Former Tulane quarterback Darian Mensah has already found a new program in Duke, while Mississippi State's Michael Van Buren Jr., Wisconsin's Braedyn Locke and Cal's Fernando Mendoza are exploring changes of their own in the transfer portal. Mensah, a redshirt freshman with three years of eligibility remaining, told ESPN on Wednesday he has transferred to Duke. UNICEF has reported a sharp increase in the recruitment of minors by armed gangs, with the number of child recruits rising by 70 per cent in the past year. Ulrika Richardson, the UN Resident and Humanitarian Coordinator for Haiti, spoke with UN News about what the United Nations is doing to support the Haitian people. This interview has been edited for clarity and brevity UN News: How would you describe the current situation in the country? Ulrika Richardson: There has been a terrifying escalation of violence in certain parts of Haiti, which is tearing at the very fabric of society. There have been horrific massacres in the last three months of the year both in the capital Port-au-Prince, but also in near-by l'Artibonite. These brutal acts of dehumanization will only deepen the collective trauma of the Haitian people. We cannot ignore this reality. We must centre these horrific events in our response, urgently expanding mental health and psychosocial support programmes, and integrating them into our long-term plan for stability. As the UN we are committed to staying in Haiti to help the most vulnerable people through the current crisis. We need to protect people currently in extremely vulnerable situations, particularly in Port-au-Prince, where security forces simply do not have the capacity to protect citizens. This means supporting the hundreds of thousands of internally displaced people. Families have fled their homes, often multiple times so we can start to imagine the magnitude of the wound they carry, and we must ensure they live in decent conditions. Port Jervis City Council on Dec. 9 unanimously approved a budget for 2025, with a tax levy increase of around $200,000, or 2.5 percent. The total budget stands at $22.5 million, up by $532,000 from that of the current year. In other words, the city property tax on a single-family house with an assessed value of $50,000 will increase by around $40 in the coming year. For average business owners, their tax rate, or taxes owed per thousand dollars of assessed value, has decreased by nearly 4 percent, meaning many will see a modest reduction in their city tax bills for 2025. That is a direct result of a growing business tax roll in Port Jervis, which includes the continued revitalization of vacant downtown shops and new special franchise charges to utility companies and others, according to city assessor Teresa Spradling in an interview. From 2024 to 2025, the city’s assessed value for business properties and residences with four units or more increased by more than $4 million. In a Dec. 11 interview with The Epoch Times, Mayor Dominic Cicalese said the city has tried its best to hold in tax increases in the face of increased employee expenses under obligated union contracts and more expensive fuels and supplies due to inflation. “The department heads were very modest with their budget requests,“ Cicalese said. ”They understood that we didn’t want to hammer the taxpayers, and they honestly kept their spending in line.” The budget does see a new in-house information technology position, which Cicalese said will help the city cope with the growing cybersecurity challenges. Most Americans think that health insurance profits and claim denials played a role in the murder of UnitedHealthcare CEO Brian Thompson, according to a new survey by NORC at the University of Chicago. Since his killing on December 4, social media users have repeatedly expressed their anger with the health insurance industry and thirsted over the person charged with the crime, Luigi Mangione . Evidence suggests that the killer’s motive was related to the health insurance industry. According to law enforcement, the words “delay,” “deny” and “depose” were written on ammunition from the crime scene. These words appear to be a reference to the health insurance industry’s playbook to avoid paying for health care — “delay, deny, defend.” UnitedHealthcare, the nation’s largest health insurer, made $16 billion in profit last year. As Rolling Stone recently noted , the company helps explains why America’s health care system is unusually expensive and produces poor outcomes . Corporate parent UnitedHealth Group is the fourth-largest company in America by revenue. UnitedHealth is an insurer, a major health care provider, and a middleman between patients and pharmacies. The NORC poll finds a staggering percentage of Americans attributed Thompson’s death, at least in part, to the health insurance industry’s business practices. Sixty-nine percent said that denials for health care coverage by health insurance companies bear a “great deal” or a “moderate amount” of responsibility for Thompson’s killing. Sixty-seven percent said profits made by health insurance companies played a great or a moderate role in his killing. More broadly, about half of Americans said that wealth inequality played a great or moderate role in his killing. (Thompson made $10.2 million annually.) Younger Americans, according to the Associated Press, were more likely to believe that multiple factors contributed to his killing. Seven percent had no health insurance at all, which makes it even more difficult for people to receive necessary medical care. The poll, conducted between December 12-16, was based on interviews with 1,001 adults across the country from a variety of economic backgrounds. When Mogensen made another three the Jays led 72-66. The Jays sealed the deal when Prince missed a 3-pointer with seven seconds left and the Jays made their free throws. Nebraska led 22-19 after the first quarter. It was an entertaining start. The game started with Markowski going at Maly inside the paint, the Nebraska