The Trudeau government’s two-pronged announcement of a goods and services tax holiday on certain “essential” items and its pledge to dole out $250 to millions of people in the country have left economists scrambling to gauge the impact of Ottawa’s $6.3-billion, election-style splurge. With Canada’s economy facing several headwinds, the stimulus cheques and the sales tax break on items such as groceries, children’s clothing, beer and Christmas trees are expected to spur consumers to open their wallets, boosting economic growth in the near term. However, the sugar high could fade quickly, as shoppers simply shift around the timing of their purchases. And the jolt of spending – coming on top of recent hotter-than-expected inflation data – may help convince the Bank of Canada to slow its pace of interest-rate cuts. The new big-ticket spending proposals also raise questions about Ottawa’s ability to stay within its self-imposed deficit guardrails, especially if, as some economists think, Prime Minister Justin Trudeau decides to make the sales tax changes permanent as a way to placate angry voters. “Once politicians get the idea that, ‘Oh, playing with the GST, playing with things that are taxable or not,’ is a political winner, they’re never going to stop. And that is not good for the budget and it’s not good for tax policy,” said Stephen Gordon, an economics professor at Laval University. Coming in at around 0.2 per cent of gross domestic product, Ottawa’s package will ripple through the economy – but it’s hardly a game-changer. The economics team at Bank of Montreal boosted its GDP growth estimate for the first quarter of 2025 to 2.5 per cent from 1.7 per cent, but trimmed its GDP growth forecast for the third quarter, when the effect of the stimulus fades. Avery Shenfeld, chief economist at Canadian Imperial Bank of Commerce, said that the tax rebates could theoretically increase GDP by as much as a quarter-percentage-point next year, especially because fiscal stimulus has a bigger impact when there is slack in the economy, as is currently the case. “But that’s only if these cheques are permitted to raise the federal deficit,” Mr. Shenfeld wrote in a client note. “If Ottawa is merely shifting funds from what it otherwise would have spent elsewhere, in order to stick to a given deficit target, the impact could be negated.” It’s also unclear how much the stimulus cheques will increase consumer spending, with people potentially pocketing the money or using it to pay down debt, rather than going shopping Mr. Shenfeld said the overall package would likely have a “very marginal” impact on upcoming Bank of Canada interest-rate decisions. This view was shared by other Bay Street economists, although there was a broad agreement that Ottawa’s stimulus essentially seals the deal for a quarter-point rate cut at the next Bank of Canada meeting in December, rather than another half-point cut, as happened in October. “On its own, this probably doesn’t move the needle so significantly because of the fact that it’s not massive and it is temporary,” said Taylor Schleich, director of economics and strategy at National Bank Financial. However, complicating that is the fact the measures come at the same time as stimulus is rolling out from other levels of government, inflation has picked up and housing markets are potentially reaccelerating, he said. “If the Bank of Canada was on the fence about cutting 25 or 50 basis points, perhaps all of this data taken together leads them more towards a more gradual easing approach in the near term,” he said. Bank of Canada Governor Tiff Macklem said last month that the bank is less concerned than it was about government spending fuelling inflation and working at cross purposes to the bank’s still-restrictive monetary policy now that inflation is largely under control. “We’re no longer trying to get inflation down. Government spending is not pushing against us getting inflation down, we’ve got it down,” he told the Senate Banking Committee. It’s so far impossible to say how the two measures will impact the federal government’s bottom line, because Ottawa has yet to produce its final spending and revenue picture for the past fiscal year. However, in an Oct. 17 report , the Parliamentary Budget Officer, Canada’s budgetary watchdog, estimated the deficit for 2023-24 would come in at $46.8-billion, deeper than the $40-billion deficit laid out in the government’s 2024 budget. The government’s own fiscal guardrail aims to maintain the 2023-24 deficit at or below $40.1-billion. The stimulus cheques and GST changes will likely erode the government’s fiscal standing in the coming months, according to Derek Holt, head of capital markets economics at Bank of Nova Scotia, who speculated in a Friday note to clients that the planned two-month GST holiday “is very likely to turn permanent and blow through Ottawa’s finances.” In a separate report, Mr. Holt estimated if the GST changes were made permanent, along with the stimulus cheques, the changes would result in a $14-billion hit to federal finances