ATLANTA (AP) — President Joe Biden's administration announced Tuesday that the U.S. Department of Energy will make a $6.6 billion loan to Rivian Automotive to build a factory in Georgia that had stalled as the startup electric vehicle maker struggled to become profitable. It's unclear whether the administration can complete the loan before Donald Trump becomes president again in less than two months, or whether the Trump administration might try to claw the money back. Trump previously vowed to end federal electric vehicle tax credits , which are worth up to $7,500 for new zero-emission vehicles and $4,000 for used ones. Rivian made a splash when it went public and began producing large electric R1 SUVs, pickup trucks and delivery vans at a former Mitsubishi factory in Normal, Illinois, in 2021. Months later, the California-based company announced it would build a second, larger, $5 billion plant about 40 miles (64 kilometers) east of Atlanta, near the town of Social Circle. The R1 vehicles cost $70,000 or more. The company plans to produce R2 vehicles, a smaller SUV, in Georgia with lower price tags aimed at a mass market. The first phase of Rivian’s Georgia factory is projected to make 200,000 vehicles a year, with a second phase capable of another 200,000 a year. Eventually, the plant is projected to employ 7,500 workers. But Rivian was unable to meet production and sales targets and rapidly burned through cash. In March, the company said it would pause construction of the Georgia plant. The company said it would begin assembling its R2 SUV in Illinois instead. CEO RJ Scaringe said the move would allow Rivian to start selling the R2 sooner and save $2.25 billion in capital spending. Since then, German automaker Volkswagen AG said in June it would invest $5 billion in Rivian in a joint venture in which Rivian would share software and electrical technology with Volkswagen. The money eased Rivian's cash crunch. Tuesday's announcement throws a lifeline to Rivian's grander plans. The company said its plans to make the R2 and the smaller R3 in Georgia are back on and that production will begin in 2028. “This loan would enable Rivian to more aggressively scale our U.S. manufacturing footprint for our competitively priced R2 and R3 vehicles that emphasize both capability and affordability,” Scaringe said in a statement. The Energy Department said the loan would substantially boost electric vehicles made in the United States and support Biden’s goal of having zero-emission vehicles make up half of all new U.S. sales by 2030. “As one of a few American EV startups with light duty vehicles already on the road, Rivian’s Georgia facility will allow the company to reach production volumes that make its products more cost competitive and accelerate access to international markets,” the department said in a statement. The loan includes $6 billion, plus $600 million in interest that will be rolled into the principal. The money would come from the Advanced Technology Vehicles Manufacturing Loan Program, which provides low-interest loans to make fuel-efficient vehicles and components. The program has focused mostly on loans to new battery factories for electric vehicles under Biden, but earlier helped finance initial production of the Tesla Model S and Nissan Leaf, two pioneering electric vehicles. The loan program, created in 2007, requires a "reasonable prospect of repayment" of the loan. Under Biden, the program has announced deals totaling $33.3 billion, including $9.2 billion for massive battery plants in Tennessee and Kentucky for Ford’s electric vehicles. Democratic U.S. Sen. Jon Ossoff , who has been a vocal supporter of electric vehicle and solar manufacturing in Georgia, hailed Tuesday's announcement as “yet another historic federal investment in Georgia electric vehicle manufacturing.” Ossoff had asked Energy Secretary Jennifer Granholm to support the loan in July. “Our federal manufacturing incentives are driving economic development across the state of Georgia,” Ossoff said in a statement. Georgia Gov. Brian Kemp says his goal is to make Georgia a center of the electric vehicle industry. But the Republican has had a strained relationship with the Biden administration over its industrial policy, even as some studies have found Georgia has netted more electric vehicle investment than any other state. Kemp has long claimed that manufacturers were picking Georgia before Biden's signature climate law, the Inflation Reduction Act, was passed. Efforts to bring Rivian to Georgia predated the Biden administration and "our shared vision to bring opportunity to Georgia will remain no matter who resides in the White House or what party controls Congress,” Kemp spokesperson Garrison Douglas said Tuesday. The loan to Rivian could rescue one of the Kemp administration's signature economic development projects even as Biden leaves office. That could put Rivian and Kemp in the position of defending the