natives who played in the same club in Lincoln. There were five combined 3-pointers, with three for the Jays and two for Nebraska (each from Prince). Creighton used a 13-2 run that included three 3-pointers to take a 15-8 lead. But Nebraska got back in it with a steal and layup from Allison Weidner and a take to the basket from Callin Hake. This initiative, according to Manila, will involve collaboration in intelligence, surveillance, and reconnaissance efforts. What additional, lesser-known details exist about this task force? Why was its launch timed during such a sensitive period? To what extent can it bolster the Philippines' provocations in the South China Sea? The Global Times conducted interviews with a Chinese expert who has engaged with high-level sources in the Philippines, as well as a former deputy national security advisor of the Philippines, to uncover deeper insights on the task force. The announcement represents the latest example of the US "fanning the flames" in the South China Sea. It also underscores the current Philippine government's dedication to strengthening its strategic partnership with the US, according to Ding Duo, a deputy director at the Institute of Maritime Law and Policy at the China Institute for South China Sea Studies, who recently concluded a visit to the Philippines, where he engaged with local sources familiar with the matter. "The US task force will only hinder the peaceful resolution of disputes that require direct dialogue, consultations, and negotiations between the Philippines and China," stated Rommel C. According to Ding, local sources revealed the concept of the US task force began to take shape in July 2024. The idea for forming the US task force emerged after the direct serious clash between China and the Philippines in the South China Sea on June 17 when a Philippine supply boat ignored warnings from the Chinese side and charged into waters off China's Ren'ai Jiao. The US brought out the idea of founding a task force to the Philippines following the incident, which was then accepted by the Philippine side. Ding deems that the formation of the US task force likely stemmed from concerns over the July 21 agreement between China and the Philippines regarding maritime disputes following the clash. The temporary agreement established arrangements for humanitarian supplies of essential goods for the Philippine warship stranded at the Ren'ai Jiao. Both parties agree to jointly manage maritime disputes and promote the easing of tensions in the South China Sea. The US task force was established around the same time as the temporary agreement, suggesting that the US is concerned the agreement may hinder its strategic goals in the South China Sea, according to the expert. The task force comprises approximately 15 US military personnel stationed on Palawan Island in the Philippines, who regularly engage in training exercises with the Western Command (WesCom) under the Armed Forces of the Philippines (AFP). These exercises primarily focus on providing personnel rotation and logistical support to the Philippine military vessel that is illegally stranded at China's Renai Jiao, Ding revealed to the Global Times. Following US Secretary of Defense Lloyd Austin's high-profile introduction of the US task force, both military and political officials from the US and the Philippines released statements. US embassy spokesperson Kanishka Gangopadhyay stated, "Task Force Ayungin enhances US-Philippine alliance coordination and interoperability, enabling US forces to support the Armed Forces of the Philippines in the South China Sea," according to Reuters. Philippines National Security Adviser Eduardo Ano, however, stressed that the US task force Ayungin "will not directly participate in missions in the West Philippine Sea [South China Sea]," as reported by Filipino GMA. Ding revealed that specific tasks provided by the US task force include improving the coordination capabilities of both manned and unmanned military equipment and providing personnel training to the Philippines. The instructors for the so-called "small vessel defensive tactics course," conducted by the US military for the Philippines in October of this year, were selected from this task force, Ding said. The Philippine media Inquirer reported that Philippine coast guardsmen (PCG) trained with US special forces over nearly three weeks in Palawan on how to respond to "noncompliant vessels" as part of the course. Banlaoi said that the US established the US task force to support Philippine forces not only in rotation and reprovisioning missions, but also in protecting Philippine presence in Ayungin Shoal (Ren'ai Jiao). "The US provides operational training, intelligence information sharing and threat assessment of situation around the shoal, almost the same kind of support that the US has provided the Philippines during the siege of Marawi in 2017 and the Global War on Terrorism from 2001-2010 through the Joint Special Operations Task Force - Philippines." Ding further noted that the unmanned equipment currently provided by the US task force to the Philippines includes at least four unmanned surface vessels MANTAS T-12 and at least one T-38 Devil Ray, both of which are from Australian company Maritime Tactical Systems (MARTAC) USA Division. According to a piece on an online news platform Straight Arrow News, Devil Rays can be used as a mother ship of sorts to help relay signals to the T-12s. They can also be used as a weapons platform. How much can it support Manila? The maritime situational awareness capabilities of the Philippines remain relatively underdeveloped, a longstanding concern held by the Philippine military. An article from the US think tank Asia Maritime Transparency Initiative in December 2023 pointed out that "the Philippines faces substantial maritime governance capacity gaps, with shortfalls in maritime domain awareness standing out as a primary concern." The US has provided substantial support to the Philippines in areas such as information