The Department of Finance (DoF) has secured foreign loans worth $5.67 billion or P333.42 billion for 12 projects this year to improve the country’s transportation, defense, digital technology, healthcare and agriculture. DoF said the government received the total fund under concessional official development assistance (ODA) agreements. The congressionally mandated agreement allows transition aides to work with federal agencies and access non-public information and gives a green light to government workers to talk to the transition team. But Trump has declined to sign a separate agreement with the General Services Administration that would have given his team access to secure government offices and email accounts, in part because it would require that the president-elect limit contributions to $5,000 and reveal who is donating to his transition effort. The White House agreement was supposed to have been signed by Oct. 1, according to the Presidential Transition Act, and the Biden White House had issued both public and private appeals for Trump’s team to sign on. The agreement is a critical step in ensuring an orderly transfer of power at noon on Inauguration Day, and lays the groundwork for the White House and government agencies to begin to share details on ongoing programs, operations and threats. It limits the risk that the Trump team could find itself taking control of the massive federal government without briefings and documents from the outgoing administration. But the No. 22 Cyclones cannot afford to lose against Utah on Saturday. Beating a Utes team mired in a six-game losing streak will be harder than it appears at first glance. Utah (4-6, 1-6 Big 12) has not scored more than 24 points against any Big 12 opponent this season. But the Utes are also one of the toughest defensive teams in the league. Coming into Saturday’s game, Utah leads the Big 12 in third-down defense and first-down defense. The Utes rank second in the league in red zone defense (78.3%) and total defense (317.2 yards per game). "This is, bar none, the best defense we’ll play,” Iowa State coach Matt Campbell said. “Man, you just look at this football team and they’re gritty, tough. They’ve been through heck and back with injuries and they’ve been right there to win all these football games.” The Cyclones (8-2, 5-2, No. 22 CFP) are no defensive pushovers themselves. Iowa State allows 18.6 points per game, tops among Big 12 teams. Part of that stinginess comes from a stout pass defense. Despite Catholic-influenced institutions preaching about moral values to Filipinos, corruption still seems prevalent among people of power in the country. In 2023, the Philippines ranked 115th out of 180 countries in the 2023 Transparency International Corruption Perceptions Index (https://bit.ly/3B7M0Qf). With each new administration, there seems to be a new scandal that comes to light at the expense of taxpayers and the common folk. Dishonest behavior and money almost always seem to be involved in corruption cases of public officials. Even though quite a number of public officials identify as Roman Catholic or were educated in Catholic-affiliated schools, they may still commit these dishonest acts. This is not to say that religion should bear the brunt of the ills of society. After all, other countries influenced by Catholicism or other religions also have their fair share of concerns. On paper, the Philippines should also be a secular state, and religion should not be the guiding hand behind people’s actions in service. It is interesting though how in truth, the country is still very much influenced by Catholicism. For a society that views itself to have a collective nature and prides itself on being a vanguard of Catholicism, the country remains plagued by behavior rooted in individualism and issues contrary to the Church’s teachings. If Catholic views about the sanctity of marriage can deter the legalization of divorce for all, how come Catholic views about the evils of greed do not deter corruption? If state-wise, Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) and church-wise, the 10 Commandments, cannot stop corruption among public servants in the Philippines—then what can? What should? But then again, maybe it is actually Catholicism that inspires a generally forgiving nature among Filipinos, enabling corruption to propagate and go unpunished. The concerts are just two of the festivities visiting fans can enjoy in the days leading up to the big game. The fan experience for both ticket holders and the general public has been a focus for event planners. Croatia's President Zoran Milanovic will face conservative rival Dragan Primorac in an election run-off in two weeks' time after the incumbent narrowly missed out an outright victory on Sunday, official results showed. The results came after an exit poll, released immediately after the polling stations closed, showed that Milanovic, backed by the opposition left-wing Social Democrats, had scooped more than 50 percent of the first round vote and would thus avoid the January 12 run-off. Milanovic won 49.1 percent of the first round vote and Primorac, backed by the ruling conservative HDZ party, took 19.35 percent, according to results released by the state electoral commission from nearly all of the polling stations. On Sunday evening, Milanovic pledged to his supporters who gathered in Zagreb to "fight for Croatia with a clear stance, one that takes care of its interests". Such a strong lead for Milanovic, whom surveys labelled a favourite ahead of the vote, raises serious concerns for Prime Minister Andrej Plenkovic's HDZ. Late on