Jimmy Carter, the former US president who became a crusader for human rights and was awarded the Nobel Peace Prize in later life, has died aged 100. Mr Carter, who served as the 39th US president between 1977 and 1981, had been receiving hospice care at his home in Plains, Georgia since February 2023, according to the Carter Center, a not-for-profit body he set up to advance human rights. His death was confirmed in a statement released by The Carter Center on Sunday, local time. "My father was a hero, not only to me but to everyone who believes in peace, human rights, and unselfish love," said Chip Carter, the former president's son. "My brothers, sister, and I shared him with the rest of the world through these common beliefs. The world is our family because of the way he brought people together, and we thank you for honouring his memory by continuing to live these shared beliefs." Mr Carter lived longer after leaving the White House than any other ex-president but suffered failing health in later years, including a melanoma that spread to his liver and brain. Until mid-2020, four decades after he left office, he was still teaching at Sunday school twice a month in his tiny hometown. Prior to his centennial celebration, Carter said he was "only trying to make it to vote for Kamala Harris", grandson Jason Carter told Atlanta Journal-Constitution. He achieved that wish on October 16, with the Carter Center confirming he had voted by mail. A one-term president, Carter was arguably more influential, effective and admired as a leader after he left office. When Americans voted a peanut farmer from the deep south into the White House, it was described as the closest they had come to randomly picking a name out of the phone book. However, after the Vietnam War and Watergate scandal, they longed for an honest outsider. Mr Carter â a quietly spoken former Georgia governor with a radiant smile â seemed like the man for the time, introducing himself at the 1976 Democratic convention with the simple line: "My name is Jimmy Carter and I'm running for president." "We want to have faith again. We want to be proud again. We just want the truth again," he said. The surprise Democrat candidate stunned pundits in winning the presidency with his centrist message and brilliant campaign, promising: "I'll never tell a lie. I'll never avoid a controversial issue." Born James Earl Carter Jr, the future president grew up in the tiny town of Plains. As a young man he joined the US Navy and served in the elite nuclear submarine program, but resigned after the sudden death of his father, and returned to Plains to run the family peanut farm. He became a state senator in 1963 and was governor of Georgia from 1971 to 1975. Having been raised in segregated rural Georgia, Mr Carter's politics were influenced by the civil rights era. "The time of racial discrimination is over," he declared at his inauguration as governor. And, by the time he ascended to the White House, he had established himself as a politician with progressive values. He beat Gerald Ford â successor to the disgraced Richard Nixon â at the 1976 presidential election, two years after the climax of the Watergate affair. There were successes in office: a historic peace deal between Israel and Egypt and an arms control treaty with the Soviet Union. However, his time in office is better remembered for the events that overwhelmed it: inflation, a global energy crisis, war in Afghanistan and the US hostage crisis in Iran. The capture of US embassy staff in Tehran by revolutionaries, and the failed rescue mission that ensued, dominated the final year of the Carter administration and contributed hugely to his defeat by Ronald Reagan in 1980. But his tireless work for humanity after his presidency saw him receive the Nobel Peace Prize in 2002. He set up the non-governmental, not-for-profit Carter Center to advance human rights, advocating his enduring belief that conflicts must be solved by mediation and cooperation. "Our commitment to human rights must be absolute," he said. With his wife, Rosalynn, he was a volunteer, helping the needy at home and abroad. Rosalynn died on November 19, 2023 at the age of 96 after living with dementia. "She gave me wise guidance and encouragement when I needed it," Mr Carter said in a statement. "As long as Rosalynn was in the world, I always knew somebody loved and supported me." They were married for 78 years, having wed in 1946 when he was 21 and she was 18. Canada is also the largest foreign supplier of steel, aluminum and uranium to the U.S. and has 34 critical minerals and metals that the Pentagon is eager for and investing in for national security. CU head coach Tad Boyle, he of the defense-first ethos, typically is the last person who will defend a shoddy defensive effort by his club. Yet in that instance, it was the Buffaloesâ inability to protect the ball that led to their defensive demise. CU will get another shot at the opportunistic Cyclones on Monday, as the Buffs host No. 3 Iowa State in the Big 12 Conference opener. âYou look at giving up 99 points and what they shot against us. But to be honest, it wasnât our half-court defense,â Boyle said. âIt was the 37 points off our turnovers, and the 14 points off second chance on offensive rebounds. Trump threatens BRICSSimon Harris was elected with 16,869 first preference votes, well above the quota. Irish premier Simon Harris has said Fine Gael will gain seats in the General Election despite a further fragmentation of Irish politics. Fine Gael won 35 seats in the 2020 election, but 18 of those TDs did not seek re-election in Fridayâs poll. An exit poll puts the partyâs support at 21%, a fraction of a percentage behind the main opposition party Sinn Fein. Mr Harris, the outgoing Taoiseach, was elected with 16,869 first preference votes, well above the quota. He celebrated with his wife Caoimhe, his parents Bart and Mary, his sister Gemma and his political team at the count centre in Greystones, Co Wicklow. Ahead of his re-election, Mr Harris told reporters he was âcautiously optimisticâ about the election result and said it was âclear that my party will gain seatsâ. âItâs also clear that Fine Gael will top the poll in at least 10 constituencies, many more than we did the last time, that we will gain seats in constituencies where we havenât had seats in many years, like Tipperary South and Waterford, and that we will add second seats in other constituencies as well,â he said. âI think the people of Ireland have now spoken. Reviewing hundreds of thousands of water use permits is a key focus of the National Water Plan presented by the federal government on Thursday. President Claudia Sheinbaum said that one of the âessencesâ of the plan is to recognize water as a human right rather than a âgoodâ to be sold. She noted that the plan aims to âsort outâ the water concessions issued to private and public interests over the years and identify those not being used. âThere are people who have a water concession but donât use it; they even sell it in some cases. ... What we want is for water that isnât being used to be returned to the nation, ... even municipalities have water concessions,â Sheinbaum told her morning press conference. â... Water belongs to the nation. ... Fortunately weâve had a lot of dialogue ... with industry and with irrigation districts, and theyâre willing ... to return water concessions they are not using,â she said. Sheinbaum said the plan will allow the government to âreduce overexploitation and make water available ... for human consumption.