China eyes negotiations as Trump threatens new tariffs BEIJING: As Donald Trump steps up his tariff threats against China, Beijing is moving to beat the next US president to the punch with its own restrictions and get Washington to the negotiating table ahead of a full-blown trade war, analysts say. Armed with the lessons of the last trade war during Trumpâs first term, China is seeking to amass bargaining chips to kick off talks with a new US administration on contentious aspects of bilateral ties, including trade and investment, and science and technology. It is also concerned about the harmful effects of additional tariffs on its already fragile economy. This week, China launched a probe into US chip giant Nvidia over what it claimed were suspected antitrust violations, which follows its ban on US-bound exports of rare minerals.âWe have to look at this as the opening bid in what will likely ultimately turn into a negotiation with the US rather than just an imposition of tariffs and everyone walks away,â HSBCâs Chief Asia Economist Fred Neumann said. China is better prepared to deal with almost any tariffs, short of an âArmageddon announcementâ of a 60 per cent tariff on all Chinese goods, said George Magnus, research associate at Oxford Universityâs China Centre. The worldâs second-largest economy now globally dominates sectors such as electric vehicles and green energy, and has less need for the Boeing jets and large gasoline-fuelled cars it bought back in 2017, having found substitutes such as Airbus airplanes and its own Comac C919. But China is far from self-sufficient.A new trade war with the worldâs biggest economy would still hurt China more, analysts say, as Washington can levy ever-larger import duties on its goods and further rip China from its supply chains. China still needs to import strategic materials from the US such as advanced microchips and other high-tech equipment and counts on US consumers to buy its goods, given an increasingly pessimistic global trade outlook and weak domestic consumer demand. Beijing wants to sit down with Trump before he places more curbs on US high-tech exports and to secure the renewal of the US-China Science and Technology Agreement, said Alicia Garcia-Herrero, chief economist for the Asia Pacific at Natixis. The agreement, which enables scientific collaboration between the two countries, lapsed in August and negotiations over its renewal are unlikely to be completed before Trumpâs Jan 20 inauguration. While Chinaâs Huawei has heavily invested in its advanced chip-making capabilities, their commercial viability remains unclear, she added, incentivising Chinaâs negotiators to sit down with their US counterparts to strike a deal ensuring a steady supply of American-made chips. ART OF THE DEAL Beijing took two years before it agreed to buy an extra $200 billion in American goods and services, per the terms of the âPhase Oneâ agreement which ended the first trade war.This time, China has new carrots to dangle, such as increasing purchases of oil and liquefied natural gas, as the US is currently pumping out more than it can consume. âTrump bragged on the campaign trail: âDrill baby, drill,â so (he) will need the demand support,â said Bo Zhengyuan, a Shanghai-based partner at consultancy Plenum. Given the increasing restrictions on the export of chips, agricultural goods, commodities and energy are among the items the US can still sell to China, Bo said. Chinaâs commerce ministry said it was open to engaging and communicating with the economic and trade teams of the Trump administration, when asked for comment. But Beijing also has sticks to beat Washington with, if the US side feels Chinaâs failure to meet its previous purchase commitments means it will gain more from tariffs than talks. US firms are already feeling the squeeze, said Michael Hart, president of the American Chamber of Commerce in China. âUS companies and other foreign companies have really been concerned about whether they actually have access to this market,â Hart said. âCan we even sell into China anymore? Is there an outright ban on us?â Business sentiment among US firms in China is at its lowest since 1999, according to a September survey by the American Chamberâs Shanghai chapter. There are also non-economic factors at play. Trump has pledged additional tariffs of 10 per cent on Chinese goods to push Beijing to do more to stop fentanyl flows into the US. âUsing political justifications for the imposition of trade restrictions ultimately makes the tensions much more intractable,â said HSBCâs Neumann. The new, 12-team College Football Playoff brings with it a promise to be bigger, more exciting, more lucrative. Perfect or 100% fair? Well, nobody ever believed that. The first expanded playoff bracket unveiled Sunday left a presumably deserving Alabama team on the sideline in favor of an SMU squad that finished with a better record after playing a schedule that was not as difficult. It ranked undefeated Oregon first but set up a possible rematch against Ohio State, the team that came closest to beating the Ducks this year. It treated underdog Boise State like a favorite and banged-up Georgia like a world beater at No. 2. It gave Ohio State home-field advantage against Tennessee for reasons it would take a supercomputer to figure out. It gave the sport the multiweek tournament it has longed for, but also ensured there will be plenty to grouse about between now and when the trophy is handed out on Jan. 20 after what will easily be the longest college football season in history. All of it, thankfully, will be sorted out on the field starting with first-round games on campuses Dec. 20 and 21, then over three succeeding rounds that will wind their way through traditional bowl sites. Maybe Oregon coach Dan Lanning, whose undefeated Ducks are the favorite to win it all, put it best when he offered: "Winning a national championship is not supposed to be easy.