in fiscal 2025-26 and $10-billion a year in subsequent years. Over a five-year horizon, if the GST changes remained permanent, “the cumulative deficit would balloon by about an extra $52-billion,” he wrote. Even if the changes remain temporary, economists tend to view these types of stimulus measures dimly, thinking of them as inefficient and poorly targeted. “If they wanted to beef up the income support at lower income levels then you either increase the GST rebates or the Canada Child Benefit, things like that. Just across the board $250 to everybody, that’s clearly electoral,” Prof. Gordon said. Luc Godbout, an economics professor at the Université de Sherbrooke, said the temporary nature of tax cuts will cause consumers to shift the timing of their consumption and complicate things for retailers. And higher-income individuals may also benefit disproportionately from the GST break on things such as restaurant meals. “These are not measures that were thought out from an economic perspective, but from a political perspective,” he said in an e-mail. Nor do the stimulus cheques or GST changes do anything to “impact our long-term growth trajectory or close the competitive gap we have with the U.S.” when it comes to attracting business investment, said Kevin Milligan, a professor of economics at the Vancouver School of Economics at the University of British Columbia. “When you’re in a world of being in deficit and there’s not a macroeconomic need for it, I don’t see these as economically defensible measures,” he said.After a protracted legal battle — involving dismissals, appeals and extradition from Romania — the co-founder of a California white supremacist group accused of inciting violence across the state will be freed from federal custody, a judge ruled Friday. U.S. District Judge Josephine L. Staton sentenced Robert Paul Rundo to two years but said he would be released on time served. His federal public defender said he’s spent a total of 725 days in custody. Rundo was originally arrested and charged in October 2018 for his role in the Rise Above Movement, or RAM, a group accused of brawling at political rallies throughout the state, according to a federal court filing. A federal court judge twice dismissed the case, but it was revived by appeals courts, leading to Rundo’s extradition from Romania last year to face charges in California. Rundo pleaded guilty in September to conspiracy to riot. During the sentencing hearing Friday, Rundo, 34, stood before the judge, arms crossed behind his back. He told the judge that this did not only ruin his own life, “but ruined everyone’s life that was close to me.” He said his mother and sister had to hide photos of him and that old friends lost their careers for being associated with him. “I hope to be able to move on from that time period and that mindset,” Rundo told the judge. “This process has taken nearly a decade out of my life. It’s a strong reminder to think before I speak and to think before I act.” The judge said of Rundo: “Even he sems to acknowledge that the white supremacist views that he had led him to violence.” “The court does have to consider whether his present claim that he in some respects rejects those views is genuine, and I do hope he’s sincere about that, and I think he should be given the benefit of the doubt,” Staton said. Staton gave Rundo two years of supervised release with conditions that include electronic monitoring and an order to stay away from RAM gatherings and known members. In a sentencing memo, Rundo’s public defenders called the case “extremely unusual” and said it “has hung over Mr. Rundo like a dark cloud.” Prosecutors acknowledged in a sentencing memo that years had passed since the criminal conduct in the case but maintained Rundo “has not renounced the violent extremist ideology that motivated that conduct.” “This defendant sought to further his white-supremacist ideology by plotting riots and engaging in violence at political rallies,” U.S. Atty. Martin Estrada said in a statement. “Hate and violence are antithetical to American values and tear at our community. It is therefore critical that we protect the civil and constitutional rights of our community against those who promote divisiveness.” Prosecutors and public defenders laid out Rundo’s path from Queens, N.Y., to co-founder of RAM in Southern California. At 19, Rundo pleaded guilty to gang assault and was sentenced to two years in prison, according to sentencing memos. While incarcerated, prosecutors said, he tattooed the numbers “88” — a neo-Nazi symbol signifying “HH” or “Heil Hitler,” which he later referred to as a “symbols of white pride.” Rundo’s attorneys said he covered up the tattoo several years ago. After he moved to California in 2016, Rundo’s attorneys wrote that he found a new community among members of the “alt right” and went on to co-found RAM. According to Rundo’s plea agreement, the group “represented itself as a fighting group of a new nationalist white supremacy and identity movement.” “While their views would be described as militant, white