The report includes a survey of the Fed’s financial-market contacts conducted from late August to late October by New York Fed staff members. It also includes the central bank’s assessment of developing risks in four main areas, including asset valuations, borrowing by businesses and households, leverage in the financial sector and funding risks. More than half the respondents — 54% — cited fiscal debt sustainability as a salient risk, up from 40% just a half year ago. More debt issuance by the Treasury could start to crowd out private investment or limit policy responses if there’s an economic slump, the survey found. The banking sector remained “sound and resilient overall,” with capital ratios hovering around record levels and high liquidity, the Fed said. But in financial markets, the Fed found valuations remain elevated, liquidity “generally low” and leverage across hedge funds at or near the highest level observed since data became available in 2013. The central bank also singled out life insurers for a steady decline in the liquidity of their assets amid greater use of alternative investments. Taking a look at households, the Fed said credit card and auto loan delinquencies were above average, especially among those with lower credit scores. Overall, they judged vulnerabilities related to household and business debt as “moderate.” “These borrowers hold a relatively small share of aggregate debt, and their high delinquency rates reportedly reflect, in part, more borrowing by some households during and after the pandemic, rather than an abrupt broad-based weakening in households’ ability to repay,” the report said. Stablecoin Status The central bank said funding risks have eased but remain “notable.” The report flagged that stablecoin assets “grew substantially” since the prior report and had a total market capitalization of more than $170 billion by the beginning of November — a notch below a record high seen in April 2022. “These digital assets are structurally vulnerable to runs and lack a comprehensive federal prudential regulatory framework,” the Fed said. The new report arrives shortly after the US presidential election, which has already had a big impact on most corners of US financial markets as investors expect less regulation and possibly bigger deficits from the incoming administration. Bitcoin, following an embrace by President-elect Donald Trump, skyrocketed to near $100,000 a token. The S&P 500 and the tech-heavy Nasdaq 100 have been hitting new records, while Treasuries have been selling off as a resilient economy prompted investors to pare expectations of aggressive interest-rate cuts by the Fed. With an eye on last year’s bank failures, the Fed said that most lenders were relying less on uninsured deposits. Those tend to attract customers who might quickly yank their money away if there’s a hint of trouble at a lender, a vulnerability that contributed to bank failures in the weeks surrounding the March 2023 turmoil. Some lenders have now increased deposits collected through brokers and from other short-term sources of cash, according to the report. “The stability of this type of funding during periods of stress may be lower than that of traditional core insured deposits,” the Fed said. --With assistance from Vildana Hajric and Ye Xie. Senator Opeyemi in a statement to mark the Christmas celebration said that the narrative around the new derivation model provided for in the bills “is utterly incorrect and unfounded.” He revealed that the proposed tax reform bills (an executive legislation) recommends a review of derivations to states, with 6.17% proposed for Kano compared to 0.89% currently due to it. Zamfara is to get 1.21% compared to 0.05%, while Lagos which currently gets 80.26%, is to receive 15.28% as recommended in the new model. This represents an 81% decrease. Under the new model, also, Rivers’ share will decline from 7.74% to 4.6%, accounting for 41%. In the same vein, employees earning N1,000,000 annually or N83,000 monthly; start-ups, shared services and technologically driven services are exempted from taxation, as the bills also recommend zero VAT on essential services and consumptions. The bills have faced stiff opposition from the northern parts of the country, notably from governors who described them as “anti-North.” Besides the governors, members of the National Assembly (Senators in North, South and East causes) have taken various positions on the VAT sharing formula in the bills. The National Economic Council (NEC), a body comprising governors chaired by Vice President Kashim Shettima, urged the president some weeks ago to withdraw the bills for further consultations. However, the president refused, stating that all concerns should be addressed in the National