The stage belonged to Lindsey Vonn, the 40-year-old who took another step on her comeback trail Saturday with her first races in nearly six years. Vonn wasn't particularly speedy and finished in the middle of the pack on a cold but sunny day at Copper Mountain. Times and places weren't the mission, though, as much as getting used to the speed again and gaining the necessary points to compete on the World Cup circuit this season. Vonn accomplished both, finishing 24th in the first downhill race of the day and 27th in the second. She posted on social media after the FIS races that she had enough points to enter World Cup events. Hundreds of people have been affected by power cuts as Storm Darragh moves across the region. Northern Powergrid released a statement just after 2pm today which said 10,480 customers had been affected as the storm moves across the North East, Yorkshire and northern Lincolnshire. A live map on the Northern Powergrid website shows clusters of power cuts in Wakefield , Rotherham , Leeds , Sherburn in Elmet, South Elmsall, and parts of North Yorkshire . It said that power had so far been reconnected to more than 9,300 customers. A spokesman said: "Conditions are challenging, but our teams are ready to go when it is safe, and our Network Control teams are using remote technology to get the lights back on where we can." Steve McDonald, Northern Powergrid’s Director of Field Operations, said: “We are closely tracking the storm – especially wind speeds - so that our teams can be ready to climb electricity poles as soon as it is safe to do so and repair damage to get people’s lights back on. Our main priorities are to deal with emergency situations as quickly as possible, supporting our customers and ensuring our people can work safely as soon as the conditions allow." It is very possible that the F-35 may surpass the F-22 in its own game in the 2030s. Unless the US changes its export criteria, few new countries are left that could plausibly purchase the F-35. The F-35 is king The F-35 is king of fighter jets today. No fighter jet can match the performance of the F-35. The F-22 Raptor may be the best at its job, but that doesn't make it useful in the majority of missions (the F-22 has rarely been used in combat). By contrast, the F-35 is regularly used for a wide range of missions. Actual combat performance is a way of seeing how fighter jets perform in reality - instead of how they should theoretically perform based on their reported specs. The Russian Air Force has failed to suppress Ukraine's air defense network (for the first year of the conflict, Ukraine relied on aging Soviet-era S-300 SAMs). After almost three years of conflict, the Russian Air Force has failed to secure air superiority with the British MoD noting it has become relegated to an "airborne artillery" role. By contrast, the Israeli Air Force is now confirmed to have destroyed Iran's S-300 systems in a single night with zero losses . That massive raid was spearheaded by the F-35. It's also worth noting that Israel lacks many of the electronic warfare assets the US can employ (such as the EA-18G Growler and the EC-130H Compass Call). Professor Justin Bronks of the think tank Rusi explained the massive US advantage in building and developing fighter jets over the Europeans. He said the US's advantage is in the sustainment and development of the jets adding, ".. .all that unseen stuff, unless you're in the cockpit, is where you see the unbearable weight... of sustained tens of billions of dollars every year for decades on the American side in multiple programs ." Saying the F-35 is the world's best jet is apparent from the orders it has received. As Justin Bronks says, " Despite its higher operating costs, every single air force that has been allowed to assess the F-35 directly against its European and US competitors has ultimately opted for the F-35—the operational capability in contested airspace is simply in a different class. " This has a flow on effect where there more countries that operate the F-35, the more supporting infrastructure and training there is for it. It is a positive feedback loop. The United States boasts all the world's F-22 Raptors, most of its F-35 Lightning IIs, most F/A-18 Super Hornets, and most F-15E/F-18EX fighters. The US has more fifth-generation fighters than the rest of the world combined. It also has far more of the assets needed to make these jets effective (e.g., tankers, AWACS, EW aircraft, aircraft carriers, advanced training, ISR assets, forward deployed bases, and much more). The X-15's speed record remains unbroken, and (by some definitions) its altitude record wasn't broken until 2004. Aerobatic performance is not the focus of a modern fighter Some may point out that Soviet/Russian aircraft often boast excellent speed and maneuverability, but to focus on these factors would be to miss what makes a modern fighter jet capable and lethal. ALTOONA, Pa. (AP) — Police arrested a suspect Monday in the brazen Manhattan killing of UnitedHealthcare's CEO after a quick-thinking McDonald’s employee in Pennsylvania alerted authorities to a customer who was found with a weapon, mask and writings linking him to the ambush. The chance sighting at the restaurant in Altoona led to a dramatic break in a challenging but fast-moving investigation that had captivated the public in the five days since the shooting that shook the health insurance industry. The suspect, identified by police as 26-year-old Luigi Nicholas Mangione, had a gun believed to be the one used in last Wednesday’s shooting of Brian Thompson, as well as writings suggesting anger with corporate America, police said. Mangione was taken into custody about 9:15 a.m. after police got a tip that he was eating at a McDonald’s in Altoona, Pennsylvania, police said. "He is believed to be our person of interest in the brazen, targeted murder of Brian Thompson,” NYPD Commissioner Jessica Tisch said. Mangione had clothing and a mask similar to those worn by the shooter and a fraudulent New Jersey ID matching one the suspect used to check into a New York City hostel before the shooting, Tisch said. NYPD Chief of Detectives Joseph Kenny said Mangione