George Helmy, a Democrat appointed when Bob Menendez resigned after a federal corruption conviction , is stepping down this weekend so Sen.-elect Andy Kim can be sworn in early. A 26-year-old man was arrested Monday over the targeted killing of a health insurance executive on the streets of New York, with police crediting a McDonald's employee in Pennsylvania who spotted a suspicious-looking customer.
