Calin Georgescu, who ran independently, will face reformist Elena Lasconi in a Dec. 8. runoff after most local surveys predicted he would win less than 10% of the vote. Georgescu, 62, was ahead after nearly all ballots were counted with around 22.95%. According to local media, Georgescu in the past has praised Russian President Vladimir Putin as “a man who loves his country” and called Ukraine “an invented state.” He has also sparked controversy for describing Romanian fascist and nationalist leaders from the 1930s and 1940s as national heroes. Lasconi, of the progressive Save Romania Union party, or USR, followed with 19.17%. She beat by a slim margin incumbent Prime Minister Marcel Ciolacu of the Social Democratic Party, or PSD, who stood at 19.15%. Lasconi on Monday warned that Romania is now in “a historical confrontation between preserving Romania’s young democracy ... and those who want to return Romania to the Russian sphere of influence.” She added: “Let us be very clear, Calin Georgescu is an open admirer of Vladimir Putin. He is open against NATO and the European Union ... He is for Romania’s isolation, which he calls neutrality ... And without NATO we are at the mercy of Russia.” Georgescu on Monday denied charges of being an extremist as “false, totally fake” and said he is “completely dedicated” to the Romanian people. “We remain directly linked to European values, but we must find our (own) values,” he said. “I’m not an extremist, I’m not a fascist, I’m a Romanian who loves his country.” Many observers have attributed Georgescu’s success to his TikTok account , which has 3.7 million likes and 274,000 followers. He gained huge traction and popularity in recent weeks. It is the first time in Romania’s 35-year post-communist history that the country’s most powerful party, the PSD, doesn't have a candidate in the second round of a presidential race, underscoring voters’ anti-establishment sentiment. Ciolacu's shocking defeat prompted him to submit his resignation as party leader on Monday. After polls closed on Sunday, the Central Election Bureau said 9.4 million people — about 52.5% of eligible voters — had cast ballots. Georgescu won 43.3% of the vote in Romania's large diaspora, while Lasconi got 26.8%. Romania's president serves a five-year term in the European Union and NATO member country and has significant decision-making powers in areas such as national security, foreign policy and judicial appointments. According to his website, Georgescu holds a doctorate in pedology, a branch of soil science, and held positions in Romania’s environment ministry in the 1990s. Between 1999 and 2012, he was a representative for Romania on the national committee of the United Nations Environment Program. His campaign positions included supporting farmers, reducing import dependence and ramping up local energy and food production. Georgescu's rising popularity will be tested when he faces Lasconi, who may attract more moderate voters who initially choose other candidates. Lasconi, a former journalist, told The Associated Press ahead of the vote that she saw corruption as one of Romania's biggest problems and expressed support for increased defense spending and continued aid to Ukraine. If she wins the final vote, she will be the first female president in Romania's history. Romania will also hold parliamentary elections on Dec. 1 that will determine the country’s next government and prime minister.

Recognizing this challenge, the Department of Science and Technology, through the Industrial Technology and Development Institute (DOST-ITDI), is driving innovative approaches to eco-friendly packaging that reduces environmental impact and promotes resource efficiency. These initiatives were discussed at a conference dubbed as “Initiatives of DOST-ITDI on Green and Sustainable Packaging” during the Regional Science and Technology Week organized by the DOST Region XI at a mall in Davao City on November 12. Mary Joy Paico, from DOST-ITDI’s Packaging Technology Division (PTD), underscored in her message the importance of packaging in all products. She noted that it is essential for containment, protection and preservation, communication, and convenience. “Packaging is not only intended for food, it is also used for furniture and other products,” she said. Types of plastic Paico identified the different types of plastic packaging that are commonly used in the market. They are marked with numbers indicating their types. The Resin Identification Code (RIC) from numbers 1 to 7 are used to label different types of plastic packaging to help consumers and recyclers for proper waste identification and management. She also distinguished bio-based plastics, made from renewable sources, from petroleum-based ones, emphasizing bio-based plastics’ potential for lower emissions, although their recyclability varies. Sustainable Packaging and Health Paico said partly in Filipino: “Sustainable packaging protects not only the environment but also the people’s health.” Moreover, she differentiated compostable and biodegradable plastics, noting that while all compostable materials are biodegradable, not