Sunday, Primorac labelled the big difference between him and Milanovic a "challenge". "In the first round there were... a lot of candidates, it was not easy to present the programme fully. Now it's a great opportunity that Milanovic and I be one on one... to see who represents what," Primorac told his supporters in Zagreb. Jurors are considering whether to convict Shannon Stillwell and Deamonte Kendrick, who raps as Yak Gotti, on gang, murder, drug and gun charges. The original indictment charged 28 people with conspiring to violate Georgia’s Racketeer Influenced and Corrupt Organizations Act. Opening statements in the trial for six of those defendants happened a year ago . Four of them, including Young Thug, pleaded guilty last month. The rapper was freed on probation. Stillwell and Kendrick rejected plea deals after more than a week of negotiations, and their lawyers chose not to present evidence or witnesses. Both seemed to be in good spirits Tuesday morning after closings wrapped the previous night. Kendrick was chatting and laughing with Stillwell and his lawyers before the jury arrived for instructions. Kendrick and Stillwell were charged in the 2015 killing of Donovan Thomas Jr., also known as “Big Nut,” in an Atlanta barbershop. Prosecutors painted Stillwell and Kendrick as members of a violent street gang called Young Slime Life, or YSL, co-founded in 2012 by Young Thug, whose real name is Jeffery Williams. During closings on Monday, they pointed to tattoos, song lyrics and social media posts they said proved members, including Stillwell, admitted to killing people in rival gangs. Prosecutors say Thomas was in a rival gang. Stillwell was also charged in the 2022 killing of Shymel Drinks, which prosecutors said was in retaliation for the killing of two YSL associates days earlier. Defense attorneys Doug Weinstein and Max Schardt said the state presented unreliable witnesses, weak evidence and cherry-picked lyrics and social media posts to push a false narrative about Stillwell, Kendrick and the members of YSL. Schardt, Stillwell's attorney, reminded the jury that alleged YSL affiliates said during the trial that they had lied to police. Law enforcement played a “sick game” by promising they would escape long prison sentences if they said what police wanted them to say, Schardt said. He theorized that one of those witnesses could have killed Thomas. The truth is that their clients were just trying to escape poverty through music, Schardt said. “As a whole, we know the struggles that these communities have had,” Schardt said. “A sad, tacit acceptance that it’s either rap, prison or death.” Young Thug’s record label is also known as YSL, an acronym of Young Stoner Life. Kendrick was featured on two popular songs from the label’s compilation album Slime Language 2, “Take It to Trial" and “Slatty," which prosecutors presented as evidence in the trial. Weinstein, Kendrick’s defense attorney, said during closings it was wrong for prosecutors to target the defendants for their music and lyrics. The trial had more than its fair share of delays. Jury selection took nearly 10 months , and Stillwell was stabbed last year at the Fulton County jail, which paused trial proceedings. Judge Paige Reese Whitaker took over after Fulton County Superior Court Chief Judge Ural Glanville was removed from the case in July because he had a meeting with prosecutors and a state witness without defense attorneys present. Washington : Mexico and Canada have hit back at Donald Trump’s tariff plans, warning about the potential economic impact and urging the president-elect to choose cooperation over the prospect of retaliatory trade wars. He elaborates on the brand’s journey in India and its future plans. Edited excerpts: When Swatch Group CEO Nick Hayek Jr. approached you in July 2020 to lead Rado, his brief was to take the brand’s uniqueness to countries where there was still room to progress. Where did India stand at the time and how did you execute that vision here? I was in a lucky position that Rado was already heavily present in the region and there was a strong brand awareness. When I started, I saw that a big part of our collection was sold in steel. My goal was to enhance Rado’s identity by focusing on the unique benefits of our ceramic material—comfort, lightness, scratch-resistance, and timeless beauty. In the past years, with our local team’s support, we were able to communicate all its strengths—both rational and emotional—to Indian customers. Over the past four and a half years, we have significantly increased the share of ceramic product sales. Last year, India overtook China as Rado’s largest market. At the same time, India experienced disproportionate growth, driven by rising purchasing power and brand awareness. Rado, with its long-standing presence in India, leveraged its strong distribution network and local expertise and increased investments in marketing to capitalise on this growth. We focused on ceramic products and unique designs, amplifying communication efforts with testimonials to enhance brand recognition. With this strategic approach, we have not only helped the growth of the total market, but have also gained heavy market share, positioning India as Rado’s top market—a trend we expect to continue, given the country’s promising future. Has India maintained its top spot this year? Yes, yes. Of course, in terms of percentage, we have countries with higher growth rates, but we are still on a high two-digit growth in India after the record year of 2023, and it is expected to stay the same. In our price segment, over 50% of all sales of Swiss