their behaviors and attitudes amongst their peers and communities. Canadian telecommunications firms are monitoring their networks for signs that they may have been targeted as part of a global cyberespionage campaign from China. A group of hackers known as Salt Typhoon is being blamed for the sprawling cybersecurity attack that gave Beijing access to the calls and texts of a number of top U.S. officials, including president-elect Donald Trump and vice-president-elect J.D. Vance. There is no indication thus far Canadian networks have also been breached by the campaign, which has dominated headlines for weeks. But experts say the networks contain the same vulnerabilities as those in the U.S., which should serve as a wake-up call to address them. Cyberattacks against Canadian critical infrastructure have become more numerous and sophisticated in recent years. The White House has said that the Salt Typhoon attack, which was perpetrated for a year or more by exploiting legacy telecom equipment, has affected at least eight U.S. telecoms and dozens of countries around the world. China has dismissed the allegations as disinformation. Madeline Deyo, a spokesperson the Canadian Centre for Cyber Security, part of the federal cryptologic agency, said in an e-mail Tuesday that it was “not aware of any Canadian networks impacted by this activity,” but had engaged directly with Canadian service providers to help contextualize the nature and significance of the threat posed by the Salt Typhoon hacking campaign. In late October, the Cyber Centre said it was aware that a sophisticated state-sponsored threat actor from China had performed reconnaissance scanning over several months against numerous organizations and government agencies. It listed critical infrastructure providers among the targets. Rogers Communications Inc., RCI-B-T BCE Inc.’s Bell, BCE-T Telus Corp. T-T and SaskTel told The Globe and Mail that they are aware of the reported surveillance affecting telecom providers in the U.S., and are actively working with industry peers and government to remain vigilant against attacks. Cogeco Inc. CGO-T and Bragg Communications Inc.’s Eastlink said they are monitoring the situation. Of these providers, Rogers, Bell and Cogeco said they have not observed any evidence of malicious activity on its networks. Quebecor QBR-B-T did not respond to requests for comment. Yet numerous experts say the full extent of the breach – and its effects on Canada – have likely not yet been discovered. “There’s no reason to think that somehow Canada would be immune from this kind of attack,” said Charles Finlay, executive director of Rogers Cybersecure Catalyst at Toronto Metropolitan University. Canada is particularly vulnerable given the interconnectedness of the telecommunications systems with the United States, he said. Canadian telecoms should be alert given that they generally use similar infrastructure – in particular, core routers and network devices – to what is used by the affected U.S. companies, said Gary Miller, a threat intelligence expert and researcher with the University of Toronto’s Citizen Lab. While the U.S. government did not identify a particular company’s equipment as being the entry point for Salt Typhoon, it published last Tuesday specific security guidance for Cisco Systems Inc. products, which are broadly used by Canadian telecoms as well, Mr. Miller said. Moreover, finding evidence of attacks or surveillance takes time, he added. While Canadian telecoms have traditionally been alert to threats entering through cracks in the edge of their networks where it interconnects with other providers, he said, they have not been as quick to identify threats once they’re already inside. There are varying reports about how long the attackers had been inside the networks, with the White House suggesting the infiltration could have been continuing for as long as two years. The fact that different information about the length of the attack is emerging suggests its full breadth is still unknown, said Bryan Pollitt, an EY Canada telecommunications cybersecurity expert. “I don’t think we yet know the full scope of the affected organizations – we’re just learning,” he said. Meanwhile, telecoms and lawmakers shouldn’t discount the recent history of geopolitical tensions with China that may make Canada a target for telecom interference, experts said. Canada has been critical of China’s human-rights record, approach to Hong Kong and Taiwan, and interference in Canadian elections. Ottawa recently imposed new surtaxes on Chinese-made electric vehicles and certain metal imports, and said it is mulling further surtaxes. “Canada has been on the receiving end of negative rhetoric from Chinese-linked actors over the past few years, and it would be naive to think of any such public statements as empty threats,” said Claudiu Popa, president of Datarisk Canada, a Toronto-based cybersecurity firm. In response to the attacks in the U.S., experts are warning Canadian lawmakers about vulnerabilities in this country’s networks. Kate Robertson, a senior researcher at the Citizen Lab, is concerned that a bill currently before Parliament – Bill C-26 – contemplates allowing Ottawa to impose compromise points in next-generation technology, such as 5G networks, to enable government surveillance. By requiring those legal access points, she said, Canada’s networks could be more vulnerable to future attacks. “The attack that is unfolding in the United States is a reflection of historical and continuing vulnerabilities in the mobile communication networks around the world,” Ms. Robertson said. And Mr. Miller said global telecom regulators, including the Canadian Radio-television and Telecommunications Commission, should take a more active role in requiring cybersecurity measures for the industry. While telecom companies have security systems – such as firewalls – in place, they don’t go far enough to protect all aspects of the network, such as protocols that interconnect different operators, he said. And telecoms may be hesitant to go to the furthest lengths possible of their own accord because of the high costs. In an e-mail, the CRTC told The Globe that the Salt Typhoon attacks fall outside its scope. While 5G promises improved security, EY’s Mr. Pollitt cautioned against treating it as a silver bullet. “We need to be mindful that a well-financed, organized, persistent group is going to find a way in and will infiltrate even the best defences,” he said.