loan if Trump tries to quash it. State and local governments offered Rivian an incentive package worth an estimated $1.5 billion in 2022. Neighbors opposed to development of the Georgia site mounted legal challenges. State and local governments spent around $125 million to buy and prepare the nearly 2,000-acre (810-hectare) site. The state also has completed most of $50 million in roadwork that it pledged. The pause at Rivian contrasts with rapid construction at Hyundai Motor Group’s $7.6 billion electric vehicle and battery complex near Savannah. The Korean automaker said in October that it had begun production in Ellabell, where it plans to eventually employ 8,500. The congressionally mandated agreement allows transition aides to work with federal agencies and access non-public information and gives a green light to government workers to talk to the transition team. But Trump has declined to sign a separate agreement with the General Services Administration that would have given his team access to secure government offices and email accounts, in part because it would require that the president-elect limit contributions to $5,000 and reveal who is donating to his transition effort. The White House agreement was supposed to have been signed by Oct. 1, according to the Presidential Transition Act, and the Biden White House had issued both public and private appeals for Trump’s team to sign on. The agreement is a critical step in ensuring an orderly transfer of power at noon on Inauguration Day, and lays the groundwork for the White House and government agencies to begin to share details on ongoing programs, operations and threats. It limits the risk that the Trump team could find itself taking control of the massive federal government without briefings and documents from the outgoing administration. As part of the agreement with the White House, Trump’s team will have to publicly disclose its ethics plan for the transition operation and make a commitment to uphold it, the White House said. Transition aides must sign statements that they have no financial positions that could pose a conflict of interest before they receive access to non-public federal information. Biden himself raised the agreement with Trump when they met in the Oval Office on Nov. 13, according to the White House, and Trump indicated that his team was working to get it signed. Some Trump aides may hold active clearances from his first term in office or other government roles, but others will need new clearances to access classified data. Trump’s team on Friday formally told the GSA that they would not utilize the government office space blocks from the White House reserved for their use, or government email accounts, phones and computers during the transition. The White House said it does not agree with Trump’s decision to forgo support from the GSA, but is working on alternate ways to get Trump appointees the information they need without jeopardizing national security. Federal agencies are receiving guidance on Tuesday on how to share sensitive information with the Trump team without jeopardizing national security or non-public information. For instance, agencies may require in-person meetings and document reviews since the Trump team has declined to shift to using secure phones and computers. As we age, our cognitive and motor functions degrade, reducing our independence and overall quality of life. Research efforts to mitigate or perhaps eliminate this have resulted in technologies that hold a lot of promise. Now, scientists led by Friedhelm Hummel at EPFL have identified an important factor affecting an individual’s responsiveness to atDCS. The team looked at how native learning abilities determine the effect of brain stimulation applied while learning a motor task. Their findings suggest that individuals with less efficient learning mechanisms benefit more from stimulation, while those with optimal learning strategies might experience negative effects. Among these is non-invasive brain stimulation: a term encompassing a set of techniques that can affect brain functions externally and noninvasively, without the need for surgery or implants. One such promising technique, in particular, is anodal transcranial direct current stimulation (atDCS), which uses a constant, low electrical current delivered via electrodes on the scalp to modulate neuronal activity. However, studies exploring atDCS have produced inconsistent results, which has prompted researchers to explore why some people benefit from atDCS while others don’t. The problem seems to lie in our understanding of factors that may influence responsiveness to brain stimulation, leading to responders and non-responders; among these, age has been suggested as one important factor. Some studies suggest further factors such as baseline behavioural abilities and previous training might be important considerations, but an interplay of these factors with behaviour