watches are Rado. This Diwali, you allocated one-third of your total budget to the season’s advertising. How did Rado perform and which regions or markets played a pivotal role in driving this success? Diwali is a crucial gifting period in India, and our investment has paid off not just locally but globally, as Indians celebrate Diwali in key markets like the UK, US, Australia, and Dubai. Yesterday evening, we had a phone conference with our team from Canada, which also confirmed that they had a very nice growth during the Diwali period. Of course, our communication focus was India during Diwali, but it’s really bringing a spillover around the globe. So how much was it? Sales in India during October hit an exceptionally high double-digit growth, growing more than 30% over the same period last year. I checked twice with (India head) Simran (Chandhoke) to ensure we weren’t overloading the market. She confirmed that stock levels remained balanced and sales growth directly reflected consumer demand, avoiding any overstocking strategy. Many luxury watchmakers are expanding their offline footprint in India. What are Rado’s offline and online strategies for next year? We currently have 34 boutiques, and we aim to expand selectively, including opening our first corporate boutiques at premium locations next year and adding stores in Delhi, Mumbai, and Hyderabad. In Tier-2 and -3 cities, we are focused on multibrand developments to ensure a qualitative brand presence alongside premium neighbours. Boutique sales already contribute nearly 50% of our business, and we expect this share to grow further. While e-commerce is part of our distribution strategy, it’s not a priority. For Rado, the in-store experience—where customers can touch, feel and try the watch with expert guidance—is essential for delivering the best brand experience. Can you tell us about your demographic split? New Delhi and Mumbai lead the sales and, in non-metros, Jaipur, Indore, and Ahmedabad are doing well. Unlike international markets where the split is equal, in India we have a higher share of male customers. But since we got Katrina Kaif as brand ambassador, we are focusing more on women’s watches and increasing the share of female buyers. India’s trade pact with the European Free Trade Association proposes to reduce import tariffs on Swiss watches from 22% to nil over seven years. How do you see it impacting Rado’s pricing and growth in the region when it comes into effect? Lower tariffs mean better value for customers and more business opportunities for us. Currently, we face pricing challenges due to the strong Swiss franc and fluctuations in the Indian rupee. Reduced taxes will help stabilise prices and minimise future increases, even if the rupee weakens. This agreement is a positive step, ensuring customers get the maximum value with fewer taxes, and we are excited about its long-term impact on the market. What trends do you think will dominate the watch industry in the coming months? The trend in India and globally is a shift towards purchasing watches as long-term investments—pieces that hold real, enduring value. Unlike short-term consumption goods like computers or smartphones, which become obsolete in two-three years, luxury watches are cherished for a lifetime, be it for personal use or gifting. Customers increasingly seek brands with a consistent DNA and lasting value, and I see this as the direction for the future of luxury. French President Emmanuel Macron aims to name a new Prime Minister for France “within 48 hours”, party chiefs who met him yesterday told AFP, as he seeks to end political deadlock following the ouster of Michel Barnier. The president invited leaders from across the political spectrum, leaving out the far-right National Rally (RN) and hard-left France Unbowed (LFI) who hold the key to France’s hung parliament. Macron’s initiative came as caretaker ministers scrambled to clarify France’s 2025 finances, after the last administration fell over its cost-cutting budget. Barnier had been supported by the conservative Republicans and Macron’s centrist camp. But the alliance was far short of a National Assembly majority and was brought down by the united left, including LFI, and Marine Le Pen’s RN. It was unclear how a broader base of support could be built for any new government. One of the president’s advisers said that at yesterday’s meeting Macron had noted “a unanimity among political forces to not depend on the RN”. Greens leader Marine Tondelier said as she left the meeting that the presidential camp was not ready for any “compromise or concession”, but that the president has stressed the need “to no longer rely on the RN to govern”. There is little hope for a quick resolution to the crisis. The Greens have ruled out joining a “national interest” government, while the Socialists said they would only serve under a left-wing premier — which has been ruled out by conservatives. Bringing together so many parties did mark progress from Macron’s first attempt to reach consensus after this summer’s snap election, commentator Guillaume Tabard wrote in conservative daily Le Figaro. “But if even a minimal deal is to be found ranging from the Republicans to the Communists, it will require an enormous labour of negotiation that will take days or weeks,” he added. Macron dissolved parliament in June after the far-right trounced his alliance in European elections, a decision for which he has since said he bears responsibility. He told party leaders yesterday that he did not want to do that again before the end of his presidential term in 2027, a person close to him