President of Argentina Javier Milei announced Wednesday that his administration is preparing a structural tax reform that will eliminate 90 percent of existing taxes in 2025. Milei announced the plan, alongside other policies he seeks to implement in his second year in office, while marking the end of his first. Among them was a plan to negotiate a trade deal with President-elect Donald Trump’s administration once he takes office in January. Tuesday marked one year since Milei took office on December 10, 2023, and became Argentina’s first libertarian president, succeeding socialist former President Alberto Fernández. At the time he took office, Argentina faced a severe economic crisis that dramatically worsened as a result of Fernández’s disastrous socialist policies. Milei implemented a series of drastic “shock therapy” measures to avert the collapse of the country’s economy and avoid a hyperinflation spiral. Milei’s policies successfully reduced the inflation rate in Argentina, dropping it from 25.5 percent in December 2023 to 2.7 percent in October 2024 while also allowing the nation to experience ten months of continued trade surplus as of November. Additionally, Milei spearheaded a dramatic overhaul of the Argentine government during his first year, reducing the number of ministries from 18 to nine on his first day and outright replacing other institutions — such as Argentina’s bloated AFIP revenue service, which was dissolved and substituted with a much smaller agency in November . The Argentine president also introduced a series of sweeping reforms that Congress passed in late June. Milei marked his first year in office by delivering a speech in the evening hours of Tuesday in the company of his ministers and members of his administration. Beans are kind of like the your best friend from high school — nearly forgotten but always ready to step back into the limelight and help out an old pal when needed. As gorgeously (and tantalizingly) demonstrated in Rancho Gordo’s new cookbook, “The Bean Book: 100 Recipes for Cooking with All Kinds of Beans” (Ten Speed, $35), beans are indeed a magical fruit, though not in the way you heard as a kid. Classified as both a vegetable and a plant-based protein in the USDA’s Dietary Guidelines for Americans, beans and other legumes can be the ingredient you build an entire vegetarian or veggie-forward meal around. Or, they can help an economical cook stretch a dish twice as far with nutritious calories. A healthful and shelf-staple plant food — they last for years when dried — beans have been among a home cook’s most reliable pantry items for a very long time. (Common beans (Phaseolus vulgaris) are thought to have been grown in Mexico more than 7,000 years ago.) That’s why, for some, they’re often something of an afterthought, especially if the only time you ate them as a kid was when your mom tossed kidney beans into a pot of beef chili or made baked beans (with brown sugar and bacon, please!) for a family cookout. Vegetarians have always appreciated their versatility and nutritional punch, and because they’re cheap, they also were quite popular during the Great Depression and World War II as C rations. Sales also peaked during the coronavirus pandemic, when shoppers stockpiled long-lasting pantry essentials. It wasn’t until Rancho Gordo, a California-based bean company, trotted out its branded packages of colorful heirloom beans that the plant began to take on cult status among some shoppers. Unlike the bean varieties commonly found in even the smallest grocery stores, heirloom beans are mostly forgotten varieties that were developed on a small scale for certain characteristics, with seeds from the best crops passed down through the generations. The result is beans that are fresher and more colorful than mass-produced beans, and come in different shapes and sizes. They also have a more complex and intense flavor, fans say. “The Bean Book” dishes up dozens of different ways to cook Rancho Gordo’s 50 heirloom bean varieties, which include red-streaked cranberry beans, mint-green flageolets, black and classic garbanzos and (my favorite) vaquero — which wear the same black-and-white spots as a Holstein cow. Other gotta-try varieties (if just for the name) include eye of the goat, European Soldier, Jacob’s Cattle and Good Mother Stallard, a purple bean with cream-colored flecks. “The very good news is that you have to work extra hard to mess up a pot of beans, and it’s not difficult to make an excellent pot,” Steve Sando writes in the book’s foreword. “The even better news is that you become a better cook with each pot you make.” Not convinced? Here are five reasons to jump on the bean bandwagon: Even the smallest grocery store will have a selection of dried and canned beans. Common varieties include black, cannellini (white kidney), Great Northern, pinto, navy, kidney, Lima and garbanzo (chickpea) beans. Even