nationalist, racist, and “alt right,” it should be remembered that Mr. Rundo is not charged with a hate crime,” Rundo’s attorneys wrote in their memo. Rundo and other members attended rallies “with the intent to provoke and engage in violent physical conflicts,” according to the plea agreement. Rundo admitted to attending a Huntington Beach rally on March 25, 2016, where he and others “pursued and assaulted” people, including one protester he tackled and punched multiple times. Rundo also admitted to attending two other rallies, one in Berkeley on April 15, 2017, and another in San Bernardino on June 10, 2017, according to the agreement. Rundo was originally charged and arrested in October 2018, alongside two other alleged members, Boman and Tyler Laube of Redondo Beach. Judge Cormac J. Carney at least twice dismissed charges against Rundo and Boman, at one point finding that the men were being selectively prosecuted, while “far-left extremist groups, such as Antifa” were not. The U.S. 9th Circuit Court of Appeals in July rejected that finding.

Meet man, Harvard alumnus, who plays key role in Rs 10552 crore company, he is married to...SANTA CLARA, Calif. — San Francisco coach Kyle Shanahan said linebacker De'Vondre Campbell won't be part of the 49ers moving forward after he refused to enter a game after losing his starting job. Shanahan said the team is still working through the options of how to deal with Campbell, who walked to the locker room in the middle of a 12-6 loss to the Los Angeles Rams on Thursday night when he refused to enter the game. “His actions from the game are not something you can do to your team or teammates and still expect to be a part of our team,” Shanahan said Friday. “We're working through the semantics right now, but we'll handle the situation appropriately." Shanahan said Campbell won't be part of the team for the final three weeks. Teams have the ability to suspend players up to four games without pay for conduct detrimental to the team, according to the Collective Bargaining Agreement. The Niners also could just waive Campbell outright, which would allow him potentially to be claimed or signed by another team. Campbell signed a $5 million, one-year contract with San Francisco in March. Campbell had started 12 of the first 13 games of the season and played 90% of defensive snaps for the 49ers but was benched Thursday night after Dre Greenlaw came back for his first game since tearing his left Achilles tendon in last season’s Super Bowl. When the 49ers wanted to put Campbell in the game in the third quarter because Greenlaw was sidelined with soreness in his Achilles tendon, Campbell refused, something Shanahan said has never happened to him in his time as a head coach or an assistant in the NFL. Shanahan said Friday that he has not gotten any explanation from Campbell on why he didn't play. Campbell then walked off the field with a towel draped over his head and went into the locker room before the end of the game with the Rams that almost ended the 49ers' playoff hopes. Shanahan said he didn't send Campbell to the locker room and didn't know why he left the field. “Once I found out he wasn't playing, I moved on to people we could count on,” he said. Campbell's decision left his teammates angered and bewildered. "He’s a professional,” cornerback Charvarius Ward said after the game. “He’s been playing for a long time. If he didn’t want to play, he shouldn’t have dressed out. He could have told them before the game. So I feel like that was selfish. It definitely hurt the team. Dre went down and we needed a linebacker. ... For him to do that, that’s sucker (stuff) in my opinion. He’s probably going to get cut soon.” Ward is one of several 49ers who has played through injury or personal tragedy during a trying season for San Francisco. Ward’s 1-year-old daughter died on Oct. 28 but he has returned and played the last three games for San Francisco. Tight end George Kittle called Campbell's actions “stupid” and “immature.” “It’s one person making a selfish decision,” Kittle said. “I’ve never been around anybody that’s ever done that and I hope I’m never around anybody who does that again.” The 31-year-old Campbell signed in the offseason with San Francisco after being cut by Green Bay in March. He had been an All-Pro in 2021 for the Packers but his play fell off the last two seasons in Green Bay. That led to Campbell complaining on social media that he was misused by Green Bay. He expressed excitement about being with a new team but he never got back to his All-Pro level. Campbell had a few bright moments in San Francisco this season but struggled frequently with tackling and in coverage. In a subtle yet scathing remark, the Senate President, Godswill Akpabio, took a swipe at Rivers State governor, Siminialayi Fubara, and the Peoples Democratic Party (PDP) during the birthday celebration of the Minister of the Federal Capital Territory (FCT), Nyesom Wike, in Port Harcourt, Rivers State on Friday. Akpabio, who was the Special Guest of Honour at the event, mocked Fubara’s