â Neither, it turns out, is figuring out who should play for it. The U.S. Supreme Court on Tuesday will hear arguments in a yearslong legal battle over a contentious proposed railroad that could send tens of millions more gallons of crude oil along the Colorado River, including near the critical water sourceâs headwaters in Colorado. Opponents of the 88-mile Uinta Basin Railway â led by Coloradoâs Eagle County â successfully halted the Utah project when a federal appeals judge in 2023 agreed with their arguments that the potential environmental impacts of the rail line had not been sufficiently analyzed. But the coalition of private companies and seven Utah counties supporting the project petitioned the Supreme Court to review the appeals judgeâs decision. In June, the nationâs highest court accepted their petition and said it would consider how far federal agencies must go in analyzing potential environmental impacts. If constructed, the rail line would connect Utahâs oil fields to the national rail network. It would greatly increase the amount of crude oil transported across Colorado and on to the refineries on the Gulf Coast. The project would allow oil producers to send up to 350,000 barrels of crude oil a day on nine more trains â each stretching as long as two miles â on the tracks along Coloradoâs Interstate 70, which follows the Colorado River for hundreds of miles. A dozen local governments in Colorado , across political divides, and the stateâs attorney general filed briefs in the case urging the Supreme Court not to change the decision issued by the U.S. Court of Appeals for the D.C. Circuit. They also argue in favor of maintaining the federal environmental law in question, the National Environmental Policy Act. âThe project raises the risk of leaks, spills, or rail car accidents immediately adjacent to the headwaters of the Colorado River, the most critical water source for the stateâs residential communities, and agricultural and outdoor recreation sectors,â Attorney General Phil Weiserâs brief states . âThe projectâs risks to Coloradoâs residents and natural resources have generated deep concern and strong opposition from across the state.â The justices will hear from both sides Tuesday morning, but a decision is likely weeks or months away. Justice Neil Gorsuch last week recused himself from the case after ethics watchdogs noted his ties to Colorado billionaire Philip Anschutz , whose companies could profit if the railway is built, according to reporting from The New York Times. Construction on the project could not begin even if the Supreme Court sides with the railway project because the court is analyzing only one of the reasons the lower court halted the railway. If the Supreme Court agrees with railway proponentsâ arguments, the lower court will have to reassess its analysis and issue a new opinion. But conservationists fear the court could use the case to weaken one of the nationâs foundational environmental protection laws. The decision could lead to âa radical restriction of the way the government evaluates the environmental impact of decisions,â said Sam Sankar , the senior vice president of programs for the environmental legal group Earthjustice. At the heart of the litigation is whether the U.S. Surface Transportation Board â a federal agency that regulates railways â violated the National Environmental Policy Act by failing to analyze potential environmental impacts of the project outside of the immediate area of the proposed line. The federal appeals judge last year found that the board had violated the law and should have scrutinized potential threats to the Colorado River as well as increased wildfire risk caused by more train traffic. Lawyers for the Seven County Infrastructure Coalition, which is spearheading the rail project, argued that such a thorough analysis was not needed. The Surface Transportation Board should consider the immediate environmental impacts of a project, such as whether construction will displace bighorn sheep habitat or alter a mountain stream, the attorneys argued in their brief to the U.S. Supreme Court. But the board should not be required to analyze âimponderables such as whether the new rail might contribute to an accident hundreds or thousands of miles downline,â they wrote. âIf a new rail line in Utah will displace habitat for bighorn sheep or alter the topography in ways that threaten a pristine mountain stream, the Surface Transportation Board must consider those issues,â the brief states. But the chance of a faraway crash or that âthe new rail might ... somehow affect âenvironmental justice (in) communities (on) the Gulf Coastâ are not issues the Surface Transportation Board must run to ground.â The Colorado communities opposed to the new railway include Glenwood Springs, Grand County, Grand Junction, Avon, Basalt, Routt County and the Northwest Colorado Council of Governments, which represents 31 counties and municipalities in the northwest region of the state. They reject arguments that impacts on their communities shouldnât be considered. It was St. Nicholas who provided food to the poor during times of famine. Legend has it that St. Nicholas was able to convince others to share food to help those in hunger. The lesson was there is enough food and wealth in the world to feed everyone. Sharing is the true Christmas spirit. With food banks seeing high demand at home and unprecedented hunger emergencies worldwide, the best Christmas gift we could give is food to those in desperate need. The starving child in a refugee camp in the D. R. Congo wants a basket of food more than anything right now. Families in war-torn Gaza, Sudan, Yemen and Syria are desperate for food amid horrible conflicts. But yet there is not enough funding to reach all those suffering in hunger. For the coming year the UN World Food Program (WFP) is appealing for â$16.9 billion to address global food needs and the alarming gap between needs and resources.