said. Outside the talks, the RN again hailed its position as a political outsider. Le Pen said she relished being awarded the “medal of the opposition” while mainstream parties held “a banquet to share out jobs” in government. NEW YORK (AP) — Free agent pitchers Luis Gabriel Moreno and Alejandro Crisostomo were suspended for 80 games each by Major League Baseball on Friday following positive tests for performance-enhancing substances under the minor league drug program. Moreno tested positive for Nandrolone, and Crisostomo tested positive for Boldenone and Nandrolone, the commissioner’s office said. CHARLOTTE, N.C. (AP) — Front Row Motorsports, one of two teams suing NASCAR in federal court, accused the stock car series Thursday of rejecting the planned purchase of a valuable charter unless the lawsuit was dropped. Front Row made the claim in a court filing and said it involved its proposed purchase of the charter from Stewart-Haas Racing. Front Row said the series would only approve it if Front Row and 23XI Racing dropped their court case. “Specifically, NASCAR informed us that it would not approve the (charter) transfer unless we agreed to drop our current antitrust lawsuit against them,” Jerry Freeze, general manager of Front Row, said in an affidavit filed in the U.S. District Court of Western North Carolina. The two teams in September refused to sign NASCAR's “take-it-or-leave-it” final offer on a new revenue sharing agreement. All other 13 teams signed the deal. Front Row and 23XI balked and are now in court. 23XI co-owner Michael Jordan has said he took the fight to court on behalf of all teams competing in the top motorsports series in the United States. NASCAR has argued that the two teams simply do not like the terms of the final charter agreement and asked for the lawsuit be dismissed. Earlier this week, the suit was transferred to a different judge than the one who heard the first round of arguments and ruled against the two teams in their request for a temporary injunction to be recognized in 2025 as chartered teams as the case proceeds. The latest filing is heavily redacted as it lays out alleged retaliatory actions by NASCAR the teams say have caused irreparable harm. Both Front Row and 23XI want to expand from two full-time cars to three, and have agreements with SHR to purchase one charter each as SHR goes from four cars to one for 2025. The teams can still compete next season but would have to do so as “open” teams that don't have the same protections or financial gains that come from holding a charter. Freeze claimed in the affidavit that Front Row signed a purchase agreement with SHR in April and NASCAR President Steve Phelps told Freeze in September the deal had been approved. But when Front Row submitted the paperwork last month, NASCAR began asking for additional information. A Dec. 4 request from NASCAR was “primarily related to our ongoing lawsuit with NASCAR,” Freeze said. “NASCAR informed us on December 5, 2024, that it objected to the transfer and would not approve it, in contrast to the previous oral approval for the transfer confirmed by Phelps before we filed the lawsuit,” Freeze said. “NASCAR made it clear that the reason it was now changing course and objecting to the transfer is because NASCAR is insisting that we drop the lawsuit and antitrust claims against it as a condition of being approved.” A second affidavit from Steve Lauletta, the president of 23XI Racing, claims NASCAR accused 23XI and Front Row of manufacturing “new circumstances” in a renewed motion for an injunction and of a “coordinated effort behind the scenes.” “This is completely false,” Lauletta said. Front Row is owned by businessman Bob Jenkins, while 23XI is owned by retired NBA Hall of Famer Jordan, three-time Daytona 500 winner Denny Hamlin and longtime Jordan adviser Curtis Polk. NASCAR had been operating with 36 chartered teams and four open spots since the charter agreement began in 2016. NASCAR now says it will move forward in 2025 with 32 chartered teams and eight open spots, with offers on charters for Front Row and 23XI rescinded and the SHR charters in limbo. The teams contend they must be chartered under some of their contractual agreements with current sponsors and drivers, and competing next year as open teams will cause significant losses. “23XI exists to compete at the highest level of stock car racing, striving to become the best team it can be. But that ambition can only be pursued within NASCAR, which has monopolized the market as the sole top-tier circuit for stock car racing,” Lauletta said. "Our efforts to expand – purchasing more cars and increasing our presence on the track – are integral to achieving this goal. “It is not hypocritical to operate within the only system available while striving for excellence and contending for championships,” he continued. “It is a necessity because NASCAR’s monopoly leaves 23XI no alternative circuit, no different terms, and no other viable avenue to compete at this level.” AP auto racing:Luigi Nicholas Mangione, the suspect in the fatal shooting of a healthcare executive in New York City, apparently was living a charmed life: the grandson of a wealthy real estate developer, valedictorian of his elite Baltimore prep school and with degrees from one of the nation's top private universities. Friends at an exclusive co-living space at the edge of touristy Waikiki in Hawaii where the 26-year-old Mangione once lived widely considered him a “great guy,” and pictures on his social media accounts show a fit, smiling, handsome young man on beaches and at parties. Now, investigators in New York and