Rico Carty, who won the 1970 NL batting title when he hit a major league-best .366 for the Atlanta Braves, has died. He was 85. Major League Baseball , the players' association and the Braves paid tribute to Carty on social media on Sunday. No further details on Carty's death were provided. “Carty was one of the first groundbreaking Latino stars in the major leagues, and he established himself as a hero to millions in his native Dominican Republic, his hometown of San Pedro de Macoris, and the city of Atlanta, where he was a beloved fan favorite,” the players' association said in its statement . The Braves said Carty left an indelible mark on the organization. “While his on-field accomplishments will never be forgotten, his unforgettable smile and generous nature will be sorely missed,” the team said in its statement. Carty made his big league debut with the Braves in September 1963. He batted .330 with 22 homers and 88 RBIs in his first full season in 1964, finishing second to Dick Allen in voting for NL Rookie of the Year. The Braves moved from Milwaukee to Atlanta after the 1965 season, and Carty got the franchise's first hit in its new home on April 12, 1966, against Pittsburgh. Carty had his best year in 1970, batting .366 with 25 homers and a career-best 101 RBIs. He started the All-Star Game after he was elected as a write-in candidate, joining Willie Mays and Hank Aaron in the NL outfield. Carty batted .299 with 204 homers and 890 RBIs over 15 years in the majors, also playing for Cleveland, Toronto, Oakland, Texas and the Chicago Cubs. He retired after the 1979 season. The name, image and likeness (NIL) market for student-athletes has seen unprecedented growth since its inception in 2021. According to Opendorse, an athlete marketplace and NIL technology company, the market is projected to expand from $917 million in 2021-22 to an estimated $1.67 billion by 2024-25. A combination of school policies and state laws currently dictates the deals athletes can make, ESPN reported. In states lacking oversight, the NCAA requires universities to establish policies for their athletes. Highlighting the lucrative potential of NIL deals, Colorado quarterback Shedeur Sanders, son of Buffaloes coach Deion Sanders, holds the top NIL valuation at $6.2 million, according to media and tech company On3. His endorsements include Nike, Beats by Dre and Google. In a landmark move, the House v. NCAA settlement proposal could allow Division I schools to pay college athletes for the first time in history. If finalized in April, schools could begin sharing between $20 million and $30 million in revenue with players as early as July 1, 2025, Front Office Sports reported. Participation is optional, but schools that opt in must provide revenue-sharing dollars to all athletes in their departments. The NCAA is advocating for federal guidelines to regulate the NIL market. In September, NCAA President Charlie Baker expressed concerns over dysfunction in the NIL environment, including unfulfilled promises to student-athletes. He urged Congress to establish national NIL guidelines to protect student-athletes and standardize contracts. “We continue to see evidence of dysfunction in today’s NIL environment, including examples of promises made but not kept to student-athletes. Just as anyone who owns stock or buys a house is afforded basic consumer protections, it’s clear that student-athletes entering NIL contracts should be too,” Baker wrote on X. “While we’d love to see these resources used to protect student-athletes in every NIL deal, it’s not something the NCAA has the authority to mandate. In the meantime, we’re continuing to advocate for Congress to create national NIL guidelines that will protect student-athletes from exploitation, including the use of standard contracts.” Interest in federal involvement is evident on Capitol Hill. Senator Ted Cruz, R-Texas, poised to chair the Commerce Committee, said a college sports bill would be a top priority, according to the Associated Press. Cruz will need bipartisan support to pass the necessary 60-vote threshold in the Senate, requiring compromise with lawmakers focused on athlete welfare over expanding NCAA authority. Clark, 39, was shocked that she was asked to pay that amount during this second prenatal visit. Normally, patients receive the bill after insurance has paid its part, and for pregnant women that’s usually only when the pregnancy ends. It would be months before the office filed the claim with her health insurer. Clark said she felt stuck. The Cleveland, Tennessee, obstetrics practice was affiliated with a birthing center where she wanted to deliver. Plus, she and her husband had been wanting to have a baby for a long time. And Clark was emotional, because just weeks earlier her mother had died. “You’re standing there at the window, and there’s people all around, and you’re trying to be really nice,” recalled Clark, through tears. “So, I paid it.” On online baby message boards and other social media forums , pregnant women say they are being asked by their providers to pay out-of-pocket fees earlier than expected. The practice is legal, but patient advocacy groups call it unethical. Medical providers argue that asking for payment up front ensures they get compensated for their services. How frequently this happens is hard to track because it is considered a private transaction between the provider and the patient. Therefore, the payments are not recorded in insurance claims data and are not studied by researchers. Patients, medical billing experts, and patient advocates say the billing practice causes unexpected anxiety at a time of already heightened stress and financial pressure. Estimates can sometimes be higher than what a patient might ultimately owe and force people to fight for refunds if they