Assembly. Governor Babagana Zulum of Borno State recently claimed that the reform would only benefit Lagos State—President Tinubu`s home state. In his remarks on the bills, the Senate Leader explained that the National Assembly is simply “committed to building an environment where businesses can operate seamlessly; where investors will never think twice before they bring in their capitals; where our compatriots can freely breathe without undue burden and where the next generations will be proud of at all times. We are pursuing each of these reforms purely in the love of our countrymen as Christ our Lord has commanded.” He said this drive is behind key legislations and reforms promoted such as the Tax Reform Bills, 2024 to National Minimum Wage Act, 2024, Investment and Securities Act, 2024 and National Ranches Commission Establishment Bill, 2024, among others, promoted in the 10th National Assembly. “This intention is more than evident in the case of Tax Reform Bills, 2024, a set of four initiatives consciously designed to reverse the country’s disturbing economic indicators. We have taken due note of public concerns about these initiatives. We are, as well, looking deeply into the areas of public concern. Our duty, as democrats, is not just to listen to our constituents, but also give effect to policy initiatives that will positively impact their lives. “For the record, the Tax Reform Bills, when finally enacted, utterly exempt all employees earning N1,000, 000 annually or N83,000 monthly; exempt start-ups, shared services and technologically driven services from taxation and recommend zero VAT on essential services and consumptions. Even though it reviews the derivation formula to 60%, this proposal is guided purely by the principles of equity, fairness and justice. The new model will eventually guarantee a significant increase in VAT distributable to every state of the federation. Amid the debates about the Tax Reform Bills, as Christ our Lord has taught us and as the Parliament of the people, we shall never pursue any agenda outside our oath of allegiance or undertake policy initiatives adversarial to or conflicting the interest and welfare of all our constituents and indeed our Fatherland,” Senator Opeyemi further stated. Recall, on Monday, Tinubu had during his first Presidential Media Chat said he is ready to make concessions to address the controversies surrounding the tax bills before the National Assembly. By JILL COLVIN and STEPHEN GROVES WASHINGTON (AP) — After several weeks working mostly behind closed doors, Vice President-elect JD Vance returned to Capitol Hill this week in a new, more visible role: Helping Donald Trump try to get his most contentious Cabinet picks to confirmation in the Senate, where Vance has served for the last two years. Vance arrived at the Capitol on Wednesday with former Rep. Matt Gaetz and spent the morning sitting in on meetings between Trump’s choice for attorney general and key Republicans, including members of the Senate Judiciary Committee. The effort was for naught: Gaetz announced a day later that he was withdrawing his name amid scrutiny over sex trafficking allegations and the reality that he was unlikely to be confirmed. Thursday morning Vance was back, this time accompanying Pete Hegseth, the “Fox & Friends Weekend” host whom Trump has tapped to be the next secretary of defense. Hegseth also has faced allegations of sexual assault that he denies. Vance is expected to accompany other nominees for meetings in coming weeks as he tries to leverage the two years he has spent in the Senate to help push through Trump’s picks. Usually the job goes to a former senator who has close relationships on the Hill, or a more junior aide. But this time the role fits Vance, said Marc Short, who served as Trump’s first director of legislative affairs as well as chief of staff to Trump’s first vice president, Mike Pence, who spent more than a decade in Congress and led the former president’s transition ahead of his first term. ”JD probably has a lot of current allies in the Senate and so it makes sense to have him utilized in that capacity,” Short said. Unlike the first Trump transition, which played out before cameras at Trump Tower in New York and at the president-elect’s golf club in Bedminster, New Jersey, this one has largely happened behind closed doors in Palm Beach, Florida. There, a small group of officials and aides meet daily at Trump’s Mar-a-Lago resort to run through possible contenders and interview job candidates. The group includes Elon Musk, the billionaire who has spent so much time at the club that Trump has joked he can’t get rid of him. Vance has been a constant presence, even as he’s kept a lower profile. The Ohio senator has spent much of the last