The conflict is “entering a decisive phase,” Poland’s Prime Minister Donald Tusk said Friday, and “taking on very dramatic dimensions.” Ukraine’s parliament canceled a session as security was tightened following Thursday’s Russian strike on a military facility in the city of Dnipro. In a stark warning to the West, President Vladimir Putin said in a nationally televised speech that the attack with the intermediate-range Oreshnik missile was in retaliation for Kyiv’s use of U.S. and British longer-range missiles capable of striking deeper into Russian territory. Putin said Western air defense systems would be powerless to stop the new missile. Ukrainian military officials said the missile that hit Dnipro had reached a speed of Mach 11 and carried six nonnuclear warheads each releasing six submunitions. Speaking Friday to military and weapons industries officials, Putin said Russia is launching production of the Oreshnik. “No one in the world has such weapons,” he said with a thin smile. “Sooner or later other leading countries will also get them. We are aware that they are under development.” But he added, “we have this system now. And this is important.” Testing the missile will continue, “including in combat, depending on the situation and the character of security threats created for Russia,” Putin said, noting there is ”a stockpile of such systems ready for use.” Putin said that while it isn’t an intercontinental missile, it’s so powerful that the use of several of them fitted with conventional warheads in one attack could be as devastating as a strike with strategic — or nuclear — weapons. Gen. Sergei Karakayev, head of Russia’s Strategic Missile Forces, said the Oreshnik could reach targets across Europe and be fitted with nuclear or conventional warheads, echoing Putin’s claim that even with conventional warheads, “the massive use of the weapon would be comparable in effect to the use of nuclear weapons.” Kremlin spokesman Dmitry Peskov kept up Russia’s bellicose tone on Friday, blaming “the reckless decisions and actions of Western countries” in supplying weapons to Ukraine to strike Russia. “The Russian side has clearly demonstrated its capabilities, and the contours of further retaliatory actions in the event that our concerns were not taken into account have also been quite clearly outlined,” he said. Hungarian Prime Minister Viktor Orbán, widely seen as having the warmest relations with the Kremlin in the European Union, echoed Moscow’s talking points, suggesting the use of U.S.-supplied weapons in Ukraine likely requires direct American involvement. “These are rockets that are fired and then guided to a target via an electronic system, which requires the world’s most advanced technology and satellite communications capability,” Orbán said on state radio. “There is a strong assumption ... that these missiles cannot be guided without the assistance of American personnel.” Orbán cautioned against underestimating Russia’s responses, emphasizing that the country’s recent modifications to its nuclear deployment doctrine should not be dismissed as a “bluff.” “It’s not a trick... there will be consequences,” he said. Separately in Kyiv, Czech Foreign Minister Jan Lipavský called Thursday’s missile strike an “escalatory step and an attempt of the Russian dictator to scare the population of Ukraine and to scare the population of Europe.” At a news conference with Ukrainian Foreign Minister Andrii Sybiha, Lipavský also expressed his full support for delivering the necessary additional air defense systems to protect Ukrainian civilians from the “heinous attacks.” He underlined that the Czech Republic will impose no limits on the use of its weapons and equipment given to Ukraine. Three lawmakers from Ukraine’s parliament, the Verkhovna Rada, confirmed that Friday’s previously scheduled session was called off due to the ongoing threat of Russian missiles targeting government buildings in central Kyiv. In addition, there also was a recommendation to limit the work of all commercial offices and nongovernmental organizations “in that perimeter, and local residents were warned of the increased threat,” said lawmaker Mykyta Poturaiev, who added this is not the first time such a threat has been received. President Volodymyr Zelenskyy’s office continued to work in compliance with standard security measures, a spokesperson said. Ukraine’s Main Intelligence Directorate said the Oreshnik missile, whose name in Russian means “hazelnut tree,” was fired from the Kapustin Yar 4th Missile Test Range in Russia’s Astrakhan region, and flew 15 minutes before striking Dnipro. Test launches of a similar missile were conducted in October 2023 and June 2024, the directorate said. The Pentagon confirmed the missile was a new, experimental