miscarry or the amount paid was higher than the final bill. Up-front payments also create hurdles for women who may want to switch providers if they are unhappy with their care. In some cases, they may cause women to forgo prenatal care altogether, especially in places where few other maternity care options exist. It’s “holding their treatment hostage,” said Caitlin Donovan, a senior director at the Patient Advocate Foundation . Medical billing and women’s health experts believe OB-GYN offices adopted the practice to manage the high cost of maternity care and the way it is billed for in the U.S. When a pregnancy ends, OB-GYNs typically file a single insurance claim for routine prenatal care, labor, delivery, and, often, postpartum care. That practice of bundling all maternity care into one billing code began three decades ago, said Lisa Satterfield, senior director of health and payment policy at the American College of Obstetricians and Gynecologists . But such bundled billing has become outdated, she said. Previously, pregnant patients had been subject to copayments for each prenatal visit, which might lead them to skip crucial appointments to save money. But the Affordable Care Act now requires all commercial insurers to fully cover certain prenatal services. Plus, it’s become more common for pregnant women to switch providers, or have different providers handle prenatal care, labor, and delivery — especially in rural areas where patient transfers are common. Some providers say prepayments allow them to spread out one-time payments over the course of the pregnancy to ensure that they are compensated for the care they do provide, even if they don’t ultimately deliver the baby. “You have people who, unfortunately, are not getting paid for the work that they do,” said Pamela Boatner, who works as a midwife in a Georgia hospital. While she believes women should receive pregnancy care regardless of their ability to pay, she also understands that some providers want to make sure their bill isn’t ignored after the baby is delivered. New parents might be overloaded with hospital bills and the costs of caring for a new child, and they may lack income if a parent isn’t working, Boatner said. In the U.S., having a baby can be expensive. People who obtain health insurance through large employers pay an average of nearly $3,000 out-of-pocket for pregnancy, childbirth, and postpartum care, according to the Peterson-KFF Health System Tracker . In addition, many people are opting for high-deductible health insurance plans, leaving them to shoulder a larger share of the costs. Of the 100 million U.S. people with health care debt, 12% attribute at least some of it to maternity care, according to a 2022 KFF poll . Families need time to save money for the high costs of pregnancy, childbirth, and child care, especially if they lack paid maternity leave, said Joy Burkhard , CEO of the Policy Center for Maternal Mental Health, a Los Angeles-based policy think tank. Asking them to prepay “is another gut punch,” she said. “What if you don’t have the money? Do you put it on credit cards and hope your credit card goes through?” Calculating the final costs of childbirth depends on multiple factors, such as the timing of the pregnancy , plan benefits, and health complications, said Erin Duffy , a health policy researcher at the University of Southern California’s Schaeffer Center for Health Policy and Economics. The final bill for the patient is unclear until a health plan decides how much of the claim it will cover, she said. But sometimes the option to wait for the insurer is taken away. During Jamie Daw’s first pregnancy in 2020, her OB-GYN accepted her refusal to pay in advance because Daw wanted to see the final bill. But in 2023, during her second pregnancy, a private midwifery practice in New York told her that since she had a high-deductible plan, it was mandatory to pay $2,000 spread out with monthly payments. Daw, a health policy researcher at Columbia University, delivered in September 2023 and got a refund check that November for $640 to cover the difference between the estimate and the final bill. “I study health insurance,” she said. “But, as most of us know, it’s so complicated when you’re really living it.” While the Affordable Care Act requires insurers to cover some prenatal services, it doesn’t prohibit providers from sending their final bill to patients early. It would be a challenge politically and practically for state and federal governments to attempt to regulate the timing of the payment request, said Sabrina Corlette , a co-director of the Center on Health Insurance Reforms at Georgetown University. Medical lobbying groups are powerful and contracts between insurers and medical providers are proprietary. Because of the legal gray area, Lacy Marshall , an insurance broker at Rapha Health and Life in Texas, advises clients to ask their insurer if they can refuse to prepay their deductible. Some insurance plans prohibit providers in their network from requiring payment up front. If the insurer says they can refuse to pay up front, Marshall said, she tells clients to get established with a practice before declining to pay, so that the provider can’t refuse treatment. Then she called her OB-GYN’s office and asked for a refund. “I got my spine back,” said Clark, who had previously worked at a health insurer and a medical office. She got an initial check for about half the $960 she originally paid. In August, Clark was sent to the hospital after her blood pressure spiked. A high-risk pregnancy specialist — not her original OB-GYN practice — delivered her son, Peter, prematurely via emergency cesarean section at 30 weeks. It was only after she resolved most of the bills from the delivery that she received the rest of her refund from the other