all biodegradable materials are compostable. Widely recyclable and reusable items like textile fibers and plastic lumber are marked with No. 1 Polyethylene Terephthalate (PET), including water and soda bottles, and No. 2 High-Density Polyethylene (HDPE), such as milk jugs and detergent bottles. Pipes and food wraps marked with No. 3 PolyVinyl Chloride present recycling issues because of their high chlorine content and potentially harmful additions that can emit poisonous chemicals. However, because of their low-quality and low cost, products branded No. 4 Low-Density Polyethylene (LDPE), like bread bags and plastic wraps, have few recycling possibilities. Furthermore, polypropylene (PP) products—like yogurt containers and straws with the No. 5 label—are durable and recyclable but lose their strength through the recycling process. Owing to their poor scrap value, No. 6 PolyStyrene (PS) goods, such as coffee cups and takeout containers, frequently wind up in landfills. Plastics used in No. 7 items differ in their capacity to be recycled. Waste management is aided by these codes, which promote sustainability and efficient recycling. On photodegradable and oxodegradable plastics and their varying degradation mechanisms, Paico said their efficient waste management is highlighted by the fact that photodegradable plastics decompose in the presence of sunshine using UV light, while oxodegradable polymers fragment using heat and oxygen. Green packaging lab To address the demand for sustainable solutions, DOST-ITDI established the Green Packaging Laboratory, focusing on developing alternative packaging materials. The initiative involves farmers as key suppliers of agricultural/aquacultural waste as raw materials. Among DOST-ITDI’s sustainable projects with prototypes are pineapple leaf fiber-based partition boards and cushion pads, chitosan-based antioxidant biodegradable packaging, and anti-insect biodegradable packaging made with PVA, chitosan, and essential oils. Pectin-based biodegradable packaging from calamansi and mango peels showcases the valorization of agricultural waste, although it faces cost challenges due to the lack of locally available producers. For example, chitosan powder is usually imported. Testing and safety The DOST-ITDI PTD’s specialized laboratories conduct tests to assess the overall migration of packaging materials to ensure safety. Through these initiatives, DOST-ITDI continues to push for innovations that make packaging more sustainable while considering economic and practical factors. Through advanced materials and sustainable design, these initiatives aim to minimize waste, improve recyclability, and support a circular economy for a greener future. The state had itself deepened inequality as it "sponsored dis-equalising factors" exempting corporations of taxes and helping banks with liquidity for years on end only to benefit the elite, said Prof Rehman Sobhan, chairman of Centre for Policy Dialogue, yesterday. The major governance problem was around debt default through the years, which continues to pile up even today. After a period, the bad loans were rescheduled and then written off, he said. "This led to a financial crisis for state-run banks and the government recapitalised the banks year after year," said the noted economist at the annual conference of Bangladesh Institute of Development Studies (BIDS). According to the central bank, bad loans of six state-owned banks were Tk 65,781 crore in December 2023, making up 20.99 percent of their total outstanding credits. The amount would be much higher now because those banks classified more loans as default after the fall of the Awami League regime. Prof Sobhan said he saw that proposal for recapitalising banks came up at an advisory council meeting in 1991 for the third time when he was part of the caretaker government. By now, the government has recapitalised banks several times, spending thousands of crores. "If one adds up all the recapitalisation... and also adds up implications of written-off loans, this will give one an idea of how resources were transferred and who were the beneficiary. "Similarly, if you deconstruct your budget and you take into account both subsidies, tax forgiveness, various tax concessions... you will find a significant transfer of resources." The problems can be solved if the government intervenes and redistributes resources to the deprived, he said at the event at a hotel in Gulshan. Regarding the spread of inequality, Prof Sobhan said there were high profits in politics and getting elected as an MP. As a result, 70 to 75 percent of the MPs were businessmen. The elected representatives ran businesses using their political power, he said. Crony capitalism has been embedded in the political system. The political elites have become "Zamindars" in the rural areas. On the other hand, the power concentrated at the Prime Ministers' Office, the main parties ran undemocratically, and leaders enjoyed concentrated power, he said. Thomas is trying out a 46-inch driver — a little more than an inch longer than normal — that he previously used for practice at home to gain