type of intermediate-range missile based on its RS-26 Rubezh intercontinental ballistic missile. Thursday’s attack struck the Pivdenmash plant that built ICBMs when Ukraine was part of the Soviet Union. The military facility is located about 4 miles (6 1/2 kilometers) southwest of the center of Dnipro, a city of about 1 million that is Ukraine’s fourth-largest and a key hub for military supplies and humanitarian aid, and is home to one of the country’s largest hospitals for treating wounded soldiers from the front before their transfer to Kyiv or abroad. The stricken area was cordoned off and out of public view. With no fatalities reported from the attack, Dnipro residents resorted to dark humor on social media, mostly focused on the missile’s name, Oreshnik. Elsewhere in Ukraine, Russia struck a residential district of Sumy overnight with Iranian-designed Shahed drones, killing two people and injuring 13, the regional administration said. Ukraine’s Suspilne media, quoting Sumy regional head Volodymyr Artiukh, said the drones were stuffed with shrapnel elements. “These weapons are used to destroy people, not to destroy objects,” said Artiukh, according to Suspilne. The curriculum encompasses firearms handling, state security education, survival skills, tactical rescue, first aid, and cybersecurity. Students will also be taught how to assemble and disassemble weapons. The program is set to be rolled out across all 18,000 schools nationwide in Poland. Managed by the nation's Department of National Education, the program is designed to teach students how to deal "with threats caused by warfare and the basics of tactical rescue." Other areas students will receive training in are mass accidents and disaster response, along with basic first aid and health education. The Kremlin said in a statement that air defense systems were firing near Grozny, the regional capital of the Russian republic of Chechnya, due to a Ukrainian drone strike as the plane attempted to land on Wednesday. It stopped short of saying the plane was shot down by Russian air defenses. According to a Kremlin readout of the call, Putin apologized to Azerbaijani President Ilham Aliyev “for the fact that the tragic incident occurred in Russian airspace.” The plane was flying from Azerbaijan’s capital of Baku to Grozny, when it turned toward Kazakhstan and crashed while making an attempt to land. There were 29 survivors. On Friday, a U.S. official and an Azerbaijani minister made separate statements blaming the crash on an external weapon. Friday’s assessments by Rashan Nabiyev and White House national security spokesman John Kirby echoed those made by outside aviation experts who blamed the crash on Russian air defense systems responding to a Ukrainian attack. Neither Kirby or the Azerbaijani minister directly addressed the statements blaming air defenses. Kirby told reporters on Friday that the U.S. “have seen some early indications that would certainly point to the possibility that this jet was brought down by Russian air defense systems,” but refused to elaborate, citing an ongoing investigation. Nabiyev, Azerbaijan’s minister of digital development and transportation, told Azerbaijani media that “preliminary conclusions by experts point at external impact,” as does witness testimony. Passengers and crew who survived the crash told Azerbaijani media that they heard loud noises on the aircraft as it was circling over Grozny. Dmitry Yadrov, head of Russia ́s civil aviation authority Rosaviatsia, said Friday that as the plane was preparing to land in Grozny in deep fog, Ukrainian drones were targeting the city, prompting authorities to close the area to air traffic. Yadrov said that after the captain made two unsuccessful attempts to land, he was offered other airports but decided to fly to Aktau in Kazakhstan, across the Caspian Sea. He didn’t comment on statements from some aviation experts, who pointed out that holes seen in the plane’s tail section suggested that it could have come under fire from Russian air defense systems. Earlier this week, Rosaviatsia cited unspecified early evidence as showing that the pilots diverted to Aktau after a bird strike led to an emergency on board. In the days following the crash, Azerbaijan Airlines blamed “physical and technical interference” and announced the suspension of flights to several Russian airports. In a speech at a "Democracy Forum" sponsored by his foundation, the former president said he was convinced that a renewed commitment to pluralist principles was essential to ensure the survival of democracy. "The alternative is what we've seen here in the United States and in many democracies around the globe - not just more gridlock, not just public cynicism, but an increased willingness on the