when they’re not on sale, beans are a bargain at the supermarket. Many varieties cost less than $1 a can, and dried beans are an economical way to build a menu. I paid $1.25 for a one-pound bag of cranberry beans, a smooth and velvety bean with a slightly nutty flavor, at my local grocery store. Rancho Gordo’s heirloom beans cost substantially more. (They run $6.25-$7.50 for a one-pound bag, with free shipping on orders over $50.) But they are sold within a year of harvest, which makes them more flavorful and tender. A bag also comes with cooking instructions and recipe suggestions, and the quality is outstanding. Plus, after cooking their beans with aromatics, “you are left with essentially free soup,” Sando writes in the cookbook. “If you drain properly cooked and seasoned beans, the liquid you are left with is delicious.” Beans are a great source of plant-based protein and both soluble and insoluble fiber, and they include essential minerals like iron, magnesium and potassium. If you’re watching your weight or following a particular diet, beans are naturally free of fat, sodium and cholesterol and are rich in complex carbohydrates. They also contain antioxidants and folate. And if you’re vegan or vegetarian, most types of dry beans are rich sources of iron. The U.S. Dietary Guidelines for Americans recommends eating 1-3 cups of legumes, including beans, per week Dry beans have to be soaked overnight, but cooking them is easy. They can be cooked on the stovetop, in a slow cooker, in the pressure cooker and in the oven. Canned beans are even easier — just rinse and drain, and they’re ready to go. Beans can be used in so many different dishes. They can be made into soup, salad or dips, top nachos, add some heft to a casserole or be mashed into the makings of a veggie burger. You also can add them to brownies and other baked goods, toss them with pasta, add them to chili or a rice bowl or stuff them into a taco or burrito. Make soup: In large pot, heat oil over medium heat until it shimmers. Add onion, celery, carrot, garlic, thyme, salt and pepper. Cook, stirring occasionally, until vegetables are fragrant and tender, 8-10 minutes. Add vegetable stock and beans, increase heat to high and bring mixture to a boil. Reduce heat to medium and simmer until thickened, 12-14 minutes. Meanwhile, make the bacon: Spread shiitake mushrooms into a single layer on a sheet pan, drizzle with olive oil, sprinkle with salt and pepper and toss to combine. Bake until browned and crispy, 18-20 minutes, rotating pan front to back and tossing mushrooms with a spatula halfway through. Let cool in pan; mushrooms will continue to crisp as they cool. To finish, add some milk to the soup and use an immersion blender to puree it in the pot, or puree in a blender. (Cover lid with a clean kitchen towel.) Taste and season with more salt and pepper if needed. Divide soup among bowls and top with shiitake bacon. Garnish with thyme sprigs and a drizzle of chili oil. Keynote address by IBRAHIM GAMBARI at the 2024 African Bar Association annual conference in Lusaka, Zambia Before I get into the substance of my presentation, I wish to highlight my pleasure of being back here in Zambia, a place which I consider home. Zambia occupies a special place in my heart, especially for the crucial role the country played in the liberation of Africa and its immense contribution towards Africa’s independence and the respect for the rights and dignity of the African people. My first ever visit to this lovely country was as Foreign Minister of Nigeria, in 1984 in the context of efforts to support the Frontline States. In fact, it is here in Lusaka that I first met with Oliver Tambo, President of ANC, before Mandela took over from where he found a home away from home here, at the time when South Africa was under the grip of the Apartheid regime. So, human rights and promotion of self-determination and political development first brought me here. My second visit also had to do with the promotion of inclusive democracy and human rights between 2016 and 2018 as the Commonwealth Secretary General’s Special Envoy to Zambia where I was asked by the Commonwealth SG to support political dialogue in Zambia. The sacrifices this country and other African Front-line States, including Nigeria, made to end minority rule on the continent, a crucial issue for the respect of human rights and dignity cannot be overemphasized. The choice of Zambia as host of this event is therefore of great significance and it is important to use this opportunity to remember the father of the Zambian nation, H.E. President Kenneth Kaunda-KK, who played a critical role in shaping Africa’s humanist, philosophical and development agenda which we have a collective responsibility to continue building upon. It is an open secret that Africa is trailing other continents in terms of access to the digital world. Yet digital connectivity through ICTs has been identified as crucial for development and prosperity as highlighted in UN Agenda 2030 in SDG 9. Target 9 C: calls on countries to “significantly increase access to information and communication technology and strive to provide universal and affordable access to the internet in the LDCs by 2030”. Development is a fundamental human right in itself. As the Chief of Staff to the immediate past President of Nigeria, I had the unique opportunity to witness how technology can be both a tool for empowerment and a barrier that exacerbates inequality within and between countries when access is unequal. During my tenure, the administration recognized the immense potential of technology to drive socio-economic development and, importantly, to safeguard fundamental human