two weeks in Palm Beach, according to people familiar with his plans, playing an active role in the transition, on which he serves as honorary chair. Vance has been staying at a cottage on the property of the gilded club, where rooms are adorned with cherubs, oriental rugs and intricate golden inlays. It’s a world away from the famously hardscrabble upbringing that Vance documented in the memoir that made him famous, “Hillbilly Elegy.” His young children have also joined him at Mar-a-Lago, at times. Vance was photographed in shorts and a polo shirt playing with his kids on the seawall of the property with a large palm frond, a U.S. Secret Service robotic security dog in the distance. Though he has taken a break from TV interviews after months of constant appearances, Vance has been active in the meetings, which began immediately after the election and include interviews and as well as presentations on candidates’ pluses and minuses. Defending himself from criticism that he’d missed a Senate vote in which one of President Joe Biden’s judicial nominees was confirmed, Vance wrote that he was meeting at the time “with President Trump to interview multiple positions for our government, including for FBI Director.” “I tend to think it’s more important to get an FBI director who will dismantle the deep state than it is for Republicans to lose a vote 49-46 rather than 49-45,” Vance added on X. “But that’s just me.” While Vance did not come in to the transition with a list of people he wanted to see in specific roles, he and his friend, Trump’s eldest son, Donald Trump Jr., who is also a member of the transition team, were eager to see former Democratic Rep. Tulsi Gabbard and Robert F. Kennedy Jr. find roles in the administration. Trump ended up selecting Gabbard as the next director of national intelligence , a powerful position that sits atop the nation’s spy agencies and acts as the president’s top intelligence adviser. And he chose Kennedy to lead the Department of Health and Human Services , a massive agency that oversees everything from drug and food safety to Medicare and Medicaid. Vance was also a big booster of Tom Homan, the former acting director of Immigration and Customs Enforcement, who will serve as Trump’s “border czar.” In another sign of Vance’s influence, James Braid, a top aide to the senator, is expected to serve as Trump’s legislative affairs director. Allies say it’s too early to discuss what portfolio Vance might take on in the White House. While he gravitates to issues like trade, immigration and tech policy, Vance sees his role as doing whatever Trump needs. Vance was spotted days after the election giving his son’s Boy Scout troop a tour of the Capitol and was there the day of leadership elections. He returned in earnest this week, first with Gaetz — arguably Trump’s most divisive pick — and then Hegseth, who has was been accused of sexually assaulting a woman in 2017, according to an investigative report made public this week. Hegseth told police at the time that the encounter had been consensual and denied any wrongdoing. Vance hosted Hegseth in his Senate office as GOP senators, including those who sit on the Senate Armed Services Committee, filtered in to meet with the nominee for defense secretary. While a president’s nominees usually visit individual senators’ offices, meeting them on their own turf, the freshman senator — who is accompanied everywhere by a large Secret Service detail that makes moving around more unwieldy — instead brought Gaetz to a room in the Capitol on Wednesday and Hegseth to his office on Thursday. Senators came to them. Vance made it to votes Wednesday and Thursday, but missed others on Thursday afternoon. Vance is expected to continue to leverage his relationships in the Senate after Trump takes office. But many Republicans there have longer relationships with Trump himself. Sen. Kevin Cramer, a North Dakota Republican, said that Trump was often the first person to call him back when he was trying to reach high-level White House officials during Trump’s first term. “He has the most active Rolodex of just about anybody I’ve ever known,” Cramer said, adding that Vance would make a good addition. “They’ll divide names up by who has the most persuasion here,” Cramer said, but added, “Whoever his liaison is will not work as hard at it as he will.” Cramer was complimentary of the Ohio senator, saying he was “pleasant” and ” interesting” to be around. ′′He doesn’t have the long relationships,” he said. “But we all like people that have done what we’ve done. I mean, that’s sort of a natural kinship, just probably not as personally tied.” Under the Constitution, Vance will also have a role presiding over the Senate and breaking tie votes. But he’s not likely to be