was born and raised in Maryland, has ties to San Francisco and a last known address in Honolulu, Hawaii. A message left Monday with a Philadelphia-area phone number connected to Mangione was not immediately returned. He was being held in Pennsylvania on gun charges and eventually will be extradited to New York to face charges in connection with Thompson’s death, Kenny said. Video posted on the social platform X showed him being led into the Blair County Courthouse for his first appearance. Police found a three-page document with writings suggesting that Mangione had “ill will toward corporate America,” Kenny said. The handwritten document “speaks to both his motivation and mindset,” Tisch said. Mangione had a ghost gun, a type of weapon that can be assembled at home from parts without a serial number, making them difficult to trace, investigators said. “As of right now the information we’re getting from Altoona is that the gun appears to be a ghost gun that may have been made on a 3D printer, capable of firing a 9 mm round,” Kenny said. Officers questioned Mangione, who was acting suspiciously and carrying multiple fraudulent IDs, as well as a U.S. passport, Tisch said. Officers found a suppressor, “both consistent with the weapon used in the murder,” the commissioner said. Mangione attended an elite Baltimore prep school, graduating as valedictorian in 2016, according to the school’s website. He went on to earn undergraduate and graduate degrees in computer science in 2020 from the University of Pennsylvania, a school spokesman said. One of his cousins is a Maryland state legislator and his family bought a country club north of Baltimore in the 1980s. On Monday, police blocked off an entrance to the property, which public records link to the suspect's parents. A swarm of reporters and photographers gathered outside. In the days since the shooting, police turned to the public for help by releasing a collection of nine photos and video — including footage of the attack, as well as images of the suspect at a Starbucks beforehand. Photos taken in the lobby of a hostel on Manhattan’s Upper West Side showed the suspect grinning after removing his mask, police said. The gunman concealed his identity with a mask during the shooting yet left a trail of evidence, including a backpack he ditched in Central Park, a cellphone found in a pedestrian plaza and a water bottle and protein bar wrapper that police say he bought at Starbucks minutes before the attack. Retracing the gunman’s steps using surveillance video, investigators say the shooter rode into Central Park on a bicycle and emerged from the park without his backpack. He then walked a couple blocks and got into a taxi, arriving at at the George Washington Bridge Bus Station, which is near the northern tip of Manhattan and offers commuter service to New Jersey and bus routes to Philadelphia, Boston and Washington, Kenny said. In an effort to understand the challenges and tentative guidelines, The Daily Star reached out to board members and stakeholders. Their insights highlight the complexities of transitioning from the long-standing censor board to a modern certification body. From censorship to certification: A historical context The announcement of the Film Certification Board on September 22 this year marked a significant milestone in Bangladesh's cinematic landscape. The Ministry of Information and Broadcasting replaced the Bangladesh Film Censor Board with the Bangladesh Film Certification Board, reshaping decades-old regulatory practices. Tracing the history of film censorship in Bangladesh reveals a long journey-- starting with the East Bengal of Film Censors (1952) during the pre-independence era, evolving into the Central Board of Film Censors (1963), and eventually becoming the Bangladesh Film Censor Board (1972) post-independence. Now, the newly formed Bangladesh Film Certification Board aims to modernise film regulation and align it with international standards. Since its formation, the board has cleared over 10 films, including "Voyal", the country's first A-grade film. While this milestone represents progress in age-based classification, the journey toward the system's refinement remains a work in progress. Tentative guidelines and challenges The certification board has been striving to establish a comprehensive framework. However, a board member, who wishes to remain anonymous, revealed that the draft guidelines submitted to the Ministry of Information and Broadcasting remain undisclosed even to board members. This opacity fosters uncertainty regarding the standards the board is expected to uphold. Meanwhile, Md Abdul Jalil, vice chairman of the Film Certification Board, confirmed the development, stating, "The Ministry of Information and Broadcasting has already formed a technical committee, which will be responsible for reviewing the draft we have submitted." Actress Quazi Nawshaba Ahmed, board member and animal rights advocate, emphasised the need for stricter regulations on using animals in films. "Many remain unaware of the silent suffering endured by animals during productions," she explained. "Amidst the chaos on set, who notices the fear, pain, or thirst of a waiting animal? Unlike actors, they cannot call for help." She proposed mandatory on-set veterinary professionals to certify the welfare of animals before granting a film clearance. If implemented, this regulation would be a landmark in the country's film certification system. Nawshaba also suggested requiring producers to provide a clearance certificate confirming full payment to all cast and crew members, a standard practice internationally. "Our industry struggles with payment issues," she noted. "Requiring a No Objection Certificate (NOC) from technicians and cast would ensure accountability." She also highlighted the need to enhance disclaimers regarding smoking and drinking in films. She pointed to practices in neighbouring countries, where films begin with advertisements highlighting the dangers of tobacco and alcohol. "These disclaimers should also appear during intermissions and at the film's conclusion," she added. Another proposed rule addresses the environmental impact of