handling of the ongoing political crisis in the state. The lecture, titled “Pragmatic Strides of a Visionary Leader and Contemporary Issues of Society,” attracted thousands of Wike’s loyalists, friends, and associates. The event, organised by the NEW Associates, a new political movement coined from the initials of the minister’s name, Nyesom Ezenwo Wike, provided a platform for Akpabio to remind Fubara of the importance of maintaining a good relationship with the legislature. Akpabio recognised Martins Amaewhule as the Speaker of the Rivers State House of Assembly and emphasised that every wise governor or president must find a way to work closely with the leadership of the legislature. Akpabio, who spoke from experience as a former governor of Akwa Ibom State, noted that a governor could only be hurt by the House of Assembly. He advised Fubara to fashion out ways to work with the Speaker, just as he did during his tenure. He said: “For those of you who may not understand politics, we were taught that the parliament can turn a woman into a man and a man into a woman. As a governor, my greatest fear was my House of Assembly. “So because of that, I never travelled anywhere without my Speaker. Any time I didn’t see him for a day, I would send somebody to his house to invite him to come and have lunch with me, and I used ideas to look at his face to know whether he was happy with me or not. “The only place that can hurt a governor is the House of Assembly, and no court or democracy can stop that from happening. Any President who wants to survive, like Asiwaju Bola Ahmed Tinubu, must hold the speaker and the Senate President very closely the way he is holding us. “Recently, he conferred on us GCON, Grand Commander of the Order of the Niger, whether he loved it or not, he did it. He muscled the two Chambers together.” The Senate President questioned Fubara’s inability to win over some of the 27 lawmakers loyal to Wike, despite having ample resources at his disposal He expressed concern over the politics of betrayal and treachery, noting that such orientation affects sustainability in governance. Akpabio also observed that the lecture delivered by Prof. Julius Ihonvbere, Majority Leader of the House of Representatives, failed to address the critical issue of sustainability. He said: “I do not know what is happening in Rivers State, but I hope that the successor to Wike realises the fact that no matter how the bird flies, the legs are pointing to the ground. “Something must be wrong. Today is not for politics. Today is for Nyesom Wike. But sometimes I wonder, I would never be the governor, given the resources of Rivers State, and then I disagree with my House of Assembly, and I am not able to poach at least one member out of the other group. If I do not do that, it means that there is something wrong with my political philosophy. “I do not care what people say, we must try to stop this politics of betrayal and politics of treachery because it does not allow for good succession. Prof. Julius, in everything you said here, the word that was missing was ‘sustainability’. “You cannot have sustainability in good policies and governance when the person taking over from you is interested in not destroying you alone but destroying everything that you built. If you are a politician, note, you must have opposition. On his part, Akpabio appreciated the NEW Associates and Chairman of the Organising Committee, Senator George Sekibo, for putting the event together, saying he was not bothered about the ongoing criticisms of a few people. He said: “For me, in life, what is important is if you know what you want to do, and you know how you want to do it, then you go ahead. One thing that I can assure all of you here is that we will continue to make you proud. “I will never be distracted. I will still be focused to achieve the results that Nigerians will know that Mr. President means well. Yes, so many people have talked about criticism, I can assure you, it is even people who inform me that people are criticising me. Frankly speaking, because I do not see them and I don’t hear them and I cannot reply to them.” Wike, who said he was humbled by the crowd that identified with him, said he was satisfied with the support of President Tinubu. He said all the criticisms were designed by his detractors to distract him, adding that the only way to silence the critics was to achieve results for public interest. He said: “I have told most of you, do not bother about criticisms. What is important for you is to ask yourself if you are focused or if you are doing what is expected of you to do. I tell them, the moment your enemies see that you do not listen to them, and you are focused and are there to achieve results, they will be tired, and when you are being distracted, you are worried, they will say yes, they have now gotten you. “The only way that you can silence your critics is to show them your results. Show them your performance. I am happy that when we were coming last night, I saw the flyovers being painted. I said thank God, so there