part of politicians and their followers to violate democratic norms, to do anything they can to get their way." Obama discussed the "power of pluralism" with thousands of live and online attendees at a deeply divided time in U.S. history and an unsettling one for Democrats as Republican Donald Trump returns to the White House. Building lasting majorities that supported justice required "framing our issues, our causes, what we believe in, in terms of 'we' and not just 'us and them,'" he said. But that did not mean rolling over when opponents abused power, he said. "That's a problem. And when that happens, we fight for what we believe in." While Obama, 63, remains in high demand to campaign for his fellow Democrats, some in the party are calling for a crop of younger leaders to take the baton after Harris lost every battleground state and the popular vote and Democrats lost control of the House of Representatives and the Senate. "I think he'd be the first to agree," David Axelrod, former senior adviser to Obama, told Reuters. "I think he would say he's run his race and we need others to step up." CAPE CANAVERAL, Fla. — Known across the globe as the stuck astronauts, Butch Wilmore and Suni Williams hit the six-month mark in space Thursday with two more to go. The pair rocketed into orbit on June 5, the first to ride Boeing’s new Starliner crew capsule on what was supposed to be a weeklong test flight. They arrived at the International Space Station the next day, only after overcoming a cascade of thruster failures and helium leaks . NASA deemed the capsule too risky for a return flight, so it will be February before their long and trying mission comes to a close. While NASA managers bristle at calling them stuck or stranded, the two retired Navy captains shrug off the description of their plight. They insist they’re fine and accepting of their fate. Wilmore views it as a detour of sorts: “We’re just on a different path.” “I like everything about being up here,” Williams told students Wednesday from an elementary school named for her in Needham, Massachusetts, her hometown. "Just living in space is super fun.” Both astronauts have lived up there before so they quickly became full-fledged members of the crew, helping with science experiments and chores like fixing a broken toilet, vacuuming the air vents and watering the plants. Williams took over as station commander in September. “Mindset does go a long way,” Wilmore said in response to a question from Nashville first-graders in October. He’s from Mount Juliet, Tennessee. “I don’t look at these situations in life as being downers.” Boeing flew its Starliner capsule home empty in September, and NASA moved Wilmore and Williams to a SpaceX flight not due back until late February. Two other astronauts were bumped to make room and to keep to a six-month schedule for crew rotations. Like other station crews, Wilmore and Williams trained for spacewalks and any unexpected situations that might arise. “When the crews go up, they know they could be there for up to a year,” said NASA Associate Administrator Jim Free. NASA astronaut Frank Rubio found that out the hard way when the Russian Space Agency had to rush up a replacement capsule for him and two cosmonauts in 2023, pushing their six-month mission to just past a year. Boeing said this week that input from Wilmore and Williams has been “invaluable" in the ongoing inquiry of what went wrong. The company said in a statement that it is preparing for Starliner's next flight but declined comment on when it might launch again. NASA also has high praise for the pair. “Whether it was luck or whether it was selection, they were great folks to have for this mission,” NASA's chief health and medical officer, Dr. JD Polk, said during an interview with The Associated Press. On top of everything else, Williams, 59, has had to deal with “rumors,” as she calls them, of serious weight loss. She insists her weight is the same as it was on launch day, which Polk confirms. During Wednesday's student chat, Williams said she didn't have much of an appetite when she first arrived in space. But now she's “super hungry” and eating three meals a day plus snacks, while logging the required two hours of daily exercise. Williams, a distance runner, uses the space station treadmill to support races in her home state. She competed in Cape Cod’s 7-mile Falmouth Road Race in August. She ran the 2007 Boston Marathon up there as well. She has a New England Patriots shirt with her for game days, as well as a Red Sox spring training shirt. “Hopefully I’ll be home before that happens -- but you never know,” she said in November. Husband Michael Williams, a retired federal marshal and former Navy aviator, is caring for their dogs back home in Houston.