sharing, situational awareness, and engagement tactics to bolster its capabilities. Since 2021, the Philippines has been utilizing the SeaVision program, a maritime situational awareness tool, led by the US Department of Transportation, at no cost. NEW YORK — Stoli Group USA, the owner of the namesake vodka , has filed for bankruptcy as it struggled to contend with slowing demand for spirits, a major cyberattack that has snarled its operations and several years of fighting Russia in court. The company in its bankruptcy filing said it is “experiencing financial difficulties” and lists between $50 million and $100 million in liabilities. Stoli vodka and Kentucky Owl bourbon will continue to be available on store shelves while the company navigates the Chapter 11 process, which only pertains to its U.S. business. Until 2022, Stoli was sold as Stolichnaya in the United States, which loosely translates to “capital city” in Russian. The company shortened its title following Russia’s invasion of Ukraine and boycotts against Russian-branded vodkas . Stoli Group’s founder, Russian-born billionaire Yuri Shefler, was exiled from that nation in 2000 because of his opposition to President Vladimir Putin. Michelle Steel in Southern California Swing House DistrictNEW YORK (AP) — A number of President-elect Donald Trump 's most prominent Cabinet picks and appointees have been targeted by bomb threats and “swatting attacks," Trump's transition team said Wednesday. The FBI said it was investigating. “Last night and this morning, several of President Trump’s Cabinet nominees and Administration appointees were targeted in violent, unAmerican threats to their lives and those who live with them," Trump transition spokesperson Karoline Leavitt said in a statement. She said the attacks ranged from bomb threats to swatting, in which attackers initiate an emergency law enforcement response against a target victim under false pretenses. The tactic has become a popular one in recent years. Leavitt said law enforcement and other authorities acted quickly to ensure the safety of those who were targeted and Trump and his transition team are grateful. Among those targeted were New York Rep. Elise Stefanik, Trump’s pick to serve as the next ambassador to the United Nations ; Matt Gaetz, Trump’s initial pick to serve as attorney general ; and former New York congressman Lee Zeldin, who has been tapped to lead the Environmental Protection Agency. Law enforcement officials are also looking into whether Susie Wiles, Trump’s incoming chief of staff, and Pam Bondi, the former Florida attorney general whom Trump has chosen as Gaetz’s replacement, and other incoming administration officials were also victims — as well as how each was targeted, according to a law enforcement official who spoke on condition of anonymity as the investigation continues. Wiles and Bondi did not immediately respond to requests for comment. While a family member resides at the address, the office said, Gaetz “is NOT a resident.” No threatening devices were found. And in 2022, a slew of historically Black colleges and universities nationwide were targeted with dozens of bomb threats, with the vast majority arriving during the celebration of Black History Month. It’s a time, not only of celebration, but of personal reflection and a renewal of the belief that, together, we can make the world a better, kinder place, full of hope and generosity toward one another. Perhaps that’s why the Christmas season is ideally suited for the coming concert by reggae legend, Clinton Fearon as he takes the stage with Caleb Hart. Reggae music is, after all, about social justice, love and the hope for the best that the human soul can muster. “The music is great because it shows reality, but it also shows how things should be between people,” Fearon says. Currently on tour in Brazil, Fearon says he loves coming back to Victoria for a Christmas show, because he loves the community and its people. “I live in Seattle right now, but I try to get up to Victoria whenever I can. The people are wonderful there,” he says. Born in Kingston, Jamaica, Fearon has been performing his music for more than 50 years, finding his inspiration at his local Seventh-day Adventist church. He performed with The Gladiators and later reorganized his musical vision by forming The Boogie Brown Band. That group’s debut album, , marked the beginning of Fearon’s successful solo career. He has toured throughout Europe, the United States, Africa, and, well, just about anywhere you can imagine. But what is it about reggae that endures and brings out the best in the human spirit? “Beyond the sense of hope, the music has a heartbeat. The rhythms touch the soul and, at Christmas, that connection is more important than ever.” That sentiment is shared by Caleb Hart, who will appear alongside Fearon at their coming Christmas show. “First off, I grew up listening to Clinton Fearon. I was born in Tobago and the music...I call it Island soul... was a huge part of who I am. I always dreamed of performing with Clinton, and I finally have the chance this Christmas. It’s my own special Christmas gift,” Hart says. Hart has managed to make his own mark on the reggae scene, having toured Australia, the U.S., New Zealand, Europe, Africa and the Caribbean for just over a decade. In that time, he’s played an astounding 1,150 shows and says that he loves the music a bit more with every performance. “I released my latest album, recently. It was all written and performed here in Victoria and it’s a brief journey through the Caribbean. Island Soul is epitomized in the release and I’m looking forward to performing some of it at the concert,” he says. “The Christmas concert and reggae are, to me, a perfect blend. The spirit of Christmas is, at its heart, the same spirit that Christmas is meant to embody,” Hart says. “I know that we’ll be able to touch people with the music.” The Acoustic Reggae Holiday Celebration happens Friday, Dec. 13 at the White Eagle Polish Hall (90 Dock St.).