speed and length. He blasted a 361-yard drive to 8 feet on the par-4 seventh hole and led the field in driving distance. But it was a few long putts that put him ahead of Scheffler, who had a 69. Thomas was on the verge of falling two shots behind when he made an 18-foot par putt on the par-3 12th hole. On the reachable par-4 14th, he was in a nasty spot in a sandy area and could only splash it out to nearly 50 feet. He made that one for a most unlikely birdie, while behind him Scheffler muffed a chip on the 13th hole and made his lone bogey of a windy day. Scheffler never caught up to him, missing birdie chances on the reachable 14th and the par-5 15th. Thomas hit his approach to 3 feet for birdie on the 16th after a 343-yard drive. Scheffler made an 18-foot birdie putt on the 16th to close within one. Scheffler missed birdie chances on the last two holes from the 10-foot and 15-foot range, while Thomas missed an 8-foot birdie attempt at the last. “I had a stretch at 13, 14, 15 where I felt like I lost a shot or two there, but outside of that I did a lot of really good things today,” Scheffler said. Thomas hasn't won since the 2022 PGA Championship at Southern Hills, and a victory at Albany Golf Club wouldn't count as an official win. But the two-time major champion has made steady progress toward getting his game back in order. “I'm driving it great. I've had a lot of confidence with it,” Thomas said of his longer driver. “I feel like I've been able to put myself in some pretty good spots going into the green. In association with CSIR-Neeri , the university will set up a compact faecal sludge separation and treatment (CFSST) plant using the premier research technology already implemented at the nearby Gau Vigyan Anusandhan Kendra in Deolapar. The move followed KKSU's search for a solution to its wastewater management , water conservation and ensuring a clean campus. Vice-chancellor Hareram Tripathi told TOI that they grappled with a poor sewage network, causing wastewater choking close to the campus giving out a foul stench. "Our initiative is in line with PM Modi's Swachh Bharat campaign as well as being part of a green revolution . During a visit to Deolapar, I was impressed with the work of Neeri senior scientist Ritesh Vijay and his team. I realised Neeri could help us, and we approached its director Abhay Vaidya, who readily extended support," he said. The project has been funded by the govt, Tripathi said, adding that additional funds would be provided by the university. The university has two hostels housing 100 boys and 100 girls, besides PhD scholars on the campus. The wastewater from these hostels used to accumulate near the campus wall and pose a health hazard. "We used to flush out the water using a motor. Then we realised it would be better to recycle it," Tripathi said. The plant's fabrication work will be done at Neeri's campus in Nagpur and later installed at Ramtek. It will encompass a specialised plant for manufacturing beneficial fertilisers through sewage and solid waste management. The recycled wastewater will be utilised for gardening, floriculture, fodder production, and reservoir maintenance, while the solid waste will be transformed into compost to enrich soil fertility and develop gardens. The bhoomi puja for the plant was performed by Neeri director Vaidya. Ritesh Vijay, senior principal scientist, Waste Water Management Division, Neeri, and his team, alongside Manoj Tatwawadi, chief executive officer of Gau Vigyan Anusandhan Kendra, Deolapar, attended the ceremony. Jimmy Carter’s ascent to the White House was something few people could have predicted when he was governor of the US state of Georgia. It was no different for Jimmy Carter in the early 1970s. It took meeting several presidential candidates and then encouragement from an esteemed elder statesman before the young governor, who had never met a president himself, saw himself as something bigger. He announced his White House bid on December 12 1974, amid fallout from the Vietnam War and the resignation of Richard Nixon. Then he leveraged his unknown, and politically untainted, status to become the 39th president. That whirlwind path has been a model, explicit and otherwise, for would-be contenders ever since. “Jimmy Carter’s example absolutely created a 50-year window of people saying, ‘Why not me?’” said Steve Schale, who worked on President Barack Obama’s campaigns and is a long-time supporter of President Joe Biden. Mr Carter’s journey to high office began in Plains, Georgia where he received end-of-life care decades after serving as president. David Axelrod, who helped to engineer Mr Obama’s four-year ascent from state senator to the Oval Office, said Mr Carter’s model is about more than how his grassroots strategy turned the Iowa caucuses and New Hampshire primary into his springboard. “There was a moral stain on the country, and this was a guy of deep faith,” Mr Axelrod said. “He seemed like a fresh start, and I think he understood that he could offer something different that might be able to meet the moment.” Donna Brazile, who managed Democrat Al Gore’s 2000 presidential