In a letter to Westphal regarding his urgent care bill, UC Health stated that he had "received these services within a Hospital Outpatient Department." Fox said Medicare charges about $440 for the same tests Westphal was billed $1,840. "They're basically charging four times what Medicare does," said Fox. "I think those services can be provided at a much lower cost. And I think what we are seeing is as hospitals acquire more facilities and doctors offices, they are charging higher costs for the same level of service to patients. And that puts Coloradans at financial risk." A UCHealth spokesperson clarified that its urgent care centers are not Hospital Outpatient Departments, but the labs in certain cases are at the hospital. UCHealth and Anthem declined our requests for interviews, but in an email, a UCHealth spokesman pointed to high-deductible health insurance plans, stating, "This shifts more of the burden of paying medical bills onto patients." Mexican immigration authorities have broken up two small migrant caravans headed to the U.S. border, activists said Saturday. Some migrants were bused to cities in southern Mexico, and others were offered transit papers. The action comes a week after U.S. President-elect Donald Trump threatened to slap 25% tariffs on Mexican products unless the country does more to stem the flow of migrants to the U.S. border. On Wednesday, Trump wrote that Mexican President Claudia Sheinbaum had agreed to stop unauthorized migration across the border into the United States. Sheinbaum wrote on her social media accounts the same day that “migrants and caravans are taken care of before they reach the border.” Migrant rights activist Luis García Villagrán said the breaking-up of the two caravans appeared to be part of “an agreement between the president of Mexico and the president of the United States.” The first of the caravans started out from the southern Mexico city of Tapachula, near the border with Guatemala, on Nov. 5, the day Trump was elected. At its height it had about 2,500 people. In almost four weeks of walking, it had gone about 270 miles (430 kilometers) to Tehuantepec in the state of Oaxaca . In Tehuantepec, Mexican immigration officials offered the tired migrants free bus rides to other cities in southern or central Mexico. “They took some of us to Acapulco, others to Morelia, and others from our group to Oaxaca city,” said Bárbara Rodríguez, an opposition supporter who left her native Venezuela after that country's contested presidential elections earlier this year. Rodríguez said by telephone she later caught a bus on her own to Mexico City. Hours before the inaugural session, one of Pranab Mukherjee’s aides came rushing down the stairs to help his boss prepare for the day. As he took a turn on the corridor leading to Mukherjee’s room, the aide was gobsmacked. There, outside the closed doors of the hotel room, Manmohan Singh, then the Leader of the Opposition in the Rajya Sabha, was waiting patiently with a bunch of documents in his hand for Mukherjee to come out. Tales of Manmohan Singh’s modesty, grace and humility are folklores in the corridors of power. As a Rajya Sabha member, Singh loved to come to the old Parliament library to spend some quiet time and read articles on economy in foreign and Indian magazines. One day, he ordered a glass of lassi at the Delhi milk department counter outside the Central Hall, but at the time of payment, Singh — not the one to carry wads of currency notes — found himself short of cash.