â Water shortages affect various parts of Mexico including Mexico City, where at least 60 companies reportedly have permits allowing them to extract more than 1 million liters of water per day from the Valley of Mexicoâs water supply. There was speculation this year that âDay Zeroâ â the oft-used term for the day on which Mexico City runs out of water â was nigh . Mexico currently has low water reserves , even after a rainy summer, amplifying concerns about current and future water scarcity and making the implementation of a plan to remedy the situation essential. Before examining the details of the National Water Plan, it is pertinent to look at how water is used in Mexico. National Water Commission (Conagua) General Director EfraiĚn Morales LoĚpez told Sheinbaumâs Thursday morning press conference that 76% of water in Mexico goes to the agricultural sector and 9% is used by industry (including for electricity generation). The remaining 15% of water is allocated to âpublic urban use,â Morales said. The Conagua chief said that the objectives of the water plan are to: Morales said that the plan is based on four central tenets: Morales said that Conagua is reviewing all water use permits and identifying âthose that arenât being usedâ with the aim of reincorporating the volumes of water allocated via concessions to ânational availability.â He said that around 2,600 concessions were issued between 1917 and 1992, but more than 360,000 were granted in the subsequent decade. The issuance of so many permits led to overexploitation of water resources and other adverse impacts âthat unfortunately weâre still experiencing,â Morales said. Morales said that Conagua, in conjunction with various federal departments and state and municipal authorities, would âimplement an inspection program in the whole country to put order to the use of water.â The aim is to detect illegal, improper and wasteful use of water. âOur main collaborator will be the people of Mexico, so we make a call to report any irregularity with regard to the use of water,â Morales said. Morales said that the government will present reforms to the National Water Law to prevent âany kind of speculationâ on water including via the sale of water use permits. He said that the âneoliberal modelâ that was in place for more than three decades before former president AndreĚs Manuel LoĚpez Obrador took office in 2018 created an âalternative marketâ for water and that people âtook advantageâ and turned water into a âbusiness.â Offering an example, Morales said that some water permits issued for use in the agricultural sector were sold to real estate developers and factories. The Conagua chief also outlined a plan to use technology to ensure the âmore efficientâ use of water in irrigation. In conjunction with the Agriculture Ministry, âweâre going to apply technology to more than 200,000 hectaresâ of agricultural land, Morales said. â... This will benefit ... more than 225,000 farming families and also all the people of Mexico because weâre going to produce more food with less water,â he said. â... Agriculture Minister Julio BerdegueĚ SacristaĚn told Sheinbaumâs press conference that through the use of technology in irrigation , farmers will be able to âcontrol very precisely how much water reaches each of their plants.â He said that the Agriculture Ministry estimates that production on land where irrigation technology is used will consequently increase by 51%. âSo this doesnât just contribute to [guaranteeing] the human right to water but also makes a formidable contribution to the nationâs food sovereignty,â BerdegueĚ said. As part of the National Water Plan, âweâre going to carry out infrastructure projects in the whole country,â Morales said. The Conagua chief enumerated more than a dozen projects, including various dam and aqueduct initiatives. Morales also mentioned a planned desalination plant in Baja California , projects to mitigate the effects of flooding in Tabasco and initiatives for central Mexico that Sheinbaum outlined earlier this year . Morales said that on the âinstructions of the president,â cleaning up contaminated rivers is also part of the National Water Plan. âWeâre going to give priority to the three most contaminated rivers in the country,â he said, noting that they are the Lerma-Santiago River in Jalisco, the Atoyac River in Puebla and Tlaxcala and the Tula River in Hidalgo. âFor the planning and execution of this program weâre working very closely and in a very coordinated way with the Environment Ministry, with [Environment Minister] Alicia BaĚrcena and also with local governments,â Morales said. The Conagua chief said that the National Agreement for the Human Right to Water and Sustainability is an initiative in which irrigators â âthe main industrial consumersâ of water â educational institutes, communities and all three levels of government will participate. The ultimate aim of the agreement is for water to be used in the most efficient way possible to ensure adequate supply. Companies that sign on to the agreement will invest in âmaking their production processes more efficient in order to save water,â Morales said. Some companies will also invest in water projects that benefit the communities in which they are located, he said. âWe have commitments for private investment of more than 16.4 billion pesos,â Morales said. âAnd as part of this agreement, there will be an awareness campaign about saving water, about the use and care of water,â he said. âThis agreement will be signed on Nov. 25.â At the conclusion of his presentation on the National Water Plan, Morales said that the government will invest approximately 20 billion pesos (close to US $1 billion) on water projects next year. He described the âoutlookâ on the water situation in Mexico and the world as âcomplex, noting the prevalence of water stress and âcomplications that climate change brings.â However, via the âequitable distributionâ of water and âadequate management of our resources,â it will be possible to have a future in which water is not a âmatter for dispute,â Morales said. â...