needed for that as often as was Kamala Harris, who broke a record number of ties for Democrats as vice president, since Republicans will have a bigger cushion in the chamber next year. The jury found Momeni not guilty of first-degree murder, meaning jurors decided the murder of Lee was not premeditated. Lee was fatally stabbed on the streets of downtown San Francisco in April 2023. During the trial, prosecutors painted a dramatic picture of Lee’s two-day drug binge with Khazar Momeni, the sister of his murderer, which preceded his death. Prosecutors alleged that Lee’s friend and drug dealer had sexually assaulted Khazar during the escapade, leading to a heated exchange in which Nima ultimately stabbed Lee with a kitchen knife from his sister’s home. However, the defense told a different story. Nima Momeni told the jury he was out on a walk with Lee under the Bay Bridge on the night of the stabbing, trying to convince Lee to spend more time at home with his family instead of out partying. The defense alleged that Lee became frustrated and attacked Momeni with a knife during that conversation, leading Momeni to retaliate in self-defense and grab the weapon from Lee. Momeni told jurors he had no animosity toward Lee. However, video evidence of the event indicated that Momeni was the aggressor, and forensic testing found Momeni’s DNA on the knife’s handle. The punishment for first-degree murder is often harsher than the punishment for second-degree murder, but both typically come with lengthy prison sentences. Momeni is facing 16 years to life in prison, with sentencing to come at a later date. Lee was 43 and the chief product officer at the cryptocurrency company MobileCoin at the time of his death. Prior to that, he led technology development at Jack Dorsey’s Block, where he created the mobile payment service Cash App, and was also an investor in SpaceX, Clubhouse, Tile, and Figma. In his early 20s, he helped develop the Android operating system at Google. At the time of Lee’s death, his colleagues and peers praised his contributions to the technology world. The CEO of Figma, Dylan Field, noted how Lee first met with him when he was 14 and was an early supporter of Figma. Dorsey said Lee was instrumental to creating Square , which then became Block. 'Emerging' B.C. family cooks up something special in the frozen meals businessWASHINGTON — FBI Director Christopher Wray told bureau workers Wednesday that he plans to resign at the end of President Joe Biden’s term in January, an announcement that came a week and a half after President-elect Donald Trump said he would nominate loyalist Kash Patel for the job. Wray said at a town hall meeting that he would be stepping down “after weeks of careful thought,” roughly three years short of the completion of a 10-year term during which he tried to keep the FBI out of politics even as the bureau found itself entangled in a string of explosive investigations, including two that led to separate indictments of Trump last year as well as inquiries into Biden and his son. “My goal is to keep the focus on our mission — the indispensable work you’re doing on behalf of the American people every day,” Wray told agency employees. “In my view, this is the best way to avoid dragging the bureau deeper into the fray, while reinforcing the values and principles that are so important to how we do our work.” The intended resignation was not unexpected considering that Trump had settled on Patel to be director and had repeatedly aired his ire at Wray, whom he appointed during his first term. But his departure is nonetheless a reflection of how Trump’s norm-breaking style has reshaped Washington, with the president-elect yet again flouting tradition by moving to replace an FBI director well before his term was up and Wray resigning to avert a collision with the incoming administration. “It should go without saying, but I’ll say it anyway — this is not easy for me,” Wray said. “I love this place, I love our mission, and I love our people — but my focus is, and always has been, on us and doing what’s right for the FBI.” Wray received a standing ovation following his remarks before a standing-room-only crowd at FBI headquarters and some in the audience cried, according to an FBI official who was not authorized to discuss the private gathering by name and spoke on condition of anonymity to The Associated Press. Trump applauded the news on social media, calling it “a great day for America as it will end the Weaponization of what has become known as the United States Department of Injustice” and saying that Patel’s confirmation will begin “the process of Making the FBI Great Again.” If confirmed by the Senate, Patel would herald a radical leadership transformation at the nation’s premier