filmmaking, specifically the use of plastic on set and during the production process. The artiste stressed the importance of raising awareness about the harmful effects of plastic on the environment and suggested advocating this message using the certification framework. Structural concerns and criticisms Director Khijir Hayat Khan, another Board member, expressed dissatisfaction with the board's composition, particularly the 50 percent representation of government officials. "This ratio should be reduced to 20 percent to ensure impartial decision-making," he asserted. Khijir criticised certain sections of the Bangladesh Film Certification Act, 2023, as restrictive and outdated. For instance, Section 12 allows the board to reject a film based on subjective criteria like incoherent storytelling or poor cinematography. "These subjective criteria can easily become tools for censorship," Khijir warned. Another one is Section 14, which empowers district magistrates to halt a film's release if deemed contrary to the public interest. Khijir argued that such provisions are incompatible with a professional film industry aspiring to meet international standards. Another issue raised by Khijir concerns collaborative projects. He emphasised the need for equitable collaboration in joint productions, ensuring equal involvement of technicians and cast from both participating countries to ensure fairness and mutual benefit. A ray of hope amidst challenges Despite the concerns and criticisms, some stakeholders remain optimistic. Film critic Dr Zakir Hossain Raju, who is also a board member, highlighted the shift's potential. "The censor board deemed all cleared films suitable for all ages. The certification board introduces age-specific ratings, vital for protecting younger audiences," he explained. While acknowledging the limitations of the Film Certification Act, 2023, Dr Raju expressed hope that these issues would be addressed promptly. "We have requested the concerned ministries to implement the guidelines as soon as possible," he said. Legal and political considerations The implementation of new guidelines for the Film Certification Board also raises governance-related concerns. Stakeholders worry that the absence of an elected government could stall progress. However, Barrister Jyotirmoy Barua, who is also a human rights activist, clarified the legal process. "The standard procedure requires at least a two-thirds majority in voting to pass an amendment in the parliament. Once passed, it requires the president's approval after being gazetted. If the president fails to respond within 15 days, the law would be enacted by default. In the absence of a parliament, the president can enact laws through direct approval," he stated, suggesting that the procedure would require even less time in the current situation and political uncertainties should not hinder its implementation. The establishment of the Bangladesh Film Certification Board is a turning point in the country's cinematic history. Its efforts to adopt international best practices and address longstanding issues—such as animal welfare, fair payment practices, and environmental awareness—are commendable. However, structural reforms and the removal of restrictive provisions in the Film Certification Act, 2023, are critical for success. A comparative analysis of past censorship laws and the current act—such as among Censorship of Films Act, 1963, Censorship of Films Act, 1977, and the Bangladesh Film Certification Act, 2023— reveals striking similarities, with some new provisions being even more restrictive. The analysis indicates that the majority of the sections in the certification act pertain to censorship and bear no relevance to certification or rating. In essence, censorship hinders cinema's capacity to portray society authentically. Therefore, it's crucial to establish a robust system that classifies films by age appropriateness while ensuring artistic freedom. With clear guidelines, reduced bureaucratic influence, and effective legal mechanisms, the certification board has the potential to transform Bangladesh's film industry and elevate it to international standards.

Hyderabad: After Hyderabad, Warangal and Karimnagar are posed to be the next destinations for Global Capability Centres (GCC). At least, that's what the Nasscom predicts. In a recent report, the industry body lists the two cities of Telangana as "emerging hubs for GCCs" in India for multiple reasons: availability of talent pool, proximity to Hyderabad, presence of some top colleges — like the National Institute of Technology (NIT) — ,and affordable real estate. "Telangana is a prime location for GCCs due to its established ecosystem, availability of talent, supportive govt policies, and infrastructure advantages, particularly in cities like Hyderabad, Warangal, and Karimnagar," the report, GCC Playbook - Telangana's Blueprint for Growth, states, pointing out how companies like LTI Mindtree, Genpact, and Cyient have already set up offices in Warangal. In fact, industry experts say developing any other tier 2 city is a win-win situation for all parties involved. "If govt offers incentives, companies will be more than willing to set up business in Warangal or Karimnagar as the cost of establishment is very low compared to Hyderabad. The same goes for cost of living and competition to hire talent," said Ajit Rangnekar, director general at the Research and Innovation Circle of Hyderabad, adding that students who come to Hyderabad from these cities for education will be more than willing to go back if they get the right opportunities. The other USP of these cities: social and medical infrastructure. "They also have the needed talent pool...setting up GCCs here can help create jobs like like analytics, data annotation, and labelling for those willing to ‘work near home'," added Rangnekar, who is the chief innovation officer at the Telangana Innovation Cell as well. That these cities are not more than three hours away from Hyderabad is another favourable factor. "Pune has leveraged its proximity to Mumbai. Warangal, Karimnagar, or any of our other tier 2 cities in Telangana too could go the same way.