Pennsylvania are working to piece together why Mangione may have diverged from this path to make the violent and radical decision to gun down UnitedHealthcare CEO Brian Thompson in a brazen attack on a Manhattan street. The killing sparked widespread discussions about corporate greed, unfairness in the medical insurance industry and even inspired folk-hero sentiment toward his killer. But Pennsylvania Gov. Josh Shapiro sharply refuted that perception after Mangione's arrest on Monday when a customer at a McDonald's restaurant in Pennsylvania spotted Mangione eating and noticed he resembled the shooting suspect in security-camera photos released by New York police. “In some dark corners, this killer is being hailed as a hero. Hear me on this, he is no hero,” Shapiro said. “The real hero in this story is the person who called 911 at McDonald’s this morning.” Mangione comes from a prominent Maryland family. His grandfather, Nick Mangione, who died in 2008, was a successful real estate developer. Nick Mangione had 37 grandchildren, including Luigi, according to the grandfather's obituary. Luigi Mangione’s grandparents donated to charities through the Mangione Family Foundation, according to a statement from Loyola University commemorating Nick Mangione’s wife’s death in 2023. They donated to various causes, including Catholic organizations, colleges and the arts. One of Luigi Mangione’s cousins is Republican Maryland state legislator Nino Mangione, a spokesman for the lawmaker’s office confirmed. “Our family is shocked and devastated by Luigi’s arrest,” Mangione’s family said in a statement posted on social media by Nino Mangione. “We offer our prayers to the family of Brian Thompson and we ask people to pray for all involved.” Mangione, who was valedictorian of his elite Maryland prep school, earned undergraduate and graduate degrees in computer science in 2020 from the University of Pennsylvania, a university spokesman told The Associated Press. The children of some of the city’s wealthiest and most prominent residents, including Orioles legend Cal Ripken Jr., have attended the school. Its alumni include sportswriter Frank Deford and former Arizona Gov. Fife Symington. In his valedictory speech, Luigi Mangione described his classmates’ “incredible courage to explore the unknown and try new things.” Mangione took a software programming internship after high school at Maryland-based video game studio Firaxis, where he fixed bugs on the hit strategy game Civilization 6, according to a LinkedIn profile. Firaxis' parent company, Take-Two Interactive, said it would not comment on former employees. He more recently worked at the car-buying website TrueCar, but has not worked there since 2023, the head of the Santa Monica, California-based company confirmed to the AP. From January to June 2022, Mangione lived at Surfbreak, a “co-living” space at the edge of touristy Waikiki in Honolulu. Like other residents of the shared penthouse catering to remote workers, Mangione underwent a background check, said Josiah Ryan, a spokesperson for owner and founder R.J. Martin. “Luigi was just widely considered to be a great guy. There were no complaints,” Ryan said. “There was no sign that might point to these alleged crimes they’re saying he committed.” At Surfbreak, Martin learned Mangione had severe back pain from childhood that interfered with many aspects of his life, including surfing, Ryan said. “He went surfing with R.J. once but it didn’t work out because of his back,” Ryan said, but noted that Mangione and Martin often went together to a rock-climbing gym. Mangione left Surfbreak to get surgery on the mainland, Ryan said, then later returned to Honolulu and rented an apartment. An image posted to a social media account linked to Mangione showed what appeared to be an X-ray of a metal rod and multiple screws inserted into someone's lower spine. Martin stopped hearing from Mangione six months to a year ago. An X account linked to Mangione includes recent posts about the negative impact of smartphones on children; healthy eating and exercise habits; psychological theories; and a quote from Indian philosopher Jiddu Krishnamurti about the dangers of becoming “well-adjusted to a profoundly sick society.” Mangione likely was motivated by his anger at what he called “parasitic” health insurance companies and a disdain for corporate greed, according to a law enforcement bulletin obtained by AP. He wrote that the U.S. has the most expensive healthcare system in the world and that the profits of major corporations continue to rise while “our life expectancy” does not, according to the bulletin, based on a review of the suspect’s handwritten notes and social media posts. He appeared to view the targeted killing of the UnitedHealthcare CEO as a symbolic takedown, asserting in his note that he is the “first to face it with such brutal honesty,” the bulletin said. Officials said all but two of the 181 people on board were killed Sunday in one of the country’s worst aviation disasters. The 737-800 operated by Jeju Air plane arrived from Bangkok and crashed while attempting to land in the town of Muan, about 290 kilometers (180 miles) south of Seoul. Footage of the crash aired by South Korean television channels showed the plane skidding across the airstrip at high speed, evidently with its landing gear still closed. Jerusalem’s Hadassah Medical Center said his prostate was removed late Sunday and that he was recovering. Inflation is predicted to average 2.5% this year and 2.6% next year, according to forecasts from the Office for Budget Responsibility. The British Medical Association