rights. This recognition led to the creation of the Nigeria Startup Act, signed into law in October 2022, which was designed to foster innovation by providing essential support structures for startups, tax incentives, and access to funding. Yet, despite the advances in the startup ecosystem and the benefits of such policies, we must acknowledge a stark reality: the digital divide continues to deepen, leaving millions of Africans disconnected from the opportunities that the digital economy provides. As of 2022, only 40% of the African population had access to the Internet, leaving over 871 million people with the majority living in rural areas disconnected. The disparity between rural and urban access is stark: 64% of urban dwellers have Internet access compared to just 23% in rural areas. This digital inequality is not merely a technological issue but a human rights issue, as the lack of access to digital tools perpetuates socio-economic inequalities and restricts access to essential services such as education, healthcare, and democratic participation​. Afrobarometer has found that while most Africans own mobile phones, fewer than half own a mobile phone with internet access and fewer still with access to a computer. This divide also disproportionately affects marginalized groups, particularly women. Globally, women are underrepresented in online spaces, with South Asia and Sub-Saharan Africa showing the largest gender gaps. In Africa, for every three men online, there are only two women. The implications of this divide on human rights are profound. Without access to the Internet, individuals are excluded from information that could improve their quality of life and exercise their rights. The digital divide limits access to healthcare through telemedicine, educational resources through e-learning platforms, and even economic opportunities through digital entrepreneurship. In regions with weak democratic institutions, access to the Internet can also empower citizens to hold their governments accountable, promoting transparency and good governance. However, bridging this divide can unlock tremendous potential for growth and development. According to a 2020 report by the World Bank, closing the digital divide in Africa could increase GDP by as much as 2% per year across the continent. This growth could be driven by enhanced access to global markets, innovation in sectors such as fintech and agritech, and improved service delivery in education and healthcare. In the recently concluded Summit of the Future at the United Nations headquarters in New York, world leaders adopted the Global Digital Compact which commits to enhanced global cooperation and capacity building based on the premise that every country must be able to access the benefits of technology. Furthermore, the Compact includes the very first truly universal agreement on international governance of Artificial Intelligence to give every nation a seat on the AI table. Implementation is now the key objective for measures to bridge the digital gap between Africa and other continents. Technology is revolutionizing legal practice across all areas, from human rights to commercial law. The ability to file briefs electronically and access court documents online has significantly reduced delays in legal proceedings, making the system more efficient. Digital scheduling tools ensure smoother coordination of hearings, helping to avoid conflicts and improve case management. Remote legal consultations and virtual hearings have expanded access to justice, particularly for those in remote or underserved areas. Moreover, AI-powered legal research tools and digital databases streamline the research process, while cloud-based document management systems allow for secure, collaborative access to legal files. Client Relationship Management software helps lawyers manage communications and administrative tasks more effectively. With advanced cybersecurity measures protecting sensitive client data, and Online Dispute Resolution platforms facilitating quicker conflict resolution, legal professionals can now deliver more timely, accessible, and secure services, enhancing the overall administration of justice. As legal professionals, you are pivotal in this effort. By advocating for digital rights, ensuring adherence to international human rights standards, and crafting inclusive legal frameworks, you help pave the way toward a more equitable and connected digital future. The laws you craft, the cases you argue, and the policies you support can help ensure that every African, regardless of gender, geography, or economic status, can participate in the digital economy fully. Indeed, to avoid a digital divide becoming entrenched, Africa needs to initiate proactive measures which will enable the continent take full advantage of the Fourth Industrial Revolution so as to boost economic prospects and respect for fundamental rights for the millions of its most youthful population. The prohibitive costs of accessing ICT services for a significant portion of our African population, especially in the rural areas highlights the sector’s lack of competitiveness and also undermines the development needs of the African population and thus the protection of its fundamental human rights. In closing, addressing the digital divide is not just about technology, it is about human rights. It is about ensuring equitable access to the tools and opportunities that can improve the lives of millions of Africans. The future of Sydney coach John Longmire is uncertain ahead of a major club announcement on Tuesday afternoon. The Swans declined to comment amid speculation, put to them by this masthead, that Longmire would walk