federal law enforcement agency. He has advocated shutting down the FBI’s Washington headquarters and called for ridding the federal government of “conspirators,” raising alarms that he might seek to wield the FBI’s significant investigative powers as an instrument of retribution against Trump’s perceived enemies. Patel said in a statement Wednesday that he was looking forward to “a smooth transition. I will be ready to serve the American people on day one.” It’s extremely rare for FBI directors to be ousted from their jobs before the completion of their 10-year terms, a length meant to insulate the agency from the political influence of changing administrations. But Trump has done it twice, placing Wray in the job in 2017 after firing Director James Comey amid an investigation into ties between Russia and the Republican president’s campaign. Despite having appointed Wray, Trump had telegraphed his anger with the FBI director on multiple occasions throughout the years, including as recently as the past week. In an interview with NBC’s “Meet the Press” that aired Sunday, Trump said, “I can’t say I’m thrilled with him. He invaded my home,” a reference to the FBI search of his Florida property, Mar-a-Lago, two years ago for classified documents from Trump’s first term as president. That search, and the recovery of boxes of sensitive government records, paved the way for one of two federal indictments against Trump. The case, and another one charging him with plotting to overturn the 2020 election, have both been dismissed by the Justice Department special counsel that brought them in light of Trump’s November victory. Attorney General Merrick Garland praised Wray for having “served our country honorably and with integrity for decades.” He said: “Under Director Wray’s principled leadership, the FBI has worked to fulfill the Justice Department’s mission to keep our country safe, protect civil rights, and uphold the rule of law.” Natalie Bara, the president of the FBI Agents Association, said in a statement that Wray had led the FBI “through challenging times with a steady focus on doing the work that keeps our country safe. ” Throughout his seven years on the job, the self-professed “low-key, understated” Wray brought a workmanlike approach to the job, repeatedly preaching a “keep calm and tackle hard” mantra to bureau personnel despite a steady drumbeat of attacks from Trump and his supporters. He also sought to avoid public conflict when possible with the Trump White House, distancing himself and his leadership team from the FBI’s Russia investigation over errors that took place before he took office and announcing dozens of corrective actions meant to prevent the recurrence of the surveillance abuses that plagued the inquiry. But there were other instances when he memorably broke from Trump — he did not agree, for instance, with Trump’s characterization of the Russia investigation as a “witch hunt.” He made known his displeasure when the White House blessed the declassification of materials related to the surveillance of a former Trump campaign aide and contradicted a Trump talking point by stating that Ukraine had not interfered in the 2016 election. He repeatedly sought to keep the focus on the FBI’s day-to-day work, using the bulk of his resignation announcement to praise the bureau’s efforts in countering everything from violent crime and cyberattacks to Chinese espionage and terrorism. Yet as he leaves office at a time of heightened threats, much of the public focus has been on the politically sensitive investigations of his tenure. Besides the inquiries into Trump, the FBI in recent years also investigated Biden’s handling of classified information as well as Biden’s son Hunter for tax and gun violations. Hunter Biden was pardoned by his father last week. A particular flashpoint came in August 2022, when FBI agents searched Mar-a-Lago — an action officials defended as necessary given the boxes of documents that were being concealed at the Palm Beach property and the evidence of obstruction that the Justice Department said had been gathered. Trump railed against the FBI over that search and has kept up his criticism ever since. Trump was angered by Wray’s comment at a congressional hearing that there was “some question about whether or not it’s a bullet or shrapnel” that struck Trump’s ear during an assassination attempt in Pennsylvania in July. The FBI later stated unequivocally that it was indeed a bullet. Before being named FBI director, Wray worked at a prestigious law firm, King & Spalding, where he represented former New Jersey Gov. Chris Christie during the “Bridgegate” scandal. He also led the Justice Department’s criminal division for a period during President George W. Bush’s administration.