said the Government showed a “poor grasp” of unresolved issues from two years of industrial action, and the Royal College of Nursing called the pay recommendation “deeply offensive”. The National Education Union’s chief said teachers were “putting the Government on notice” that the proposed increase “won’t do”. The pay recommendations came after Chancellor Rachel Reeves called for every Government department to cut costs by 5%, as she started work on a sweeping multi-year spending review to be published in 2025. Independent pay review bodies will consider the proposals for pay rises for teachers, NHS workers and senior civil servants. The Department of Health said it viewed 2.8% as a “reasonable amount” to set aside, in its recommendations to the NHS Pay Review Body and the Doctors’ and Dentists’ Remuneration Board remit groups. A 2.8% pay rise for teachers in 2025/26 would “maintain the competitiveness of teachers’ pay despite the challenging financial backdrop the Government is facing”, the Department for Education said. The Cabinet Office also suggested pay increases for senior civil servants should be kept to no more than 2.8%. Paul Johnson, director of the influential economics think tank the Institute for Fiscal Studies (IFS), said it was “not a bad ballpark figure” and feels “just about affordable” given the Government’s public spending plans. IAEA chief Rafael Grossi called on Tehran to "provide timely and technically credible assurances" that a ramping up of enrichment will not lead to the construction of a nuclear weapon. The International Atomic Energy Angency (IAEA) on Friday sounded the alarm over the possibility that Iran may ramp up its uranium enrichment to close to weapons-grade. IAEA chief Rafael Grossi said that Iran is "dramatically" increasing enrichment up to 60% purity, close to the roughly 90% needed for a nuclear weapon. Grossi made the remarks on the sidelines of the Manama Dialogue security conference in Bahrain. What did the IAEA chief say about Iran's uranium enrichment? The UN nuclear watchdog chief said Iran's production of highly enriched uranium was expected to jump to more than 34 kilograms (75 pounds) per month, compared to the current 4.7 kilograms. "This is a message. This is a clear message that they are responding to what they feel is pressure," Grossi said about Iran's position. Europe and the US have argued that there is no civilian justification for Iran's enrichment to those levels, claiming instead it is for the purpose of producing nuclear bombs . Iran has repeatedly denied that it is pursuing nuclear weapons. Grossi said UN inspectors are planning to see just how many centrifuges Iran would be spinning, after Tehran informed his agency of its plans. "I think it is very concerning," the IAEA chief said. The reported increase in Iranian production drew international criticism. A German foreign ministry source told Reuters that the ramp up in enrichment represented "a serious escalatory step by Iran." "It is obvious that such measures significantly worsen the framework for diplomatic efforts," the source said. Soup often comes to mind when summer gives way to sweater weather. It’s delicious, usually pretty easy to make, works well with whatever is lingering in your fridge and/or pantry, and warms both the body and soul as soon as a spoonful touches your lips. Remember how a big bowl of Campbell’s Chicken Noodle helped chase away a head cold when you convinced your mom or dad you were really, really sick and needed to take the day off from school? Such is the magic of soup. There’s another reason soup strikes a chord with so many home cooks. Even though inflation is easing, going to the grocery store can still be a gut punch. So any way we can get a good meal onto the table and not break the budget is a good thing. Soup is economical because it lends itself to cheaper cuts of meat and simple ingredients such as canned beans and dried noodles, no-nonsense veggies like carrots and cabbage and spices that most people already have in their spice rack. This warm and filling wonton soup that headlines our latest installment of “Dinner for Two” is a pretty good example. Honestly, it probably takes longer to shop for all the ingredients than it does to stir a pot together — about 20 minutes — though you can let it simmer longer if you’re not in a rush and want to deepen the flavor. And except for the (optional) white miso paste in the broth, it won’t have you running down any fancy ingredients. This soup requires only boxed broth, some everyday greens, carrots and a bag of Trader Joe’s Chicken Cilantro Mini Wontons, which was my biggest purchase. Total cost: $10.45 for two (and more likely three) generous servings. I used the whole 12-ounce, $3.49 bag in the soup, which is technically four servings instead of two, so it would have cost even less if I hadn’t been such a fool for dumplings and added half the bag. (Sorry, but I really like them, especially when they’re so cute!) Both the appetizer — a spicy cold cucumber salad — and the maple-kissed baked pears I made for dessert were even more economical. The salad cost just $2.21, and the pears $2.30 — just a little more than $1 per person per course. Once again, I was able to cut down on costs by using ingredients I already had on hand such as the honey and chili crisp used to give the cucumbers their sweet and spicy kick and the vanilla and cinnamon that sweetens the dessert. I also just happened to have some shiitake mushrooms in my fridge leftover from another dish that I happily threw into the pot so they wouldn’t go to waste. But that’s the thing with this