away. Longmire and his manager Liam Pickering were also contacted for comment. One of the most respected and highly regarded coaches in football, the 53-year-old coached the Swans to a premiership in 2012 before suffering grand final losses in 2014, 2016 and 2022. He was contracted for the upcoming season. People close to Longmire have said he had contemplated walking away from the game in recent years to live on his farm. The Swans have a history of succession planning for their new coaches. Longmire took over from Paul Roos under such a plan. Assistant coach Dean Cox has been part of Sydney’s coaching structure since 2017, and currently oversees game strategy and performance and would be considered highly likely to take over from Longmire. The 42-year-old had been a target of West Coast in their hunt for a senior coach, before the Eagles appointed Andrew McQualter, but Cox opted not to pursue the job . Though the Swans have repeatedly denied he is part of a contracted succession plan with Longmire, the six-time All-Australian ruckman has been seen as Longmire’s logical successor. Labour MP for Cardiff West, Alex Barros-Curtis, said warnings should have been “amber or red”, as Mr Reed told MPs that more flooding is “likely”. Hundreds of homes were left under water, roads were turned into rivers and winds of more than 80mph were recorded across parts of the UK. More than 130 flood warnings and 160 alerts remained in place across the UK on Monday. In the Commons on Monday, Mr Barros-Curtis asked: “Can I ask that the Secretary of State speak to his Department for Science, Innovation and Technology (DSIT) colleagues to carefully look into the role of the Met Office here? “It is clear that their response was slow and that there was a clear underestimation of the impact of Storm Bert. “They put it yellow rather than amber or red. Our constituents have been let down by this incompetence before, and it cannot keep happening.” Mr Reed said: “In most parts of the countries that were affected, warnings were given with adequate time for people to prepare and I would encourage people to sign up on the Defra website, or the Environment Agency website for warnings and alerts if they live in an area that could be affected by flooding. “I’m aware of the particular concern that he mentions regarding the Met Office, and I will indeed be speaking to colleagues in DSIT as they review the circumstances of that and look at how the situation can be improved for future events of this kind.” A Met Office spokesperson said: “Storm Bert was well forecast, with first signs of disruptive weather signalled a week ahead and the first warnings issued on Wednesday November 20. “A number of warnings were in place ahead of the system reaching the UK. “We work closely with partners to assess the potential risks of extreme weather and warnings covering Wales highlighted the potential for homes and businesses to flood with fast flowing or deep floodwater possible, causing a danger to life. “Observed rainfall totals were broadly in line with the forecast and the severe weather warnings issued in advance.” During his update to the House, the Environment Secretary said that more flooding this week is “likely” but its impact “should be less severe” than has been seen. He said: “Around 28,000 properties are being protected by Environment Agency flood defences. “Unfortunately, an estimated 107 properties have flooded across England, principally from river and surface water flooding.” He added: “The Environment Agency and local responders have also been busy protecting properties elsewhere in England, including flooding from the River Teme in Tenbury Wells where around 40 properties have flooded. “The river has now peaked and local responders will be focusing on the lower reaches of rivers over the next few days.” He further stated: “Further flooding is sadly likely over the next few days as water levels rise in slower flowing rivers such as the Severn and the Ouse. “The Environment Agency anticipates that any impacts should be less severe than we have seen in recent days.” Mr Reed also described the flood defences they inherited from the previous government as being “in the worst condition on record following years of underinvestment”. He added: “Over 3,000 of our key flood defences are below an acceptable standard. “That is why we are investing £2.4 billion over the next two years to build and maintain flood defences.” Elsewhere in the session, Labour MP for Coventry South, Zarah Sultana, was among the MPs to call for a legal duty on fire services to respond to flooding. She said: “I want to express my solidarity and thanks to all of our emergency services, including firefighters on the front line. “Extreme weather events are on the rise and becoming ever more frequent due to climate change, highlighting the urgent need for proper funding and resources. “England is the only part of the UK without a statutory duty for flooding, leaving fire services underfunded and under-resourced to respond effectively. This must change, as the FBU (Fire Brigades Union) has long called for.” “When will the Government finally provide a statutory duty for Fire and Rescue authorities to respond to flooding incidents in England?” Mr Reed replied: “The fire and rescue authorities have the powers to intervene, but she’s quite right to point out there’s not a duty, and officials in my department, working with the Home Office, will review that to see that that remains appropriate.” Conservative MP for Mid Buckinghamshire Greg Smith said some communities in his constituency are flooding “for the first time in decades” as he accused the Government of wanting to “concrete over the countryside”.