was work that they are now painting? I said thank God, there was work that is being painted now. I have said, if you are not important, nobody will talk about you. “So, the support Mr. President is giving to me is enough for me. I do not require anything. The moment I know that my Mr. President is happy, the moment I know that my family is happy, the moment I know that my friends and associates are happy, what is my own? I just go on. If you cannot match up with what we have done, why not come out and say look, let the truth be told. “I do not see anybody that will intimidate or threaten me. I have not seen that person. At the appropriate time we will talk politics; now is for the project and project in FCT.” Speaking at the event, the national leadership of the PDP, represented by the Deputy National Chairman, South, Taofeek Arapaja, said despite the antics of persons in the party with entitlement mentality, the majority of the people in the PDP loved and appreciated the Minister. He said the members of the party stood with Wike, describing the minister as one of the most committed and loyal party leaders ever produced in the PDP. He said: “Our mentor and principal that we are celebrating today, who has never left the PDP for a day, is one of the most committed, most loyal party leaders we have ever had. He has done well and he is doing well, and we wish him well in future endeavours. “He is somebody who believes in equity, justice, and fairness. Remember, before the 2023 election, he sang a famous song. I used to follow my leader and Osun State Governor Seyi Makinde. Our leader, I still remember the G5 and I am telling you that many people in the PDP appreciate you. We love you because you are always there for us, not only when you need anything, unlike some leaders who come running to us when they need something. “We know you, and we always love you and we appreciate you. Some people believe in entitlement mentality, but we will always stand by you because you led the G5. You are a man of integrity, a man of honour, and you are a performer.” Arapaja, however, disagreed with some of the remarks of Akpabio against the PDP and wondered why the Senate President, whom he described as a product of the PDP, could attack his party of origin. He said: “The foundation of all political parties is the PDP. So I am surprised when someone who is a product of the PDP comes here and says those things. I do not understand. But that is not politics. Nobody can dispute the fact that the present Senate President was a governor of Akwa Ibom State under the PDP, and he performed.” The Guest Lecturer, Ihonvbere, highlighted the problems of the country as insecurity, unemployment, poor infrastructure, corruption, religious and ethnic factors, as well as poor educational facilities, and said fixing them was not rocket science. “Our problems can be solved. The Nigerian ruling class in fraction will be ashamed that it has not managed any of our problems successfully. We have created millions and billions, but their legacies are hardly sustained. It is not lack of resources but management. Fixing Nigeria is not rocket science. It requires focus and staying the course,” he said. The Chairman of the occasion and former President of the Nigerian Bar Association (NBA), OCJ Okocha, described Wike as a superlative performer with a Midas touch. “This is a man that we have given to Nigeria and we are proud to be his friends and associates. I want to thank us all for organising this public lecture in his honour. Knowing him, he would have opposed it, but I think the pressure on him was too much that his friends won the day and said, let us honour you,” he said.Ukrainian newcomers will soon have two new places to call home in Guelph and Wellington County. Volunteer group Waterloo Region Grassroots Response to the Ukrainian Crisis has announced it is ready to open two new Ukrainian Guest houses in Guelph and Elora later this month – its first locations in both areas. Grassroots founder Stephanie Goertz said the homes are used to house Ukrainian newcomers who aren’t considered refugees and don’t receive as much support from the federal government. “The benefit of our houses is they not only provide an opportunity for people who really have a lack of money to rent their own or can’t find a landlord willing to rent to them because they don’t have a job or a credit history, it really allows these newcomers to build the social connections to need to be much more successful in Canada,” said Goertz in an interview. Grassroots’ newest property in Guelph/Eramosa was found thanks to a connection from the Rotary Club, which had a member with property available that he wanted to offer the group to “help and support displaced Ukrainians.” The location is set to open in the next couple of weeks as it needs “a couple of small renovations” including painting and new flooring. Located five minutes south of Elora, Goertz said the owners of the Centre Wellington property reached out to them after seeing a press release online several months ago and since their