Most world countries remain Russia’s military allies and partners, Russian President Vladimir Putin said addressing the defense ministry board meeting in Moscow on December 16. "[W]e need to continue to further expand military and military-technical cooperation with allies and partners who are ready and willing to work with us, which includes most countries around the world." That is false. Moscow’s formal alliances are limited to five ex-USSR states-members of Russia-led Collective Security Treaty Organization, or CSTO, that include Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Tajikistan. Beyond CSTO, Moscow is engaged in transactional military partnerships with China, Iran, India, and North Korea. By comparison, NATO has 32 members. Additionally, Russia is dealing with a broad spectrum of international sanctions intended to weaken its military industrial capabilities and aimed at forcing the Kremlin to halt the war in Ukraine. Declining arms exports, international isolation, and the constraints of ongoing wars in Ukraine and Syria further undermine Putin’s claims of extensive global influence. Instead of representing a majority, Russia’s military relationships reflect a concentrated and declining sphere of influence, shaped by pragmatic and often transactional ties. Russia's strategic partnerships are important in their own right, but they represent only a small portion of the global community. They include China, India, Iran, North Korea, and Syria [until the December 8 overthrow of Bashar al-Assad’s regime]. Russia and China have fostered a close strategic relationship, particularly in defense and technology. However, this partnership does not constitute a formal military alliance. Both nations have cooperated on military exercises and arms deals but maintain independent geopolitical goals. Russia supported Bashar al-Assad’s government in Syria since 2011, providing political backing and military aid. From September 2015 to December 2024, Russia’s direct military involvement bolstered Assad’s position. Following Assad’s overthrow in December, however, this alliance dissolved. Estimates of Russia's financial support for the Assad regime vary from more than $20 billion to $27.5 billion over nine years. On the South American and African continents, Russia’s partnerships are limited to a few nations, such as Venezuela, Cuba, and Nicaragua. These relationships are exceptions rather than the norm in the regions largely influenced by Western powers. Russia has leveraged arms sales and private military contractors such as the Wagner Group to maintain influence in parts of Africa. These engagements are primarily transactional, though, and they lack the depth of formal alliances. In the Asia-Pacific region, apart from India and China, Russia’s military partnerships are minimal. Countries like Japan, South Korea, and Australia remain aligned with the United States and its allies. Russia’s arms exports dropped by 53% between 2014–18 and 2019–23, according to the Stockholm International Peace Research Institute (SIPRI). In 2019, Russia exported arms to 31 countries, but by 2023, this number dwindled to just 12. In 2019–23, 68% of the total Russian arms exports went to Asia and Oceania. India and China dominated as recipients, accounting for 34% and 21%, respectively. This trend demonstrates that Russia’s influence is concentrated in a few key markets and highlights its reduced global reach in defense trade. Furthermore, competition from other major arms exporters, such as the United States and France, combined with the impact of sanctions and logistical challenges, has significantly curtailed Russia’s ability to expand its arms trade. The current geopolitical landscape further disproves Putin’s claim. The United Nations comprises 193 member states. Most of these nations are not aligned with Russia militarily or engaged in terms of military-technical cooperation. In contrast, many are either neutral or part of Western alliances, such as NATO and the European Union, which directly oppose Russian policies.

HARTFORD, Conn. — It’s well known that Steve Cohen wanted a Picasso, Le Reve, badly enough to pay $139 million for it. When the seller put an elbow through the canvas, Cohen pulled his offer and waited, but once the painting was suitably restored he ponied up $155 million to get it for his Greenwich, Conn., home. Couple of things there. When Cohen wants something badly enough, for his mansion or the Mets, he will not be denied. And since Cohen didn’t go for the banana taped to the wall that recently sold for $6.2 million, it’s clear he knows the difference between trendy gimmicks and timeless art. So it was when Juan Soto, a hitter of rare beauty, hit the open market. Listen, every top free agent feels like more than just the top free agent, more like the last great player who is ever going to be available. The very first sweepstakes, for Catfish Hunter 50 years ago this month, felt like that, as did Reggie Jackson, Dave Winfield and countless others. In the last three years, Aaron Judge, who stayed with the Yankees, Shohei Ohtani, who signed with the Dodgers, had that kind of cachet. And now Soto, who left the Yankees to sign a 15-year contract reportedly worth $765 million, with clauses that could bump up north of $800 million, has joined Cohen’s growing collection of stars with the Mets with the potential to realign the game. It can certainly shifts the terrain under a state so long dominated by the Red Sox-Yankees rivalry. All the whys and wherefores are still to come, but safe to say that Cohen is all he was advertised to be when he bought the Mets in 2020 — aggressive, persuasive, relentless in pursuit of the championship that has eluded his favorite team since 1986. Soto is certainly a generational game-changer, if not the first or last. He made the difference between the Yankees missing the playoffs altogether in 2023 and reaching the World Series in 2024. He is 26, younger than most free agents, and can be counted on to put up Soto stats, .419 on-base, 41 homers, 109 RBI last season, for years to come. And he has proven he can handle New York and perform in the postseason. The Yankees, who reportedly upped their offer to $750 million for 16 years, were not trying to finish a strategic second and tell their fans they gave it their best shot. Hal Steinbrenner fully understood the ramifications of this loss, and not because the other team in New York. Nope, not going down the Mets-own-New-York path. There is no such thing. The Yankees and Mets don’t have to worry about each other