has not been determined in detail, pointing to the need of refined predictive models of the effects of atDCS. The researchers recruited 40 participants: 20 middle-aged adults (50-65 years old) and 20 older adults (over 65). Each group was further divided into those receiving active atDCS and those receiving placebo stimulation. Over ten days, participants practised a finger-tapping task designed to study motor sequence learning at home while receiving atDCS. The task involved replicating a numerical sequence using a keypad, trying to be as fast and as accurate as possible. The team then used a machine-learning model trained on a public dataset to classify participants as either “optimal” or “suboptimal” learners, based on their initial performance. This model aimed to predict who would benefit from atDCS, based on their ability to integrate information about the task efficiently early during training. He added another 47 receiving yards on four catches in a 37-20 road win over the LA Rams. From 1991-2006, nearly half of the MVPs were running backs. There were seven winners, including Barry Sanders, who was the co-winner with Brett Favre in 1997. The last time a running back won MVP was in 2012 when Adrian Peterson claimed the award. Peterson ran for 2,097 yards and averaged 6.0 yards per carry. If that’s the bar for a modern RB to win MVP, Barkley still has some work to do. It goes without saying that you have to put up some absurd numbers to win MVP, but that’s especially true for running backs (alternatively, you could be a Dallas Cowboy in the early 1990s). Six of the last eight running backs to win MVP led the league in rushing. The two that didn’t, Marshall Faulk and Thurman Thomas, racked up a bunch of receiving yards and crossed 2,000 total yards of offense. Six of the eight surpassed 2,000 total yards. Shaun Alexander was 42 yards shy of that mark but had a staggering 28 touchdowns. Emmitt Smith is the statistical outlier with the fewest total yards and fewest total touchdowns of the RBs on that list. Brandon Kazimer, a Cameo spokesperson, confirmed that the account belonged to Boebert. Kazimer said she was the first sitting member of Congress to sign up for the service as talent. At least two other former members of Congress, George Santos of New York and Matt Gaetz of Florida, have sold videos on the platform. Santos joined Cameo soon after he was expelled from Congress last year over allegations he exploited office for personal financial gain. Gaetz, who is a friend of Boebert’s, joined the service Friday, days after he withdrew his nomination by President-elect Donald Trump to be the U.S. attorney general following allegations that he paid a teenage girl for sex. Boebert does not appear to have advertised the service on her other social media accounts on X or Facebook. Congressional rules will limit how much Boebert can earn from the videos. In 2023, members were limited to making $31,815 in outside income beyond their annual $174,000 salaries. She would have to report any earnings from Cameo on her annual disclosures. The law also prohibits people from using their public office to make outside money, said Kedric Payne, a vice president and senior director of ethics for the Campaign Legal Center. Ultimately, the restriction is meant to give voters confidence that elected officials aren’t using public office for personal gain — or putting that gain ahead of their public service. Boebert described herself on Cameo as “Not your typical Colorado Republican politician. Jesus loving, Constitutionalist, America first, freedom fighter.” An earlier version of her Cameo page listed Boebert as a politician and categorized her as a political commentator, but it was updated to list her under the influencers category. Because she didn’t use her title or appear to use other facets of her public job for the videos, such as filming in her congressional office, “that should take away any concern she’s trying to use her public job for personal gain,” Payne said. He added that the limit on outside income also anticipates these kinds of problems by limiting the incentive for members to spend more effort on outside business ventures than their public service. But, he noted, people can cross that line quickly if it’s not clear if they’re acting in their public or private capacity. The earned income that’s subject to the annual cap is considered separate from passive income made through things like stock market investments, Payne said, because it is actively made by selling goods and services. “We’ll be watching to see if this becomes a trend,” Payne said of the Cameo side work. “If this is just a one-off where someone does this for a month or so, that’s one thing — but if it becomes a trend, where members of Congress are trying to act as influencers and get paid, that could point to a bigger problem.” Stay up-to-date with Colorado Politics by signing up for our weekly newsletter, The Spot.