tenant was moving out decided they wanted to “use their property to help others.” “We are always seeking out landlords and property owners that have properties available,” said Goertz. “And the property owners themselves want to give back. They want to help newcomers, and they want to work with us in a collaborative way. So we’re always looking for those landlords.” The group is currently working to get its Elora location ready for a family with a mother, teenage daughter and dog, who are set to arrive later this week. As some of the other houses couldn’t support a family with a pet, Goertz said the Elora property came at “the perfect time” as the group has been working for the last two weeks to figure out where to settle this family. “Right now, the house is completely empty- we’re still getting in and cleaning,” said Goetz. “But over the next day or two, we’ll have everyone setting up the house with dishes, bedding, towels, soap, hygiene items and all that stuff for the welcome.” Outside of housing, Goertz said one of the best ways to support the group is through employment opportunities. The group is currently looking to connect with employers in Guelph or Elora that might have a job for one of their newcomers. “Right now we are desperately calling as many as possible this week to find companies who would be willing to talk with us about hiring Ukrainian newcomers,” said Goertz. “We would love to, in the next week, find at least two or three companies and then connect them with the people that need employment so that when we move those people into the house,...they have everything they need and then it gets them on their feet.” Grassroots is also currently looking for financial support as it’s anticipated more newcomers will be directed their way once government support is cut off in March. 2025 and they want to continue helping new families and providing their existing support beyond the deadline. “Our operational budget is quite extensive. So, yes, we want to keep expanding. Yes, want to keep helping people, but we need the financial support because if we don’t get the financial support, then we close,” said Goertz. “And right now we can’t really close because there’s no other groups that are really doing what we’re doing for Ukrainian newcomers.” This help continues to be important for newcomers like Lyudmila Chentsova, who arrived in Roseville last spring with her sons after connecting with a host family through Grassroots- passport in hand, two weeks before her flight to Canada was planned. November 23 - The Dallas Cowboys ruled out right guard Zack Martin and cornerback Trevon Diggs with injuries on Saturday, one day prior to a road game against the Washington Commanders. Martin has been dealing with ankle and shoulder injuries and didn't practice at all this week before initially being listed as doubtful to play on Friday. He also physically struggled during Monday night's loss to the Houston Texans. Martin, who turned 34 on Wednesday, has started all 162 games played in 11 seasons with the Cowboys. He's a nine-time Pro Bowl selection and a seven-time first-team All-Pro. Diggs has been dealing with groin and knee injuries. He was listed as questionable on Friday before being downgraded Saturday. Diggs, 26, has 37 tackles and two interceptions in 10 games this season. The two-time Pro Bowl pick led the NFL with 11 picks in 2021 and has 20 in 57 games. Kyiv has been given permission to use western-supplied Atacms and Storm Shadow missiles against targets inside Russia. It did so as soon as that permission was granted, with strikes against Russian military facilities in the Bryansk and Kursk regions. Moscow’s response to the strikes has been twofold. First, the Russian president, Vladimir Putin, approved changes to his country’s nuclear doctrine to lower the threshold for the use of nuclear weapons. It also launched an intermediate-range ballistic missile – Oreshnik , or Hazel Tree – at an arms factory in the Ukrainian city of Dnipro. This – so far carefully calibrated and choreographed – tit-for-tat indicates a further, gradual escalation of the war effort by both sides. It has been accompanied by a steady advance of Russian forces in eastern Ukraine and a continuation of the Kremlin’s efforts to cause maximum damage to Ukraine’s critical infrastructure. Both sides are acting in anticipation of Donald Trump’s inauguration in January, Trump has repeatedly committed himself to ending the war in Ukraine in 24 hours. Meanwhile, Ukraine’s European allies are struggling to maintain their unified front of support in anticipation of a US withdrawal of aid under the incoming Trump administration, as well as scepticism from the likes of Hungary’s Viktor Orbán. The war has taken a huge toll on Ukraine. Six million people fled the country and an additional four million people are internally displaced. The country is experiencing increasing levels of poverty and food insecurity and a bill for reconstruction of nearly US$500 billion (£396 billion) and counting. More than 30,000 Ukrainian servicemen were