â That figure is what the world spends drinking coffee for two weeks according to WFP. There are mothers in Sudan, Madagascar, D.R. Congo, and other countries who want a box of PlumpyâNut this holiday because this enriched food will save their childâs life. There is a major shortage of life-saving food for infants right now. UNICEF, the UN Childrenâs agency, recently issued an appeal for $165 million because supplies of Ready-to-use-Therapeutic-Food (RUTF) to treat infant malnutrition are running low in 12 nations. These alarming shortages are a disaster as small children will suffer lasting physical and mental damage from malnutrition, or death. Mali, Nigeria, Niger, Chad, Cameroon, Pakistan, Sudan, Madagascar, South Sudan, Kenya, the Democratic Republic of Congo and Uganda are all at risk of running out of food to treat infant malnutrition. The charity Maryâs Meals gives school lunches to children in some of the most impoverished countries in the world. These school lunches are a precious gift to children, giving them life and hope for the future. âThrough our collaborative school feeding programs in 17 countries, we see first-hand the hope these initiatives bring to families and communities. With no guarantees that another opportunity might come his way â only the Atlanta Falcons interviewed Belichick last offseason â and unsure whether he could find the right fit in the NFL, the 72-year-old future Hall of Fame coach decided to go back to school. Belichick took his eight Super Bowl rings to North Carolina on a mission to build a college program the way he constructed two dynasties during 24 seasons with the New England Patriots. It starts with doing things his way. The Patriot Way is legendary. Perhaps it'll translate into the Tar Heel way. That's to be determined. But Belichick is back doing what he loves: coaching. And, he's going to run the show with his guys around him. An NFL team giving Belichick full control the way he had in New England seemed unlikely. Success at North Carolina could change that thinking. For now, Belichick's quest to break Don Shula's all-time record for most wins in the NFL is on hold. He's 15 victories short but the buyout clause in his college contract â a $10 million fee if done before June 2025 and $1 million after that date â leaves the window open for a return to the league. If Belichick stays in college or retires without returning to the NFL, his legacy is already cemented. Winning at North Carolina will only enhance his reputation. Losing won't impact his NFL resume. "He's one of the all-time great coaches. What he's done for the NFL and the game, we all know where he'll end up â in the Hall of Fame with a gold jacket," Dallas Cowboys executive Stephen Jones said Wednesday shortly before Belichick agreed on a five-year deal with North Carolina that pays him $10 million in base and supplemental salary annually with up to $3.5 million in bonuses per year. Belichick has his detractors. There's no denying he couldn't win without Tom Brady. He was 29-39 and had no playoff wins without No. 12 in his final four seasons with the Patriots. Critics have labeled him a cheater because of the Spygate and Deflategate scandals. He overlooked Aaron Hernandez's issues. He was tough on players, even alienating Brady in the end and letting him walk him away in free agency in 2020 only to see him lead the Tampa Bay Buccaneers to a Super Bowl in his first season there. But Belichick instilled in players the importance of doing their job and presided over an unprecedented two-decade run of dominance that withstood changing times, free agency, salary-cap restrictions and much more. Brady has always maintained how important Belichick was for his career, giving him credit for helping him become one of the best players in sports. Now, Belichick is onto Chapel Hill in a surprise twist after he spent most of the NFL season reinventing himself as an entertaining and engaging analyst. Belichick is a football genius and his knowledge came across on television. But he also displayed a fun personality, trading quips with the Mannings and cracking jokes with Pat McAffee. "College kind of came to me this year," Belichick said at his introductory news conference. "I didn't necessarily go and seek it out. I had many coaches, probably a couple dozen coaches, talk to me and say, 'Can we come down and talk to you about these things?' Let's call it the salary cap of pro football relative to college football. The headsets, the green dot, the two-minute warning, the tablets on the sideline. Those were all rules changes this year for college football that were either or the same or similar to what we had in the NFL. These coaches said, 'Hey coach can we talk to you about how you did this? How you did that? How did you use this?'. "As those conversations started and then the personnel conversations started relative to salary cap and how you spend whatever the allotment of money you have. I'd say that started to make me a lot more aware of it because the first thing I would have to do is learn about it. .... As you learn different things about different programs you start to put it all together. There is some common threads and there's some variables." How will he do as a college coach? Nobody knows yet. Three of Belichick's former players were skeptical before he took the job. "There's a lot of things he can do, and obviously he's tremendous, and even showing his personality. But getting out there on the recruiting trail and dealing with all these college kids, that would be ..." Brady said before trailing off during a conversation on Fox's NFL pregame show last Sunday. Fellow former Patriots Rob Gronkowski and Julian Edelman also wondered the same. "Can you imagine NIL, and all that nonsense?" Gronkowski said.