OB-GYN practice. This final check came in October, just days after Clark brought Peter home from the hospital, and after multiple calls to the office. The United States Postal Service might have found a way to unite a nation bitterly divided after this month's election: It will release a Betty White stamp. The beloved actor known for roles in "The Golden Girls," "The Mary Tyler Moore Show," "Boston Legal" and others will be on a 2025 Forever stamp, USPS announced this past week. White died in late December 2021 , less than three weeks before her 100th birthday. The Postal Service hasn't announced a release date for the stamp. "I'd love to send a letter back to my 18-year-old self with this stamp on it and tell him that everything is going to be OK," Stephanos posted on Facebook . The chancellor Rachel Reeves is facing a revolt in rural England over her decision to extend inheritance tax to family farms. Thousands of farmers brought Westminster to a standstill on Tuesday when they descended on the capital to voice their opposition to the changes. Baroness Mallalieu, who joined farmers on the march, has now warned her government it is losing the trust of rural communities. And, in an echo of a phrase Theresa May once infamously used to describe the Tories - "the nasty party" - Lady Mallalieu said: "We are almost becoming the cruel party." The president of the Countryside Alliance also told The Daily Telegraph newspaper: "It has taken the Labour Party 14 years to win back the trust of the countryside after that last attack on hunting. "Since the last election we have more than 100 MPs in rural seats, but here we are making the same mistakes again." Labour under Sir Tony Blair brought in the fox hunting ban, which the Countryside Alliance opposed. The changes mean that farms valued at £1 million or more would be liable for 20 per cent inheritance tax. The Treasury claim that, with tax allowances, in reality only farms worth £3 million would be affected - just 28 per cent of family farms. But official Defra figures appear to suggest as many as 66 per cent could be hit. Lady Mallalieu said the tax changes are "not just threatening farmers in their pockets". "They are threatening their family and their home," she said. She added: "On the march, I heard there have been four suicides already among farmers and, for me, the most unpleasant side - and I don’t think the Government thought about this - is that they are saying to elderly farmers, make yourself die before March 2026 to save your family from losing their home." On Friday, Sir Keir Starmer insisted his government supported farmers but warned the money is needed to fund public services. The prime minister told BBC Bristol: "We’re for working people who need to be better off, who’ve really struggled over recent years. "We’re for everybody who wants to and needs to rely on the NHS, which is on its knees, and we’ve got to pick it up and we will and get those waiting lists down. The BSP candidates were pushed to the third spot in seven seats while in two seats, they came fifth, even behind the Azad Samaj Party (Kanshi Ram) and All India Majlis-e-Ittehadul Muslimeen (AIMIM) candidates. The party’s poor show led to the charge of being a “vote katwa” — a term meant to accuse it of cutting into the Samajwadi Party’s (SP) votes, especially in Katehari and Phulpur, in favour of the ruling Bharatiya Janata Party (BJP). The Mayawati-led party posted its best performance in Katehari, where its candidate Amit Verma got 41,647 votes to emerge third. SP leaders alleged that the BSP helped the BJP’s Dharamraj Nishad win the seat by cutting into the votes of its candidate, Shobhawati Verma, who lost the contest by a margin of 34,514 votes. The BSP’s worst show was in Kundarki, where its candidate Rafatulla polled a meagre 1,099 votes. These activities are now being executed more openly, especially during bypolls, she claimed. “We witnessed this in the Uttar Pradesh bypolls. Similar concerns have also been raised regarding the recent (Assembly) election in Maharashtra. This is a major warning bell for democracy in our country,” the BSP chief said. “Given this situation, our party has decided that until the Election Commission takes strict measures to prevent fake voting, we will not participate in any bypoll across the country, particularly in Uttar Pradesh. I am specifically referring to bypolls here,” she added. JMM's 'Maiya Samman Yojana' Push The Jharkhand politics was also dominated by women welfare schemes this election as the state has an astounding 12.8 million women voters. It seems that JMM's Maiya Samman Yojana stood as a better counter to BJP's 'Gogo Didi' scheme, both aiming to woo women voters. JMM offered Rs 1,000 to underprivileged women in the scheme. In response to JMM, BJP said that through their 'Gogo Didi' scheme, they promised Rs 2,100 per month to all women in the state. BJP pledged to transfer money to beneficiaries from the first month after coming to power but it looks like it didn't work. National security officials have said the drones don’t appear to be a sign of foreign interference. “There’s a lot of us who are pretty frustrated right now,” said Rep. Jim Himes, D-Conn., the top Democrat on the House Intelligence Committee, on Fox News Sunday. “The answer ‘We don’t know’ is not a good enough answer.” President-elect Donald Trump posted on social media last week: “Can this really be happening without our government’s knowledge? I don’t think so. Let the public know, and now. Otherwise, shoot them down.” Certain agencies within the Department of Homeland Security have the power to “incapacitate” drones, U.S. Secretary of Homeland Security Alejandro Mayorkas told ABC’s George Stephanopoulos on Sunday. “But we need those authorities expanded,” he said, without saying exactly how.