killed in the first two years of the war alone, with countless more wounded and missing. And a conservative estimate is that least 12,000 civilians have been killed and 30,000 injured. After 1,000 days , public disillusionment is becoming evident. Recent Gallup polls make for interesting reading: there is general agreement on the need for the war to end, but far less concord on how to end it . More than half of Ukrainians polled by Gallup (52%) agree that : “Ukraine should seek to negotiate an ending to the war as soon as possible”, while only 38% want the country to “continue fighting until it wins the war”. This is a remarkable shift compared to a year ago, when 63% wanted to continue fighting and 27% were in favour of negotiations. It’s an even starker shift in comparison to 2022 when support for a continuation of fighting stood at 73% and for negotiations at 22%. Importantly, more than half of those supporting negotiations are also open to “making some territorial concessions as a part of a peace deal to end the war”. This suggests that the odds for public support for a Trump-brokered deal among Ukrainians are improving. But this happens at a time when Ukrainians’ confidence in their government is declining and scepticism of its western partners is growing . In 2022, 60% of Ukrainians expressed trust in their government; one year later it was 49%, and in 2024 levels dropped to just 28%. By contrast, banks (92%) and the military (62%) still enjoy overwhelming public confidence. Looking for a way out As a sign of the shifting mood in Ukraine, the country’s president, Volodymyr Zelensky, is talking more about an end to the war. He expressed confidence that Trump’s election would bring the war to an end more quickly and emphasised his determination to “do everything possible to end the war next year through talks”. Russian advances are steadily gathering in pace in eastern Ukraine. Institute for the Study of War But this doesn’t mean that Ukrainians are ready yet to settle on terms that Trump might propose and Putin would accept . On the contrary, there is little evidence that Ukraine is ready to give up on key elements of its peace and victory plans – most notably the aim of recovering all Russian-occupied territories and securing Nato membership as part of a package of credible security guarantees. Yet, realising that he needs to tread a fine line between his established vision of peace and victory and the growing pressure to search for an acceptable compromise, Zelensky has floated a third plan: the “ internal resilience plan ”. It’s a less ambitious strategy. The key points are stabilising the front lines and strengthening the country’s defence-industrial sector. If successful, this would create the foundations for keeping Ukraine in the fight against Russia and creating the domestic conditions for Ukraine to survive – at least until acceptable ceasefire terms are on the table. It sends a clear message that under Zelensky’s leadership, the maximum goals outlined above of regaining lost territory and Nato membership continue to guide his government’s policies in the long term. But it doesn’t rule out shorter-term compromises that may be necessary because of a diplomatic push by Trump, a worsening situation at the front, and weakening European resolve – or any combination of those. Playing for time It’s not clear how the two months before Trump’s inauguration will play out. But it is clear that peace negotiations with Russia with things as they stand would carry a greater risk of internal destabilisation in Ukraine. Zelensky’s potential realignment with those who favour negotiation could also create an opening for a serious political challenge from his predecessor, Petro Poroshenko. Poroshenko, who Zelensky replaced as president in 2019, has strongly supported a “no-surrender” stance as leader of the European Solidarity opposition in Ukraine’s parliament. He also runs the Poroshenko Foundation, which claims to have “provided assistance to more than 200 military units” in the form of weapons and equipment. Thus, the rational strategy for Zelensky is to buy time. Confronted by internal hawks and an uncertain and volatile external environment, the Ukrainian president is leaning into the opportunity created by the relaxation of western constraints on strikes against Russia and is preparing the country for more sacrifices. As far as it goes, this strategy makes sense in the short term, despite its inherent risks , including the prospect of savage reprisals from Putin. The challenge for Zelensky and Ukraine in the long term remains the same – how to manage a sustainable transition from war to peace in the face of US pressure, Russian demands and weakening European unity. Carter George made 25 saves to register the goaltender's second straight shutout for the Canadians, who were coming off Friday's stunning 3-2 upset loss to Latvia in a shootout. Nico Pertuch stopped 33 shots for Germany, which dropped its Group A opener at the men's under-20 tournament to the United States 10-4 before falling 3-1 to Finland.