campaign, got her start on Mr Carter’s two national campaigns. “In 1976, it was just Jimmy Carter’s time,” she said. Of course, the seeds of his presidential run sprouted even before Mr Nixon won a second term and certainly before his resignation in August 1974. In Mr Carter’s telling, he did not run for governor in 1966, he lost, or in 1970 thinking about Washington. Even when he announced his presidential bid, neither he nor those closest to him were completely confident. “President of what?” his mother, Lillian, replied when he told her his plans. But soon after he became governor in 1971, Mr Carter’s team envisioned him as a national player. They were encouraged in part by the May 31 Time magazine cover depicting Mr Carter alongside the headline “Dixie Whistles a Different Tune”. Inside, a flattering profile framed Mr Carter as a model “New South” governor. In October 1971, Carter ally Dr Peter Bourne, an Atlanta physician who would become US drug tsar, sent his politician friend an unsolicited memo outlining how he could be elected president. On October 17, a wider circle of advisers sat with Mr Carter at the Governor’s Mansion to discuss it. Mr Carter, then 47, wore blue jeans and a T-shirt, according to biographer Jonathan Alter. The team, including Mr Carter’s wife Rosalynn, who died aged 96 in November 2023, began considering the idea seriously. “We never used the word ‘president’,” Mr Carter recalled upon his 90th birthday, “but just referred to national office”. Mr Carter invited high-profile Democrats and Washington players who were running or considering running in 1972, to one-on-one meetings at the mansion. He jumped at the chance to lead the Democratic National Committee’s national campaign that year. The position allowed him to travel the country helping candidates up and down the ballot. Along the way, he was among the Southern governors who angled to be George McGovern’s running mate. Mr Alter said Mr Carter was never seriously considered. Still, Mr Carter got to know, among others, former vice president Hubert Humphrey and senators Henry Jackson of Washington, Eugene McCarthy of Maine and Mr McGovern of South Dakota, the eventual nominee who lost a landslide to Mr Nixon. Mr Carter later explained he had previously defined the nation’s highest office by its occupants immortalised by monuments. “For the first time,” Mr Carter told The New York Times, “I started comparing my own experiences and knowledge of government with the candidates, not against ‘the presidency’ and not against Thomas Jefferson and George Washington. It made it a whole lot easier”. Adviser Hamilton Jordan crafted a detailed campaign plan calling for matching Mr Carter’s outsider, good-government credentials to voters’ general disillusionment, even before Watergate. But the team still spoke and wrote in code, as if the “higher office” were not obvious. It was reported during his campaign that Mr Carter told family members around Christmas 1972 that he would run in 1976. Mr Carter later wrote in a memoir that a visit from former secretary of state Dean Rusk in early 1973 affirmed his leanings. During another private confab in Atlanta, Mr Rusk told Mr Carter plainly: “Governor, I think you should run for president in 1976.” That, Mr Carter wrote, “removed our remaining doubts.” Mr Schale said the process is not always so involved. “These are intensely competitive people already,” he said of governors, senators and others in high office. “If you’re wired in that capacity, it’s hard to step away from it.” “Jimmy Carter showed us that you can go from a no-name to president in the span of 18 or 24 months,” said Jared Leopold, a top aide in Washington governor Jay Inslee’s unsuccessful bid for Democrats’ 2020 nomination. “For people deciding whether to get in, it’s a real inspiration,” Mr Leopold continued, “and that’s a real success of American democracy”.VANCOUVER - A family of killer whales has made a rare trip into waters off downtown Vancouver for what an expert says was likely a “grocery shopping” hunt for harbour seals. Video shared on social media by False Creek Ferries shows the whales cruising past highrise towers at the entrance to False Creek on Sunday. Andrew Trites, director of the University of British Columbia’s marine mammal research unit, has identified the whales as a family group of transient orcas consisting of a mother and her three offspring. He says it’s the first time the 26-year-old mother, known as T35A, has shown up in downtown Vancouver with her children aged six, 11 and 14. Trites says the well documented family has previously been seen by marine researchers from Alaska to the Strait of Juan de Fuca south of Vancouver Island. He attributes the pod’s surprising downtown appearance to seals also changing their habits as they hide from orcas, forcing killer whales to hunt in backwater areas like False Creek. Trites says the video shows the whales moving quietly like “ghosts” to avoid alerting their prey. Killer whales have previously been spotted in False Creek, including in 2019, and in 2010 a grey whale swam all the way to the end of the inlet, near Science World.