particular soup recipe. It’s completely adaptable to personal taste and what you have in your kitchen. Total cost for the entire meal, which had leftovers: $14.46, or 54 cents under my $15 budget. Bon appétit! Spicy Cucumber Salad Serves 2 This recipe is so easy, and starts the meal off with a pleasant crunch. I added chili crisp because I always have it on hand and I can’t get enough of its spicy, umami flavor. But you could substitute soy sauce or leave it out altogether. INGREDIENTS: 6 mini cucumbers 1 teaspoon coarse sea salt 21⁄2 tablespoon rice vinegar 1 tablespoon honey 1 tablespoon toasted sesame oil 1 tablespoon chili crisp or garlic chili sauce, optional DIRECTIONS: Slice cucumbers into bite-sized disks and place in a large bowl. Toss with salt and set aside while you make dressing. In a small bowl, stir together rice vinegar, honey, sesame oil and chili crisp or chili sauce, if using. Strain the cucumbers (do not rinse) and place in a large bowl Pour dressing over cucumbers and toss to combine. — Gretchen McKay, Post-Gazette Dumpling Soup Serves 2 Soup is often an afterthought, a way to use up any stray veggies in your refrigerator crisper. But it also makes a great main dish, especially if you add a few (or a lot) meat-stuffed dumplings. The star that makes this dish so filling is Trader Joe’s Chicken Cilantro Mini Wontons, which are a budget buy at $3.49 for a 12-ounce package. The fragrant vegetable broth is flavored with fresh ginger and ground turmeric, two spices that don’t just add depth, but are also are great for chasing away colds. You may not want to buy white miso paste, a fermented paste made from rice, barley and soybeans that is on the expensive side (you’ll find it in the Asian section of most larger grocery stores). You can substitute a little soy sauce instead. Even a packet that comes with takeout Chinese is enough to add some umami flavor. Baby bok choy (a type of Chinese cabbage) and broccoli florets provide a healthy serving of greens. INGREDIENTS: — Kosher salt 1 tablespoon sesame oil 4 shiitake mushrooms, stemmed and sliced 1 (2-inch) piece ginger, finely minced 2 garlic cloves, finely minced 1 teaspoon ground turmeric 32 ounces vegetable stock — Salt 2 medium carrots, julienned 2 tablespoon white miso paste or 1 tablespoon soy sauce 12- ounce bag frozen dumplings (not thawed) 1 baby bok choy, trimmed and each cut into 4 pieces through the stem, or a handful of fresh spinach — Handful broccoli florets — Handful of cilantro or chopped scallions, for serving DIRECTIONS: Heat sesame oil in a large pot over medium heat. Add mushrooms. Cook, stirring occasionally, until softened, 5-6 minutes. Add ginger and garlic. Stir and cook for 30 seconds, until aromatic. Add turmeric and stir for 15 seconds, until fragrant. Pour vegetable stock into the pot and season with 1 teaspoon salt. Add julienned carrots, cover and cook for 8-10 minutes on medium heat to allow flavors to meld. Remove the lid and add miso paste, stirring constantly until it is dissolved. Taste, and season with more salt, if needed. Increase the heat to medium-high, and carefully drop the dumplings into the broth. When they float to the top, add baby bok choy and broccoli, and cook for about 2 minutes, just until the broccoli is crisp-tender. Ladle the broth, dumplings, baby bok choy and broccoli into bowls. To serve, top with cilantro or chopped scallions. — adapted from nyt.com Maple Baked Pears Pears are in season throughout fall, and are as easy to cook with as apples. In this simple recipe, they’re halved, scooped and then drizzled with maple syrup for a quick bake in the oven. My budget didn’t allow for a scoop of vanilla ice cream, but the pears were delicious without. INGREDIENTS: 2 large pears, ripe but still slightly firm — Pinch ground cinnamon 1⁄4 cup pure maple syrup — Dash of pure vanilla extract DIRECTIONS: Preheat oven to 375 degrees. Line a baking sheet with parchment paper and set aside. Cut pears in half. (Don’t worry about peeling.) Using a melon baller or spoon, scoop out the core and seeds. Arrange pears, facing up, on the prepared baking sheet. Sprinkle evenly with a dusting of cinnamon. Whisk together maple syrup and vanilla extract. Drizzle over the tops of the pears. Bake uncovered until the fruit is soft and lightly browned on the edges, around 25-30 minutes. (Firmer pears will take a little longer.) Remove from the oven. By the time his first administration ended, turnover in senior positions had hit 92 percent. Now he's managing to lose folks before he's even back in the saddle. First out was Matt Gaetz , Trump's original choice for Attorney General, a post also known in Trump World as Revenger-in-Chief. Gaetz is a Trump True Believer who could be counted on to root out his boss's myriad enemies in the supposed 'deep state', including the Justice Department he would run. Except that the moment his nomination was announced, previous but still seriously damaging accusations of sex trafficking and sexual relationships with minors soon resurfaced. She has already attacked the media for publishing the email which gave her son both barrels but not reporting that she'd quickly sent a follow up apology withdrawing her scathing remarks. Which is fair enough. Though the problem is that she has not been able to produce the second email. So the media is unable to publish it. Nobody is taking her change of heart seriously. The skids are clearly under Hegseth. Republican senators who had previously dismissed the accusations against him as 'side issues' have gone quiet. Lindsay Graham, Republican Senator for South Carolina, acolyte of The Donald