REGINA — Prime Minister Justin Trudeau has appointed a new lieutenant-governor for Saskatchewan. Bernadette McIntyre is to serve in the role, representing the King in the province. Her duties include swearing in cabinet ministers, opening each session of the legislative assembly and providing royal assent to provincial bills. McIntyre has held executive roles at Saskatchewan Government Insurance and Wascana Centre Authority in Regina. She has also been a long-time community volunteer, receiving awards for her contributions in the sport of curling. US lawmakers voted Wednesday after fraught negotiations to move forward with a contentious 2025 defense budget that raises troops' pay but blocks funding of gender-affirming care for some transgender children of service members. The centerpiece of the $884 billion National Defense Authorization Act (NDAA) -- which was green-lit by the Republican-led House of Representatives but still needs Senate approval -- is a 14.5 percent pay increase for junior enlisted service members and 4.5 percent for other personnel. But talks over the 1,800-page-plus text were complicated by a last-minute Republican intervention to prevent the military's health program from covering gender-affirming care for children of service members if it results in "sterilization." "Citizens don't want their tax dollars to go to this, and underaged people often regret these surgeries later in life," Nebraska Republican Don Bacon told CNN. "It's a bad hill to die on for Democrats." Gender-affirming health care for children is just one of multiple fronts in the so-called "culture wars" that polarize US politics and divide the country, with Republicans using the issue as a cudgel against Democrats in November's elections. Old Lady 2 Old Men 0. Manchester City plan a significant overhaul of their ageing squad next summer, after some emergency action in January, but the question is, where will they be by then? They are already facing the unthinkable after this messy defeat by Juventus and that is having to head into a Champions League play-off in February and two more demanding fixtures in what is already a hugely congested schedule. But if they are not careful they might even miss out altogether, and go out of Europe completely, as they sit just a point above that zone in the new expanded 36-team table. They are 22nd and need to finish no lower than 24th. They face Paris St-Germain away – the French giants also desperately need points – and Club Brugge at home. The Belgians are currently above City in the table. Finishing in the top eight, something of a given before this campaign started, is beyond them. But then so much of what is happening at City right now is uncharted territory under Pep Guardiola. It is one win in 10. And they have lost seven of them. That is unheard of for the Catalan. As for City, this is their worst run of results since Stuart Pearce was the manager 18 years ago. The wheels have come off and are bouncing down the track. City have conceded 23 goals in their past 10 games. In their treble-winning season they only let in 43 goals across the entire campaign. Next up? As he lifted his shot he was thwarted by a superb save from goalkeeper Michele Di Gregorio, but Haaland should have scored. Guardiola held his hands on his face. It showed the tension he felt. Maybe he sensed what was coming. After Ilkay Gundogan failed to capitalise on De Bruyne’s smart pass, with his shot lacking conviction and easily charged down, Juventus struck. Ederson beat out Federico Gatti’s acrobatic volley but there was a woefully loose pass from Gvardiol across the face of the penalty area intended for Kyle Walker, but which ran to Kenan Yildiz. Gvardiol should have just cleared. Why did he make such a foolish error? And so Yildiz’s cross was met by Vlahovic, easily beating Gvardiol, another mistake from the defender, and Ederson could not stop the header from going over the line. City went close when De Bruyne steered a low shot narrowly wide and closer when Di Gregorio palmed away Gundogan’s curling effort. But it was Juventus who scored again as they broke and two substitutes combined, with Weston McKennie brilliantly volleying home Timothy Weah’s cross. Once again Gvardiol was at fault, leaving McKennie unmarked as he ran towards Weah when two team-mates were already there. Once again City were beaten. Once again they had helped beat themselves. The one moment of class felt like a throwback to happier times for them with Kevin De Bruyne superbly picking out Erling Haaland. But Juventus goalkeeper Michele di Gregorio saved well. It is on a knife-edge for City and maybe the determination not to lose another game is more important to them than having to win. The experiment of playing him deeper worked well in the win over Nottingham Forest - City’s only victory in their last nine games - which made it all the stranger that he did not start against Crystal Palace at the weekend. Is this the future for Grealish or will be revert to being a winger again when all the City midfielders are fit? The in-person meeting came at the end of a rocky week in which Trump threatened to impose stiff tariffs on all imports from Canada and Mexico, unless the two countries stop illegal border crossings and prevent illicit drugs from entering the United States. WASHINGTON (AP) — Senate Democrats failed Wednesday to confirm a Democratic member of the National Labor Relations Board after independent Sens. Joe Manchin and Kyrsten Sinema opposed the nomination, thwarting their hopes of locking in a majority at the federal agency for the first two years of President-elect Donald Trump's term. A vote to move ahead with the nomination of Lauren McFarren, who currently chairs the NLRB, failed 49-50. Had she been confirmed to another five-year term, it would have cemented a Democratic majority on the agency's board for the first two years of the incoming Trump administration. Now, Trump will likely be able to nominate McFarren's replacement. The NLRB oversees labor disputes, supervises union elections and has the power to investigate unfair labor practices . The partisan breakdown of the NLRB’s leadership is fiercely contested by businesses and labor groups, as the majority on the board sets the agenda and determines how readily the agency uses its power to investigate and enforce labor laws. “It is deeply disappointing, a direct attack on working people, and incredibly troubling that this highly qualified nominee — with a proven track record of protecting worker rights — did not have the votes," Senate Majority Leader Chuck Schumer, D-N.Y., said in a statement. The rejection of McFarren was yet another blow to Senate Democrats and President Joe Biden from Manchin and Sinema, who served as major brakes — and at times outright obstacles — to much of their legislative agenda the first two years of Biden's term. Manchin left the Democratic Party in May, while Sinema withdrew from the party in 2022. Both chose not to run for another Senate term and will be leaving the Congress in January. Some congressional Republicans praised Manchin and Sinema for preventing the confirmation. “This NLRB seat should be filled by President Trump and the new incoming Senate. Not a historically unpopular president and a Senate Democrat Majority that has lost its mandate to govern,” Sen. Bill Cassidy of Louisiana, said in a statement after the vote. “Big Labor knows the days of having the federal government do its bidding are numbered,” Rep. Virginia Foxx, R-N.C., wrote in a statement. Foxx, who chairs the House Committee on Education and the Workforce, said that the incoming Trump administration would focus on “enacting a truly pro-worker agenda.” Business groups also praised the rejection of McFarren. Kristen Swearingen, a vice president at Associated Builders and Contractors, a trade group, called McFarren's policies “harmful” and said the process to nominate her was “flawed.” “Under McFerran’s leadership, the NLRB has issued decisions and expanded interpretations of the National Labor Relations Act that have been rejected by the business community, Congress and federal courts," argued Swearingen. Labor unions decried the vote. Liz Shuler, president of the AFL-CIO, the nation's largest consortium of labor unions, said the senators who rejected McFarren's nomination “voted against the working people of this country” and warned that the incoming Trump administration would direct the NLRB to side with management over workers. “Make no mistake: This vote had nothing to do with stopping Chair McFerran’s renomination and everything to do with reversing generations of progress workers have made toward building a fairer and more just economy," Shuler said.