unless both reach the World Series, and if they do, both will profit immensely and the city will be delirious. Unlike George Steinbrenner and the previous Mets owners, Hal and Cohen get this: The team that’s more successful will be more popular in the moment, but it’s better for both when both are good. The Red Sox were in on Soto, too, and although there are skeptics in Boston, they apparently did make a competitive bid. The Yankees can at least take solace he’s out of the AL East and The Rivalry, and baseball can at least take solace in that he didn’t join all those megastars in Los Angeles. So the bomb hit Sunday night, the earth shifted, and it’s time for all the franchises we watch in Connecticut to pick up the pieces and move on, mindful that the goal line is moving. The Mets pair Soto with their MVP runner up, Francisco Lindor. The one-two punch that can really get them the title is Cohen and president of baseball operations David Steans. The Mets have a GM with experience in finding undervalued talent, developing young players and building contenders with limited resources in Milwaukee. His brainstorm to make overvalued reliever Clay Holmes into a potential bargain of a starter, is an example of his resourcefulness. Couple that with an owner willing to spend big when quality is up for auction, and that’s a hard combination to beat. That’s the Dodgers’ formula. Neither the Yankees nor Red Sox appear to have both at the moment. The Red Sox do have the deep farm system left by Chaim Bloom, though, and if current GM Craig Breslow can pry enough resources from the owners to go after a few solid veterans, they can be right back in contention. The Yankees are in a more difficult space. In years gone by, the three-quarters of a billion left behind by Soto could be used to upgrade a roster in a dozen areas. But those kind of players are not really out there, and that strategy can yield a team of mediocre, past-their-primers. GM Brian Cashman will have to sort those out now. Putting Judge back in right field where he belongs and getting a legit centerfielder could help, beefing up starting and relief pitching will help, there are many holes that were covered up by the historic productivity of Soto and Judge in 2024 that must now be addressed starting at the Winter Meetings. To get back to the World Series, the Yankees will have to get past a number of AL teams loaded with young talent. In the NL, they face the Mets, Dodgers and Padres, teams with multiple high-end stars, where they have only Judge still at that level. To be sure, pinstripe prestige took a major blow Sunday night, but they still have resources to repair it to full value, like that Picasso. The overarching fact Monday is that the way we watch and perceive baseball will be different now. APA-FAround 180 people were killed over the weekend in Haiti's Cite Soleil area, Haiti's prime minister's office said on Monday, after attacks that an NGO said were ordered by a gang leader who suspected his child had been made ill using witchcraft. "A red line has been crossed," the office said in a statement, adding it would "mobilize all forces to track down and annihilate" those responsible, including Wharf Jeremie gang leader Monel "Mikano" Felix, whom it accused of planning the attack. It said the victims were mostly elderly. The National Human Rights Defense Network (RNDDH), an NGO in Haiti that monitors state institutions and promotes human rights education, said on Sunday at least 110 people - all aged over 60 - had been killed in Cite Soleil over the weekend. It later said the death toll could be higher and cited witnesses as saying that "mutilated bodies were burned in the streets, including several young individuals who were killed attempting to save residents." RNDDH said Felix had ordered the violence after his child became sick, and after seeking advice from a voodoo priest who accused elderly people in the area of harming the child through witchcraft. The group said Felix's child had died on Saturday afternoon. Reuters was not able to independently verify the events outlined by RNDDH. Felix did not immediately comment on the accusations. Cite Soleil, a densely populated slum by the port of the capital Port-au-Prince, is among the poorest and most violent areas of Haiti. Tight gang control, including the restriction of mobile phone use, has limited residents' ability to share information about the massacre. The government, riven with political infighting, has struggled to contain gangs' growing power in and around the capital. The armed groups are accused of indiscriminate killings, gang rapes, ransom kidnappings and fueling critical food shortages. In October, the Gran Grif gang took responsibility for the killing of at least 115 people in Pont-Sonde, a town in Haiti's breadbasket Artibonite region. They said it was retaliation for residents helping a self-defense group hinder their road toll operations. Calls for UN peacekeepers A UN-backed security mission was requested by Haiti in 2022 and approved a year later but so far has just partially deployed and remains deeply under-resourced. Haitian leaders have called for the Kenyan-led Multinational Security Support mission to be converted into a UN peacekeeping force to ensure it is better supplied, but the plan stalled amid opposition from China and Russia in the Security Council. Stephane Dujarric, spokesperson for the UN Secretary-General, said the weekend's death count was at least 184, including 127 elderly people. "The Secretary-General reiterates his pressing call to Member States to provide the Multinational Security Support mission the financial and logistical support required to successfully assist the Haitian National Police," he said. A White House security spokesperson echoed the call for urgent international support for the mission and said the United States was "appalled." Dujarric also called for an acceleration of the political transition within Haiti. Haiti's transitional government has said it plans to hold long-awaited elections in 2025, provided there is sufficient security for a free and fair vote. The security situation has, however, continued to deteriorate, and many countries have yet to deliver on pledges of support. Volker Turk, the UN High Commissioner for Human Rights, urged countries to improve efforts to stop arms trafficking to Haiti. The UN estimates the gangs' increasingly modern arsenals are largely trafficked from the United States. "These latest killings bring the death toll just this year in Haiti to a staggering 5,000 people," he said.