and a reliable lagging indicator of the way the wind is blowing, now says the claims against Hegseth are 'very disturbing', that confirmation is going to be 'very difficult', that leadership of the Pentagon requires 'good order and discipline' (sorry, Pete) and, just to twist the knife, 'every young woman who joins the military needs to feel respected and welcomed' (really sorry, Pete). The confirmation of Robert F. Kennedy Jr. as Health Secretary is anything but a slam dunk. He has backed enough kooky conspiracy theories in his time, advocated multiple bizarre approaches to health and harbored several sex-related skeletons of his own to prove a dripping roast for the Senate confirmation process. Then there's Tulsi Gabbard, Trump's choice to be Director of National Intelligence, a controversial pick for such a post given her penchant for repeating Kremlin talking points and her cozying up to Syrian dictator Bashar al-Assad. All that will provide the Senate with another field day. To be fair, many of Trump's choices for his second administration are respectable and uncontroversial, including the prime posts of Treasury (Scott Bessent, an experienced financier) and State (Marco Rubio, who specialized in foreign affairs as a senator). It's the more explosive ones that generate the headlines — and even then, there could be method to Trump's apparent madness. It is all very much part of his long-standing modus operandi. Set ally against ally to see who emerges on top. It's fun to watch. Throw stuff at the wall and see what sticks. If it sticks, proceed. If some of it slides off, get rid of it quickly and move on with something more reliably sticky. It's usually a win-win for Trump. The confirmation of Robert F. The inevitable fallout with Elon Musk, for example, will be an epic of monster movie proportions — a veritable Godzilla v King Kong on the banks of the Potomac. So that revolving door will need to be kept well oiled. For it will be in constant use these next four chaotic but fascinating years. Friends of Night People in Buffalo serves hot meals 365 days a year, and does a whole lot more. "We serve diner every night of the year. We have about 65-hundred volunteer opportunities every year. So we always need a hand," said Patty Krehbiel, Friends of Night People Relationship Manager. Friends of Night People relies on volunteers year-round. Without them, they wouldn't be able to serve all of those hot meals or keep the clothing closet stocked and sorted. "Volunteers are what gives the place life. Without them, it would be a very, very, I'm going to say, quiet place. You know, they bring the light. They also give the people what they need," said Joslyn Briggins, Friends of Night People Case Manager. People like Cornelius, who visits Friends of Night People for breakfast and sometimes dinner, too. "It's not just the food. They help with clothing. Help with toiletries, things like that, too, as well," said Cornelius. They also help people find employment, get interviews, get phones, and more. "Unfortunately, most people, I don't think you realize, are about one to two paychecks away from this situation. You know, just don't have the savings there, the safety nets aren't there, and housing is really expensive," said Patty Krehbiel. Patrick Ceron goes to Friends of Night People for breakfast every day. "Thankfully for this place, I can come here and have a nice, hot meal," said Patrick Ceron. Ceron was homeless for about a year and just moved into a new apartment on Christmas Eve. "The homeless people need the help of volunteers in order to serve the food, in order to have clean clothes to change into, in order to take showers. They also provide showers here, and it's very important for volunteers to be here and help out," said Patrick Ceron. "I think that it can be a New Year's resolution. You can come with your friends. I'm here with my sister today. It was just something we wanted to do. So I think it's so important to have a consistent thing, and they get to see familiar faces, and you get to learn their names, and get to know more about them. I think it just makes it more meaningful," said volunteer Fiona Kavcic. "We really are grateful for everybody that comes in. They are just the backbone of what we do. Article content Article content At about 2:50 p.m., three people entered the store in the 2500 block of Greenbank and selected products, police said. One of them exited the store by the front door with items as the other two left the rear of the store with other items. Staff approached the two leaving at the back of the store and attempted to retrieve the items, but one individual threatened staff with a weapon, police said. Photo by Supplied / OTTAWA POLICE SERVICE Suspect 1 (who police said threatened staff with the weapon) was described as a white male, 35-45, 6-2, about 180 pounds with dark hair and a dark beard. At the time of the incident, police said he was seen wearing a black construction jacket, John Deere brand sweater, blue jeans and black shoes. Suspect 2 was described as a white female, 35-45, about 5-2 and 160 pounds with long dark hair. At the time of the incident, police said she was seen wearing a black construction jacket, black pants and white sport shoes. At the time of the incident, police said he was seen wearing a dark grey John Deere branded hooded top, black jogging style pants and white running shoes, and he was also seen carrying a black backpack. Anyone with information about the identity of the three suspects or the incident was asked to contact the Ottawa Police Service Robbery Unit at 613-236-1222, extension 5116.
